A Singularidade de Cabo Verde Cabo Verde e unica entre a familia de na90es. ~ uma republica de ilhas (Fig. 1.1) suficientemente distanciadas umas das outras e do continente africano (600 km) para dissuadir visitas imprevistas ou fortuitas. Seu isolamento serviu para fortalecer sua singular cultura crioula, porem a cllsta de contactos frequentes com influencias e inforrna90es externas. Cabo Verde e muito pequeno. Sua popula9ao de 300.000 habitantes, que mal chegaria para tornar uma cidade auto-suficiente num complexo industrial, esta dividida entre nove ilhas. A capital, Praia, conta somente com 23.000 habitantes, e e, essencialmente, urna pequena e simpatica cidade onde a maior parte dos vercursos pode ser feita a pe e onde encontros casuais entre funcionarios do governo sao provavelmente tao irnportantes quanto os formais meios de comunica9ao pelo telefone ou por escrito. Cabo Verde e tambem pequeno ern termos de area territorial, embora ocupe urna area relativamente grande de ocea~o. Sua superficie total e pouco mais de 4.000 km2 , porem suas nove ilhas principais estao espalhadas por uma POr9aO grande, quadrangular, do Atlantico medindo aproximadamente 240 qUilometros de urn lado. A superficie total (nao incluindo partes da plataforma continental que se estende para alem do litoral externo das ilhas) e comparavel as republicas de Togo ou Sri Lanka, ou cerca de metade da Guatemala. A nao ser pelo servi90 de barcas entre Fogo e Brava, e entre Sao Vicente e Santo Antao, as ilhas estao demasiado distantes entre si para urn conveniente transporte maritimo. Avioes sao, portanto, essenciais as comunica90es e trafego entre as ilhas, embora para transac90es lentas e volurnosas 0 transporte maritimo, seja por embarca90es a vela ou a motor, e sempre urna alternativa devido aos ventos constantes e condi90es atmosfericas geralmente boas.

The Iowa Railway Finance Authority (IRFA) was created in 1980 by the 68th General Assembly to provide for the financing of rail facilities and to enhance and continue the operation of essential rail facilities. IRFA was authorized to offer financial assistance for the acquisition, rehabilitation, construction, refinancing, extension, replacement, maintenance, repair, or leasing of any rail facility. Rail Revolving Loan and Grant Program The 2005 legislative session amended Iowa Code 327H.20 by assigning all repayments of IRFA and other Iowa Department of Transportation (Iowa DOT) rail assistance loans to the Rail Revolving Loan and Grant Program (RRLGP). In addition, the following annual appropriations were allocated to the fund: • FY 2007: $235,000 • FY 2008: $2 million • FY 2009: $2 million Since the creation of the RRLGP in 2005, IRFA has awarded funding to 23 projects totaling over $7.2 million in grants and loans in its three rounds of competitive funding. These projects have pledged to create 1,672 jobs within two years of project completion and 1,361 jobs have been retained. Funded projects are associated with over $2 billion in total private capital investment. In 2008, the IRFA Board directed all available funds be used to help repair railroads devastated by summer flooding. On July 31, $3.9 million in deferred payment loans were offered to seven Iowa based railroads to allow for immediate repair of rail beds, including the cost of materials, labor and equipment.

Interleukin (IL)-12p40, a subunit of IL-12p70 and IL-23, has previously been shown to inhibit IL-12p70 activity and interferon-gamma (IFN-gamma) production. However, recent evidence has suggested that the role of IL-12p40 is more complex. To study the contribution of IL-12p40 to immune responses against mycobacterial infections, we have used transgenic (tg) mice overexpressing IL-12p40 under the control of a major histocompatibility complex-II promoter. The IL-12p40 transgene was expressed during steady state at concentrations of 129 +/- 25 ng/ml of serum and 75 +/- 13 ng per spleen, while endogenous IL-12p40 was hardly detectable in control littermates. Bacille Calmette-Guérin (BCG) infection strongly induced the expression of IL-12p40 transgene in infected organs, and IL-12p40 monomeric and dimeric forms were identified in spleen of IL-12p40 tg mice. Excessive production of IL-12p40 resulted in a 14-fold increase in IL-12p70 serum levels in tg mice versus non-transgenic mice. IL-23 was also strongly elevated in the serum and spleens of IL-12p40 tg mice through BCG infection. While IFN-gamma and tumour necrosis factor protein levels were similar in IL-12p40 tg and non-transgenic mice, Th2 type immune responses were reduced in IL-12p40 tg mice. The number of BCG granulomas and macrophage expressing inducible nitric oxide synthase were similar in IL-12p40 tg and non-transgenic mice. IL-12p40 tg mice were as resistant as non-transgenic mice to BCG and Mycobacterium tuberculosis infections as they could efficiently control bacillary growth. These data show that high amounts of IL-12p40 promotes IL-12p70 and IL-23 formation, but that does not affect T helper 1 type immune responses and granuloma function, thus leading to normal mycobacterial clearance in infected organs.
