A escola é o centro de convergência que justifica e fundamenta os recursos alocados ao sistema educativo. Durante o normal funcionamento das escolas, as condições de segurança, salubridade dos edifícios e equipamentos devem ser previstas e mantidas para garantir a salvaguarda da saúde e bem-estar dos seus ocupantes. A responsabilidade sobre estas questões encontra-se transferida para os Órgãos de Gestão dos estabelecimentos educativos. Neste âmbito efectuou-se um estudo que objectivou caracterizar a organização e a gestão escolar, no contexto da segurança, higiene e saúde; conhecer a forma da organização e da gestão da emergência nos estabelecimentos de ensino e o grau de satisfação dos gestores escolares relativamente aspectos relacionados com a Segurança, Higiene e Saúde. Neste sentido, foi aplicado um inquérito por questionário on-line, dirigido aos directores dos agrupamentos de escolas e escolas únicas da Região Norte de Portugal. Na generalidade os resultados obtidos demonstraram que ao nível da organização e gestão da emergência é evidenciada alguma preocupação, constatando-se no entanto, que nem todas as escolas possuam delegado de segurança, algumas não possuem plano de segurança, apenas metade evidenciou a existência de projectos educativos em áreas relacionadas com a temática e não existe ainda uma participação efectiva no seio escolar por parte da comunidade. Os gestores escolares, relativamente ao grau de satisfação, referiram as condições das infra-estruturas e estado de conservação dos estabelecimentos escolares, como factores de maior descontentamento. Percepcionou-se que a gestão escolar é centrada nos problemas do quotidiano, não existindo uma planificação ou um programa legitimado de segurança, higiene e saúde a longo prazo. A análise à actuação do gestor escolar face à segurança e higiene, não pode efectuar-se alheia e separadamente do actual regime de autonomia, administração e gestão dos estabelecimentos públicos da educação pré-escolar e dos ensinos básico e secundário, porque o desempenho dos diferentes actores no processo educativo é por si condicionada. Cabe ao gestor escolar, na figura do Director(a) consagrar a segurança, higiene e saúde integradas na dinâmica escolar, promovendo um ambiente escolar mais saudável e seguro.

The study focused on the teacher as an adult learner rather than an instructor. A sample of three hundred and three elementary school teachers completed a two-part Likert survey questionnaire. The instrument was developed by the researcher in an attempt to operationalize Mezirow's Theory of Perspective Transformation. The four sub-scales collected information about teachers as they perceived themselves as adult learners and the way they conceptualize critical SelfReflection, Meaning perspectives and New Insights (Mezirow, 1978, 1981, 1989, 1990) within a framework of Mezirow's concept of Transformative Learning. Survey research methodology was used. Frequency distributions, means, and standard deviation were calculated. Reliability analysis and Pearson 'r' correlations established the internal consistency of items It Cross tabulations to describe differences in responses across demographic valuables were computed. The survey results indicated that teachers perceived themselves as self-directed learners. The findings support the need for a better understanding of the teacher as an adult learner so that teacher inservice programs and teacher supervision and evaluation can provide a viable learning alternative to the existing models used in practice.

Ce mémoire explore la question des conséquences de l’interprétation rawlsienne du pluralisme éthique pour la légitimité de l’autonomie individuelle comme objectif d’éducation publique. Rawls (1993, 2003) soutient que seuls des objectifs éducatifs strictement politiques peuvent guider l’élaboration des politiques publiques en matière d’éducation obligatoire et justifier une intervention étatique dans l’éducation des enfants. Or, puisque Rawls définit l’autonomie individuelle comme un idéal éthique privé, il conclut qu’elle n’est pas un objectif légitime d’éducation publique. La thèse principale qui est défendue dans le cadre de ce mémoire est que Rawls est aveugle aux implications réelles de sa propre théorie politique en matière d’éducation commune, qui, contrairement à ce qu’il soutient, exigent précisément la promotion de l’autonomie individuelle comme idéal éthique (et non politique). Cette thèse remet en question le principe de neutralité de l’État envers toutes les doctrines éthiques, y compris l’idéal d’autonomie individuelle, qui caractérise et distingue la théorie rawlsienne des versions classiques du libéralisme. La deuxième partie de cette étude considère une stratégie possible pour sauver la neutralité du libéralisme politique, qui consiste à définir le concept d’autonomie individuelle de manière procédurale et éthiquement neutre. Ce chapitre montre que, indépendamment de la plausibilité strictement conceptuelle d’une telle caractérisation de l’autonomie individuelle, elle n’est pas appropriée au projet éducatif rawlsien, parce que celui-ci demande la valorisation de la pensée critique, et comporte donc un élément éthique incontournable. Enfin, la troisième partie de cette étude explore la problématique des moyens de promotion de l’autonomie individuelle et, plus spécifiquement, de la légitimité des écoles séparées religieuses. Elle soutient, d’un côté que l’école religieuse peut avoir une importante valeur instrumentale vis-à-vis du développement de l’autonomie individuelle, mais de l’autre côté, que l’école commune est nécessaire à un certain stade de développement.

La formation à distance (FAD) est de plus en plus utilisée dans le cadre de la formation des enseignants aux technologies de l’information et de la communication (TIC). Dans les pays en voie de développement, elle permet non seulement de réduire les coûts par rapport à une formation traditionnelle, mais aussi de modéliser des pratiques pédagogiques exemplaires qui permettent de maximiser le recours aux TIC. En ce sens, la formation continue des enseignants aux TIC par des cours à distance qui intègrent des forums de discussion offre plusieurs avantages pour ces pays. L’évaluation des apprentissages réalisés dans les forums reste cependant un problème complexe. Différents modèles et différentes procédures d’évaluation ont été proposés par la littérature, mais aucun n’a encore abordé spécifiquement la culture e-learning des participants telle qu’elle est définie par le modèle IntersTICES (Viens, 2007 ; Viens et Peraya, 2005). L’objectif de notre recherche est l’élaboration d’une grille opérationnelle pour l’analyse de la culture e-learning à partir des contenus de différents forums de discussion utilisés comme activité de formation dans un cours à distance. Pour développer cette grille, nous utiliserons une combinaison de modèles recensés dans la revue de littérature afin de circonscrire les principaux concepts et indicateurs à prendre en compte pour ensuite suivre les procédures relatives à l’analyse de la valeur, une méthodologie qui appelle la production d’un cahier des charges fonctionnel, la production de l’outil, puis sa mise à l’essai auprès d’experts. Cette procédure nous a permis de mettre sur pied une grille optimale, opérationnelle et appuyée par une base théorique et méthodologique solide.

In 2001 the Indian Banks Association have come up with a model frame work for educational loans in the country. With the approval of the Central Government the public sector banks in India started to give education loans. The private and cooperative banks also joined the fray. Due to growing NPAs and the intervention of the Government these norms were modified in 2011. The budget allocation for the primary and higher secondary education is on the increase in India. However, higher education has been of late relegated or left to the mercy of the private players. There has been a steady growth of educational loans disbursed, private colleges and deemed universities started and enrolments of students in higher education during the years 2001 to 2011. This paper is a humble attempt to 1) analyse the growth of the educational loans vis-à-vis other forms of personal loans at the national level, 2) showcase the disbursements of educational loans in Kerala State, 3) to assess the growth of educational institutions and enrolment of students in higher education in India from secondary data and 4) to make suggestions based on the findings

L???ensenyament de les lleng??es estrangeres tamb?? ser?? motiu d???an??lisi d???aquest treball. Malgrat que tots els governs europeus coincideixen en un inter??s creixent en els termes educatius i en l???harmonitzaci?? dels respectius sistemes educatius, la realitat segueix essent que les estructures d???aquests sistemes mantenen difer??ncies considerables. S??n moltes i molt diverses les institucions responsables del finan??ament, gesti?? i avaluaci?? de l???educaci?? i la formaci??. I no s??n menys les diverg??ncies en temes com l???ensenyament professional, l???educaci?? superior i postobligat??ria, la pol??tica d???ex??mens i titulacions, etc. Basta comparar els aspectes b??sics de dos sistemes educatius com l???espanyol i el brit??nic per entendre la complicada tasca d???intentar integrar els sistemes educatius europeus.

Foram objetivos do presente estudo proceder à análise das relações entre Valores de trabalho, Satisfação no trabalho e Satisfação com a vida em profissionais do sector da saúde e perceber se dimensões como antiguidade na empresa, os anos de experiência e o número de organizações, função, definição de objetivos, avaliação do desempenho, idade, escolaridade, sexo e estado civil tinham um papel nas dimensões principais do estudo. Foi recolhida uma amostra de 214 profissionais da saúde, sendo 24% do sexo masculino e com idades entre 21 e 71 anos (M=40.06; DP=10.93). Foram utilizados os instrumentos WVS (Schwartz, 1994), QSGT (Hackman & Oldham, 1975) e SWLS (Diener, 1984). Os resultados mostraram que existe uma relação positiva entre a satisfação na vida e a satisfação no trabalho; que quanto mais elevados eram os valores de trabalho Poder, Realização, Hedonismo, Estimulação, Auto direção, Benevolência, Conformismo e Segurança, maior era a Satisfação no trabalho; que quanto mais elevados são os valores de trabalho Poder, Realização, Hedonismo, Estimulação, Auto direção, Universalismo, Benevolência, Tradição, Conformismo e Segurança maior era a Satisfação com a vida; e que existem diferenças entre sexos, idade, estado civil e escolaridade ao nível dos valores de trabalho. Contudo, apesar da satisfação com a vida ser influenciada pela satisfação no trabalho e pelos valores de trabalho, estas dimensões, por si só, não explicam fortemente a satisfação com a vida.

The guidelines presented in this document are a preliminary strategy for establishing a comprehensive policy for the needs of training and education wiyhin the sector and adjoining areas, across fields of knowledge and professions concerned, on relevant levels and for the varies institutions and operators. The objective of these guidelines is to analysis the problems, objectives and goals for development of a far reaching system of educational and training programs and courses for museums, cultural heritage and related fields of activities. This objective comprises a close collaboration between museum, cultural heritage organizations and educating organizations, notably within universities and colleges, but also other kinds of educating bodies.

The contemporary global economy places great value on highly educated workers but devalues workers in repetitive or low skill jobs. In order to thrive in this new economy, countries must ensure sufficient higher education opportunities for their population. However, a lack of resources is a major barrier faced by many developing countries in expanding their higher education systems. Technology-mediated distance education has the potential to be an invaluable tool in offering educational opportunities to people, if the other necessary conditions for participation are met. Although technology-mediated education was first considered to be a medium to bridge the learning divide across space, today it is feared that it could well become an inequality intensifier. Drawing on examples from developing countries, this paper considers factors regarding implementing technology-mediated distance education, including failure to address contextual issues and possible consequences. Challenges and policy implications are also discussed.

Education, especially higher education, is considered vital for maintaining national and individual competitiveness in the global knowledge economy. Following the introduction of its “Free Education Policy as early as 1947, Sri Lanka is now the best performer in basic education in the South Asian region, with a remarkable record in terms of high literacy rates and the achievement of universal primary education. However, access to tertiary education is a bottleneck, due to an acute shortage of university places. In an attempt to address this problem, the government of Sri Lanka has invested heavily in information and communications technologies (ICTs) for distance education. Although this has resulted in some improvement, the authors of this article identify several barriers which are still impeding successful participation for the majority of Sri Lankans wanting to study at tertiary level. These impediments include the lack of infrastructure/resources, low English language proficiency, weak digital literacy, poor quality of materials and insufficient provision of student support. In the hope that future implementations of ICT-enabled education programmes can avoid repeating the mistakes identified by their research in this Sri Lankan case, the authors conclude their paper with a list of suggested policy options.
