Os direitos na esfera pública mediática: a imprensa como instrumento da cidadania

O modo como a imprensa atua em defesa da cidadania é o tema deste livro, de Murilo César Soares. Baseado em levantamento e análise de conteúdo dos jornais O Estado de S. Paulo e Folha de S.Paulo ele discute os conceitos de cidadania, esfera pública e hegemonia, com destaque para o papel do jornalismo como interface entre o Estado, a sociedade civil e a opinião pública. Ponto central da pesquisa, o conceito de jornalismo é analisado em suas diferentes facetas, como a de fiscalizador da ação do Estado - e, portanto, participante do processo político e administrativo - e a de intermediário da opinião pública. O estudo analisa ainda a mídia como meio de agendamento e de enquadramento de questões públicas, ou seja, como agente com capacidade de pautar e priorizar os assuntos para a sociedade, além de deter o poder de focar, formatar e expor esses temas ao transformá-los em material jornalístico. A atuação da imprensa em questões de cidadania é demonstrada a partir da análise detalhada de como os dois jornais paulistas agendaram e enfocaram casos envolvendo ameaça ou violação de direitos da cidadania e as atitudes e ações das autoridades públicas em relação a tais situações. A obra apresenta um painel da importância dada pelos diários à cobertura de demandas de movimentos sociais ou da precariedade de condições de vida, assim como da violação de direitos civis, como prisões ilegais, violência policial e abuso de autoridade, além da inserção dos negros na sociedade e na economia. Os resultados da pesquisa sobre a cobertura realizada pelos jornais dão suporte para o autor situar a imprensa entre os meios sociais que contribuem para a implementação dos direitos da cidadania e indicar alternativas para seu aperfeiçoamento

This article examines the challenges involved in the process of police militarization and implementation of police discipline in the State of São Paulo during the First Brazilian Republic (1889 to 1930). Th e implementation of a militarized police model, initiated by the 1906 French Military Mission, was not fully able to deal with indiscipline issues among policemen. Beyond creating problems of its own, such as fostering a corporatist culture and strengthening rigid hierarchies, military discipline prevented police forces to address new issues that would aff ect its practices. Documents in the São Paulo State Public Archive provides a window to the daily violence, the personal compromises, the institutional confl icts and the political meddling that was part of police life in the State of São Paulo at the turn of the century.

Um Enigma e sua Esfinge

This essay is targeted to ransom some aspects in General Miguel Costas´political trajectory; and also, the controversial debate concerning the Coluna Prestes. Here the attention is focused on his (the General’s) lack of knowledge even in the university matters, as also about the very Policia Militar (Military Police) institution. Considering a hypothesis, this came to happen on account of too few study material on the institution originated by the scholars efforts, but it happened also because the own Policia Militar were afraid that him would be sight like a leftish policeman.

Ordem social, Polícia Civil e justiça criminal na cidade de São Paulo (1889-1930)

The article aims to review the discussion on police role within institutional reform in São Paulo First Republic implementation. The main argument refers to the formation of brazilian judicial system and to the continuity of the debate on public policies reforms, administration of justice and police control over lower social classes, by means of a criminalization of the poverty. The judicial administration was reformed, but that opened space for police institutions to act without constraints. Despite theses changes, state institutions were also used by tradicional social elites in neo-patrimonial ways, allowing the maintenance of unlawful practices within the system.

O difícil caminho da reforma: A polícia e os limites do processo de reforma pós-redemocratização

A transition of Brazil from a juridico-political system of exception to a democracy was accompanied by several legal and institutional reform processes, aimed at the gradual elimination of so-called authoritarian rubble and the implementation of instruments of the democratic system, based on recognized citizenship and justice. However, to this day the extent and effects of those reforms can be questioned, especially in light of the increased public demand for justice and citizenship. The article The Difficult Path to Reform: The Police and Limits of the Post-Redemocratization Reform Process shows that the route to reform, above all in the sphere of police agencies, is a tortuous one, with an extensive agenda of problems and solutions, demanding research on the part of academics in order to form an understanding of the resistance to change and to new paradigms that define the public security agenda.

O objetivo desta pesquisa é fazer uma análise da obra de Emma Perodi, “Le novelle della nonna”, relacionando-a a possíveis aspectos maravilhosos – quando estes se fizerem presentes. Busca-se encontrar o que torna essas histórias da vovó fantásticas, qual é o seu teor fantástico/maravilhoso em meio a seus enredos tradicionais, bastante ligados a cultura italiana da época, considerando, portanto, seus valores éticos, religiosos, populares – principalmente – entre outros. Além desse primeiro aspecto maravilhoso, busca-se expor as figuras recorrentes nas narrativas da vovó Regina e analisa-las, procurando desvendar o porquê de sua recorrência e qual é o seu significado dentro da estrutura narrativa em questão. Tratando da narrativa, esta terá um estudo a parte, uma vez que possui uma estrutura, no mínimo interessante, na qual se interpenetram o mundo real, onde se encontram os membros da família Marcucci, e o mundo fantástico tecido, delineado, inúmeras vezes pela figura matriarcal da avó. Esta figura matriarcal, possui suas características em particular, uma vez que desempenha muito bem o papel da narradora munida não de histórias de além mundo, como as possui um exímio viajante, mas as histórias que possui uma pessoa que muito sabe e experienciou em seu país, conhecendo, portanto, cada característica que possa descrevê-lo. Nesta obra vê-se de forma bastante clara a tradição italiana, principalmente ao trata-se da religiosidade, denominador comum em todas as histórias contadas pela vovó que trazem consigo um teor moralizante. Como se pode perceber, os aspectos desta obra são vários, mas todos culminam no ponto onde o Maravilhoso floresce e se faz notar

Fragmento D' Alma is an artistic research that part of a poetic tale through an initial charge of dawn one fantastic universe where words have life and willingly. The work includes sculptural works in order to interpret through the use of allegory situations of the tale in the form of sculptural compositions considering one or more characters in the story. In the sculptural work, I tried figuring the relations tale as my interpretations and poetic, so I sought theoretical studies of allegory after noting my affinity with the theme to contribute to the relationship text and image set in my work. I also sought to understand the relationships that the text played with sculptural work, so the chances that I could address this through dialogue between text and image. The studies collected through surveys pointed allegory by João Adolfo Hansen, as well as in various artistic and visual references present in my repertoire, such as the Baroque sculpture of Bernini, the performances of Berna Reale and literature of Neil Gaiman, contributed in this research to the development of my creative process during the preparation of this research work of art, making the complexity of the relationship between textual production and poetic sculptural three-dimensional, also became a concern and an integral theme of my work and my reflections presented here. Therefore, I conclude based on my own experience in this work, the artistic research inspired allegory might contribute to the development of my creative process during the preparation of this artwork, besides assigning relations between textual production and poetic dimensional sculpture
