Following the collapse of the communist regime in 1989, Bulgaria has undergone dramatic political, economic and social transformations. The transition process of the past two decades was characterized by several reforms to support democratisation of the political system and the functioning of a free-market economy. Since 1992, Switzerland has been active in Bulgaria providing assistance to the transition process, with support to Sustainable Management of Natural Resources (SMNR) starting in 1995. The SMNR Capitalisation of Experiences (CapEx) took place between March and September 2007, in the context of SDC phasing out its programmes in Bulgaria by the end of 2007 due to the country’s accession to the European Union. The CapEx exercise has culminated in the identification of 17 lessons learned. In the view of the CapEx team, many of these lessons are relevant for countries that are in the process of joining the EU, facing similar democratisation challenges as Bulgaria. Overall, the Swiss SMNR projects have been effective entry points to support areas that are crucial to democratic transitions, namely participation in public goods management, decentralisation, human capacity development in research and management, and preparation for EU membership. The specificity of the Swiss support stems from an approach that combines a long-term commitment with a clear thematic focus (forestry, biodiversity conservation and organic agriculture). The multistakeholder approach and diversification of support between local, regional and national levels are also important elements that contributed to make a difference in relation to other donors supporting the Bulgarian transition. At the institutional level, there are a number of challenges where the contribution of SMNR activities was only modest, namely improving the legal framework and creating more transparency and accountability, both of which are time and resource-consuming processes. In addition, the emergence of competent and sustainable non-government organisations (NGOs) is a complex process that requires support to membership based organisations, a challenge that was hardly met in the case of SMNR. Finally, reform of government institutions involved in management of natural resources is difficult to achieve via project support only, as it requires leverage and commitment at the level of policy dialogue. At the programme management level, the CapEx team notes that corruption was not systematically addressed in SMNR projects, indicating that more attention should be given to this issue at the outset of any new project.

In its search for pathways towards a more sustainable management of natural resources, development oriented research increasingly faces the challenge to develop new concepts and tools based on transdisciplinarity. Transdisciplinarity can, in terms of an idealized goal, be defined as a research approach that identifies and solves problems not only independently of disciplinary boundaries, but also including the knowledge and perceptions of non-scientific actors in a participatory process. In Mozambique, the Centre for Development and Environment (Berne, Switzerland), in partnership with Impacto and Helvetas (Maputo, Mozambique), has elaborated a new transdisciplinary tool to identify indigenous plants with a potential for commercialization. The tool combines methods from applied ethnobotany with participatory research in a social learning process. This approach was devised to support a development project aimed at creating alternative sources of income for rural communities of Matutuíne district, Southern Mozambique, while reducing the pressure on the natural environment. The methodology, which has been applied and tested, is innovative in that it combines important data collection through participatory research with a social learning process involving both local and external actors. This mutual learning process provides a space for complementary forms of knowledge to meet, eventually leading to the adoption of an integrated approach to natural resource management with an understanding of its ecological, socio-economic and cultural aspects; local stakeholders are included in the identification of potentials for sustainable development. Sustainable development itself, as a normative concept, can only be defined through social learning and consensus building between the local and external stakeholders.

For successful implementation of any soil and water conservation (SWC) or sustainable land management practice, it is essential to have a proper understanding of the natural and human environment in which these practices are applied. This understanding should be based on comprehensive information concerning the application of the technologies and not solely on the technological details. The World Overview of Conservation Approaches and Technologies (WOCAT) is documenting and evaluating SWC practices worldwide, following a standardised methodology that facilitates exchange and comparison of experiences. Notwithstanding this standardisation, WOCAT allows flexible use of its outputs, adapted to different users and different environments. WOCAT offers a valuable tool for evaluating the strengths and weaknesses of SWC practices and their potential for application in other areas. Besides collecting a wealth of information, gaps in available information are also exposed, showing the need for more research in those fields. Several key issues for development- oriented research have been identified and are being addressed in collaboration with a research programme for mitigating syndromes of global change.

The research project is an extension of the economic theory to the health care field and health care research projects evaluating the influence of demand and supply variables upon medical care inflation. The research tests a model linking the demographic and socioeconomic characteristics of the population, its community case mix, and technology, the prices of goods and services other than medical care, the way its medical services are delivered and the health care resources available to its population to different utilization patterns which, consequently, lead to variations in health care prices among metropolitan areas. The research considers the relationship of changes in community characteristics and resources and medical care inflation.^ The rapidly increasing costs of medical care have been of great concern to the general public, medical profession, and political bodies. Research and analysis of the main factors responsible for the rate of increase of medical care prices is necessary in order to devise appropriate solutions to cope with the problem. An understanding of the community characteristics and resources-medical care costs relationships in the metropolitan areas potentially offers guidance in individual plan and national policy development.^ The research considers 145 factors measuring community milieu (demographic, social, educational, economic, illness level, prices of goods and services other than medical care, hospital supply, physicians resources and techological factors). Through bivariate correlation analysis, the number of variables was reduced to a set of 1 to 4 variables for each cost equation. Two approaches were identified to track inflation in the health care industry. One approach measures costs of production which accounts for price and volume increases. The other approach measures price increases. One general and four specific measures were developed to represent each of the major approaches. The general measure considers the increase on medical care prices as a whole and the specific measures deal with hospital costs and physician's fees. The relationships among changes in community characteristics and resources and health care inflation were analyzed using bivariate correlation and regression analysis methods. It has been concluded that changes in community characteristics and resources are predictive of hospital costs and physician's fees inflation, but are not predictive of increases in medical care prices. These findings provide guidance in the formulation of public policy which could alter the trend of medical care inflation and in the allocation of limited Federal funds.^

Injury is an inevitable part of life, making wound healing essential for survival. In postembryonic skin, wound closure requires that epidermal cells recognize the presence of a gap and change their behavior to migrate across it. In Drosophila larvae, wound closure requires two signaling pathways (the Jun N-terminal kinase (JNK) pathway and the Pvr receptor tyrosine kinase signaling pathway) and regulation of the actin cytoskeleton. In this and other systems, it remains unclear how the signaling pathways that initiate wound closure connect to the actin regulators that help execute wound- induced cell migrations. Here we show that chickadee, which encodes the Drosophila Profilin, a protein important for actin filament recycling and cell migration during development, is required for the physiological process of larval epidermal wound closure. After injury, chickadee is transcriptionally upregulated in cells proximal to the wound. We found that JNK, but not Pvr, mediates the increase in chic transcription through the Jun and Fos transcription factors. Finally, we show that chic deficient larvae fail to form a robust actin cable along the wound edge and also fail to form normal filopodial and lamellipodial extensions into the wound gap. Our results thus connect a factor that regulates actin monomer recycling to the JNK signaling pathway during wound closure. They also reveal a physiological function for an important developmental regulator of actin and begin to tease out the logic of how the wound repair response is organized.

This research focused on the topic of end-of-life planning and decision-making for adults affected by mental retardation. Adults with mental retardation have unique challenges in this regard, including difficulty communicating their wishes without assistance and diminished decision-making skills. The primary research objective was to identify factors that can affect opportunities for adults with mental retardation in community-based services settings (and their advocates) to be involved in planning and deciding about their own end-of-life experience. ^ A descriptive qualitative inquiry was designed to explore issues related to death and dying, and the notion of end-of-life planning, from the perspective of adults with mental retardation who receive publicly-funded community services ("clients") and family members of individuals who receive such services. Study participants were recruited from a single mental retardation service provider in a large urban setting (the "Agency"). Sixteen clients and 14 families of Agency clients took part. Client data collection was accomplished through face-to-face interviews, focus group meetings, and record reviews; family members were involved in a face-to-face interview only. ^ An initial coding scheme was developed based upon literature and policy reviews, and themes related to the research questions. Analysis involved extracting data from transcripts and records and placing it into appropriate thematic categories, building support for each theme with the accumulated data. Coding themes were modified to accommodate new data when it challenged existing themes. ^ Findings suggest that adults with mental retardation do have the requisite knowledge, interest, and ability to participate in decisions about their end-of-life experience and handling of affairs. Siblings are overwhelmingly the chosen future surrogates and they (or their children) will likely be the end-of-life advocates for their brothers and sisters affected by mental retardation. Findings further point to a need for increased awareness, accurate information, and improved communication about end-of-life issues, both in general and particular to adults affected by mental retardation. Also suggested by the findings is a need to focus on creating accommodations and adaptations that can best uncover a person's authentic views on life and death and related end-of-life preferences. Practical implications and suggestions for further research are also discussed. ^

El proceso de ordenamiento territorial en Bolivia es relativamente nuevo y por tal razón el avance es mínimo si se piensa en los objetivos alcanzados hasta ahora. El presente trabajo pretende mostrar el avance logrado en uno de los departamentos de Bolivia, Tarija, donde en 5 años, se ha logrado elaborar un plan departamental de ordenamiento territorial y mediante la coordinación interinstitucional (prefectura y gobiernos municipales) se ha iniciado el mismo proceso de a nivel municipal. A partir de estos planes municipales se induce a municipios predominantemente urbanos a trabajar planes de ordenamiento territorial a partir de lineamientos planteados desde la prefectura, con el fin de iniciar los procesos de planificación urbana, actualizar la normativa y elaborar proyectos de desarrollo local. El objetivo del presente trabajo, es mostrar los avances a los que se pretende arribar gracias a un proceso metodológico de ordenamiento territorial incorporado a una dinámica urbana que interactúa constantemente con su área de influencia que en el caso boliviano es normalmente rural; pero además demostrar que el componente interdisciplinario en el caso de la planificación urbana es imprescindible considerando que hasta hace unos años este era un trabajo especifico de los colegas urbanistas y que en una realidad como la latinoamericana casi siempre quedaba en planos y en un viejo anaquel. Por lo tanto a partir de una interdisciplinariedad se puede lograr desarrollo local articulando y optimizando relaciones urbano-rurales que basan su desarrollo en un proceso metodológico como es el caso del ordenamiento territorial. El trabajo, se apoya en la guía metodológica para la elaboración de planes elaboradas por el Ministerio de Desarrollo Sostenible del gobierno boliviano, pero como tal cual su nombre expresa es una guía susceptible a ser adecuada a las exigencias del área de estudio, en este sentido sobre esa base es que se incorporan algunas variables de estudio que permitirán mejorar el producto a nivel de propuesta una vez concluido el trabajo. Contempla varias etapas donde la incorporación de los diferentes actores sociales será una clave para lograr resultados exitosos en la etapa de implementación. Actualmente el plan municipal de la provincia Cercado, es un proyecto a encarar en los próximos meses una vez cumplidos con los requisitos administrativos para iniciar el trabajo técnico que comprenderá un trabajo de campo, para el relevamiento de datos, la elaboración de un diagnóstico integral con dos ámbitos territoriales rural y urbano, para luego proceder al análisis territorial y el planteamiento de propuesta que incluirán políticas, estrategias, acciones y proyectos, pero no solo generará bases para el uso de suelo y la ocupación del territorio, a escala urbana se plantearan los lineamientos para el diseño y la normativa urbana. A partir del cual se definirán proyectos de desarrollo local que nos permita orientarnos hacia la imagen objetivo planteada en la visión del proyecto, este trabajo incluye el aspecto institucional para fortalecer al proceso que hasta esta ahora se encuentra desarticulado; se pretende consolidar el proceso de ordenamiento y dar inicio a otros en escalas de mayor detalle permitiendo la optimización de recursos y el aprovechamiento de las potencialidades y recursos naturales para mejorar la calidad de vida.

En las investigaciones en Ciencias Geológicas, en nuestro país y en especial en la Provincia de Buenos Aires, ha sido escaso el desarrollo relacionado con los sitios que requieran una preservación y protección especial. Sin embargo, son abundantes los sitios conocidos y nombrados en la bibliografía geológica que es necesario valorar y preservar como Patrimonio Geológico. El Patrimonio Geológico es un elemento más del patrimonio natural y constituye una parte importante de nuestra herencia natural. En la Conferencia de París auspiciada por la UNESCO en 1972 sobre la protección del patrimonio mundial, cultural y natural, algunos países pusieron en marcha investigaciones dirigidas hacia el conocimiento, su protección y la puesta en valor, lo cual resulta un recurso de indudable significación y una pieza clave para el desarrollo turístico de un territorio. Para conocer en forma exhaustiva el patrimonio geológico de un área es indispensable realizar inventarios, archivar la información necesaria para su descripción y poder recoger datos de interés para mantener actualizados los inventarios. Los diseños de las fichas presentan inconvenientes que se relacionan, en algunos casos, con que son muy sintéticas y demasiado subjetivas, y en otros, muy detalladas y rigurosas.

The author participated in the 6 th EU Framework Project ―Q-pork Chains (FP6-036245-2)‖ from 2007 to 2009. With understanding of work reports from China and other countries, it is found that compared with other countries, China has great problems in pork quality and safety. By comparing the pork chain management between China and Spain, It is found that the difference in governance structure is one of the main differences in pork chain management between Spain and China. In China, spot-market relationship still dominates governance structure of pork chain, especially between the numerous house-hold pig holders and the great number of small slaughters. While in Spain, chain agents commonly apply cooperatives or integrations to cooperate. It also has been proven by recent studies, that in quality management at the chain level that supply chain integration has a direct effect on quality management practices (Han, 2010). Therefore, the author started to investigate the governance structure choices in supply chain management. And it has been set as the first research objective, which is to explain the governance structure choices process and the influencing factors in supply chain management, analyzing the pork chains cases in Spain and in China. During the further investigation, the author noticed the international trade of pork between Spain and China is not smooth since the signature of bi-lateral agreement on pork trade in 2007. Thus, another objective of the research is to find and solve the problems exist in the international pork chain between Spain and China. For the first objective, to explain the governance structure choices in supply chain management, the thesis conducts research in three main sections. 10 First of all, the thesis gives a literature overview in chapter two on Supply Chain Management (SCM), agri-food chain management and pork chain management. It concludes that SCM is a systems approach to view the supply chains as a whole, and to manage the total flow of goods inventory from the supplier to the ultimate customer. It includes the bi-directional flow of products (materials and services) and information, and the associated managerial and operational activities. And it also is a customer focus to create unique and individual source of customer value with an appropriate use of resources, leading to customer satisfaction and building competitive chain advantages. Agri-food chain management and pork chain management are applications of SCM in agri-food sector and pork sector respectively. Then, the research gives a comparative study in chapter three in the pork chain and pork chain management between Spain and China. Many differences are found, while the main difference is governance structure in pork chain management. Furthermore, the author gives an empirical study on governance structure choice in chapter five. It is concluded that governance structure of supply chain consists of a collection of rules/institutions/constraints structuring the transactions between the various stakeholders. Based on the overview on literatures closely related with governance structure, such as transaction cost economics, transaction value analysis and resource-based view theories, seven hypotheses are proposed, which are: Hypothesis 1: Transaction cost has positive relationship with governance structure choice Hypothesis 2: Uncertainty has positive relationship with transaction cost; higher uncertainty exerts high transaction cost Hypothesis 3: The relationship between asset specificity and transaction cost is positive Hypothesis 4: Collaboration advantages and governance structure choice have positive relationship11 Hypothesis 5: Willingness to collaborate has positive relationship with collaboration advantages Hypothesis 6: Capability to collaborate has positive relationship with collaboration advantages Hypothesis 7: Uncertainty has negative effect on collaboration advantages It is noted that as transaction cost value is negative, the transaction cost mentioned in the hypotheses is its absolute value. To test the seven hypotheses, Structural Equation Model (SEM) is applied and data collected from 350 pork slaughtering and processing companies in Jiangsu, Shandong and Henan Provinces in China is used. Based on the empirical SEM model and its results, the seven hypotheses are proved. The author generates several conclusions accordingly. It is found that the governance structure choice of the chain not only depends on transaction cost, it also depends on collaboration advantages. Exchange partners establish more stable and more intense relationship to reduce transaction cost and to maximize collaboration advantages. ―Collaboration advantages‖ in this thesis is defined as the joint value achieved through transaction (mutual activities) of agents in supply chains. This value forms as improvements, mainly in mutual logistics systems, cash response, information exchange, technological improvements and innovative improvements and quality management improvements, etc. Governance structure choice is jointly decided by transaction cost and collaboration advantages. Chain agents take different governance structures to coordinate in order to decrease their transaction cost and to increase their collaboration advantages. In China´s pork chain case, spot market relationship dominates the governance structure among the numerous backyard pig farmer and small family slaughterhouse 12 as they are connected by acquaintance relationship and the transaction cost in turn is low. Their relationship is reliable as they know each other in the neighborhood; as a result, spot market relationship is suitable for their exchange. However, the transaction between large-scale slaughtering and processing industries and small-scale pig producers is becoming difficult. The information hold back behavior and hold-up behavior of small-scale pig producers increase transaction cost between them and large-scale slaughtering and processing industries. Thus, through the more intense and stable relationship between processing industries and pig producers, processing industries reduce the transaction cost and improve the collaboration advantages with their chain partners, in which quality and safety collaboration advantages be increased, meaning that processing industries are able to provide consumers products with better quality and higher safety. It is also drawn that transaction cost is influenced mainly by uncertainty and asset specificity, which is in line with new institutional economics theories developed by Williamson O. E. In China´s pork chain case, behavioral uncertainty is created by the hold-up behaviors of great numbers of small pig producers, while big slaughtering and processing industries having strong asset specificity. On the other hand, ―collaboration advantages‖ is influenced by chain agents´ willingness to collaborate and chain agents´ capabilities to cooperate. With the fast growth of big scale slaughtering and processing industries, they are more willing to know and make effort to cooperate with their chain members, and they are more capable to create joint value together with other chain agents. Therefore, they are now the main chain agents who drive more intense and stable governance structure in China‘s pork chain. For the other objective, to find and solve the problems in the international pork chain between Spain and China, the research gives an analysis in chapter four on the 13 international pork chain. This study gives explanations why the international trade of pork between Spain and China is not sufficient from the chain perspective. It is found that the first obstacle is the high quality and safety requirement set by Chinese government. It makes the Spanish companies difficult to get authorities to export. Other aspects, such as Spanish pork is not competitive in price compared with other countries such as Denmark, United States, Canada, etc., Chinese consumers do not have sufficient information on Spanish pork products, are also important reasons that Spain does not export great quantity of pork products to China. It is concluded that China´s government has too much concern on the quality and safety requirements to Spanish pork products, which makes trade difficult to complete. The two countries need to establish a more stable and intense trade relationship. They also should make the information exchange sufficient and efficient and try to break trade barriers. Spanish companies should consider proper price strategies to win the Chinese pork market

Ante la cuestión ¿La universidad debe amoldarse a la realidad ambiental o debe precursar nuevas realidades? se propone demostrar la factibilidad de alcanzar aproximaciones objetivables hacia el desarrollo sostenible, mediante la cooperación universitaria transfronteriza en ambientes urbanos insulares y costeros de la subregión del Caribe y Centroamérica. Se desarrolla el estudio en cuatro momentos: momento proyectivo en el cual se delimita el problema y se contextualiza su significación en el plano teórico de las sub-áreas implicadas. Fue reconocida la existencia de un problema social que, más allá de significar una actuación negativa intencional humana, revela una insuficiencia en el aprovechamiento de un potencial conocido y estratégico cuyos síntomas suelen ser: crisis ambiental generalizada; poca capacidad de respuesta por parte de las universidades ante las exigencias del desarrollo sostenible; incipientes estrategias de cooperación interinstitucional con refuerzo negativo en la atomización de esfuerzos materiales y comunicacionales. Se contrastaron enfoques y se adoptó una postura ante un hecho determinante: La universidad como articulador del desarrollo sostenible; hecho concretado en un objeto investigable: la cooperación universitaria como estrategia aún no focalizada en acercamientos al desarrollo sostenible. En la estrategia de abordaje de la investigación, la gestión fue considerada hipótesis de trabajo no positivista, generando en consecuencia la aplicación de adaptaciones a metodologías reconocidas, contextualizadas dentro de una particular visión sobre del hecho investigado. En el momento metodológico se describe el diseño concreto y los procedimientos de abordaje del problema en todas sus fases. En el momento técnico, fueron aplicados instrumentos y técnicas para obtener los datos diagnósticos e iniciar el diseño de un modelo de cooperación universitaria para el desarrollo sostenible. El diagnóstico se basó en estrategias cuali-cuantitativas que permitieron el análisis de resultados en la aplicación de encuestas, entrevistas a expertos, análisis prospectivo estructural, situacional e integrado. La construcción del modelo se desarrolló con fundamento en experiencias de cooperación previas, adoptando modelos de gestión de relevante alcance científico como referencias de aplicación. Se trata de una investigación socio-ambiental cuyo objeto de estudio la identifica como no experimental, aplicada; basada en el análisis descriptivo de datos cualicuantitativos, conducidos en un diseño de campo devenido finalmente en un proyecto factible. La información se recolectada por observación de campo, aplicación de instrumentos y dinámicas inspiradas en grupos de enfoque a escala local y nacional; con sujetos pertenecientes al sistema de educación universitaria e instancias gubernamentales y sociales propias del ámbito seleccionado. Conduce el estudio a la presentación del modelo MOP-GECUDES, descrito en cuanto a sus dimensiones, variables, estrategias; con 166 indicadores clasificados en 49 categorías, expresados en metas. Se complementa el diseño con un sistema de procedimientos surgidos de la propia experiencia, lo que le atribuye el modelo diseñado el rasgo particular de haber sido diseñado bajo sus propios principios. Faced with the question: Does the college must conform to the environmental reality or has to should promote new realities? This research aims to demonstrate the feasibility of achieving objectifiable approaches towards sustainable development through cross-border university cooperation in urban, coastal and islands space" of Caribbean and Central American. This study is developed in four stages: projective moment, in which delimits the problem, and contextualizes its importance in their theoretical subareas. It was recognized that there is a social problem, that beyond an intentional human action negative, reveals a deficience ability in exploiting potential strategic known and whose symptoms are: widespread environmental crisis, poor ability to answer on the part of universities to the demands of sustainable development; emerging interagency cooperation strategies with the aggravating fragmentation of resources. Were contrasted Approaches and was been adopted a stance before a triggering event: The university as articulator of sustainable development. Fact materialized in a study object: university cooperation as a strategy that yet has not been focused on approaches to sustainable development. In research approach, the management was considered as a working-hypothesis not positivist, consequently, were applied adjustments recognized methodologies that were contextualized within the author's personal view on the matter under investigation. En el momento metodológico se describe el diseño concreto y los procedimientos de abordaje del problema en todas sus fases. At the methodological time, describes the design and procedures to address the problem in all its phases. At the technical time, were applied tools directed to obtain diagnostic data and start designing a model of university cooperation for sustainable development. The diagnosis was based on qualitative and quantitative strategies that allowed the analysis of findings in the surveys, expert interviews, prospective analysis, and structural situational and integrated. Construction of the model was developed on the basis of cooperation experiences of the author, adopting management models relevant scientific scope and application references. It is a socio-environmental research with a not-experimental focus of study, applied, based on the descriptive analysis of qualitative and quantitative data, conducted in a field design that finally was been become a feasible project. The information is collected by field observation, application of instruments inspired in dynamic focus groups at local and national levels, with individual-subjects of the university education system; the government bodies and the social groups of the selected area. The Study leads to the presentation of the model MOP-GECUDES, described in terms of their dimensions, variables, strategies; with 166 indicators classified in 49 categories, expressed in its activities and goals. It comes in 24 procedures, supported by 47 specific instruments consisting of practical applications, methodology sheets or instructions for the operationalization of the model. Design is complemented with a system of procedures arising from the own experience. This have the particular attribute of generate a model than has been designed under its own principles.
