The future of public libraries has been threatened by funding cuts and new digital technologies which have led many people to question their traditional role and purpose. However, freedom of information, ready access to knowledge and information literacy in all its digital and analog guises are more important than ever. Thus, public libraries remain significant spaces and places where people can socially interact and learn. In many countries public libraries are reinventing themselves and part of this process has been the redesign of library services and the design and construction of new library building and facilities that articulate the values, purpose and role of what has been termed 'the next library'. Following discussion of new library developments in London, Birmingham and Worcester in the UK, Aarhus in Denmark and Helsinki in Finland, the article concludes that public libraries are now both social and media spaces as well as being important physical places that can help city dwellers decide what type of urban world they want to see.

The adequate attitude to the information models and information objects in the culture context is one of the main problems to be investigated on the threshold of information society. The goal of this paper is to outline some problems connected with the main styles of perceiving of the mental and artificially generated information models stored in the information objects and used in the processes of the Information Interaction or simply – in the Inforaction. The culture influence on inforaction is discussed.

This paper presents an extended behavior of networks of evolutionary processors. Usually, such nets are able to solve NP-complete problems working with symbolic information. Information can evolve applying rules and can be communicated though the net provided some constraints are verified. These nets are based on biological behavior of membrane systems, but transformed into a suitable computational model. Only symbolic information is communicated. This paper proposes to communicate evolution rules as well as symbolic information. This idea arises from the DNA structure in living cells, such DNA codes information and operations and it can be sent to other cells. Extended nets could be considered as a superset of networks of evolutionary processors since permitting and forbidden constraints can be written in order to deny rules communication.

Определение многокритериального решения по своей природе компромиссно и принципиально основано на использовании субъективной информации. Возможность решения проблемы основана на гипотезе существования некоторой функции полезности. Традиционный подход линеаризации функции полезности обладает многими недостатками. Предлагается концепция нелинейной схемы компромиссов.

Рассматриваются проблемы коллективного выбора. Обсуждаются преимущества и недостатки коллективного выбора, различные подходы для решения этих задач. Предлагается подход, позволяющие использовать аппарат нечеткой логики для моделирования задач коллективного выбора.

We review the recent progress of information theory in optical communications, and describe the current experimental results and associated advances in various individual technologies which increase the information capacity. We confirm the widely held belief that the reported capacities are approaching the fundamental limits imposed by signal-to-noise ratio and the distributed non-linearity of conventional optical fibres, resulting in the reduction in the growth rate of communication capacity. We also discuss the techniques which are promising to increase and/or approach the information capacity limit.

Technology-Enhanced Learning in Higher Education is an anthology produced by the international association, Learning in Higher Education (LiHE). LiHE, whose scope includes the activities of colleges, universities and other institutions of higher education, has been one of the leading organisations supporting a shift in the education process from a transmission-based philosophy to a student-centred, learning-based approach. Traditionally education has been envisaged as a process in which the teacher disseminates knowledge and information to the student, and directs them to perform – instructing, cajoling, encouraging them as appropriate – despite different students’ abilities. Yet higher education is currently experiencing rapid transformation, with the introduction of a broad range of technologies which have the potential to enhance student learning. This anthology draws upon the experiences of those practitioners who have been pioneering new applications of technology in higher education, highlighting not only the technologies themselves but also the impact which they have had on student learning. The anthology illustrates how new technologies – which are increasingly well-known and accepted by today’s ‘digital natives’ undertaking higher education – can be adopted and incorporated. One key conclusion is that learning remains a social process even in technology-enhanced learning contexts. So the technology-based proxies we construct need to retain and reflect the agency of the teacher. Technology-Enhanced Learning in Higher Education showcases some of the latest pedagogical technologies and their most creative, state-of-the-art applications to learning in higher education from around the world. Each of the chapters explores technology-enhanced learning in higher education in terms of either policy or practice. They contain detailed descriptions of approaches taken in very different curriculum areas, and demonstrate clearly that technology may and can enhance learning only if it is designed with the learning process of students at its core. So the use of technology in education is more linked to pedagogy than it is to bits and bytes.

The paper presents a study that focuses on the issue of sup-porting educational experts to choose the right combination of educational methodology and technology tools when designing training and learning programs. It is based on research in the field of adaptive intelligent e-learning systems. The object of study is the professional growth of teachers in technology and in particular that part of their qualification which is achieved by organizing targeted training of teachers. The article presents the process of creating and testing a system to support the decision on the design of training for teachers, leading to more effective implementation of technology in education and integration in diverse educational contexts. We present the analytical description of a specific nonlinear fibre channel with non-compensated dispersion. Information theory analysis shows that capacity of such nonlinear fibre channel does not decay with growing signal-to-noise ratio. © 2012 IEEE.

A closed-form expression for a lower bound on the per soliton capacity of the nonlinear optical fibre channel in the presence of (optical) amplifier spontaneous emission (ASE) noise is derived. This bound is based on a non-Gaussian conditional probability density function for the soliton amplitude jitter induced by the ASE noise and is proven to grow logarithmically as the signal-to-noise ratio increases.
