My dissertation focuses on dynamic aspects of coordination processes such as reversibility of early actions, option to delay decisions, and learning of the environment from the observation of other people’s actions. This study proposes the use of tractable dynamic global games where players privately and passively learn about their actions’ true payoffs and are able to adjust early investment decisions to the arrival of new information to investigate the consequences of the presence of liquidity shocks to the performance of a Tobin tax as a policy intended to foster coordination success (chapter 1), and the adequacy of the use of a Tobin tax in order to reduce an economy’s vulnerability to sudden stops (chapter 2). Then, it analyzes players’ incentive to acquire costly information in a sequential decision setting (chapter 3). In chapter 1, a continuum of foreign agents decide whether to enter or not in an investment project. A fraction λ of them are hit by liquidity restrictions in a second period and are forced to withdraw early investment or precluded from investing in the interim period, depending on the actions they chose in the first period. Players not affected by the liquidity shock are able to revise early decisions. Coordination success is increasing in the aggregate investment and decreasing in the aggregate volume of capital exit. Without liquidity shocks, aggregate investment is (in a pivotal contingency) invariant to frictions like a tax on short term capitals. In this case, a Tobin tax always increases success incidence. In the presence of liquidity shocks, this invariance result no longer holds in equilibrium. A Tobin tax becomes harmful to aggregate investment, which may reduces success incidence if the economy does not benefit enough from avoiding capital reversals. It is shown that the Tobin tax that maximizes the ex-ante probability of successfully coordinated investment is decreasing in the liquidity shock. Chapter 2 studies the effects of a Tobin tax in the same setting of the global game model proposed in chapter 1, with the exception that the liquidity shock is considered stochastic, i.e, there is also aggregate uncertainty about the extension of the liquidity restrictions. It identifies conditions under which, in the unique equilibrium of the model with low probability of liquidity shocks but large dry-ups, a Tobin tax is welfare improving, helping agents to coordinate on the good outcome. The model provides a rationale for a Tobin tax on economies that are prone to sudden stops. The optimal Tobin tax tends to be larger when capital reversals are more harmful and when the fraction of agents hit by liquidity shocks is smaller. Chapter 3 focuses on information acquisition in a sequential decision game with payoff complementar- ity and information externality. When information is cheap relatively to players’ incentive to coordinate actions, only the first player chooses to process information; the second player learns about the true payoff distribution from the observation of the first player’s decision and follows her action. Miscoordination requires that both players privately precess information, which tends to happen when it is expensive and the prior knowledge about the distribution of the payoffs has a large variance.

Online geographic-databases have been growing increasingly as they have become a crucial source of information for both social networks and safety-critical systems. Since the quality of such applications is largely related to the richness and completeness of their data, it becomes imperative to develop adaptable and persistent storage systems, able to make use of several sources of information as well as enabling the fastest possible response from them. This work will create a shared and extensible geographic model, able to retrieve and store information from the major spatial sources available. A geographic-based system also has very high requirements in terms of scalability, computational power and domain complexity, causing several difficulties for a traditional relational database as the number of results increases. NoSQL systems provide valuable advantages for this scenario, in particular graph databases which are capable of modeling vast amounts of inter-connected data while providing a very substantial increase of performance for several spatial requests, such as finding shortestpath routes and performing relationship lookups with high concurrency. In this work, we will analyze the current state of geographic information systems and develop a unified geographic model, named GeoPlace Explorer (GE). GE is able to import and store spatial data from several online sources at a symbolic level in both a relational and a graph databases, where several stress tests were performed in order to find the advantages and disadvantages of each database paradigm.

Although spiders are a very diverse group on vegetation, their associations with plants are poorly known. Some salticid species specifically use Bromeliaceae as host plants in some regions of South America. In this study, I report the geographic range of these spider-bromeliad associations, and whether the spiders inhabit particular bromeliad species and vegetation types, as well as open areas or interior of forests. Nine salticid species were found to be associated with up to 23 bromeliad species in cerrados (savanna-like vegetation), semideciduous and seasonal forests, coastal sand dune vegetation, restingas, inselbergs, highland forests, chacos, and rain forests at 47 localities in Brazil, Paraguay, Bolivia, and Argentina. Some species were typically specialists, inhabiting almost exclusively one bromeliad species over a large geographic range (e.g., Psecas chapoda on Bromelia balansae), whereas others were generalists, occurring on up to 7-8 bromeliad species (e.g., Psecas sp., Eustiromastix nativo, and Coryphasia sp. 1). The regional availability of bromeliad species among habitats may explain this pattern of host plant use. More jumping spiders were found on bromeliads in open areas than on bromeliads in the interior of forests. These results show that several jumping spider species may be strictly associated with the Bromeliaceae in the Neotropics. This is one of the few studies to show host-specific associations for spiders on a particular plant type over a wide geographic range.

Semi-automatic building detection and extraction is a topic of growing interest due to its potential application in such areas as cadastral information systems, cartographic revision, and GIS. One of the existing strategies for building extraction is to use a digital surface model (DSM) represented by a cloud of known points on a visible surface, and comprising features such as trees or buildings. Conventional surface modeling using stereo-matching techniques has its drawbacks, the most obvious being the effect of building height on perspective, shadows, and occlusions. The laser scanner, a recently developed technological tool, can collect accurate DSMs with high spatial frequency. This paper presents a methodology for semi-automatic modeling of buildings which combines a region-growing algorithm with line-detection methods applied over the DSM.

This publication, compiled by Gilberto C. Gallopín, Regional Adviser in Environmental Policy for Latin America and the Caribbean, contains the results of the deliberations of the Latin American and Caribbean Regional Workshop on Science and Technology for Sustainable Development. The purpose of the Workshop was to discuss the practical, theoretical and organizational challenges that the quest for sustainable development poses to science and technology (S&T). The increase in complexity and connectivity characteristic of our times results in that the components of the problems are now much less separable than before, and emphasizes the need to approach the problems of development and the environment not only as complex issues in themselves, but also as inseparable and mutually determined. This represents an exceptional challenge to science and technology, particularly to the analytical approaches compartmentalized into disciplines, which represents the bulk of activities and priorities of current S&T systems in both north and south. The Workshop attempted to articulate a Latin American and Caribbean vision towards the search of more effective ways of generating and applying Science and Technology to the problems and opportunities of the region.

The uses of Information and Communication Technologies (ICT) and Web environments for creation, treatment and availability of information have supported the emergence of new social-cultural patterns represented by convergences in textual, image and audio languages. This paper describes and analyzes the National Archives Experience Digital Vaults as a digital publishing web environment and as a cultural heritage. It is a complex system - synthesizer of information design options at information setting, provides new aesthetic aspects, but specially enlarges the cognition of the subjects who interact with the environment. It also enlarges the institutional spaces that guard the collective memory beyond its role of keeping the physical patrimony collected there. Digital Vaults lies as a mix of guide and interactive catalogue to be dealt in a ludic way. The publishing design of the information held on the Archives is meant to facilitate access to knowledge. The documents are organized in a dynamic and not chronological way. They are not divided in fonds or distinct categories, but in controlled interaction of documents previously indexed and linked by the software. The software creates information design and view of documental content that can be considered a new paradigm in Information Science and are part of post-custodial regime, independent from physical spaces and institutions. Information professionals must be prepared to understand and work with the paradigmatic changes described and represented by the new hybrid digital environments; hence the importance of this paper. Cyberspace interactivity between user and the content provided by the environment design provide cooperation, collaboration and sharing knowledge actions, all features of networks, transforming culture globally. © 2011 - IOS Press and the authors. Presenta la organizacion de los trabajos y el resumen de los debates de la reunion del CEGAN, realizada en Montevideo entre el 23 y el 24 de enero de 1984 en la cual se trataron la evaluacion de la aplicacion del Programa de Accion de Viena sobre ciencia y tecnologia para el desarrollo en America Latina, las propuestas de medidas y acciones futuras y las recomendaciones a los organos internacionales y regionales.
