This report presents results from a study of the creative economy associated with the arts, design, crafts and related activities in South Carolina. As this report will show, these creative individuals and enterprises exert a strong impact on the state’s economic base. Like other drivers of the regional economy, this creative activity revolves around a cluster, or a set of interrelated industries, that thrive in tandem. Along with manufacturing and agriculture, the creative cluster is a catalyst for state and local economic development. The report presents results from an analysis of the South Carolina creative cluster based on 2008 data. For the first time, this report provides a comprehensive summary of the creative economic footprint in South Carolina.

Since 1999, the South Carolina Arts Commission, the South Carolina Department of Education, and later the Arts in Basic Curriculum Project (ABC) have co-sponsored the Arts Education Research Project to track the progress and effects of arts education reform efforts in various ABC schools across the state. This report addresses the specific purposes of the Arts Education Research Project which were to (a) document the arts instruction in place prior to reform implementation, (b) determine the effects of increased, modified, or integrated arts instruction, and (c) identify potential influences that promote, inhibit, or sustain changes in schools that implemented arts reform.

Minorities constitute 31.0 percent of South Carolina's population, with African Americans representing 96.1 percent of all minorities in the State. With such a large minority population, it is imperative that information regarding the socio-economic status of minorities and their contribution to the overall socio-economic prosperity of the State be well researched and documented. This report and subsequent documents published by the Commission, will provide data that will be useful in determining the best way to disperse limited state and federal resources and implement new and better targeted public policy initiatives.

This report documents the expansion of 4K and expenditure of funds in Fiscal Years 2014-15 and 2015-16; provides 2015-16 projections for the number of at-risk four-year-olds in each school district and the number of at-risk four-year-olds served in a publicly funded program using available information; details the results of the CIRCLE assessment, which was administered to children in publicly-funded four-year-old (4K) and five-year-old (5K) kindergarten during the 2014-15 school year; describes the four language and literacy assessments that measure 4K and 5K students’ abilities during the 2015-16 school year; and discusses how 4K quality can be defined and the important role of teacher-child instructional interactions in assessing quality of publicly-funded 4K.

The South Carolina Commission for Minority Affairs hosted a Hispanic Forum for Berkeley, Charleston, and Dorchester counties. The forum served as a tool to obtain valuable information about the challenges faced by the Hispanic community. Discussions provided insight on some of the challenges faced by each topic area. Among commonalities were the need for outreach and information on the availability of resources. Suggestions were made for potential/action solutions.

During the 117th General Assembly of South Carolina, the Commission for Minority Affairs introduced the Student Achievement and Vision Education (SAVE) Proviso. The Proviso was so named to emphasize the importance of addressing student achievement by closing the gap that exists between majority and minority student performance and visioning students toward educational success through the implementation of the Education and Economic Development Act. This report documents the progress to date on the study; the impact of budget cuts on the CMA and complying agencies; the CMA's ability to complete the comprehensive study document using most current information; and the need for further study beyond February 2009.

Federal and state laws impose a range of collateral consequences that affect the opportunities available to youth involved in the juvenile and criminal justice systems. Children who have pled or have been found guilty of juvenile delinquency offenses face challenges in gaining employment finding housing and accessing educational opportunities. This publication provides a community resource containing the most current information on the short-term and long-term consequences of delinquency adjudications in South Carolina.

Juvenile delinquency proceedings in the South Carolina Family Court are fundamentally different than adult criminal cases. Judges are charged by the South Carolina Code of Laws with acting in the “best interests of the child,” this emphasis on the rehabilitation of the child contrasts with the more punitive model used by the adult criminal justice system. The standards listed in the document aim to provide guidance to appointed counsel in juvenile matters with particular emphasis on the distinctive requirements of the South Carolina juvenile justice system.
