A delinquência juvenil e a violência no namoro configuram-se como problemas sociais vivenciados por milhares de jovens e adolescentes. A delinquência, a violência na intimidade, a rejeição por parte do par amoroso na adolescência é uma experiencia que pode ter um impacto devastador em várias áreas da vida. Esta dissertação tem como principal objetivo perceber a relação entre a prática de comportamentos antissociais e delitivos, as crenças e as práticas de violência no namoro e a perceção de aceitação-rejeição do par amoroso junto de jovens portugueses descendentes de estrangeiros e de estrangeiros que se encontram internados em centros educativos portugueses. A amostra foi constituída por 22 jovens, doze da nacionalidade portuguesa com ascendência estrangeira, com idades compreendidas entre os 14 e os 18 anos de idade, e dez jovens da nacionalidade estrangeira, com idades compreendidas entre os 15 e 18 anos, sendo que apenas dez dos 22 jovens participaram nas entrevistas. Os instrumentos utilizados na recolha de dados foram a entrevista semiestruturada, o questionário sociodemográfico, o Questionário de Condutas Antissociais e Delitivas (CAD), o Intimate Partner Acceptance-Rejection/Control Questionnaire (IPARQ/CQ), a Escala de Crenças sobre Violência Conjugal (ECVC) e o Inventário de Violência Conjugal (IVC). Os resultados confirmam a prática de comportamentos antissociais e delitivos tanto pelos jovens estrangeiros como pelos jovens portugueses com ascendência estrangeira internados em Centros Educativos Portugueses. Verificou-se que a prática da violência no namoro (física e emocional), quer nas relações atuais, quer nas relações passadas é também uma evidência nesta amostra. As crenças favoráveis que legitimam e banalizam a pequena violência estão presentes tanto nos jovens estrangeiros como nos portugueses, contudo são os estrangeiros que mais banalizam e legitimam a pequena violência. Verifica-se que a hostilidade é a dimensão da rejeição mais presente nas relações; verifica-se também que a rejeição total é a dimensão da rejeição mais frequente no grupo dos jovens portugueses do que no grupo de jovens estrangeiros.

abstract: Cape Verde is a country of bilingual characteristics, where coexist two languages: the mother tongue – the Creole of Cape Verde (CCV) or the Capeverdian Language (LCV) and the Non Maternal language – the Portuguese that is the official language and, therefore, the language used in the process of education and learning. This situation generates conflicts so much to linguistic level as to cultural level. The two languages presents some lexical resemblances, what drives, many times, to misconceptions and linguistics errors that complicate children in the learning, in particular, of reading that constitute the base for the learning of others knowledge. The learning of reading, in the Non Maternal language, requires a development of the oral language in Portuguese Language, which stimulates the reasoning of the child through playful exercises and cognitivists and construtivists approaches. In this way, the competences of phonological processing in the acquisition of the competences of reading are important for the discrimination of written text and favor the learning and the development of reading. The child, through the discovery, begins to elaborate concepts in the way to obtain a relation with the written language, by functional form. Adopting a methodology of case study and through questionnaires, direct observation and collect of documentary information, this dissertation presents and analyzes connected aspects to the literacy of capeverdian children in the beginning of the schooling and to the learning of reading as basic support for the learning of Non Maternal language. The subsidies collected by the study, presented in this dissertation will contribute for the education progress of reading and, also, for implement successfully the learning of reading of the students, developing to practical of reading and the expectations in uncover the multiplicity of the dimensions of experience in that domain and contribute for a relative comprehension of written and reading modes.

The position of the anthropologist in the field is discussed, in this article, as a position of “estranged intimacy”, that is to say, the anthropologist occupies an ambiguous position of becoming intimately involved whilst concurrently standing back. This definition derives from reflections upon fieldwork, conducted in the north of Portugal, with Cape Verdean migrant young women and their experiences as mothers. The article discusses two aspects related to the fieldwork. Firstly, the way in which diverse strategies of establishing relations in the field placed me in a position of “estranged intimacy” which reconfigured the meanings I had initially attributed to the term “Cape Verdean women”. Secondly, how becoming unexpectedly involved in a situation of intense conjugal conflict led me to reconsider my understanding of Cape Verdean gender relations. Both cases demonstrate how the endeavour to produce analytical and ethnographical knowledge was shot through with an unstable mix of detachment and involvement and how coming up against the unexpected may contribute towards the reconfiguration of ethnographic knowledge, in this specific case, with regard to the dynamics of gender relations.

Este estudo analisa as dinâmicas da imprensa e do jornalismo nos territórios da África Portuguesa (Cabo Verde, Angola, Moçambique, São Tomé e Príncipe e Guiné) ao longo do período colonial, entre 1842-1974. Os papéis desempenhados pelo jornalismo e as características do sistema de imprensa são observados, discutidos e analisados no contexto sociopolítico do império colonial português nos séculos XIX e XX. No estudo das relações entre a imprensa e o império adopta-se uma perspectiva multidisciplinar, na qual dialogam a história, a sociologia e a ciência política, permitindo uma compreensão aprofundada das interacções e interdependências entre a imprensa, o império colonial e os regimes políticos. O estudo de caso da África Portuguesa demonstra que a imprensa e o jornalismo nos cinco territórios apresentaram dinâmicas e características similares no período colonial. A imprensa foi decisiva na afirmação do colonialismo português, mas o jornalismo também contestou e opôs-se e ao projecto imperial. Foi ao longo do colonialismo que a imprensa emergiu, desenvolveu-se e consolidou-se como uma instituição de perfil político e como plataforma dos conflitos sociais.

The dismal growth performance of Africa is the worst economic tragedy ofthe XXth century. We document the evolution of per capita GDP for thecontinent as a whole and for subset of countries south of the Saharadesert. We document the worsening of various income inequality indexesand we estimate poverty rates and headcounts. We then analyze some ofthe central robust determinants of economic growth reported bySala-i-Martin, Doppelhofer and Miller (2003) and project the annual growthrates Africa would have enjoyed if these key determinants had taken OECDrather than African values. Expensive investment goods, low levels ofeducation, poor health, adverse geography, closed economies, too muchpublic expenditure and too many military conflicts are seen as keyexplanations of the economic tragedy.

The collapse of so many AAA-rated structured finance products in 2007-2008has brought renewed attention to the causes of ratings failures and the conflicts of interestin the Credit Ratings Industry. We provide a model of competition among Credit RatingsAgencies (CRAs) in which there are three possible sources of conflicts: 1) the CRA conflictof interest of understating credit risk to attract more business; 2) the ability of issuersto purchase only the most favorable ratings; and 3) the trusting nature of some investorclienteles who may take ratings at face value. We show that when combined, these give riseto three fundamental equilibrium distortions. First, competition among CRAs can reducemarket efficiency, as competition facilitates ratings shopping by issuers. Second, CRAs aremore prone to inflate ratings in boom times, when there are more trusting investors, andwhen the risks of failure which could damage CRA reputation are lower. Third, the industrypractice of tranching of structured products distorts market efficiency as its role is to deceivetrusting investors. We argue that regulatory intervention requiring: i) upfront paymentsfor rating services (before CRAs propose a rating to the issuer), ii) mandatory disclosure ofany rating produced by CRAs, and iii) oversight of ratings methodology can substantiallymitigate ratings inflation and promote efficiency.

The archipelago of Cape Verde is made up of ten islands and nine islets and is located between latitudes 14º 28' N and 17º 12' N and longitudes 22º 40' W and 25º 22' W. It is located approximately 500 km from the Senegal coast in West Africa (Figure 1). The islands are divided into two groups: Windward and Leeward. The Windward group is composed of the islands of Santo Antão, São Vicente, Santa Luzia, São Nicolau, Sal and Boavista; and the Leeward group is composed of the islands Maio, Santiago, Fogo and Brava. The archipelago has a total land surface of 4,033 km2 and an Economic Exclusive Zone (ZEE) that extends for approximately 734,000 km2. In general, the relief is very steep, culminating with high elevations (e.g. 2,829 m on Fogo and 1,979 m on Santo Antão). The surface area, geophysical configuration and geology vary greatly from one island to the next. Cape Verde, due to its geomorphology, has a dense and complex hydrographical network. However, there are no permanent water courses and temporary water courses run only during the rainy season. These temporary water courses drain quickly towards the main watersheds, where, unless captured by artificial means, continue rapidly to lower areas and to the sea. This applies equally to the flatter islands. The largest watershed is Rabil with an area of 199.2 km2. The watershed areas on other islands extend over less than 70 km2. Cape Verde is both a least developed country (LDC) and a small island development state (SIDS). In 2002, the population of Cape Verde was estimated at approximately 451,000, of whom 52% were women and 48% men. The population was growing at an average 2.4% per year, and the urban population was estimated at 53.7 %. Over the past 15 years, the Government has implemented a successful development strategy, leading to a sustained economic growth anchored on development of the private sector and the integration of Cape Verde into the world economy. During this period, the tertiary sector has become increasingly important, with strong growth in the tourism, transport, banking and trade sectors. Overall, the quality of life indicators show substantial improvements in almost all areas: housing conditions, access to drinking water and sanitation, use of modern energy in both lighting and cooking, access to health services and education. Despite these overall socio-economic successes, the primary sector has witnessed limited progress. Weak performance in the primary sector has had a severe negative impact on the incomes and poverty risks faced by rural workers1. Moreover, relative poverty has increased significantly during the past decade. The poverty profile shows that: (i) extreme poverty is mostly found in rural areas, although it has also increased in urban areas; (ii) poverty is more likely to occur when the head of the household is a woman; (iii) poverty increases with family size; (iv) education significantly affects poverty; (v) the predominantly agricultural islands of Santo Antão and Fogo have the highest poverty rates; (vi) unemployment affects the poor more than the nonpoor; (vii) agriculture and fisheries workers are more likely to be poor than those in other sectors. Therefore, the fight against poverty and income inequalities remains one of the greatest challenges for Cape Verde authorities. The various governments of Cape Verde over the last decade have demonstrated a commitment to improving governance, notably by encouraging a democratic culture that guarantees stability and democratic changes without conflicts. This democratic governance offers a space for a wider participation of citizens in public management and consolidates social cohesion. However, there are some remaining challenges related to democratic governance and the gains must be systematically monitored. Finally, it is worth emphasizing that the country’s insularity has stimulated a movement to decentralized governance, although social inequalities and contrasts from one island to the next constitute, at the same time, challenges and opportunities.

Os estudos sobre dinâmicas familiares em Cabo Verde destacam duas características predominantes, a matrifocalidade, na qual o laço entre mães e filhos/as são mais valorizados e, em termos de relações de género, como marcada por relações patriarcais, onde predomina a autoridade masculina (LOBO, 2012; MARTINS e FORTES, 2011). Esta dissertação visa analisar as relações de conjugalidades focalizando a chamada “poligamia informal” (CARREIRA, 1984), a partir da percepção de mulheres kumbóssas, que são mulheres que compartilham um mesmo homem simultaneamente, sobre relação conjugal, género e família. Entretanto, para além da descrição da vivência quotidiana das kumbóssas, serão destacadas a relações entre elas em situações pontuais como na morte e nos ritos funerários, em relação às regras sociais existentes que determinam o lugar de cada kumbóssa na relação e o comportamento esperado de cada pessoa envolvida, assim como as tensões e situações de violência de género. Para tal, realizou-se uma etnografia das experiências quotidianas destas mulheres, no concelho de Santa Catarina de Santiago, em Cabo Verde, no período de Abril a Outubro de 2012.

This paper analyzes the relationship between ethnic fractionalization, polarization, and conflict. In recent years many authors have found empirical evidence that ethnic fractionalization has a negative effect on growth. One mechanism that can explain this nexus is the effect of ethnic heterogeneity on rent-seeking activities and the increase in potential conflict, which is negative for investment. However the empirical evidence supporting the effect of ethnic fractionalization on the incidence of civil conflicts is very weak. Although ethnic fractionalization may be important for growth, we argue that the channel is not through an increase in potential ethnic conflict. We discuss the appropriateness of indices of polarization to capture conflictive dimensions. We develop a new measure of ethnic heterogeneity that satisfies the basic properties associated with the concept of polarization. The empirical section shows that this index of ethnic polarization is a significant variable in the explanation of the incidence of civil wars. This result is robust to the presence of other indicators of ethnic heterogeneity, other sources of data for the construction of the index, and other data structures.

Game theory is a branch of applied mathematics used to analyze situation where two or more agents are interacting. Originally it was developed as a model for conflicts and collaborations between rational and intelligent individuals. Now it finds applications in social sciences, eco- nomics, biology (particularly evolutionary biology and ecology), engineering, political science, international relations, computer science, and philosophy. Networks are an abstract representation of interactions, dependencies or relationships. Net- works are extensively used in all the fields mentioned above and in many more. Many useful informations about a system can be discovered by analyzing the current state of a network representation of such system. In this work we will apply some of the methods of game theory to populations of agents that are interconnected. A population is in fact represented by a network of players where one can only interact with another if there is a connection between them. In the first part of this work we will show that the structure of the underlying network has a strong influence on the strategies that the players will decide to adopt to maximize their utility. We will then introduce a supplementary degree of freedom by allowing the structure of the population to be modified along the simulations. This modification allows the players to modify the structure of their environment to optimize the utility that they can obtain.

A species' mating system depends on its spatial distribution and temporal availability of mating opportunities, as well as on the resources that create these opportunities. In addition, for many species, courtship is driven by specific behaviors that precede and follow copulation. Although Sphex ingens is a taxonomically well known species of digger wasp, its ecology and behavior remain poorly known. Hence, we analyzed patterns and trends of sexual behavior, in order to understand whether courtship can persist in a polygamous mating system. We monitored by video wasp populations in Ilha Grande, southeastern Brazil. Based on the observed behaviors, we calculated stochastic probabilities with a Markov chain to infer on behavioral trends. We recorded four behavioral phases based on 19,196 behavioral acts observed in 224 copulation attempts. There were no significant differences in common behavioral acts between males and females. The copulation patterns, conflicts, and trends observed in S. ingens clearly show the influence of sexual selection in its promiscuous mating system.

Bicycling, once considered a recreational activity for the young, has suddenly become a popular means of transportation for adults. The recent rise in fuel costs, an increased interest in physical fitness and concern for the environment have resulted in a growing number of adults choosing to commute by bike. The benefits of commuting by bicycle are numerous, and include saving money, promoting good health and energy conservation. However, the combination of bicycles and motor vehicles on public roads is not always a pleasant experience. Increasing numbers of cyclists on city streets lead to increased conflicts with motor vehicles and can endanger both vehicle operators.

Una separació o un divorci son situacions difícils per els menors, i podem portar greus conseqüències psicològiques si no es porta de la millor manera. Tenint en compte que la figura del menor és la més important, intentarem descobrir què poden fer els pèrits o psicòlegs, així com es realitza el peritatge, com tractar als dos progenitors i als menors, per tal de valorar la millor custodia pel menor i, procurar minimitzar les conseqüències.
