This is the report from the West Cumbria Special Fisheries Advisory Group meeting, which was held on the 25th June, 1982. The report contains sections on the Application by British Nuclear Fuels Limited (BNFL) for a temporary licence to abstract additional quantities from Wastwater, and River Derwent Abstraction (Prescribed Flows). The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

Regional Fisheries Advisory Committee 30th June, 1982

This is the report from the Regional Fisheries Advisory Committee meeting, which was held on the 30th June 1982. The report contains sections on the appointment of fisheries representatives to Local Land Drainage Advisory Committees, rod and line fishing licences, application for lease of part of Halton Fishery in the River Lune, income from sale of rod and line licences during 1981 and fishing offences processed 1981/1982. Central Area Fisheries Advisory Committee 13th October, 1982

This is the report from the Central Area Fisheries Advisory Committee meeting, which was held on the 13th October, 1982. The report contains sections on Rod and Line Fishing Licences Format, Salmon and Freshwater Fisheries Act 1975 for River Lune, a proposed Pike Ranching Scheme on Esthwaite Water and Fisheries Activities. The section on fisheries activities is reported by the area fisheries officer and includes river conditions and fishing, migratory movement, hatcheries, (Middleton, Dalton in Furness, Langcliffe), stocking, poaching and management works. Regional Fisheries Advisory Committee 8th November, 1982

This is the report from the Regional Fisheries Advisory Committee meeting, which was held on the 8th November, 1982. The report contains sections on Mink in North Cumbria and the Salmon and Freshwater Fisheries Act 1975 (River Lune). The section on Mink in North Cumbria looks at the presence of minks in the area and the description of Mink diet, which has become clear that it is made up near a 50% of small salmonids. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

Synagapetus dubitans. 2012 study results

The caddisfly species Synagapetus dubitans has been found recently for the first time in the UK in 2010. This study reports on further sampling activities in 2012 in various locations in North Yorkshire. The caddisfly species found in these locations are listed and the occurrence of Synagapetus dubitans is highlighted.

Estudo da economicidade na despesa de custeio referente ao orçamento de 2012 na Marinha do Brasil

As constantes denúncias de superfaturamento nas compras do governo, o excesso de burocratização nos procedimentos licitatórios, entre outras motivações, fazem com que a qualidade do gasto público seja cada vez mais discutida e questionada. Pesquisas acadêmicas analisam os princípios da eficiência, da eficácia, da efetividade e da economicidade na gestão pública e mostram que o processo de compra pública é ineficiente. E é neste contexto, que esta dissertação teve como objetivo avaliar o cumprimento do princípio da economicidade nas licitações ocorridas em 2012 na Marinha do Brasil, para a realização de suas despesas de custeio. Para isto, foi realizada uma pesquisa do tipo descritiva e com a utilização do método quanti-qualitativo. O universo da pesquisa é constituído de todas as 2.192 Ordens de Compras emitidas pelo Centro de Obtenção da Marinha no Rio de Janeiro (COMRJ), no exercício de 2012 e de todas as empresas cadastradas no Sistema Integrado de Administração de Serviços Gerais (SIASG) que tenha participado de algum processo licitatório nos anos de 2011, 2012 ou 2013. Os resultados obtidos evidenciaram que a Marinha do Brasil conseguiu, nas suas aquisições de 2012, selecionar a proposta mais vantajosa, cumprindo assim o princípio constitucional da economicidade. Os resultados também sugerem que, mesmo a Marinha do Brasil tendo conseguido ser econômica nas suas aquisições, os fatores de custos apresentados na pesquisa, se melhor estudado e trabalhado, podem possibilitar uma redução ainda maior nos preços dos produtos adquiridos.

Mudanças de Estado e Multiplicadores Fiscais no Brasil entre 1999-2012

Este trabalho avalia o comportamento dos multiplicadores fiscais no Brasil entre 1999-2012. Para tanto, utiliza a metodologia desenvolvida por Sims, Waggoner e Zha (2008), que é um procedimento Bayesiano de estimação no qual os parâmetros do modelo mudam com alterações no estado da economia e os estados (regimes) seguem um processo de mudança de regime markoviano. Ou seja, foi estimado um modelo VAR Estrutural Bayesiano com mudança de regimes Markoviana (Markov Switching Structural Bayesian Vector Autoregression - MS-SBVAR). A base de dados é composta pelo consumo da administração pública, pela formação bruta de capital fixo da administração pública, pela carga tributária líquida e pelo Produto Interno Bruto (PIB), das três esferas do governo (federal, estadual, incluindo o Distrito Federal, e municipal). O software MATLAB/Dynare foi utilizado na estimação dos modelos e os resultados sugerem a ocorrência de 2 ou 3 regimes nos dois modelos que melhor se ajustaram aos dados. Os multiplicadores estimados apresentaram os sinais esperados e os diferentes tipos de multiplicadores fiscais calculados apresentaram valores maiores para a resposta do PIB a choques na formação bruta de capital fixo da administração pública que são eficazes, uma vez que possuem valores maiores do que um e impacto de longo prazo no PIB - quando comparado aos choques no consumo da administração pública, que possuem pouca persistência e são ineficazes (menores do que um), além de uma resposta negativa e persistente do PIB a choques na carga tributária líquida. Os resultados obtidos não indicam, ainda, multiplicadores fiscais maiores em regimes com maior variância nos resíduos do modelo.

Glossoma intermedium survey. Scotland, April 5th to April 10th 2012

The British Glossomatidae contains seven species, split between the genera Glossosoma, Agapetus and Synagapetus. One species, Glossosoma intermediumhas not been recorded in England since 2003. This was found in a side stream of Hayeswater gill in the Lake District. The main purpose of this survey was to try and locate and record Glossosoma intermedium and was a follow up to a similar survey we carried out in the Glennshee area of Scotland during April 2011. Additionally, as in the 2011 survey it also made sense that while looking for the larvae, pupae and adults of Glossosoma intermediumwe could also record other species of caddisfly (Trichoptera), mayfly (Ephemeroptera) and stonefly (Plecoptera).
