This is a report on monitoring carried out in 2001 specifically in relation to effects of flows and abstractions on fisheries in the River Wharfe. The monitoring is a continuation of that started in relation to the Time Limited Abstraction Licences in 1996 and required by the new licences granted in 1999. It gives information regarding fish populations at a range of sites in the River Wharfe and also two tributary sites. It also gives recommendations for future investigations in relation to both Time Limited Licences and general broader issues.

Fish population studies in the River Ure have continued for their sixth successive year in order to examine and evaluate the effects of low flows and drought conditions particularly in relation to the Time Limited Licence abstraction at Kilgram Bridge, currently granted to Yorkshire Water Services. This monitoring report looks at the different fish populations and growth rates in the main river and tributaries, comparing the results to previous years. The report also looks at the general findings from angling, the medium term drought impacts, the abstraction impacts, and recommendations for investigations for 2002.

The Drought Monitoring workshop of October 1996, held at the Jarvis Leyland Hotel in Preston, England, established 4 priority issues for dealing with the question: How do we monitor the environment to pick up unexpected change ? 1. Review existing data, and review related study areas throughout the country. 2. Modelling and analysis of data 3. Monitoring / new data / sentinel species' 4. Public relations / Promotion. A group was set up to review issue 1 and feedback to the main group. This report establishes this feedback to the group and refers to existing data / monitoring, other Regional and national work, external Organisations and Recommendations. Appendix 1, is a summary of work completed at the workshop.

A stereo-video baited camera system (BotCam) has been developed as a fishery-independent tool to monitor and study deepwater fish species and their habitat. During testing, BotCam was deployed primarily in water depths between 100 and 300 m for an assessment of its use in monitoring and studying Hawaiian bottomfish species. Details of the video analyses and data from the pilot study with BotCam in Hawai`i are presented. Multibeam bathymetry and backscatter data were used to delineate bottomfish habitat strata, and a stratified random sampling design was used for BotCam deployment locations. Video data were analyzed to assess relative fish abundance and to measure f ish size composition. Results corroborate published depth ranges and zones of the target species, as well as their habitat preferences. The results indicate that BotCam is a promising tool for monitoring and studying demersal fish populations associated with deepwater habitats to a depth of 300 m, at mesohabitat scales. BotCam is a flexible, nonextractive, and economical means to better understand deepwater ecosystems and improve science-based ecosystem approaches to management.

The island countries of the South Pacific have adopted a regional approach to the development and management of tuna resources, through 2 organizations based in the region - the Forum Fisheries Agency and the South Pacific Commission. Details are given of the Tuna and Billfish Assessment Programme, which involves tropical tunas and albacore.

Coral bleaching and subsequent mortality represent a major threat to the future health and productivity of coral reefs. However a lack of reliable data on occurrence, severity and other characteristics of bleaching events hampers research on the causes and consequences of this important phenomenon. This article describes a global protocol for monitoring coral bleaching events, which addresses this problem and can be used by people with different levels of expertise and resources.

The region's scientists work together to formed the SEACORM Net (Southeast Asia Coral Reef Monitoring Network) for better integration of information and resources. The group intends to establish a strong working relationship between member countries, share information and lessons learnt, inform and update each other on research and monitoring activities in each country, and provide a mechanism for cross-country assistance and collaboration.

The Global Coral Reef Monitoring Network (GCRMN) is an operational unit of the International Coral Reef Initiative (ICRI), established in 1995 and maintained by the Australian Institute of Marine Science (AIMS). The main responsibilities are to provide data and information on the global status of coral reefs, assess how people use and interact with reefs, assist coral reef management, and raise awareness among all stakeholders of the status of reefs and the need for urgent action. It is represented by 17 regional nodes, with overall coordination by a global coordinator based at AIMS.

A presente dissertação tem como propósito, a partir do processo de construção e democratização da Política de Assistência Social no Brasil, pós SUAS, analisar o controle social tendo como objeto o Conselho Municipal de Assistência Social do município de Mesquita, na região da Baixada Fluminense / RJ e as condições de trabalho dos Assistentes Sociais nesses espaços. Inicialmente, abordamos a Política de Assistência Social no Brasil, desde a criação da extinta Legião Brasileira de Assistência Social (LBA), até os dias atuais, ressaltando os avanços na parte jurídico-legal-normativa desta política, o que tem se tornado um campo propício e amplo para o mercado de trabalho dos assistentes sociais na contemporaneidade. No debate do controle social na Política de Assistência, destacamos três importantes temáticas: a relação das entidades da sociedade civil com os conselheiros governamentais, nos espaços de representação política, democrática, deliberativa e paritária nos conselhos de assistência social; a participação dos segmentos de usuários dos serviços sócio assistenciais do município de Mesquita e, ainda, as condições em que vem ocorrendo à participação dos assistentes sociais nos espaços de controle social no município, através de relações de trabalho precárias, no que se refere à desregulamentação de direitos sociais trabalhistas dos profissionais. Para o estudo, analisamos as Atas do período de 2011-2012, e realizamos entrevistas semi-estruturadas com os conselheiros governamentais e não governamentais do Conselho Municipal de Assistência Social de Mesquita (CMAS), que atuaram no mesmo período, gestão empossada em Dezembro de 2011, após resultado do processo eleitoral das entidades da sociedade civil do CMAS. Dentre os achados da investigação, a partir do material empírico, mediado pelo pensamento de autores que discutem esta temática e pela legislação destacam-se: a superioridade da Representação Governamental sobre a Representação da Sociedade Civil no CMAS; não monitoramento e fiscalização do saldo orçamentário pelo CMAS / Mesquita; precarização das relações de trabalho na SEMAS / Mesquita; descontinuidade do Programa de Capacitação dos Conselheiros do CMAS / Mesquita; despreparo técnico dos conselheiros para apreciação de prestação de contas no CMAS, com ausência de tempo hábil para análise; manipulação política por parte da representação governamental no CMAS; o poder de influência do governo é maior do que da sociedade civil; necessidade de capacitação técnica, e principalmente capacitação ética e política dos conselheiros governamentais e da sociedade civil; precariedade dos equipamentos públicos dos SEMAS / Mesquita; parca participação dos Usuários dos Serviços Socioassistenciais na esfera do conselho, dentre outros aspectos que serão tratados nesta dissertação. Em suma, estes são as principais conclusões de forma resumida e sintética que abordaremos mais detalhadamente nas considerações finais deste trabalho.

With its genesis in New England during the 1800's, the purse seine fishery for Atlantic menhaden, Brevoortia tyrannus, expanded south and by the early 1900's ranged the length of the eastern seaboard. The purse seine fishery for Gulf menhaden. B. patronus, is of relatively recent development, exploitation of the stock beginning in the late 1940's. Landings from both fisheries annually comprise 35-40% of the total U. S. fisheries landings, ranking menhaden first in terms of volume landed. Technological advances in harvesting methods, fish-spotting capabilities, and vessel designs accelerated after World War II, resulting in larger, faster, and wider-ranging carrier vessels, improved speed and efficiency of the harvest, and reduction in labor requirements. Chief products of the menhaden industry are fish meal, fish oil, and solubles, but research into new product lines is underway. Since 1955 on the Atlantic coast and 1964 on the Gulf coast, the NMFS has monitored the fisheries for biostatistical data. Annual data summaries of numbers-of-fish-at-age harvested, catch tonnage, and fishing effort of the fleet form the basis of routine stock assessments and annual catch forecasts to industry for the upcoming fishing season. After landings declined in the 1960's, the Atlantic menhaden stock has recovered through the 1970's and 1980's. Exceptional year classes of Gulf menhaden in recent years account for record landings during the 1980's.
