Este trabalho investiga os discursos dos que se posicionaram contra ou a favor da criação do Conselho Nacional de Justiça (CNJ), que era um dos itens previstos na reforma do Judiciário. Esta tramitou no Legislativo por quase doze anos. Sustentamos que essa tramitação perdurou por tanto tempo devido a falta de consenso entre diversos itens nela previstos, sendo a criação de um órgão de controle do Judiciário, o principal deles. Dessa forma, consideramos que esse consenso foi estabelecido por meio de negociações entre os atores envolvidos, como pode ser notado nos discursos analisados. Portanto, analisamos os discursos mobilizados por diversos atores que utilizaram a mídia – em específico os jornais – para lançar esse tema na esfera pública e produziram um debate público em torno da criação de um órgão de controle do Judiciário, no período de 2003 e 2004. Esse debate refletiu na atuação de vários atores e na tramitação da reforma no Senado. A atuação discursiva dos favoráveis e contrários ao controle do Judiciário é tida, portanto, como disputa por espaços de poder, que permitiu aos diversos atores construir consensos sobre o que aprovar e rejeitar no caso da reforma do Judiciário. Um dos pontos acordados foi o da criação do Conselho Nacional de Justiça, que acabou aprovado.

As parcerias entre o Poder Público e a sociedade civil organizada é uma realidade na Administração Pública e tida como fundamental ao modelo gerencial, implementada na Reforma de Estado em 1995, onde se buscou concentrar as atividades estratégicas e de formulação de políticas no Estado e alocar as atividades não exclusivas em parceiros privados. O crescimento destas parcerias e sua relevância são significativos em especial nas áreas dos Direitos Sociais. Embora já existissem normas disciplinando algumas formas de parcerias específicas foi editada uma nova legislação cuja abrangência é mais ampla, o Marco Regulatório das Organizações da Sociedade Civil. Que fatores influenciam a variedade de sequências de tarefas componentes de rotinas organizacionais? Este estudo está focado em analisar como fatores antecedentes das execuções influenciam a variedade sequencial de rotinas organizacionais. Rotinas organizacionais conferem eficiência e coordenação aos processos organizacionais por meio da padronização e especialização das tarefas e de seus encadeamentos. A literatura suscita que altos níveis de variabilidade podem ser importantes para manter a flexibilidade nos processos organizacionais (Feldman e Pentland, 2003). A variedade sequencial é tida como a expressão mais fidedigna da diversidade de configurações das sequências de tarefas componentes de uma rotina organizacional. Este estudo propõe uma metodologia qualitativa de análise das fontes de variedade sequencial. Utiliza-se o quadro de referência proposto em Becker (2005b) que contempla os antecedentes complexidade da tarefa, interdependência da tarefa, pressão de tempo, incerteza pertencente à tarefa e mudança de agentes além de características e resultados. Para atingir este objetivo foram empreendidas duas observações em prontos-socorros de organizações paulistanas. A rotina organizacional de atendimento a pacientes em prontos- socorros é um processo relevante de ser estudado pois é principal forma de acesso dos pacientes a tratamentos nos dois hospitais analisados. Além disso, a rotina se mostra bastante eficiente e é caracterizada por atender padrões internacionais de qualidade de processo. Os dados foram sistematizados por uma análise de conteúdo adaptada ao estudo da variedade sequencial. Graças à essa análise foi possível identificar as fontes de variedade sequencial e discuti-las no contexto da literatura de rotinas organizacionais, foram identificadas quatro fontes principais: definição de prioridade ligada à pressão de tempo; necessidade de especialistas ligada à complexidade da tarefa; incremento de informações para diagnóstico e tratamento ligada à incerteza da tarefa; e, prolongar o tratamento ligada à incerteza e interdependência da tarefa. Não há evidências que a mudança de agentes influencia a variedade sequencial. Este estudo propõe que os antecedentes constituem dois grupos: antecedentes externos derivam de questões relativas à multiplicidade de condições dos pacientes como pressão de tempo e incerteza da tarefa. Antecedentes internos estão ligados à regras e recursos organizacionais como complexidade e a interdependência da tarefa.

Este trabalho foi realizado na Universidade da Madeira, no âmbito do Mestrado em Engenharia Informática, tendo como título “Implementação de um sistema autónomo para a geração de visualizações 3D de dados ambientais”. A visualização 3D tem vindo a ganhar terreno em áreas como o entretenimento, medicina, arquitetura e desenho de equipamentos, entre outros. Relativamente à visualização de dados ambientais (oceano e atmosfera) em 3D, esta é uma área pouco explorada. Como tal, foi proposto o estudo e criação de um sistema autónomo capaz de gerar imagens 3D de dados ambientais e disponibilizar as mesmas na web. O estudo iniciou-se com testes às ferramentas que permitem a visualização 3D de dados ambientais, de forma a escolher a que mais se adequa ao sistema a implementar. Após diversos testes às várias ferramentas, a que mais se destacou foi o IDV (Integrated Data Visualization), pelas suas funcionalidades e capacidade de ser executado de forma automática. A implementação do sistema foi efetuada ao longo de diversas etapas: pré-processamento dos dados; escolha das visualizações a disponibilizar na web; escrita do script responsável pelo processo; criação das páginas web para visualização das imagens e implementação de todo o sistema em ambiente Linux. Este sistema foi desenvolvido tendo em conta a adição de novas visualizações, assim como a alteração das visualizações existentes. A possibilidade de adicionar/alterar visualizações de forma simples também foi tida em conta, de forma a não ser necessário reestruturar todo o sistema.

This study aims to acknowledge the domain level and influence of the neuromarketing construct. This is done considering professionals at advertising agencies in Brazil. The presence of concepts related to this new approach is very little divulged, and there are little analysis performed on this area. Thus, the research is of qualitative and exploratory nature and used as primary fonts books, articles related to marketing, neuroscience, and psychology as well as secondary fonts. A profound interview was realized aiming the main advertising agencies in Brazil. The public was composed by managers responsible for planning. A content analysis was performed afterwards. The advances related to the brain science have permitted the development of technological innovation. These go primarily towards knowledge and unconscious experiences of consumers, which are responsible for the impulse of decision making and consumer behavior. These issues are related to Neuromarketing, that in turn, uses techniques such as FMRI, PET and FDOT. These scan the consumer s brain and produces imagines on the neuron s structures and functioning. This is seen while activities such as mental tasks for the visualization of brands, images or products, watching videos and commercials are performed. It is observed that the agencies are constantly in search of new technologies and are aware of the limitations of the current research instruments. On the other hand, they are not totally familiar with concepts related to neuromarketing. In relation to the neuroimage techniques it is pointed out by the research that there is full unawareness, but some agencies seem to visualize positive impacts with the use of these techniques for the evaluation of films and in ways that permit to know the consumer better. It is also seen that neuroimage is perceived as a technique amongst others, but its application is not real, there are some barriers in the market and in the agencies itself. These barriers as well as some questioning allied to the scarce knowledge of neuromarketing, make it not possible to be put into practice in the advertising market. It is also observed that even though there is greater use of neuromarketing; there would not be any meaningful changes in functioning and structuring of these agencies. The use of the neuro-image machines should be done in research institutes and centers of big companies. Results show that the level of domain of the neuromarketing construct in the Brazilian advertising agencies is only a theoretical one. Little is known of this subject and the neurological studies and absolutely nothing of neuroimage techniques

Epilepsy is a chronic disorder of the central nervous system, most frequently characterized by abnormal electrical impulses in the brain. It is the oldest recorded neurological disease and has been surrounded by myths, mistaken beliefs and preconceptions. Three professionals work with epileptic patients on a daily basis: teachers, physical educators and physicians . This study aimed to analyze and compare the level of knowledge, preconceptions and attitudes of undergraduate students in the courses of Pedagogy, Physical Education and Medicine, future professionals who will deal with epileptic patients. This descriptive observational study was conducted with 286 university undergraduates of both sexes (women 99/34.6% and men 187/65.4%) from the first to fourth year of Pedagogy, Physical Education and Medicine courses at the Universidade Estadual Rio Grande do Norte (UERN), with mean age of 23 years. A validated and adapted 17-question questionnaire, divided into nine knowledge-based questions, five related to preconceptions and three on attitudes, was applied. Results allowed elaboration of a manuscript entitled Comparative Analysis of Knowledge, Attitude and Preconceptions in University Undergraduates of Pedagogy, Physical Education and Medicine Courses in Relation to Epilepsy. The findings of this article show that knowledge of epilepsy in the three groups is very satisfactory. The low level of preconception indicates that educational or clarifying information is being transmitted, albeit by television, a layman s information vehicle, which has undoubtedly contributed to reducing the stigma of epilepsy through educational information. Results also suggest a lack of knowledge on how to act during a seizure, especially in education professionals. Although there are limitations in our sample, the relevance and contribution of this study is to call attention to the importance and need for these future professionals to be informed and learn correct attitudes with respect to epilepsy during their academic formation. This is essential at a time when the disease is being brought out of the shadows. It discusses the Health Care of the Elderly in the town of Mossoró, traversing the paths that discussed the history of health care, which has been altered by the new (con) formation and required adjustments of society which led the development and implementation of the National Health Care for the Elderly with the backdrop of the guiding principles of the Health System - SUS. The goals outlined were: To map the implementation of the policy of health care for the elderly in Mossoró considering whether this is based on the principles and guidelines of the NHS and National Health Policy of the Elderly; Check if health promotion is seen as a strategy that favors the elderly mossoroenses the possibility of healthy aging; identify the discourse of the elderly about the aging process and the strategies you use to take care of your needs. Applies as a methodological strategy BOAS, complemented by interviews with twenty (20) elderly residents of Mossoró with a view to understand the objective elements, and the political and subjective traits that express a regularity which marks the area of health care mossoroense elderly. The data were tabulated and the BOAS divided into nine sections for analysis. The speeches were transcribed seized and subjected to a thorough reading that allowed the visualization of issues that have been examined with theoretical and methodological support to the model proposed by Boaventura de Souza Santos (2006) designated this cosmopolitan reason being supported by three meta-sociological procedures, namely, the sociology of absences, the sociology of translation work and emergencies. It appears as a result the exclusion and discrimination of the elderly in different social settings, a condition that prevents them from being aware of their importance as citizens deserving of decent treatment and respect for the family, society and the government, when addressing health the elderly said the need to propose alternative models of care that has the paradigm of health promotion. We conclude that in these areas, meetings are held, to draw lines that were heterogeneous because they were built by the dissimilarities that engender incessantly and show that although we have advanced regarding the attention of the elderly in Mossoró there is still a long way to go in order to meet the needs revealed by the elderly. It is suggested that the practice of trial-creation-differentiation, while highlighting the historical and procedural dimension, deconstructions and negotiations with collective effects. A democratic paradigm and analytical creeps: the constitution are moments of Health Care for the Elderly shaping a new landscape in the town of Mossoró.

In this paper artificial neural network (ANN) based on supervised and unsupervised algorithms were investigated for use in the study of rheological parameters of solid pharmaceutical excipients, in order to develop computational tools for manufacturing solid dosage forms. Among four supervised neural networks investigated, the best learning performance was achieved by a feedfoward multilayer perceptron whose architectures was composed by eight neurons in the input layer, sixteen neurons in the hidden layer and one neuron in the output layer. Learning and predictive performance relative to repose angle was poor while to Carr index and Hausner ratio (CI and HR, respectively) showed very good fitting capacity and learning, therefore HR and CI were considered suitable descriptors for the next stage of development of supervised ANNs. Clustering capacity was evaluated for five unsupervised strategies. Network based on purely unsupervised competitive strategies, classic "Winner-Take-All", "Frequency-Sensitive Competitive Learning" and "Rival-Penalize Competitive Learning" (WTA, FSCL and RPCL, respectively) were able to perform clustering from database, however this classification was very poor, showing severe classification errors by grouping data with conflicting properties into the same cluster or even the same neuron. On the other hand it could not be established what was the criteria adopted by the neural network for those clustering. Self-Organizing Maps (SOM) and Neural Gas (NG) networks showed better clustering capacity. Both have recognized the two major groupings of data corresponding to lactose (LAC) and cellulose (CEL). However, SOM showed some errors in classify data from minority excipients, magnesium stearate (EMG) , talc (TLC) and attapulgite (ATP). NG network in turn performed a very consistent classification of data and solve the misclassification of SOM, being the most appropriate network for classifying data of the study. The use of NG network in pharmaceutical technology was still unpublished. NG therefore has great potential for use in the development of software for use in automated classification systems of pharmaceutical powders and as a new tool for mining and clustering data in drug development

La investigación parte de una visión histórica de la muñeca Emília creación del escritor Monteiro Lobato , relacionándola con la educación en cuanto pedagogía performática. Utiliza aportes teóricos de Renato Cohen, investigador brasileño del lenguaje performático, como también del pensador y pedagogo alemán Nietzsche, aplicándolos a las obras Emília en el país de la Gramática, Aritmética de Emília y La llave del tamaño. Muestra que lo performático tiene sus orígenes más remotos en el mito de Dioniso y que, a semejanza del arte performática, propuesta como arte de frontera, la pedagogía performática se constituye también como una pedagogía de frontera, en vista de lo híbrido pedagogía-y-arte en que es fundado, colocándose igualmente en el espacio de las pedagogías culturales o no formales. Dentro del concepto de pedagogía performática, llegamos a la construcción de un pequeño sistema pedagógico que subraya tanto lo existencial cuanto lo científico. La pedagogía performática representada por la muñeca Emília contesta a la condición bidimensional del ser humano: razón y sensibilidad. Por hacer mediante una alianza con el arte en este caso, la literatura -, es más sugestiva que prescritiva; está apta a colaborar para el surgimiento de un paradigma pedagógico no-centrado en la hegemonía de lo racional; tiene um carácter atemporal y universal, pudiendo ser aplicada en todos los niveles de enseñanza, no se ha restringido, sin embargo, al espacio escolar

In the period of 2001/2002 a population of Meloidogyne javanica was found infecting a soybean cultivar 'CD 208" considered resistant in a field located in the County of Nuporanga, state of São Paulo (SP), Brazil. Due to this fact, it was evaluated the resistance of some of the main cultivars used in areas of the Cooperativa dos Agricultores, in Orlandia (CAROL), SP. The study was carried out in greenhouse conditions of the Departamento de Fitossanidade (Plant Protection) da UNESP/FCAV, Campus of Jaboticabal, SP, in clay pots of 5 liters. Five individual plants of the cultivars BRS 133, BRS 183, BRSMG 68, BRSMG Garantia, CD 201, MG/BR-46 Conquista, Empresa Brasileira de Pesquisa Agropecuária (EMBRAPA) 48, IAC 22, M-SOY 7901, M-SOY 8001 and M-SOY 8400 were inoculated with 3,000 eggs and second estage juveniles of the nematode, seven days after seed germination and the evaluation was carried out 57 days after inoculation. Galls, egg masses and the reproduction factor were determined. The results pointed out that the cultivar BRSMG Garantia was tolerant to the nematode population and all others were susceptibles.

In this study the main question investigated was the number and size of both binucleate and mononucleate superior cervical ganglion (SCG) neurons and, whether post-natal development would affect these parameters. Twenty left SCGs from 20 male pacas were used. Four different ages were investigated, that is newborn (4 days), young (45 days), adult (2 years), and aged animals (7 years). By using design-based stereo-logical methods, that is the Cavalieri principle and a physical disector combined with serial sectioning, the total volume of ganglion and total number of mononucleate and binucleate neurons were estimated. Furthermore, the mean perikaryal (somal) volume of mononucleate and binucleate neurons was estimated using the vertical nucleator. The main findings of this study were a 154% increase in the SCG volume, a 95% increase in the total number of mononucleate SCG neurons and a 50% increase in the total volume of SCG neurons. In conclusion, apart from neuron number, different adaptive mechanisms may coexist in the autonomic nervous system to guarantee a functional homeostasis during ageing, which is not always associated with neuron losses. This study shows the implementation and the embedding of an Artificial Neural Network (ANN) in hardware, or in a programmable device, as a field programmable gate array (FPGA). This work allowed the exploration of different implementations, described in VHDL, of multilayer perceptrons ANN. Due to the parallelism inherent to ANNs, there are disadvantages in software implementations due to the sequential nature of the Von Neumann architectures. As an alternative to this problem, there is a hardware implementation that allows to exploit all the parallelism implicit in this model. Currently, there is an increase in use of FPGAs as a platform to implement neural networks in hardware, exploiting the high processing power, low cost, ease of programming and ability to reconfigure the circuit, allowing the network to adapt to different applications. Given this context, the aim is to develop arrays of neural networks in hardware, a flexible architecture, in which it is possible to add or remove neurons, and mainly, modify the network topology, in order to enable a modular network of fixed-point arithmetic in a FPGA. Five synthesis of VHDL descriptions were produced: two for the neuron with one or two entrances, and three different architectures of ANN. The descriptions of the used architectures became very modular, easily allowing the increase or decrease of the number of neurons. As a result, some complete neural networks were implemented in FPGA, in fixed-point arithmetic, with a high-capacity parallel processing

The lubricants found in the market are of mineral or synthetic origin and harm to humans and the environment, mainly due to their improper discard. Therefore industries are seeking to develop products that cause less environmental impact, so to decrease mainly, operator aggression the Cutting Fluids became an emulsion of oil / water or water / oil. However, the emulsion was not considered the most suitable solution for environmental question, therefore the search for biodegradable lubricants and which no are toxic continues and so vegetable oils are seen, again, as a basis for the production of lubricants. The biggest problem with these oils is their oxidative instability that is intensified when working at high temperatures. The process transesterification decreases the oxidation, however changes some physical and chemical properties. Therefore soybean oil after the transesterification process was subjected to tests of density, dynamic viscosity, kinematic viscosity which is calculated from two parameters mentioned, flash point and acidity. Besides the physico-chemical test the soybean oil was subjected to a dynamic test in a tribometer adapted from a table vise, whose induced wear was the adhesive and ultimately was used as cutting fluid in a process of turning in two different materials, steel 1045 and cast iron. This latter test presented results below the mineral cutting fluid which it was compared in all tests, already in other experiments the result was satisfactory and other experiments not, so that chemical additives can be added to the oil analyzed to try equate all parameters and so formulate a biolubrificante not toxic to apply in machining processes of metalworking industry
