This paper examines the growing trend in the UK towards the effective privatisation of formerly public open space and the relationship of this trend to the recent shifts in public sector management. A case study of Reading, England, illustrates the growing cultural and spatial dysfunction, particularly in terms of the declining knowledge and use of the town's urban gardens by the local population. Where once the gardens were a focus of social activity, therefore, they are now a largely irrelevant site of urban decline. In contrast to central urban space, it is clear that other types of open space in other areas can still assume a significance in peoples' lives. In many cases the use of these areas illustrates a counter cultural position in which the consumerism of the city management is actively being resisted. The paper concludes that while there appear to be ways in which local space could be reclaimed for local people, the power to achieve this lies predominantly in the same hands as those responsible for appropriating central space to the imperative of the market in the first instance

This article provides a critical overview of Public-Private Partnerships (PPPs) in Russia and Kazakhstan and examines the rationale underpinning such partnerships. The analysis discusses the reasons why governments in Russia and Kazakhstan focus principally on concessions as a form of PPP and goes on to provide a critical assessment of the key approaches and situational factors relating to concessions in these two countries. The article finds that external globalization impulses pressed Russia and Kazakhstan to align their policies and institutions with western orthodoxy and perceived international best practice. An ever-increasing emphasis on use of PPPs has been a key feature of this alignment. However, the governments of Russia and Kazakhstan have increasingly resorted to concessions as progress with the development and implementation of Western style PPP models has stalled. This article concludes that the governments of Russia and Kazakhstan have demonstrated an overly optimistic approach to PPP and as a result may have substantially understated their overall concessional risks and costs. Features of Russian and Kazakhstani PPP arrangements such as ambiguity in output specification and extensive reliance on government subsidies, combined with lack of expertise of private partners, may significantly decrease concession benefits.

Increasing attention has been paid in both public administration and organizational theory to understanding how physicians assume a ‘hybrid’ role as they take onmanagerial responsibilities. Limited theoretical attention has been devoted to the processes involved in negotiating, developing, and maintaining such a role.We draw on identity theory, using a qualitative, five-year longitudinal case study, to explore how hybrid physician–managers in the English National Health Service and the organizations they are situated in achieve this. We highlight the importance of saliency – how central an identity is to an individual’s values and beliefs – in managing new identities.We found three differing responses to taking on a hybrid physician–manager role, with identity emerging as a mitigating factor for negotiating potentially conflicting roles. We discuss the implications for existing theory and practice in the management of public organizations and identify an agenda for further research.

During the last few years Enterprise Architecture has received increasing attention among industry and academia. Enterprise Architecture (EA) can be defined as (i) a formal description of the current and future state(s) of an organisation, and (ii) a managed change between these states to meet organisation’s stakeholders’ goals and to create value to the organisation. By adopting EA, organisations may gain a number of benefits such as better decision making, increased revenues and cost reductions, and alignment of business and IT. To increase the performance of public sector operations, and to improve public services and their availability, the Finnish Parliament has ratified the Act on Information Management Governance in Public Administration in 2011. The Act mandates public sector organisations to start adopting EA by 2014, including Higher Education Institutions (HEIs). Despite the benefits of EA and the Act, EA adoption level and maturity in Finnish HEIs are low. This is partly caused by the fact that EA adoption has been found to be difficult. Thus there is a need for a solution to help organisations to adopt EA successfully. This thesis follows Design Science (DS) approach to improve traditional EA adoption method in order to increase the likelihood of successful adoption. First a model is developed to explain the change resistance during EA adoption. To find out problems associated with EA adoption, an EA-pilot conducted in 2010 among 12 Finnish HEIs was analysed using the model. It was found that most of the problems were caused by misunderstood EA concepts, attitudes, and lack of skills. The traditional EA adoption method does not pay attention to these. To overcome the limitations of the traditional EA adoption method, an improved EA Adoption Method (EAAM) is introduced. By following EAAM, organisations may increase the likelihood of successful EA adoption. EAAM helps in acquiring the mandate for EA adoption from top-management, which has been found to be crucial to success. It also helps in supporting individual and organisational learning, which has also found to be essential in successful adoption.

Purpose – The purpose of this paper is to provide a critical assessment of legal and regulatory impediments to effective governance of public-private partnerships (PPPs) in Kazakhstan. Design/methodology/approach – The qualitative study develops propositions from the PPP literature and then tests them against findings from in-depth interviews. Interviewees have been selected by a purposeful sampling from PPP projects in Kazakhstan as well as from national and regional PPP centres. Findings – The identified barriers to effective PPP management include irregularities in the PPP legal framework, such as lack of legal definition of a PPP and controversy with the government guarantee’s legal status for its long-term payments to partnerships; bureaucratic tariff setting for partnership services; non-existent opportunity for private asset ownership; and excessive government regulation of PPP workers’ wage rates. Practical implications – The partners’ opposing perspectives on a number of PPP issues show that management needs to identify and carefully reconcile stakeholder values in a partnership in order to achieve more effective PPP governance. Practitioners, particularly those in the public agencies, have to be concerned with ways to reduce the government overregulation of the private operators, which is likely to result in greater PPP flexibility in management and, ultimately, higher efficiency in delivering the public services. Originality/value – By elucidating multiple examples of overregulation and PPPs’ inefficiency, the paper demonstrates that the government dominance in PPP management is conceptually inappropriate. Instead, the government should adopt the concept of co-production and manage its relations with the private sector partner in a collaborative fashion.

In this article, the development and changes in Swedish public policy relating to tourism from the 1930s to 2010 is described and interpreted from a political economy perspective. A case study, compiled from mainly secondary sources, is analyzed from a theoretical framework based on regulation theory. The purpose with this study is to increase the understanding of how the macro political economy context has influenced the policy-making in tourism in Sweden, but also to make a contribution to an area which seems to be quite neglected when it comes to research. The changes are analyzed according to the three periods denoted as pre-Fordism (mid-19th century-1930s), Fordism (1930s-1970s) and post-Fordism (1970s to present). It is observed how the general changes between these periods regarding aspects such as regulation and deregulation, and the degree of state involvement, have affected tourism policy making. The tourism policy making has changed from being insignificant, to a high degree of state involvement including planning, control and supervision, to a situation where the market rather than government regulation is considered as state of the art.

Contrary to divisive labels to describe generations, members of different age groups have much to teach each other: Younger workers bring fresh perspectives to old issues, while older workers' valuable organizational history help inform current contexts. All age groups in the workplace benefit in learning from each other's perspectives.

Esse estudo visa identificar o estilo de gestão do Conselho Municipal de Educação de Dom Pedrito, de acordo com a percepção de seus próprios componentes, e qual a influência das ações deste Conselho na Administração Pública Municipal de Dom Pedrito. A pesquisa está alicerçada em dois momentos importantes: o primeiro se constitui numa pesquisa quantitativa aplicada às (9) nove conselheiras titulares, usando um questionário baseado no modelo de análise de Likert; o segundo se constitui numa pesquisa qualitativa, com entrevistas semi-estruturadas, para analisar as variáveis que envolvem a relação Conselho Municipal de Educação (CME), Secretaria Municipal de Educação (SME) e Poder decisório Municipal (Prefeito). Os resultados obtidos evidenciam que o estilo de gestão do Conselho Municipal de Educação é o participativo-consultivo. Por outro lado, a pesquisa qualitativa mostra a importância da existência e da atuação do Conselho Municipal de Educação, que tem de trabalhar em consonância com os órgãos com os quais se relaciona e interage. Conclui-se que o Conselho Municipal de Educação é importante para garantir transparência, fundamentar as decisões do executivo municipal e espelhar a vontade da comunidade, além de apontar potencialidades existentes.

The National Water Management Policy was defined by Law 9.433/97 (Water Act), establishing the hydrographic basin as the management unity, independently of geographic limits and respective federal organisms. Nevertheless, water management entities and instruments are directly associated to different federal entities located within the same basin, and depend on them for being effective. The absence of law mechanisms that conciliate the various requisitions of federal organisms located in the same basin is a challenge still without brazilian law support. This study describes the integration process of information systems in Paraíba do Sul river basin. It also emphasizes integration restrictions of these systems, the cooperation level and the instruments used by the various actors and federal organisms in order to meet National Water Management Policy objectives. The management instrument Water Management Information System is presented as an important component that helps the stakeholders decision making process involved in water management, respecting federalism and the water domains defined in the brazilian constitution, and according to the policy established in the Water Act. In theoretical aspects, this work presents the basic concepts of National Water Management Policy institutional arrangement, considering the network aspects in public policy, the limits imposed by federalism and the way that the water domains is defined in the brazilian constitution and according to the brazilian Water Act. Besides, it identifies the most significant questions related with information systems implementation in public administration and water management. It also illustrates how cooperative federalism and information systems may create conditions that do guarantee the National Water Management Policy management instruments operationality within a hydrographic basin. The action research method was used to develop the research and the selected entity was the Fundação Superintendência Estadual de Rios e Lagoas (Serla). Serla was the water management entity in Rio de Janeiro state, at the research beginning. Others methods as bibliographic and documentary research were also used, aiming to describe the hydrographic basin, as well as the processes and systems concerned with the implementation of the National Water Management Policy in Paraíba do Sul basin.

A inserção do Princípio Constitucional da Eficiência no art. 37 da Constituição Federal do Brasil, por meio da Emenda Constitucional n. 19/98, representa a busca da maximização do aproveitamento dos recursos públicos na prestação apropriada de serviços públicos e da excelência da qualidade dos mesmos. Observa-se, ainda, que a aplicação deste Princípio na Administração Pública carece de instrumentos normativos que permitam o alcance da melhor efetividade possível. Este trabalho busca elencar indicadores com capacidade de mensurar o grau de eficiência de certos órgãos públicos, seja por intermédio de órgãos (organizações) fiscalizadores ou superiores, ou pelo público atendido, que se beneficia dos serviços disponibilizados. Para isso buscou-se, inicialmente, conceituar termos como princípio, eficiência e outros diretamente ligados à Administração Pública. Em seguida, são abordados os conceitos relativos a indicadores, em especial aos de eficiência. De forma mais específica, são apresentados indicadores usados por alguns órgãos públicos e, a fim de contribuir com a implementação mais efetiva destes, foram feitos acréscimos e adaptações de outros, bem como se sugere uma planilha para avaliar a gestão em seus diversos aspectos, seja por auditoria ou pela mensuração da qualidade e satisfação referentes aos serviços públicos prestados à população. Tenciona-se com este trabalho colaborar para a melhoria da gestão com foco nos resultados na Administração Pública, disponibilizando um rol de indicadores básicos que possam ser utilizados na mensuração da eficiência de um órgão público, destacando-se que é necessário atualizar e aprimorar constantemente a aplicação destes instrumentos.

O objetivo da presente dissertação é analisar a viabilidade de aplicação do Contrato de Gestão na administração pública do Equador e simular um contrato nas empresas públicas do Equador. O primeiro capítulo apresenta uma análise histórica, os "pontos críticos" atuais e uma análise estratégica da administração pública do Equador, baseando-se nas qualificações do pensamento estratégico. O segundo capítulo faz uma descrição do setor empresarial público equatoriano. O terceiro capítulo apresenta um referencial teórico da Administração Estratégica, da Administração por Objetivos e do Contrato de Gestão. O quarto capítulo contem um modelo para implementação do Contrato de Gestão nas empresas públicas equatorianas, incluindo o instrumento jurídico de acordo com o modelo proposto. O presente trabalho chega à conclusão de que a administração pública do Equador se ressente de instrumentos modernos de administração, como é o caso do Contrato de Gestão e que, ao mesmo tempo, possui as condições legais e institucionais para sua aplicação.

With the redefinition of the constitutional paper of the State, the federal Government developed through the Ministry of the Federal Administration and of the Reform of the State a ¿Director Plan of the Reform of the State Apparatus¿. Having as main objective the retaking of the capacity of management of the State, this Managing Plan proposes the introduction of the methodologies of modernization of the public administration and the revision in the ways of property of the State. As a complement to this Plan the Program of Quality and Participation in the Public Administration ¿ QPAP ¿ was developed. This Program proposes the accomplishment of some strategic projects. Among those projects it stands out the one of Restructuring and Quality in the Federal Executive Power, which defines as one of the work stages, the dissemination of the strategic planning in all the entities of the public administration. The strategic planning is considered nowadays only one of the stages of the strategic administration and it is fundamental that all elements of sistematization and analysis in all the phases of the administration of an organization are knomn. This dissertation tries to show that the dissemination of the strategic planning in the public institutions, especially in the IBGE, it is opportune and coherent, but that it will also be necessary to do an analysis of all the limitations and challenges that the leaders will face so that the strategic restructuring is implemented with the effective participation and all the employees commitment.

The developed democracies only have results or crystallise, when the exercise of the government policies has two dimensions: the first one, is the dimension of the government decisions making: in which, the governor accomplishes the priorities and orientations submitted to the population by electoral decisions. Then the second dimension, is the functionality of the State: capable to transform policies into convergent actions for accomplishment of the negotiated results. The consolidation of the democracy and the consequent increase of the social demand by decisions and public and government lawsuits, able to generate results that attend collectively the different levels of the society and able to aggregate and articulate additional values to their interests, imposes to the public sector administration, great challenges of public policies. Nowadays, the indispensable condition to guarantee a minimum governmental benchmark, it to overcome these challenges, in the plan of the public administration, demanded for the promotion of the economic development, in the democratic scope, to reach the politician-institutional values of the society. However, It is undeniable, the universality of the challenges of public administration that consequently, are the effects of modern administrative systems. To attempt the best result, the mast satisfy the attributes of speed, flexibility, integration and innovation, amongst others. The diffusion of guided doctrines of public management by results is reflecting in the institutionalization of new types of bureaucratic activities and amongst this context, it is distinguished as a basic importance of what we call Performance Audit. This work intends to describe how the control organs and especially the Accounts Court of the Union, the sensitive demands of the society, and attending to new constitutional order, they are structuring itself to face the new organizational and institutional challenges, in consequence of the gradual redefinition of your task, more and more liable uncertainties, current of the intimate nature of the performance audit, in development, face the traditional audit, which characterizes them in general. Therefore, the main goal of this these, is the analysis of the organizational challenges and consequently ,the lawsuits changes of the organizational structures faced in general by the Brazilian¿s Accounts Courts, which we believe, will help to elaborate paths of propulsive evaluating and restrictive elements to the innovations that are intended to introduce the systems of necessary control in the evaluation of government programs.

This study aimed to verify the type of Personnel Management adopted during the period between January 2005 and December 2008 at the Municipal General Attorney¿s Office (PGM-RJ) is compatible with the challenges of society and management people in the twenty-first century and why. To enable this conclusion, the means used were the research literature, documentary and field, through a process of self-ethnography. The literature review presented the evolutionary process and culture of public administration in Brazil, the new challenges of society and people management in the twenty-first century, the evolutionary process of managing people and its main approaches and models. The field research provided data wich related to them with the literature review, allowed to identify the predominant features of public administration and culture of PGM-RJ and the people management approaches identified. In addition, the study highlights that despite the effort in making changes and advances in the use of many different ideas of functionalist approach, the human resource practices adopted in the PGM-RJ during the period between January 2005 and December 2008 were not fully compatible with the challenges of society and people management in the twenty-first century.
