Iowa law requires every city and county assessor to submit to the Iowa Department of Revenue an annual Abstract of Assessment reflecting assessed values of real property. The Iowa Department of Revenue has received and reviewed each 2007 Abstract of Assessment and summarized the valuation data. The values reported on the Abstracts of Assessment are one hundred percent (100%) of the actual value of property as established by the assessors and approved by local boards of review.

Per legislative requirement, attached is the Iowa Department of Transportation’s summary of project status for infrastructure projects that have been appropriated revenue from various funds including Rebuild Iowa Infrastructure, Health Restricted Capitals, Bridge Safety, Revenue Bonds Capitals, and Revenue Bonds Capitals II. Although a status report for the Bridge Safety Fund was already submitted to the directors of LSA and DOM, a status report on those projects is also included within this attachment for consistency with last year’s reporting. In addition, per request from LSA, status reports for the FY 2011 passenger rail appropriation from the Underground Storage Tank Fund and the FY 2010 Commercial Service Vertical Infrastructure appropriation from the General Fund are also listed in this report.

Action research is a useful instrument for the organization health care and the clinical governance of psychiatric institutions. What this type of research offers can be illustrated by the cohort study of migrant patients without health insurance who consulted the Department of Psychiatry of the Vaudois university medical center (CHUV) in 2008. While giving greater visibilty to the psychological suffering and social distress of these patients, the study also enabled the authors to determine which clinical procedures were actually offered to these patients and the amount these procedures cost the department. The small number of cases that were identified as well as their uneven distribution amongst the different services of the department suggest that considerable efforts must still be made to improve access for this population to public psychiatric services.

The Federal Highway Administration (FHWA) approves the selection of the Reconstruction of All or Part of the Interstate (Construction Alternative) as the Preferred Alternative to provide improvements to the interstate system in the Omaha/Council Bluffs metropolitan area, extending across the Missouri River on Interstate 80 to east of the Interstate 480 interchange in Omaha, Nebraska. The study considered long-term, broad-based transportation improvements along Interstate I-29 (I-29), I-80, and I-480, including approximately 18 mainline miles of interstate and 14 interchanges (3 system, 11 service), that would add capacity and correct functional issues along the mainline and interchanges and upgrade the I-80 Missouri River Crossing.

The Iowa Department of Transportation (Iowa DOT), Nebraska Department of Roads (NDOR), and the Federal Highway Administration (FHWA) are proposing to improve the interstate system around Council Bluffs with improvements extending across the Missouri River on I-80 to east of the I-480 interchange in Omaha, Nebraska, see Figure 1-1. The study considers long-term, broad-based transportation improvements along I-80, I-29, and I-480, including approximately 18 mainline miles of interstate and 14 interchanges (3 system1, 11 service), that would add capacity and correct functional issues along the mainline and interchanges and upgrade the I-80 Missouri River Crossing. These improvements, once implemented, would bring the segments of I-80 and I-29 up to current engineering standards and modernize the roadway to accommodate future traffic needs

Hypertension is one of the most common complex genetic disorders. We have described previously 38 single nucleotide polymorphisms (SNPs) with suggestive association with hypertension in Japanese individuals. In this study we extend our previous findings by analyzing a large sample of Japanese individuals (n=14 105) for the most associated SNPs. We also conducted replication analyses in Japanese of susceptibility loci for hypertension identified recently from genome-wide association studies of European ancestries. Association analysis revealed significant association of the ATP2B1 rs2070759 polymorphism with hypertension (P=5.3×10(-5); allelic odds ratio: 1.17 [95% CI: 1.09 to 1.26]). Additional SNPs in ATP2B1 were subsequently genotyped, and the most significant association was with rs11105378 (odds ratio: 1.31 [95% CI: 1.21 to 1.42]; P=4.1×10(-11)). Association of rs11105378 with hypertension was cross-validated by replication analysis with the Global Blood Pressure Genetics consortium data set (odds ratio: 1.13 [95% CI: 1.05 to 1.21]; P=5.9×10(-4)). Mean adjusted systolic blood pressure was highly significantly associated with the same SNP in a meta-analysis with individuals of European descent (P=1.4×10(-18)). ATP2B1 mRNA expression levels in umbilical artery smooth muscle cells were found to be significantly different among rs11105378 genotypes. Seven SNPs discovered in published genome-wide association studies were also genotyped in the Japanese population. In the combined analysis with replicated 3 genes, FGF5 rs1458038, CYP17A1, rs1004467, and CSK rs1378942, odds ratio of the highest risk group was 2.27 (95% CI: 1.65 to 3.12; P=4.6×10(-7)) compared with the lower risk group. In summary, this study confirmed common genetic variation in ATP2B1, as well as FGF5, CYP17A1, and CSK, to be associated with blood pressure levels and risk of hypertension.

Acquired pressure ulcer is associated with significant human, economic and functional consequences. Its prevalence varies between 3 and 23% in a community hospital and between 7 and 54% in an elderly home residency. Pressure ulcer healing is a complex process which involves numerous cellular and molecular mechanisms. An altered nutritional status is a contributing factor in the development of pressure ulcers and the delay in pressure ulcer healing. The key to management of undernutrition is screening and early intervention. According to the gravity of undernutrition, various degrees of intervention will be required. Systematic oral supplementation with various nutrients may provide benefit in the prevention of pressure ulcers, but further studies have to be completed in human subjects prior to being recommended for the treatment of pressure ulcers.

L'évaluation des résultats des arthroplasties totales du genou demande une évaluation du geste thérapeutique ou clinique, mais doit également tenir compte de l'impact de ce geste sur l'état de santé global du patient (somatique, psychologique, social) et intégrer son degré de satisfaction. La complexité croissante des instruments de mesure du suivi a de quoi décourager le chirurgien praticien déjà surchargé par son activité clinique quotidienne. L'apparition des scores, des études prospectives et des analyses statistiques, telles les courbes de survie, ont certainement permis une appréciation plus objective de nos résultats, tout en accroissant nos connaissances et en améliorant notre pratique quotidienne. La question aujourd'hui n'est plus de savoir si un suivi clinique de nos patients est utile, mais plutôt de choisir les bons instruments et de définir les buts de l'analyse tout en cherchant comment implanter cette démarche de manière réaliste dans nos pratiques. Les scores classiques, aussi imparfaits soient-ils, restent pour l'instant utiles. Largement diffusés à travers le monde, appliqués de manière prospective, ces outils de suivi orientés vers la clinique et la radiologie sont le fondement du suivi prospectif des implants. Au quotidien, ils permettent un suivi en temps réel des implants d'un service ou d'une institution. Cependant, leur faiblesse intrinsèque résidant dans l'inaptitude à saisir le point de vue du patient, il semble inéluctable d'y adjoindre des instruments psychométriques. Dans l'avenir, la recherche devrait se concentrer vers le développement d'outils adaptés, capables de cerner avec une plus grande précision l'attente des patients et de technologies accessibles à chaque praticien pour mesurer objectivement les capacités fonctionnelles de leurs patients avec plus d'acuité. Le développement de systèmes permettant une évaluation objective de la fonction quotidienne du patient revêt un intérêt tout particulier. Parallèlement, un effort doit être fait au niveau des sociétés spécialisées nationales et internationales pour harmoniser leurs protocoles de suivi.

Le Programme de dépistage du cancer du sein BEJUNE a démarré en mai 2005 dans le canton du Jura, s'est étendu au canton de Neuchâtel en mai 2007 et englobe le Jura bernois depuis janvier 2009. Ses buts sont de promouvoir, organiser, gérer et mener à bien une action de dépistage auprès de la population féminine dans la tranche d'âge de 50 à 69 ans révolus (environ 42'000 femmes). [...] Ce rapport constitue, après 5 ans et demi d'activité, la première évaluation épidémiologique du Programme de dépistage du cancer du sein BEJUNE. Cette évaluation a été réalisée par l'Unité d'épidémiologie du cancer (UEC) de l'Institut universitaire de médecine sociale et préventive de Lausanne (IUMSP) qui jouit d'une longue expérience dans le domaine. Dans ce rapport, on analyse le fonctionnement, la participation, la qualité et l'efficacité précoce du programme. Les indicateurs de performance retenus suivent les recommandations européennes et les directives émises par la Fédération suisse des programmes de dépistage du cancer du sein. Entre mai 2005 et novembre 2010, plus de 37'000 mammographies ont été réalisées dans 11 Centres/Instituts de radiologie. Les 6750 examens effectués annuellement correspondent à un volume de 420 mammographies par radiologue: 380 pour les 1e lecteurs et 1300 pour les 2e lecteurs (auxquels s'ajoutent les lectures réalisées dans le cadre d'un autre programme cantonal). It is very well known that the first succesful valuation of a stock option was done by solving a deterministic partial differential equation (PDE) of the parabolic type with some complementary conditions specific for the option. In this approach, the randomness in the option value process is eliminated through a no-arbitrage argument. An alternative approach is to construct a replicating portfolio for the option. From this viewpoint the payoff function for the option is a random process which, under a new probabilistic measure, turns out to be of a special type, a martingale. Accordingly, the value of the replicating portfolio (equivalently, of the option) is calculated as an expectation, with respect to this new measure, of the discounted value of the payoff function. Since the expectation is, by definition, an integral, its calculation can be made simpler by resorting to powerful methods already available in the theory of analytic functions.
