Pessimistic Malthusian verdicts on the capacity of pre-industrial European economies to sustain a degree of real economic growth under conditions of population growth are challenged using current reconstructions of urbanisation ratios, the real wage rates of building and agricultural labourers, and GDP per capita estimated by a range of methods. Economic growth is shown to have outpaced population growth and raised GDP per capita to in excess of $1,500 (1990 $ international at PPP) in Italy during its twelfth- and thirteenth-century commercial revolution, Holland during its fifteenth- and sixteenth-century golden age, and England during the seventeenth- and eighteenth-century runup to its industrial revolution. During each of these Smithian growth episodes expanding trade and commerce sustained significant output and employment growth in the manufacturing and service sectors. These positive developments were not necessarily reflected by trends in real wage rates for the latter were powerfully influenced by associated changes in relative factor prices and the per capita supply of labour as workers varied the length of the working year in order to consume either more leisure or more goods. The scale of the divergence between trends in real wage rates and GDP per capita nevertheless varied a great deal between countries for reasons which have yet to be adequately explained.

Purpose – The purpose of this paper is to survey various meanings attached to a public-private partnership (PPP) and related aspects in Western literature, and identify commonalities and differences between them. Additionally, the article intends to critically assess conflicting and overlapping views on contractual and institutional PPPs, their forms and models, and draw insights for transitional economies. Design/methodology/approach – The article contrasts and compares views on PPP meanings, forms and models within Western PPP literature, and also draws comparisons with understanding of partnership aspects in the Russian language sources. The paper examines theories underpinning PPPs, builds connections to PPP advantages and drawbacks, and provides critical assessment of net benefits that PPPs may bring along to the society. Findings – The article concludes that future PPP research in transitional countries such as Kazakhstan and Russia, particularly in the area of organisational and power arrangements in partnerships, may delineate new concepts such as government as a guarantor of a PPP project, social significance of a PPP project, and risk management in a country’s contextual environment. Practical implications – In transitional countries, in which PPPs are in their infancy, clarification of theoretical positions, and identification of commonalities and differences between meanings attached to the PPP terminology may enable better decisions by researchers and practitioners in their selection and further development of partnerships and related concepts. Originality/value – Research in the field of PPPs in transitional countries such as Russia and Kazakhstan is in its infancy. The paper intends to contribute to the body of knowledge about PPPs by providing detailed account and categorisation of their principal meanings, forms, models, underpinning theories, and drawing insights for future research in transitional countries.

Este documento analiza la capacidad de predicción dentro de la muestra (insample) de cuatro modelos de tasa de cambio nominal para Colombia durante el período 1984:I - 2004:I. Se emplean los enfoques monetarios de precios rígidos (Dornbusch (1976) -Frankel (1979)) y el de Balassa -Samuelson, que le da un papel central a los diferenciales de productividad.Adicionalmente se analiza la condición de la paridad del poder adquisitivo(PPP). La capacidad predictiva de dichos modelos es comparada con un camino aleatorio. Las medidas empleadas para evaluar los pronósticos son la raíz cuadrática del error de pronóstico (rms) y el coeficiente de desigualdad de Theil. Se observa que a pesar de tener una gran capacidad de predicción, ningún modelo supera al camino aleatorio. Dicha conclusión corrobora los resultados presentados en la literatura sobre los determinantes de la tasa de cambio nominal.

The leishmaniases are neglected tropical diseases with an urgent need for effective drugs. Better understanding of the metabolism of the causative parasites will hopefully lead to development of new compounds targeted at critical points of the parasite’s biochemical pathways. In my work I focused on the pentose phosphate pathway of Leishmania, specifically on transketolase, sugar utilisation, and comparison between insect and mammalian infective stages of the parasites. The pentose phosphate pathway (PPP) is the major cellular source of NADPH, an agent critical for oxidative stress defence. The PPP uses glucose, reduces the NADP+ cofactor and produces various sugar phosphates by mutual interconversions. One of the enzymes involved in this latter part is transketolase (TKT). A Leishmania mexicana cell line deleted in transketolase (Δtkt) was assessed regarding viability, sensitivity to a range of drugs, changes in metabolism, and infectivity. The Δtkt cell line had no obvious growth defect in the promastigote stage, but it was more sensitive to an oxidative stress inducing agent and most of the drugs tested. Most importantly, the Δtkt cells were not infective to mice, establishing TKT as a new potential drug target. Metabolomic analyses revealed multiple changes as a consequence of TKT deletion. Levels of the PPP intermediates upstream of TKT increased substantially, and were diverted into additional reactions. The perturbation triggered further changes in metabolism, resembling the ‘stringent metabolic response’ of amastigotes. The Δtkt cells consumed less glucose and glycolytic intermediates were decreased indicating a decrease in flux, and metabolic end products were diminished in production. The decrease in glycolysis was possibly caused by inhibition of fructose-1,6-bisphosphate aldolase by accumulation of the PPP intermediates 6-phosphogluconate and ribose 5-phosphate. The TCA cycle was fuelled by alternative carbon sources, most likely amino acids, instead of glucose. It remains unclear why deletion of TKT is lethal for amastigotes, increased sensitivity to oxidative stress or drop in mannogen levels may contribute, but no definite conclusions can be made. TKT localisation indicated interesting trends too. The WT enzyme is present in the cytosol and glycosomes, whereas a mutant version, truncated by ten amino acids, but retaining a C-terminal targeting sequence, localised solely to glycosomes. Surprisingly, cells expressing purely cytosolic or glycosomal TKT did not have different phenotypes regarding growth, oxidative stress sensitivity or any detected changes in metabolism. Hence, control of the subcellular localisation remains unclear as well as its function. However, these data are in agreement with the presumed semipermeable nature of the glycosome. Further, L. mexicana promastigote cultures were grown in media with different combinations of labelled glucose and ribose and their incorporation into metabolism was followed. Glucose was the preferred carbon source, but when not available, it could be fully replaced with ribose. I also compared metabolic profiles from splenic amastigotes, axenic amastigotes and promastigotes of L. donovani. Metabolomic analysis revealed a substantial drop in amino acids and other indications coherent with a stringent metabolic response in amastigotes. Despite some notable differences, axenic and splenic amastigotes demonstrated fairly similar results both regarding the total metabolic profile and specific metabolites of interest.

Developing nations in Africa are not shielded from the pressures of a globalized competitive agricultural marketplace. With an appreciable bulk of her people deriving livelihoods from diverse agricultural enterprises, these nations must respond to important contemporary issues shaping global agriculture. Farmers from such nations, including Ghana, will be able to improve their participation in the competitive local, regional and global agricultural marketplace if the appropriate agricultural technologies and extension information support are available. To achieve this, a new breed of agricultural extension graduates who can respond to current and emerging challenges in agriculture and interface effectively with farmers must be produced through responsive extension education and training. While extension education can produce effective extensionists to hasten agricultural development, budgetary constraints make it difficult for most African governments to successfully and sustainably implement such educational programs. However, public-private partnership (PPP) initiatives offer a way out of this financial dilemma. Beginning in 1993, the Sasakawa Africa Fund for Extension Education (SAFE) worked with the University of Cape Coast (UCC) in Ghana to develop an innovative extension education program through a public private partnership. The program, comprising a BSc. and Diploma components, was designed to respond to the myriad of challenges facing higher agricultural extension education in Ghana. A key practical feature of the curricula is the “Supervised Enterprise Projects” (SEPS), which enable students to work with relevant stakeholders to identify and tackle agricultural problems in farming communities through experiential extension approaches and action research. The SAFE-UCC initiative fulfils important education goals such as: expanding and improving access; ensuring quality and relevance; ensuring funding and mobilizing resources for sustainability; building partnerships and linkages; and promoting international co-operation. The paper discusses the underlying conditions for a successful public private partnership in agricultural and extension education and sheds light on the impacts, lessons learned and challenges.

O princípio do posicionamento por GNSS baseia-se, resumidamente, na resolução de um problema matemático que envolve a observação das distâncias do utilizador a um conjunto de satélites com coordenadas conhecidas. A posição resultante pode ser calculada em modo absoluto ou relativo. O posicionamento absoluto necessita apenas de um recetor para a determinação da posição. Por sua vez, o posicionamento relativo implica a utilização de estações de referência e envolve a utilização de mais recetores para além do pertencente ao próprio utilizador. Assim, os métodos mais utilizados na determinação da posição de uma plataforma móvel, com exatidão na ordem dos centímetros, baseiam-se neste último tipo de posicionamento. Contudo, têm a desvantagem de estarem dependentes de estações de referência, com um alcance limitado, e requerem observações simultâneas dos mesmos satélites por parte da estação e do recetor. Neste sentido foi desenvolvida uma nova metodologia de posicionamento GNSS em modo absoluto, através da modelação ou remoção dos erros associados a cada componente das equações de observação, da utilização de efemérides precisas e correções aos relógios dos satélites. Este método de posicionamento tem a designação Precise Point Positioning (PPP) e permite manter uma elevada exatidão, equivalente à dos sistemas de posicionamento relativo. Neste trabalho, após um estudo aprofundado do tema, foi desenvolvida uma aplicação PPP, de índole académica, com recurso à biblioteca de classes C++ do GPS Toolkit, que permite determinar a posição e velocidade do recetor em modo cinemático e em tempo real. Esta aplicação foi ensaiada utilizando dados de observação de uma estação estática (processados em modo cinemático) e de uma estação em movimento instalada no NRP Auriga. Os resultados obtidos permitiram uma exatidão para a posição na ordem decimétrica e para a velocidade na ordem do cm/s.

Introducción Durante una gira de tres días por sendos países de Centroamérica, los días 24-26 de marzo del 2004, el presidente mexicano Vicente Fox realizó formalmente el Plan Puebla Panamá (PPP), que en México había languidecido un año y medio, moribundo según algunos observadores, muerto ya según otros. Tras su lanzamiento con bombos y platillos a principios del 2001 al llegar Fox a la presidencia, el PPP sufrió en pocos meses, si no una muerte definitiva, una parálisis prolongada en términos de las acciones oficialmente atribuidas a él, y un largo silencio de las dependencias oficiales respecto a su alcance real y su futuro previsible.

China is currently experiencing a rising demand for water, combined with limited funding availability for water project procurement. Consequently, local Chinese governments have sought procurement solutions by experimenting with public private partnerships (PPPs). However, the legal risk in PPPs, particularly in the water sector, remains high. Legal risk refers to risk arising from the legal and regulatory systems surrounding PPPs. Past research have identified legal risk in PPP projects in China as critical, however the stages at which they are significant have not been studied. This paper examines the legal risk associated with PPPs in the water sector in China and measures the degree of risk across three key stages; 1) Procurement, 2) Construction and 3) Operation. The interrelationship between legal risk at these three stages is also investigated. The significance of the risk was measured by determining the probability and severity of the risk. Correlation analysis was used to investigate the relationship between legal risks across the three stages. Our findings are that legal risk is present at all three stages, at close to moderate levels, with risk significance greatest at the operational stage. Moreover, while no correlation was identified for legal risk at the operational stage with those of earlier stages, it was found that legal issues arising during the procurement stage significantly exacerbated any further legal issues that emerged during the construction stage of water projects. The findings from this study will be significant in providing practitioners with the information to manage this risk at different stages of PPP projects.

A situação das economias nos países com problemas ao nível de controlo do déficit público e externo, agudizou-se desde o início do século XXI com a crise financeira e económica a nível mundial, sendo notórias as deficiências graves na capacidade de intervenção de algumas estruturas dos Estados, nomeadamente as que têm como missão a supervisão e o controlo. No caso concreto de Portugal, além dos problemas estruturais, interno e externo, existe a necessidade da consciencialização, para os excessos cometidos no recurso a Parcerias Público Privadas (PPP). A importância e atualidade do tema, o procurar razões para o tipo de contratos assumidos, quer de âmbito nacional, quer de âmbito municipal – caso do contrato de concessão do Município de Barcelos – , nomeadamente as suas implicações, atuais e futuras, estão na base da escolha para a elaboração do presente trabalho. O objetivo é identificar erros cometidos, mas, muito mais importante, é apontar medidas, para um controlo financeiro responsável do Estado, que garanta economia, eficiência e eficácia, na gestão dos dinheiros públicos.

Las asociaciones público privadas "APP" han sido utilizadas para distribuir riesgos y fomentar el desarrollo de los países a través de la provisión de infraestructura. Así, se implementan para proveer bienes y servicios públicos tanto en los sectores de infraestructura productiva (carreteras, puertos, aeropuertos, trenes), como en el sector de infraestructura social (escuelas, universidades, hospitales, edificaciones públicas, etc.). En Colombia, ante la escasez de recursos públicos y la necesidad de formular posiibles soluciones a la crisis del sector salud, surge como una posible solución el modelo de APP consagrado en la Ley 1508 de 2008.

En Colombia, mediante la Ley 1508 de 2102, se estableció el régimen jurídico de las Asociaciones Público Privadas (APP) y con la aprobación de la Ley 1682 de 2013, se regularon los proyectos de infraestructura de transporte. Con la presente tesis se pretende demostrar la figura del Diálogo Competitivo como procedimiento incompleto e insuficiente, apropiado así por nuestro régimen jurídico en la Ley de APP, visto desde la perspectiva de la Unión Europea, especialmente de los modelos español, inglés y francés, porque carece de la mayoría de sus elementos característicos. Posteriormente se realiza una crítica al Diálogo Competitivo colombiano desde la perspectiva de la Unión Europea, ya que se evidencia en la figura interna su precariedad frente a un procedimiento debidamente definido y organizado como el de la Unión Europea. Entre las instituciones jurídicas adoptadas por la Ley de APP, se encuentra el Diálogo Competitivo, que es un procedimiento, verificado en la etapa de estructuración de los contratos APP de iniciativa pública, cuyos antecedentes registran el mayor reconocimiento internacional en la Unión Europea (UE). Ésta introdujo esa figura a su régimen jurídico, a través de la Directiva 2004/18/CE, a su vez derogada por la Directiva 2014/24/UCE. La tesis culmina con una serie de conclusiones y recomendaciones que se estiman útiles para repensar y reestructurar el Diálogo Competitivo en los proyectos de infraestructura vial en Colombia, tarea que le corresponde al Congreso Nacional, pues así lo ha dispuesta la jurisprudencia del Consejo de Estado.

Tras conocer cuatro años de debate (dentro y fuera de La Habana), los borradores de dos puntos de la agenda y presenciar el crecimiento de bandas criminales y/u organizaciones sucesoras del paramilitarismo, de la mano de la expansión de economías ilegales y una polarización creciente (y preocupante por sus características) en torno a la paz y el conflicto social/armado en el país, el presente trabajo pretende analizar a profundidad el carácter y alcance de los discursos emitidos por los negociadores en La Habana.
