The change towards a sustainable economic system represents a big challenge for the present as well as next generations. Such a process requires important long-term changes in technologies, lifestyle, infrastructures and institutions. In this scenario the innovation process is a crucial element for fostering sustainability as well as an egalitarian development in developing countries. For those reasons the concept of Eco-Innovation System is introduced and further considerations are provided for the case of less-developed countries. The paper illustrates that sustainable development is possible by exploiting local potential and traditional knowledge in order to achieve at the same time economic growth, social equality and environmental sustainability. In order to prove such an assumption a specific case study is described: The renewable energy sector in Bolivia. The case study summarizes many important dimensions of the innovation process in developing countries such as technological transfer, diffusion and adaptation, social dimension and development issues.

An important competence of human data analysts is to interpret and explain the meaning of the results of data analysis to end-users. However, existing automatic solutions for intelligent data analysis provide limited help to interpret and communicate information to non-expert users. In this paper we present a general approach to generating explanatory descriptions about the meaning of quantitative sensor data. We propose a type of web application: a virtual newspaper with automatically generated news stories that describe the meaning of sensor data. This solution integrates a variety of techniques from intelligent data analysis into a web-based multimedia presentation system. We validated our approach in a real world problem and demonstrate its generality using data sets from several domains. Our experience shows that this solution can facilitate the use of sensor data by general users and, therefore, can increase the utility of sensor network infrastructures.

Overhead rigid conductor arrangements for current collection for railway traction have some advantages compared to other, more conventional, energy supply systems. They are simple, robust and easily maintained, not to mention their flexibility as to the required height for installation, which makes them particularly suitable for use in subway infrastructures. Nevertheless, due to the increasing speeds of new vehicles running on modern subway lines, a more efficient design is required for this kind of system. In this paper, the authors present a dynamic analysis of overhead conductor rail systems focused on the design of a new conductor profile with a dynamic behaviour superior to that of the system currently in use. This means that either an increase in running speed can be attained, which at present does not exceed 110 km/h, or an increase in the distance between the rigid catenary supports with the ensuing saving in installation costs. This study has been carried out using simulation techniques. The ANSYS programme has been used for the finite element modelling and the SIMPACK programme for the elastic multibody systems analysis.

Overhead rail current collector systems for railway traction offer certain features, such as low installation height and reduced maintenance, which make them predominantly suitable for use in underground train infrastructures. Due to the increased demands of modern catenary systems and higher running speeds of new vehicles, a more capable design of the conductor rail is needed. A new overhead conductor rail has been developed and its design has been patented [13]. Modern simulation and modelling techniques were used in the development approach. The new conductor rail profile has a dynamic behaviour superior to that of the system currently in use. Its innovative design permits either an increase of catenary support spacing or a higher vehicle running speed. Both options ensure savings in installation or operating costs. The simulation model used to optimise the existing conductor rail profile included both a finite element model of the catenary and a three-dimensional multi-body system model of the pantograph. The contact force that appears between pantograph and catenary was obtained in simulation. A sensitivity analysis of the key parameters that influence in catenary dynamics was carried out, finally leading to the improved design.

Systems of Systems (SoS) present challenging features and existing tools result often inadequate for their analysis, especially for heteregeneous networked infrastructures. Most accident scenarios in networked systems cannot be addressed by a simplistic black or white (i.e. functioning or failed) approach. Slow deviations from nominal operation conditions may cause degraded behaviours that suddenly end up into unexpected malfunctioning, with large portions of the network affected. In this paper,we present a language for modelling networked SoS. The language makes it possible to represent interdependencies of various natures, e.g. technical, organizational and human. The representation of interdependencies is based on control relationships that exchange physical quantities and related information. The language also makes it possible the identification of accident scenarios, by representing the propagation of failure events throughout the network. The results can be used for assessing the effectiveness of those mechanisms and measures that contribute to the overall resilience, both in qualitative and quantitative terms. The presented modelling methodology is general enough to be applied in combination with already existing system analysis techniques, such as risk assessment, dependability and performance evaluation

La instalación de Infraestructuras Comunes de Telecomunicación (IICCTT) en el interior de las edificaciones para el acceso a los servicios de telecomunicación facilitó la incorporación a las viviendas de las nuevas tecnologías de forma económica y transparente para los usuarios. Actualmente, todos los edificios de nueva construcción deben presentar un proyecto ICT firmado por un Ingeniero Técnico de Telecomunicación de la especialidad correspondiente o un Ingeniero de Telecomunicación. La legislación que las regula afecta a todo tipo de viviendas con independencia del poder adquisitivo del comprador, y contribuye de manera decisiva a que disminuyan a corto y medio plazo las desigualdades sociales en lo relativo al acceso a servicios de telecomunicación tales como telefonía, Internet, telecomunicación por cable, radiodifusión sonora y televisión analógica, digital, terrenal o por satélite, etc.. Desde 1997, el Colegio Oficial de Ingenieros de Telecomunicación junto con otras organizaciones públicas y privadas ha participado en la elaboración de la normativa aplicable a las Infraestructuras Comunes de Telecomunicación, dando lugar al actual decreto, el Real Decreto 346/2011, de 11 de Marzo. El propósito general de este proyecto es diseñar una red Wi-Fi a partir de las canalizaciones e instalaciones del proyecto ICT de un conjunto de viviendas unifamiliares, para que todas ellas dispongan de conexión a internet de forma inalámbrica. Para llevar a cabo este diseño, se ha realizado un estudio de las características del estándar IEEE 802.11, conocido como Wi-Fi, analizando las posibilidades de comunicación inalámbrica que ofrece, así como las limitaciones que presenta en la actualidad. Se ha analizado el proyecto ICT del conjunto de viviendas, estudiando la viabilidad de utilizar sus instalaciones para implementar la red Wi-Fi, añadiendo tanto las canalizaciones como los dispositivos comerciales necesarios para llevar a cabo dicha implementación. Además, se ha estudiado la posibilidad de integrar la red Wi-Fi utilizando el cableado de televisión de la propia ICT. Por último, se ha estudiado la gran importancia que al Hogar Digital se da en el Real Decreto 346/2011, de 11 de marzo, por el que se aprueba el Reglamento regulador de las Infraestructuras Comunes de Telecomunicaciones para el acceso a los servicios de telecomunicación en el interior de las edificaciones, presentando los aspectos fundamentales que se persiguen con la domotización de la vivienda como mejora de vida de sus habitantes. Abstract The installation of Telecommunications Common Infrastructures (TCIs, in Spanish Infraestructuras Comunes de Telecomunicación –IICCTT-) in the buildings, in order to gain access to telecommunications services, facilitated the incorporation into the houses of new technologies in an economical and transparent way for users. Nowadays, every new construction building must have a TCI project signed by a Telecommunications Engineer or a Technical Telecommunications Engineer with the appropriate specialization. The legislation that regulates TCIs affects every kind of houses, independently of the buyer´s purchasing power, and contributes decisively to decrease in short and medium terms the social inequalities concerning the access to the telecommunication services, such as telephony, Internet, wired telecommunications, audible broadcasting and digital, analogical, land, satellite television, etc.. Since 1997, the Telecommunications Engineer Official College, together with other public and private organizations, has been elaborating the regulations for the TCIs, giving rise to the current decree, the Royal Decree 346/2011, of 11th of March. The general purpose of this project is to design a Wi-Fi network based on the canalizations and installations of the TCI project of a housing development, in such a way that every house is provided with a wireless connection to the Internet. In order to carry out this design, the characteristics of the standard IEEE 802.11, known as Wi-Fi, have been studied, analyzing the wireless-communication possibilities that it offers, as well as the constraints that it presents currently. The TCI project has been analyzed, studying the feasibility of using its installations to implement the Wi-Fi network, adding the canalizations and commercial devices required to execute the aforementioned implementation. Besides, the possibility of integrating the Wi-Fi network using the television wires of the TCI project has been investigated. Finally, it has been studied the great importance that has been given to Digital Home in the Royal Decree 346/2011, of 11th of March, that approves the regulatory Regulations of Telecommunications Common Infrastructures for the access to telecommunications services inside the buildings, presenting the essential aspects that are pursued with the house domotization as a way to improve the quality of life of its inhabitants.

La Internet de las Cosas (IoT), como parte de la Futura Internet, se ha convertido en la actualidad en uno de los principales temas de investigación; en parte gracias a la atención que la sociedad está poniendo en el desarrollo de determinado tipo de servicios (telemetría, generación inteligente de energía, telesanidad, etc.) y por las recientes previsiones económicas que sitúan a algunos actores, como los operadores de telecomunicaciones (que se encuentran desesperadamente buscando nuevas oportunidades), al frente empujando algunas tecnologías interrelacionadas como las comunicaciones Máquina a Máquina (M2M). En este contexto, un importante número de actividades de investigación a nivel mundial se están realizando en distintas facetas: comunicaciones de redes de sensores, procesado de información, almacenamiento de grandes cantidades de datos (big--‐data), semántica, arquitecturas de servicio, etc. Todas ellas, de forma independiente, están llegando a un nivel de madurez que permiten vislumbrar la realización de la Internet de las Cosas más que como un sueño, como una realidad tangible. Sin embargo, los servicios anteriormente mencionados no pueden esperar a desarrollarse hasta que las actividades de investigación obtengan soluciones holísticas completas. Es importante proporcionar resultados intermedios que eviten soluciones verticales realizadas para desarrollos particulares. En este trabajo, nos hemos focalizado en la creación de una plataforma de servicios que pretende facilitar, por una parte la integración de redes de sensores y actuadores heterogéneas y geográficamente distribuidas, y por otra lado el desarrollo de servicios horizontales utilizando dichas redes y la información que proporcionan. Este habilitador se utilizará para el desarrollo de servicios y para la experimentación en la Internet de las Cosas. Previo a la definición de la plataforma, se ha realizado un importante estudio focalizando no sólo trabajos y proyectos de investigación, sino también actividades de estandarización. Los resultados se pueden resumir en las siguientes aseveraciones: a) Los modelos de datos definidos por el grupo “Sensor Web Enablement” (SWE™) del “Open Geospatial Consortium (OGC®)” representan hoy en día la solución más completa para describir las redes de sensores y actuadores así como las observaciones. b) Las interfaces OGC, a pesar de las limitaciones que requieren cambios y extensiones, podrían ser utilizadas como las bases para acceder a sensores y datos. c) Las redes de nueva generación (NGN) ofrecen un buen sustrato que facilita la integración de redes de sensores y el desarrollo de servicios. En consecuencia, una nueva plataforma de Servicios, llamada Ubiquitous Sensor Networks (USN), se ha definido en esta Tesis tratando de contribuir a rellenar los huecos previamente mencionados. Los puntos más destacados de la plataforma USN son: a) Desde un punto de vista arquitectónico, sigue una aproximación de dos niveles (Habilitador y Gateway) similar a otros habilitadores que utilizan las NGN (como el OMA Presence). b) Los modelos de datos están basado en los estándares del OGC SWE. iv c) Está integrado en las NGN pero puede ser utilizado sin ellas utilizando infraestructuras IP abiertas. d) Las principales funciones son: Descubrimiento de sensores, Almacenamiento de observaciones, Publicacion--‐subscripcion--‐notificación, ejecución remota homogénea, seguridad, gestión de diccionarios de datos, facilidades de monitorización, utilidades de conversión de protocolos, interacciones síncronas y asíncronas, soporte para el “streaming” y arbitrado básico de recursos. Para demostrar las funcionalidades que la Plataforma USN propuesta pueden ofrecer a los futuros escenarios de la Internet de las Cosas, se presentan resultados experimentales de tres pruebas de concepto (telemetría, “Smart Places” y monitorización medioambiental) reales a pequeña escala y un estudio sobre semántica (sistema de información vehicular). Además, se está utilizando actualmente como Habilitador para desarrollar tanto experimentación como servicios reales en el proyecto Europeo SmartSantander (que aspira a integrar alrededor de 20.000 dispositivos IoT). v Abstract Internet of Things, as part of the Future Internet, has become one of the main research topics nowadays; in part thanks to the pressure the society is putting on the development of a particular kind of services (Smart metering, Smart Grids, eHealth, etc.), and by the recent business forecasts that situate some players, like Telecom Operators (which are desperately seeking for new opportunities), at the forefront pushing for some interrelated technologies like Machine--‐to--‐Machine (M2M) communications. Under this context, an important number of research activities are currently taking place worldwide at different levels: sensor network communications, information processing, big--‐ data storage, semantics, service level architectures, etc. All of them, isolated, are arriving to a level of maturity that envision the achievement of Internet of Things (IoT) more than a dream, a tangible goal. However, the aforementioned services cannot wait to be developed until the holistic research actions bring complete solutions. It is important to come out with intermediate results that avoid vertical solutions tailored for particular deployments. In the present work, we focus on the creation of a Service--‐level platform intended to facilitate, from one side the integration of heterogeneous and geographically disperse Sensors and Actuator Networks (SANs), and from the other the development of horizontal services using them and the information they provide. This enabler will be used for horizontal service development and for IoT experimentation. Prior to the definition of the platform, we have realized an important study targeting not just research works and projects, but also standardization topics. The results can be summarized in the following assertions: a) Open Geospatial Consortium (OGC®) Sensor Web Enablement (SWE™) data models today represent the most complete solution to describe SANs and observations. b) OGC interfaces, despite the limitations that require changes and extensions, could be used as the bases for accessing sensors and data. c) Next Generation Networks (NGN) offer a good substrate that facilitates the integration of SANs and the development of services. Consequently a new Service Layer platform, called Ubiquitous Sensor Networks (USN), has been defined in this Thesis trying to contribute to fill in the previous gaps. The main highlights of the proposed USN Platform are: a) From an architectural point of view, it follows a two--‐layer approach (Enabler and Gateway) similar to other enablers that run on top of NGN (like the OMA Presence). b) Data models and interfaces are based on the OGC SWE standards. c) It is integrated in NGN but it can be used without it over open IP infrastructures. d) Main functions are: Sensor Discovery, Observation Storage, Publish--‐Subscribe--‐Notify, homogeneous remote execution, security, data dictionaries handling, monitoring facilities, authorization support, protocol conversion utilities, synchronous and asynchronous interactions, streaming support and basic resource arbitration. vi In order to demonstrate the functionalities that the proposed USN Platform can offer to future IoT scenarios, some experimental results have been addressed in three real--‐life small--‐scale proofs--‐of concepts (Smart Metering, Smart Places and Environmental monitoring) and a study for semantics (in--‐vehicle information system). Furthermore we also present the current use of the proposed USN Platform as an Enabler to develop experimentation and real services in the SmartSantander EU project (that aims at integrating around 20.000 IoT devices).

Abstract This work is focused on the problem of performing multi‐robot patrolling for infrastructure security applications in order to protect a known environment at critical facilities. Thus, given a set of robots and a set of points of interest, the patrolling task consists of constantly visiting these points at irregular time intervals for security purposes. Current existing solutions for these types of applications are predictable and inflexible. Moreover, most of the previous centralized and deterministic solutions and only few efforts have been made to integrate dynamic methods. Therefore, the development of new dynamic and decentralized collaborative approaches in order to solve the aforementioned problem by implementing learning models from Game Theory. The model selected in this work that includes belief‐based and reinforcement models as special cases is called Experience‐Weighted Attraction. The problem has been defined using concepts of Graph Theory to represent the environment in order to work with such Game Theory techniques. Finally, the proposed methods have been evaluated experimentally by using a patrolling simulator. The results obtained have been compared with previous available

Es en el campo de los recursos naturales y su aplicación a la industria, el entorno donde se desarrolla esta Tesis. El objetivo de la misma es demostrar cómo la minería del hierro puede resultar una actividad sostenible, logrando continuar de esta manera la estrecha relación de siempre entre las necesidades del hombre y la pervivencia de los recursos naturales. Es en la minería del hierro donde hace mayor énfasis este trabajo, dando lugar a un nuevo Indicador Sostenible que intenta evaluar las explotaciones de mineral de hierro desde una visión sostenible, empleando el consumo energético y las emisiones de CO2 como principales herramientas. Como se observa en el día a día, el tema de la sostenibilidad es de plena actualidad, lográndose en este trabajo implicar, tanto a la eficiencia energética, como al control de emisiones de gases efecto invernadero; ambas herramientas cobran más importancia cada día que pasa. La Tesis se desarrolla en 5 capítulos, aparte de su bibliografía correspondiente. En el primer capítulo se introduce el sentido de la sostenibilidad, desde sus inicios conceptuales, hasta sus actuales clasificaciones y definiciones empleadas; todo ello desde el punto de vista de los recursos naturales, y más habitualmente desde la minería. Resulta llamativo el contraste de opiniones, en lo que se ha dado a llamar la paradoja de la minería sostenible, quedando tras su lectura, la posición de la minería en una situación, si no ventajosa, si de equilibrio en importancia entre las necesidades a cubrir y el agotamiento de recursos. El segundo capítulo nos muestra el entorno donde se va a conducir la Tesis. El marco que engloba este trabajo se extiende desde la extracción del mineral de hierro (minería), su tratamiento y concentración (mineralurgia), su venta a los hornos altos (mercados) hasta su posterior fabricación en acero terminado (siderurgia). En este capítulo se presentan los principales actores que entrarán en el sector de la minería del hierro (productores y fabricantes) incluyendo una serie de datos estadísticos de gran interés para el desarrollo de la Tesis. El tercer capítulo se refiere al proceso completo que precisa la actividad sobre la que se va a evaluar la sostenibilidad. Es donde se definen, paso a paso, y obteniendo todos los datos de consumos energéticos y emisiones de CO2, las diferentes etapas por las que pasa el mineral de hierro, hasta encontrarse laminado en la acería. Es aquí donde se analizan los diversos tipos de yacimientos de hierro dispersos por el mundo y el mineral extraído, de manera que las propiedades aprendidas se puedan emplear más adelante en un indicador, y que así diferencie la sostenibilidad en función de los orígenes motivo de las necesidades energéticas para su transformación. El capítulo 4 consta de dos bloques: el uso de las herramientas de medida de la sostenibilidad, a día de hoy en el mundo industrial, y de una manera pormenorizada, el consumo energético y sus emisiones medioambientales como herramienta de gestión ambiental para la minería del hierro. Esta herramienta resultará básica para el cálculo del indicador buscado para la medida de la sostenibilidad. El capítulo 5 constituye el núcleo de la tesis, y supone el desarrollo del indicador, la metodología de uso y las conclusiones obtenidas. A través de varios ejemplos se logra entender la aplicación del indicador, dando lugar a una clasificación sostenible sencilla y práctica, situando en orden las diferentes explotaciones en función de un nivel de sostenibilidad determinado. Este último capítulo da origen al Indicador Sostenible Energético buscado, mostrándose en todo su esplendor y descubriendo cómo la relación ponderada entre el consumo energético y sus emisiones de CO2 permite, a través de una valoración, mostrar todos los parámetros de relevancia para el mineral de hierro y su posterior transformación en acero. Esa cifra obtenida por el indicador, clasificará la explotación teniendo en cuenta, el tipo de yacimiento, características del mineral (especie mineralógica, tipo de mineral, ley del mineral en hierro, tipo de ganga, características físicas como dureza o tamaño de grano, susceptibilidad magnética, etc.), situación geográfica, infraestructuras, etc. Sin profundizar en la siderurgia, por lo menos sí incluir los principales parámetros (relacionados siempre desde el mineral) que pudieran tener influencia en la disminución de energía requerida (y sus emisiones de CO2 relacionadas): la reducibilidad, el contenido en hierro, y mencionar la influencia del SiO2. Se completa la Tesis con las referencias bibliográficas y documentales, así como con una bibliografía general. ABSTRACT This Thesis is set in a context of natural resources and applied science. The aim of this document is to prove that iron mining is a sustainable activity, so the ancient relationship between men and natural resources will continue. Iron mining is the main subject of this work, so a new sustainable indicator is created in order to evaluate the iron mining from a sustainable point of view. The main tools applied are energy consumption and CO2 emissions. In this research document two relevant issues are involved: energy efficiency and GHGs control; both tools gain significance by the day. This thesis develops along 5 chapters and its bibliography. The first chapter refers to the concept of sustainability, from the beginning to the current definitions and classifications; all this information is focused from the natural resources point of view, especially mining. The contrast of opinion is remarkable, which has been called the “paradox of sustainable mining”; however this chapter concludes that taking into account the less bright side of the mining its activity maintains an important balance between necessities to cover, available resources and environment. The second chapter sets out where this Thesis has been conducted. The frame of this work lies between iron mining, ore processing, the market and the latter steel fabrication (steelmaking). This chapter shows the iron mining key stakeholders, supported with statistical data. The third chapter refers to the whole process definition. From the iron mineral to the rolled steel, all data related with energy consumption and CO2 emissions are considered step by step. Different iron deposits widespread all over the world are analyzed now, as well as the exploited iron mineral in order to apply the lessons learned to create a new sustainability tool. Then, our sustainability studies will consider the influence of this in the energy necessities when iron is transformed. Chapter four is divided in the currently applied sustainability measurement tools, and focusing on energy consumption and CO2 emissions linked to the iron mining process. This tool is essential to calculate the required indicator that reflects the sustainability. Chapter five is the Thesis’ core: it is where the new sustainable indicator is developed, the methodology stated and the final conclusions obtained. Through several examples the indicator application is explained, and a practical and simple sustainable classification will show the ranking of every exploitation. This last chapter develops the sustainable tool and discovers how the weighted relation between energy consumption and CO2 emissions allows understanding all the relevant parameters in the iron mineral transformation. The number calculated will be used to classify the mineral exploitation, taking into account the deposit typology, mineral characteristics (mineralogy, type of mineral, iron percentage, physical properties as hardness or grain size, magnetic susceptibility, etc.), geographic situation, infrastructures, etc. Although steelmaking is not studied in depth, main parameters (from the mineral side) which can operate in the energy decrease (and CO2 emissions in parallel) are referred to: reducibility, iron content and SiO2 influence. El presente trabajo se enmarca dentro del proyecto “Operación de Autopistas Seguras, Inteligentes y Sostenibles (OASIS)”, cuyo principal objetivo es definir la autopista del futuro, aquella que en su operación presentará niveles notablemente altas de seguridad, servicio al usuario y sostenibilidad. Para lograrlo, uno de los parámetros a tener en cuenta es la conservación y optimización del paisaje por el que discurren. Esta tesis desarrolla una metodología de valoración del paisaje de las autopistas, aplicando dicha metodología a diversos tramos de las autopistas gestionadas por empresas del proyecto (OHL Concesiones, Iridium y Abertis). El estudio se ha llevado a cabo en más de 2.000 km de autopistas, identificando los diferentes paisajes vistos desde la carretera y elaborando un catálogo de fotografías digitalizadas y georreferenciadas de los paisajes; desarrollando y aplicando una novedosa metodología de valoración de la calidad del paisaje; determinando las diferencias entre el paisaje percibido desde las autopistas por medio de fotografías y mediante la utilización de mapas representativos de paisaje; identificando los elementos de diseño paisajístico (puentes, estaciones de servicio, etc.) y estableciendo alternativas para su mejor adecuación paisajística; y estimando el impacto que provocan estas infraestructuras al observarse desde fuera. Es de esperar que las conclusiones extraídas de este proyecto permitan una mejor integración paisajística de las autopistas del futuro, convirtiéndose en instrumentos para mostrar paisajes de mayor calidad, y reduciendo el impacto como elementos modificadores del territorio. Summary This work is within the framework of the project "Operation of Safe, Intelligent and Sustainable Highways (OASIS)," whose main objective is to define the highway of the future, which in its operation will present significantly high levels of safety, customer service and sustainability. To achieve this, one of the parameters to consider is landscape conservation and improvement along highways. This thesis develops a methodology for assessing the landscape of highways, applying the model to different stretches of highway managed by project companies (OHL Concessions, Iridium and Abertis). The study was carried out in more than 2.000 km of highways, identifying the different landscapes seen from the road and developing a catalog of digitized and georeferenced photographs of landscapes; developing and applying a new methodology for assessing the quality of the landscape; determining the differences between the landscape seen from highways through photographs and use of landscape maps; identifying the landscape design elements (bridges, service area, etc.) and providing alternatives for better landscape; and integration estimating the impact that cause these infrastructures when viewed from outside. It is expected that the conclusions extract from this project allow to better landscape integrate of the future highways, become instruments to show higher quality landscapes, reducing the impact as modifiers´ elements of the territory.

Multi-user videoconferencing systems offer communication between more than two users, who are able to interact through their webcams, microphones and other components. The use of these systems has been increased recently due to, on the one hand, improvements in Internet access, networks of companies, universities and houses, whose available bandwidth has been increased whilst the delay in sending and receiving packets has decreased. On the other hand, the advent of Rich Internet Applications (RIA) means that a large part of web application logic and control has started to be implemented on the web browsers. This has allowed developers to create web applications with a level of complexity comparable to traditional desktop applications, running on top of the Operating Systems. More recently the use of Cloud Computing systems has improved application scalability and involves a reduction in the price of backend systems. This offers the possibility of implementing web services on the Internet with no need to spend a lot of money when deploying infrastructures and resources, both hardware and software. Nevertheless there are not many initiatives that aim to implement videoconferencing systems taking advantage of Cloud systems. This dissertation proposes a set of techniques, interfaces and algorithms for the implementation of videoconferencing systems in public and private Cloud Computing infrastructures. The mechanisms proposed here are based on the implementation of a basic videoconferencing system that runs on the web browser without any previous installation requirements. To this end, the development of this thesis starts from a RIA application with current technologies that allow users to access their webcams and microphones from the browser, and to send captured data through their Internet connections. Furthermore interfaces have been implemented to allow end users to participate in videoconferencing rooms that are managed in different Cloud provider servers. To do so this dissertation starts from the results obtained from the previous techniques and backend resources were implemented in the Cloud. A traditional videoconferencing service which was implemented in the department was modified to meet typical Cloud Computing infrastructure requirements. This allowed us to validate whether Cloud Computing public infrastructures are suitable for the traffic generated by this kind of system. This analysis focused on the network level and processing capacity and stability of the Cloud Computing systems. In order to improve this validation several other general considerations were taken in order to cover more cases, such as multimedia data processing in the Cloud, as research activity has increased in this area in recent years. The last stage of this dissertation is the design of a new methodology to implement these kinds of applications in hybrid clouds reducing the cost of videoconferencing systems. Finally, this dissertation opens up a discussion about the conclusions obtained throughout this study, resulting in useful information from the different stages of the implementation of videoconferencing systems in Cloud Computing systems. RESUMEN Los sistemas de videoconferencia multiusuario permiten la comunicación entre más de dos usuarios que pueden interactuar a través de cámaras de video, micrófonos y otros elementos. En los últimos años el uso de estos sistemas se ha visto incrementado gracias, por un lado, a la mejora de las redes de acceso en las conexiones a Internet en empresas, universidades y viviendas, que han visto un aumento del ancho de banda disponible en dichas conexiones y una disminución en el retardo experimentado por los datos enviados y recibidos. Por otro lado también ayudó la aparación de las Aplicaciones Ricas de Internet (RIA) con las que gran parte de la lógica y del control de las aplicaciones web comenzó a ejecutarse en los mismos navegadores. Esto permitió a los desarrolladores la creación de aplicaciones web cuya complejidad podía compararse con la de las tradicionales aplicaciones de escritorio, ejecutadas directamente por los sistemas operativos. Más recientemente el uso de sistemas de Cloud Computing ha mejorado la escalabilidad y el abaratamiento de los costes para sistemas de backend, ofreciendo la posibilidad de implementar servicios Web en Internet sin la necesidad de grandes desembolsos iniciales en las áreas de infraestructuras y recursos tanto hardware como software. Sin embargo no existen aún muchas iniciativas con el objetivo de realizar sistemas de videoconferencia que aprovechen las ventajas del Cloud. Esta tesis doctoral propone un conjunto de técnicas, interfaces y algoritmos para la implentación de sistemas de videoconferencia en infraestructuras tanto públicas como privadas de Cloud Computing. Las técnicas propuestas en la tesis se basan en la realización de un servicio básico de videoconferencia que se ejecuta directamente en el navegador sin la necesidad de instalar ningún tipo de aplicación de escritorio. Para ello el desarrollo de esta tesis parte de una aplicación RIA con tecnologías que hoy en día permiten acceder a la cámara y al micrófono directamente desde el navegador, y enviar los datos que capturan a través de la conexión de Internet. Además se han implementado interfaces que permiten a usuarios finales la participación en salas de videoconferencia que se ejecutan en servidores de proveedores de Cloud. Para ello se partió de los resultados obtenidos en las técnicas anteriores de ejecución de aplicaciones en el navegador y se implementaron los recursos de backend en la nube. Además se modificó un servicio ya existente implementado en el departamento para adaptarlo a los requisitos típicos de las infraestructuras de Cloud Computing. Alcanzado este punto se procedió a analizar si las infraestructuras propias de los proveedores públicos de Cloud Computing podrían soportar el tráfico generado por los sistemas que se habían adaptado. Este análisis se centró tanto a nivel de red como a nivel de capacidad de procesamiento y estabilidad de los sistemas. Para los pasos de análisis y validación de los sistemas Cloud se tomaron consideraciones más generales para abarcar casos como el procesamiento de datos multimedia en la nube, campo en el que comienza a haber bastante investigación en los últimos años. Como último paso se ideó una metodología de implementación de este tipo de aplicaciones para que fuera posible abaratar los costes de los sistemas de videoconferencia haciendo uso de clouds híbridos. Finalmente en la tesis se abre una discusión sobre las conclusiones obtenidas a lo largo de este amplio estudio, obteniendo resultados útiles en las distintas etapas de implementación de los sistemas de videoconferencia en la nube.

This paper shows the results of a research aimed to formulate a general model for supporting the implementation and management of an urban road pricing scheme. After a preliminary work, to define the state of the art in the field of sustainable urban mobility strategies, the problem has been theoretically set up in terms of transport economy, introducing the external costs’ concept duly translated into the principle of pricing for the use of public infrastructures. The research is based on the definition of a set of direct and indirect indicators to qualify the urban areas by land use, mobility, environmental and economic conditions. These indicators have been calculated for a selected set of typical urban areas in Europe on the basis of the results of a survey carried out by means of a specific questionnaire. Once identified the most typical and interesting applications of the road pricing concept in cities such as London (Congestion Charging), Milan (Ecopass), Stockholm (Congestion Tax) and Rome (ZTL), a large benchmarking exercise and the cross analysis of direct and indirect indicators, has allowed to define a simple general model, guidelines and key requirements for the implementation of a pricing scheme based traffic restriction in a generic urban area. The model has been finally applied to the design of a road pricing scheme for a particular area in Madrid, and to the quantification of the expected results of its implementation from a land use, mobility, environmental and economic perspective.

For over 100 years, water policy and man agement in Spain have been instruments of economic and social transformation. Sig nificant public and private investments in water supply infrastructures have equipped Spain with over 1,200 major dams, 20 major desalination plants ? with more under construction ? and several interbasin water transfers. The system has been apparently very successful, with an increase in overall water availability, strong associated eco nomic development and few urban water supply shortages. This success has been supported by a widespread consensus among a strong and largely closed water policy community made up of water manag ers, irrigators, electric (hydropower) utilities and developers.

The bridge over the Mittellandkanal is located in the municipality of Braunschweig, a city of Low Saxony located in Mid-North Germany, between Berlin and Hannover, 50 km away from this last city. The city of Braunschwig has 248.867 inhabitants (December 2010). The orography of the zone is practically even, with some slopes in the surrounding area, with a no important variation of the ground elevation, characterized by a big uniformity and a great visual quality. In this zone the canal flows from west to east, from the Dortmundkanal until the Elbe river, so it has a length of 325,3 km. The normal flora from the zone is farmland with some little forests not very big and not very important. But the Mittellandkanal lies at the North of Brauschweig, that means that in the zone of the canal there is a change between the urban area and the rural area. For this reason in the zone of the bridge we start to find farmlands and forest, however the constructions and buildings are still present in this area. The railway line that is going to be built will unite the North-center of Germany with the North-East of Germany because some of the following factors: •Overstress of the only existing line in the moment that connects Berlin with the North-East extreme of Germany. •No direct connection with the North-Easth Germany with other important German cities from South and West of Germany. •Replacement of the old existing one way line in the area that has to be renewed. •Modernization of the old railway lines of Germany. Schedule order by the European Union and the German Government. The actual lines of the zone do not have the necessary conditions and characteristics to satisfy the demand of the travelers that want to travel all over Germany with the railway avoiding using other transports like plan or car. For these reasons the necessity of the replacement of the old railway line and the aim to create a union with the North-East Germany that has a deficit of transport infrastructures and connections with the rest of the country and Europe. Although the new railway line provokes some disadvantages when constructing it is indispensable to build this railway line. The pass of the railway line through Braunschweig has not been random. The zone Braunschweig-Wolfsburg is a very industrialized area because of some companies like Wolkswagen and too because this zone is an important pass of important line from Berlin, South and East Germany. For all of these reasons the railway line goes through Braunschweig and connects to the city of Wolfsburg first, and after the North-East Germany zone.

Ubiquitous sensor network deployments, such as the ones found in Smart cities and Ambient intelligence applications, require constantly increasing high computational demands in order to process data and offer services to users. The nature of these applications imply the usage of data centers. Research has paid much attention to the energy consumption of the sensor nodes in WSNs infrastructures. However, supercomputing facilities are the ones presenting a higher economic and environmental impact due to their very high power consumption. The latter problem, however, has been disregarded in the field of smart environment services. This paper proposes an energy-minimization workload assignment technique, based on heterogeneity and application-awareness, that redistributes low-demand computational tasks from high-performance facilities to idle nodes with low and medium resources in the WSN infrastructure. These non-optimal allocation policies reduce the energy consumed by the whole infrastructure and the total execution time.
