Russia’s contacts with the external world over the past year have been characterised by a gradual improvement in its relations with the West, as well as the use of non-confrontational rhetoric, the most far-reaching example of which was the address President Dmitri Medvedev gave to Russian ambassadors this July. In an attempt to harmonise foreign policy with the widely propagated programme for the modernisation of Russia1 President Medvedev presented a vision of the Russian Federation as a responsible global power which is open to co-operation. According to this vision, Russian foreign policy would help to attract foreign investments and technologies. The West was presented as a partner, not a rival. Both this rhetoric and the atmosphere of co-operation in relations with the USA and the EU contrast with the assertive and aggressive Russian policy which was symbolised by and culminated in the Russian-Georgian conflict of 2008. The changes observed in Russian foreign policy are quite limited, and are not constructing a new external strategy. Those changes are rather an attempt to find more efficient ways to implement old strategic goals. The new image of a responsible global power is inconsistent, and Russian policy is still assertive and geopolitically motivated. Although a new rhetoric is really in place, the Russian political elite’s perception of their country’s place and role in the contemporary international order remains unchanged. Moscow’s readiness to become engaged in genuine co-operation with the West has not increased significantly; it is still to a great extent declarative in nature.

The European Commission’s interference through state aid rules with the Member States’ support for public service broadcasting is not undisputed. Member States, public broadcasters and numerous academics fear that State aid control might limit the public service remit and, hence, the multi-platform and holistic role of public broadcasters in the converging media industries. This paper assesses to what extent the fear for Commission intervention is, indeed, justified. It starts with the assumption that the transformation from public service broadcasting to public service media is vital for the European democratic society. The paper leads to the observation that, in fact, European State aid policy might contribute to such a necessary and urgent transformation, instead of threatening it. The paper consists of three main parts. Firstly, the legal constraints and margins of the Community’s State aid framework are discussed. Secondly, the application of the rules to a selection of public broadcasting cases is analyzed. Finally, some conclusions are drawn from the analysis.

There is an unmet demand for a more social Europe in the EU. Asked what would strengthen the feeling of being a European citizen, 32% of the respondents replied: “a European social welfare system harmonised between the Member States”. This answer ranked higher than any other possible response, such as being able to use your mobile phone in all EU countries at the same price (23%), a European emergency response service to fight international natural disasters (22%) and having a European ID card in addition to national ID cards (20%) (Eurobarometer, 2014).

A integração de sistemas é um tema sempre actual na temática das tecnologias de informação. Desde há muito tempo que as grandes empresas identificaram a necessidade de integrar dados de diferentes sistemas, criando mais valor para os seus negócios. Alguns sectores da indústria estão claramente mais avançados do que outros no que diz respeito à integração de sistemas. Alguns factores, como a concorrência e competitividade mais agressiva em alguns mercados, foram os catalisadores desses avanços tecnológicos. A indústria da saúde não foi, infelizmente, um dos sectores onde se registaram grandes avanços na integração de sistemas. Foi, no entanto, onde se registou uma explosão de normas e protocolos que suportam as diversas disciplinas da medicina, como por ex, a Radiologia. Essas normas e protocolos permitiram dotar a medicina de meios mais rigorosos de produzir diagnósticos e encontrar curas para as mais diversas patologias. Existem muitos produtos que adoptam estas normas. As organizações foram, progressivamente, adquirindo esses produtos mas sem grande preocupação da eventual necessidade da integração. A disciplina da Radiologia é uma das disciplinas onde se verifica, ainda hoje, uma enorme diversidade de equipamentos e sistemas de informação mas onde se encontra desafios consideráveis no que diz respeito à integração. Foram esses desafios que despoletaram o interesse de investigação e cujos resultados se partilham nesta dissertação.

Service Science is an emerging interdisciplinary field to systematically improve the design and innovation of service. Although many of the concepts used in service science have been around for some decades, this term is usually associated with an initiative called Service Science, Management, and Engineering (SSME), led by IBM in the first half of the 2000s to advance service research and education (in this entry, Service Science and SSME are considered synonymous, but the shorter term will be used here). Service Science is receiving growing attention due to the rising importance of service industries in world economies. The relevance of this topic is also justified because it helps organizations improve service performance, including service quality. This entry describes the key drivers, analyzes the evolution, examines the theoretical underpinnings, and defines Service Science. It concludes with a brief discussion of the challenges facing Service Science.

La tesi tratta dell'analisi e della riprogettazione dei processi in un'azienda di global service. Vengono pertanto illustrati le principali metodologie e teorie riguardanti il process management e gli strumenti di supporto più utilizzati per la modellazione dei processi. Viene inoltre presentato il caso riguardante l'azienda ACR SpA, in cui si è eseguita la riprogettazione dei processi critici al fine di migliorare sensibilmente i principali parametri di performance del sistema. Tale riprogettazione è stata finalizzata all'introduzione di un sistema di document management all'interno delle principali funzioni aziendali, grazie a cui si è potuto razionalizzare e automatizzare i processi ritenuti critici ottenendo una sensibile riduzione dei relativi lead time e costi di processo, quantificata attraverso KPI definiti ad hoc. In conclusione la tesi ha permesso di illustrare con un caso pratico l'applicazione degli strumenti di business process reengineering, evidenziandone i pregi e ribadendo l'importanza della continua ricerca di efficienza all'interno dei processi di business aziendali.
