A method for spatial electric load forecasting using multi-agent systems, especially suited to simulate the local effect of special loads in distribution systems is presented. The method based on multi-agent systems uses two kinds of agents: reactive and proactive. The reactive agents represent each sub-zone in the service zone, characterizing each one with their corresponding load level, represented in a real number, and their relationships with other sub-zones represented in development probabilities. The proactive agent carry the new load expected to be allocated because of the new special load, this agent distribute the new load in a propagation pattern. The results are presented with maps of future expected load levels in the service zone. The method is tested with data from a mid-size city real distribution system, simulating the effect of a load with attraction and repulsion attributes. The method presents good results and performance. © 2011 IEEE.

This paper proposes a filter based on a general regression neural network and a moving average filter, for preprocessing half-hourly load data for short-term multinodal load forecasting, discussed in another paper. Tests made with half-hourly load data from nine New Zealand electrical substations demonstrate that this filter is able to handle noise, missing data and abnormal data. © 2011 IEEE.

Multinodal load forecasting deals with the loads of several interest nodes in an electrical network system, which is also known as bus load forecasting. To perform this demand, it is necessary a technique that is precise, trustable and has a short-time processing. This paper proposes two methodologies based on general regression neural networks for short-term multinodal load forecasting. The first individually forecast the local loads and the second forecast the global load and individually forecast the load participation factors to estimate the local loads. To design the forecasters it wasn't necessary the previous study of the local loads. Tests were made using a New Zealand distribution subsystem and the results obtained are compatible with the ones founded in the specialized literature. © 2011 IEEE.

When dealing with spatio-temporal simulations of load growth inside a service zone, one of the most important problems faced by a Distribution Utility is how to represent the different relationships among different areas. A new load in a certain part of the city could modify the load growth in other parts of the city, even outside of its radius of influence. These interactions are called Urban Dynamics. This work aims to discuss how to implement Urban Dynamics considerations into the spatial electric load forecasting simulations using multi-agent simulations. To explain the approach, three examples are introduced, including the effect of an attraction load, the effect of a repulsive load, and the effect of several attraction/repulsive loads at the same time when considering the natural load growth. © 2012 IEEE.

There has been little research on geochemistry and isotopic compositions in tholeiites of the Northern region from the Paraná Continental Flood Basalts (PCFB), one of the largest continental provinces of the world. In order to examine the mantle sources involved in the high-Ti (Pitanga and Paranapanema) basalt genesis, we studied Sr, Nd, and Pb isotopic systematics, and major, minor and incompatible trace element abundances. The REE patterns of the investigated samples (Pitanga and Paranapanema magma type) are similar (parallel to) to those of Island Arc Basalts' REE patterns. The high-Ti basalts investigated in this study have initial (133Ma) 87Sr/86Sr ratios of 0.70538-0.70642, 143Nd/144Nd of 0.51233-0.51218, 206Pb/204Pb of 17.74-18.25, 207Pb/204Pb of 15.51-15.57, and 208Pb/204Pb of 38.18-38.45. These isotopic compositions do not display any correlation with Nb/Th, Nb/La or P2O5/K2O ratios, which also reflect that these rocks were not significantly affected by low-pressure crustal contamination. The incompatible trace element ratios and Sr-Nd-Pb isotopic compositions of the PCFB tholeiites are different to those found in Tristan da Cunha ocean island rocks, showing that this plume did not play a substantial role in the PCFB genesis. This interpretation is corroborated by previously published osmium isotopic data (initial γOs values range from+1.0 to+2.0 for high-Ti basalts), which also preclude basalt generation by melting of ancient subcontinental lithospheric mantle. The geochemical composition of the northern PCFB may be explained through the involvement of fluids and/or small volume melts related to metasomatic processes. In this context, we propose that the source of these magmas is a mixture of sublithospheric peridotite veined and/or interlayered with mafic components (e.g., pyroxenites or eclogites). The sublithospheric mantle (dominating the osmium isotopic compositions) was very probably enriched by fluids and/or magmas related to the Neoproterozoic subduction processes. This sublithospheric mantle region may have been frozen and coupled to the base of the Parana basin lithospheric plate above which the Paleozoic subsidence and subsequent Early Cretaceous magmatism occurred. © 2013 Elsevier Ltd.

Preface This study was prepared for the Government of Jamaica following the significant physical damage and economic losses that the country sustained as a result of flood rains associated with the development of Hurricane Michelle. The Planning Institute of Jamaica (PIOJ) submitted a request for assistance in undertaking a social, environmental and economic impact assessment to the Economic Commission for Latin America and the Caribbean (ECLAC) on 14 November 2001. ECLAC responded with haste and modified its work plan to accommodate the request. A request for training in the use of the ECLAC Methodology to be delivered to personnel in Jamaica was deferred until the first quarter of 2002, as it was impossible to mount such an initiative at such short notice. This appraisal considers the consequences of the three instances of heavy rainfall that brought on the severe flooding and loss of property and livelihoods. The study was prepared by three members of the ECLAC Natural Disaster Damage Assessment Team over a period of one week in order to comply with the request that it be presented to the Prime Minister on 3 December 2001. The team has endeavoured to complete a workload that would take two weeks with a team of 15 members working assiduously with data already prepared in preliminary form by the national emergency stakeholders. There is need for training in disaster assessment as evidenced by the data collected by the Jamaican officials engaged in the exercise. Their efforts in the future will be more focused and productive after they have received training in the use of the ECLAC Methodology. This study undertakes a sectoral analysis leading to an overall assessment of the damage. It appraises the macroeconomic and social effects and proposes some guidelines for action including mitigating actions subsequent to the devastation caused by the weather system. The team is grateful for the efforts of the Office of Disaster Preparedness and Emergency Management (ODPEM), the associated government ministries and agencies, the Statistical Institute of Jamaica (STATIN), the Planning Institute of Jamaica and the Inter American Development Bank (IDB) for assistance rendered to the team. Indeed, it is the recommendation of the team that STATIN is poised to play a pivotal role in any disaster damage assessment and should be taken on board in that regard. The direct and indirect damages have been assessed in accordance with the methodology developed by ECLAC (1). The results presented are based on the mission's estimates. The study incorporates the information made available to the team and evidence collected in interviews and visits to affected locations. It is estimated that the magnitude of the losses exceeds the country's capacity to address reparations and mitigation without serious dislocation of its development trajectory. The government may wish to approach the international community for assistance in this regard. This appraisal is therefore designed to provide the government and the international community with guidelines for setting national and regional priorities in rehabilitation and reconstruction or resettlement programmes. A purely economic conception of the problem would be limited. A more integrated approach would have a human face and consider the alleviation of human suffering in the affected areas while attending to the economic and fiscal fallout of the disaster. Questions of improved physical planning, watershed management, early warning, emergency response and structural preparedness for evacuation and sheltering the vulnerable population are seen as important considerations for the post disaster phase. Special attention and priority should be placed on including sustainability and increased governance criteria in making social and productive investments, and on allocating resources to the reinforcing and retrofitting of vulnerable infrastructure, basic lifelines and services as part of the reconstruction and rehabilitation strategy. The Jamaican society and government face the opportunity of undertaking action with the benefit of revised paradigms, embarking on institutional, legal and structural reforms to reduce economic, social and environmental vulnerability. The history of flood devastation in the very areas of Portland and St. Mary shows a recurrence of flooding. Accounts of flooding from the earliest recorded accounts pertaining to 1837 are available. Recurrences in 1937, 1940, 1943 and 2001 indicate an ever-present probability of recurrence of similar events. The Government may wish to consider the probable consequences of a part of its population living in flood plains and address its position vis-à­¶is land use and the probability of yet another recurrence of flood rains. This assessment was prepared for the Government of Jamaica following the significant damages to social and economic infrastructure and productive sectors as a result of a period of sustained and unusual rainfall associated with the convergence of a tropical wave over Jamaica and an area of high pressure to the north of the island resulting in periods of heavy and sustained rainfall over the period May 22 – June 2, 2002. A request for technical assistance was directed to the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean, on May 31, by the Planning Institute of Jamaica. In view of the recent training provided by the ECLAC Caribbean team in the use of the ECLAC methodology to a multi-disciplinary group of 58 persons spanning several sectors, it was felt that this event, while most unfortunate, nonetheless provided an opportune moment for the Jamaican “trainees” to utilize the skills transferred and to apply the methodology which had been taught. Consequently, ECLAC fielded a team of five persons a few days after the request had been made , to give the Jamaican counterpart team the opportunity to collect data of the type and using an approach well suited to the preparation of assessments such as this.

A presente dissertação desenvolveu um Sistema de Alerta de Enchentes para a Cidade de Marabá, localizada na confluência dos rios Itacaiúnas e Tocantins, a 440 km da cidade de Belém, capital do Estado do Pará. O Sistema de Alerta de Enchentes foi desenvolvido com base no modelo hidrológico MOD-4B incorporado a um Sistema de Informações Geográficas. Esse sistema permite prever as variações do nível do Rio Tocantins ao longo do ano, de modo a acompanhar a evolução da cheia com antecedência de 4 dias, o que torna possível uma ação eficiente da defesa civil. O modelo de previsão utilizou como referência as réguas linimétricas localizadas nos rios Tocantins e Araguaia nas cidades de Carolina e Conceição do Araguaia, distantes aproximadamente 225 e 270 km, respectivamente, da cidade de Marabá. O sistema utiliza o software de geoprocessamento ArcView 3.3, que teve implementada uma interface desenvolvida através da linguagem de programação orientada a objetos Avenue, com a finalidade de rodar o aplicativo do modelo hidrológico. O uso de menus e janelas customizados do sistema possibilitou o acesso a dados espaciais e tabelas de dados relacionais e/ou banco de dados cadastral, além de módulos de análise espacial e de visualização de dados geográficos em um Sistema de Informações Geográficas (SIG), possibilitando a previsão de enchentes na forma de mapas, tabelas e relatórios com a indicação das áreas inundadas para os períodos de 4, 3, 2 e 1 dia de antecedência do evento de enchente. O Sistema permitiu identificar os imóveis e as ruas atingidos, e possibilitará através de levantamentos futuros quantificar a população afetada e os prejuízos causados pelo desastre, facilitando que a defesa civil execute planos de ação para enfrentamento eficiente antes, durante e depois da ocorrência da enchente.
