An action of modelling of the Territorial Intelligence Community Systems or TICS began in 2009 at the end of the CaEnti project. It has several objectives: - Establish a set of documents understandable by computer specialists who are in charge of software developments, and by territorial intelligence specialists. - Lay the foundation of a vocabulary describing the main notions of TICS domain. - Ensure the evolution and sustainability of tools and systems, in a highly scalable research context. The definition of models representing the data manipulated by the tools of the suitcase Catalyse is not sufficient to describe in a complete way the TICS domain. We established a correspondence between this computer vocabulary and vocabulary related to the theme to allow communication between computer scientists and territorial intelligence specialists. Furthermore it is necessary to describe the roles of TICS. For that it is interesting to use other kinds of computing models. In this communication we present the modelling of TICS project with business process

By means of this paper is to critically analyze the current situation of beekeeping in the town of Tandil (Buenos Aires), from the objectives set out in the Strategic Plan Argentina Beekeeping 2017, approved in 2008, whose goal is aimed at that country from becoming a global market leader of value-added bee products, ensuring sustainable development in economic, environmental and social. At first briefly reviews the national bee scene, in which Argentina is known for being the third largest producer of honey, after China and the U.S., while competing with China for the first world exporter, a situation that contrasts with low domestic consumption. Then describes the strategic objectives that promotes the Plan, including: marketing, production, promotion and added value. Then we analyze the main characteristics of the honey industry in the area chosen, the town of Tandil, where the stage is characterized by a large number of small producers who are mostly engaged in the informal sale of honey for direct consumption but whose demand is low, compared to a small number of collectors, packers and exporters that dominate the international market. In general it is observed that, with few exceptions, the honey is exported in bulk, as a commodity, and its main use molasses to improve lower quality of recipient countries. Meanwhile the honey for local consumption, is usually of inferior quality because they generally are not subject to quality controls required by the circuit of export. To overcome the limitations of beekeeping above, highlights the collaborative efforts of government agencies such as the National Institute of Agricultural Technology (INTA) and the Faculty of Veterinary Science, National University Centre of the Province of Buenos Aires. As a preliminary conclusion, it is argued that the Strategic Plan Argentina Beekeeping is still valid as a tool for development of the sector, and is also essential to encourage the development of competitive products in terms of quality and differentiation, through the development of technology and knowledge sharing to ensure growth and sustainability of beekeeping in the town of Tandil

The dataset is based on samples collected in the summer of 2002 in the Western Black Sea in front of Bulgaria coast. The whole dataset is composed of 47 samples (from 19 stations of National Monitoring Grid) with data of mesozooplankton species composition abundance and biomass. Sampling for zooplankton was performed from bottom up to the surface at depths depending on water column stratification and the thermocline depth. Zooplankton samples were collected with vertical closing Juday net,diameter - 36cm, mesh size 150 µm. Tows were performed from surface down to bottom meters depths in discrete layers. Samples were preserved by a 4% formaldehyde sea water buffered solution. Sampling volume was estimated by multiplying the mouth area with the wire length. Mesozooplankton abundance: The collected material was analysed using the method of Domov (1959). Samples were brought to volume of 25-30 ml depending upon zooplankton density and mixed intensively until all organisms were distributed randomly in the sample volume. After that 5 ml of sample was taken and poured in the counting chamber which is a rectangle form for taxomomic identification and count. Large (> 1 mm body length) and not abundant species were calculated in whole sample. Counting and measuring of organisms were made in the Dimov chamber under the stereomicroscope to the lowest taxon possible. Taxonomic identification was done at the Institute of Oceanology by Lyudmila Kamburska using the relevant taxonomic literature (Mordukhay-Boltovskoy, F.D. (Ed.). 1968, 1969,1972). Taxon-specific abundance: The collected material was analysed using the method of Domov (1959). Samples were brought to volume of 25-30 ml depending upon zooplankton density and mixed intensively until all organisms were distributed randomly in the sample volume. After that 5 ml of sample was taken and poured in the counting chamber which is a rectangle form for taxomomic identification and count. Copepods and Cladoceras were identified and enumerated; the other mesozooplankters were identified and enumerated at higher taxonomic level (commonly named as mesozooplankton groups). Counting and measuring of organisms were made in the Dimov chamber under the stereomicroscope to the lowest taxon possible. Introduction:Today, many countries, regardless of developed or developing, are trying to promote decentralization. According to Manor, as his quoting of Nickson’s argument, decentralization stems from the necessity to strengthen local governments as proxy of civil society to fill the yawning gap between the state and civil society (Manor [1999]: 30). With the end to the Cold War following the collapse of the Soviet Union rendering the cause of the “leadership of the central government to counter communism” meaningless, Manor points out, it has become increasingly difficult to respond flexibly to changes in society under the centralized system. Then, what benefits can be expected from the effectuation of decentralization? Litvack-Ahmad-Bird cited the four points: attainment of allocative efficiency in the face of different local preferences for local public goods; improvement to government competitiveness; realization of good governance; and enhancement of the legitimacy and sustainability of heterogeneous national states (Litvack, Ahmad & Bird [1998]: 5). They all contribute to reducing the economic and social costs of a central government unable to respond to changes in society and enhancing the efficiency of state administration through the delegation of authority to local governments. Why did Indonesia have a go at decentralization? As Maryanov recognizes, reasons for the implementation of decentralization in Indonesia have never been explicitly presented (Maryanov [1958]: 17). But there was strong momentum toward building a democratic state in Indonesia at the time of independence, and as indicated by provisions of Article 18 of the 1945 Constitution, there was the tendency in Indonesia from the beginning to debate decentralization in association with democratization. That said debate about democratization was fairly abstract and the main points are to ease the tensions, quiet the complaints, satisfy the political forces and thus stabilize the process of government (Maryanov [1958]: 26-27).    What triggered decentralization in Indonesia in earnest, of course, was the collapse of the Soeharto regime in May 1998. The Soeharto regime, regarded as the epitome of the centralization of power, became incapable of effectively dealing with problems in administration of the state and development administration. Besides, the post-Soeharto era of “reform (reformasi)” demanded the complete wipeout of the Soeharto image. In contraposition to the centralization of power was decentralization. The Soeharto regime that ruled Indonesia for 32 years was established in 1966 under the banner of “anti-communism.” The end of the Cold War structure in the late 1980s undermined the legitimate reason the centralization of power to counter communism claimed by the Soeharto regime. The factor for decentralization cited by Manor is applicable here.    Decentralization can be interpreted to mean not only the reversal of the centralized system of government due to its inability to respond to changes in society, as Manor points out, but also the participation of local governments in the process of the nation state building through the more positive transfer of power (democratic decentralization) and in the coordinated pursuit with the central government for a new shape of the state. However, it is also true that a variety of problems are gushing out in the process of implementing decentralization in Indonesia.    This paper discusses the relationship between decentralization and the formation of the nation state with the awareness of the problems and issues described above. Section 1 retraces the history of decentralization by examining laws and regulations for local administration and how they were actually implemented or not. Section 2 focuses on the relationships among the central government, local governments, foreign companies and other actors in the play over the distribution of profits from exploitation of natural resources, and examines the process of the ulterior motives of these actors and the amplification of mistrust spawning intense conflicts that, in extreme cases, grew into separation and independence movements. Section 3 considers the merits and demerits at this stage of decentralization implemented since 2001 and shed light on the significance of decentralization in terms of the nation state building. Finally, Section 4 attempts to review decentralization as the “opportunity to learn by doing” for the central and local governments in the process of the nation state building.    In the context of decentralization in Indonesia, deconcentration (dekonsentrasi), decentralization (desentralisasi) and support assignments (tugas pembantuan; medebewind, a Dutch word, was used previously) are defined as follows. Dekonsentrasi means that when the central government puts a local office of its own, or an outpost agency, in charge of implementing its service without delegating the administrative authority over this particular service. The outpost agency carries out the services as instructed by the central government. A head of a local government, when acting for the central government, gets involved in the process of dekonsentrasi. Desentralisasi, meanwhile, occurs when the central government cedes the administrative authority over a particular service to local governments. Under desentralisasi, local governments can undertake the particular service at their own discretion, and the central government, after the delegation of authority, cannot interfere with how local governments handle that service. Tugas pembantuan occur when the central government makes local governments or villages, or local governments make villages, undertake a particular service. In this case, the central government, or local governments, provides funding, equipment and materials necessary, and officials of local governments and villages undertake the service under the supervision and guidance of the central or local governments. Tugas pembantuan are maintained until local governments and villages become capable of undertaking that particular service on their own.

Se evalúa con indicadores de gobernanza urbana la sostenibilidad de las formas de hacer ciudad hibrida compleja del gobierno de la gestión visible (GGV). Argumenta que el GGV hace ciudad para legitimarse por desempeño y fortalecer la gobernanza local, en un contexto de mutaciones múltiples y radicales que tienden a diluir y centralizar el poder local y fractalizar la ciudad, profundizando la segregación sociopolítica-territorial y la ingobernabilidad genética de la ciudad hibrida, poniendo en riesgo el Estado federal descentralizado, el derecho a la ciudad, al gobierno local y la gobernanza urbana y multinivel (hipótesis). La estrategia de evaluación de gobernanza innovadora (EEG+i) diseñada para evaluar la relación entre las formas de hacer ciudad hibrida (variables espaciales) y gobernanza (variable a-espacial) es transversal, multidimensional y se construye desde la complejidad, el análisis de escenarios, formulación de constructos, modelos e indicadores de gobernanza, entretejiendo tres campos de conocimiento, gobierno, ciudad y sostenibilidad, en cuatro fases. La Fase 1, contextualiza la gobernanza en la dramática del siglo XXI. La Fase 2, desarrolla la fundamentación teórico-práctica, nuevos conceptos y un abordaje analítico propio ‘genética territorial’, para analizar y comprehender la complejidad de la ciudad hibrida de países en desarrollo, tejiendo ontogenética territorial y el carácter autopoiético del gen informal. En la Fase 3, se caracterizan las formas de hacer ciudad desde la genética del territorio, se formulan modelos e indicadores de gobernanza con los que se evalúan, aplicando un delphi y cuestionarios, los genes tipológicos-formas de hacer ciudad y validan las conclusiones. En la Fase 4, se correlacionan los resultados de los instrumentos aplicados con la praxis urbana del GGV, durante cuatro periodos de gobierno (1996-2010). Concluyendo que, la estrategia de evaluación comprobó las hipótesis y demostró la correlación transversal y multinivel existente entre, las mutaciones en curso que contradicen el modelo de gobernanza constitucional, el paisaje de gobernanza latinoamericano y venezolano, la praxis de los regímenes híbridos ricos en recursos naturales, las perspectivas de desarrollo globales y se expresa sociopolíticamente en déficit de gobernanza, Estado de derecho y cohesión-capital social y, espaciolocalmente, en la ciudad hibrida dispersa y diluida (compleja) y en el gobierno del poder diluido centralizado. La confrontación de flujos de poder centrípetos y centrífugos en la ciudad profundiza la fragmentación socioespacial y política y el deterioro de la calidad de vida, incrementando las protestas ciudadanas e ingobernabilidad que obstaculiza la superación de la pobreza y gobernanza urbana y multinivel. La evaluación de la praxis urbana del GGV evidenció que la correlación entre gobernanza, la producción de genes formales y la ciudad por iniciativa privada tiende a ser positiva y entre gobernanza, genes y producción de ciudad informal negativa, por el carácter autopoiético-autogobernable del gen informal y de los nuevos gobiernos sublocales que dificulta gobernar en gobernanza. La praxis del GGV es contraria al modelo de gobernanza formulado y la disolución centralizada del gobierno local y de la ciudad hibrida-dispersa es socio-espacial y políticamente insostenible. Se proponen estrategias y tácticas de gobernanza multinivel para recuperar la cohesión social y de planificación de la gestión innovadora (EG [PG] +i) para orquestar, desde el Consejo Local de Gobernanza (CLG) y con la participación de los espacios y gobiernos sublocales, un proyecto de ciudad compartido y sostenible. ABSTRACT The sustainability of the forms of making the hybrid-complex city by the visible management government (VMG) is evaluated using urban governance indicators. Argues that the VMG builds city to legitimate itself by performance and to strengthen local governance in a context of multiple and radical mutations that tend to dilute and centralize local power and fractalize the city, deepening the socio-spatial and political segregation, the genetic ingovernability of the hybrid city and placing the decentralized federal State, the right to city, local government and urban governance at risk (hypothesis). The innovative governance evaluation strategy (GES+i) designed to assess the relationship between the forms of making the hybrid city (spatial variables) and governance (a-spatial variable) is transversal, multidimensional; is constructed from complexity, scenario analysis, the formulation of concepts, models and governance indicators, weaving three fields of knowledge, government, city and sustainability in four phases. Phase 1, contextualizes governance in the dramatic of the twenty-first century. Phase 2, develops the theoretical and practical foundations, new concepts and a proper analytical approach to comprehend the complexity of the hybrid city from developing countries, weaving territorial ontogenetic with the autopiethic character of the informal city gen. In Phase 3, the ways of making city are characterized from the genetics of territory; governance indicators and models are formulated to evaluate, using delphi and questionnaires, the ways of making city and validate the conclusions. In Phase 4, the results of the instruments applied are correlated with the urban praxis of the VMG during the four periods of government analyzed (1996-2010). Concluding that, the evaluation strategy proved the hypothesis and showed the transversal and multilevel correlation between, mutations that contradict the constitutional governance model, the governance landscape of Latinamerica and the country, the praxis of the hybrid regimes rich in natural resources, the perspectives of the glocal economy and expresses socio-politically the governance and rule of law and social capital-cohesion deficit and spatial-temporarily the hybrid disperse and diluted city (complex) and the diluted-centralized local government. The confrontation of flows of power centripetal and centrifugal in the city deepens the socio-spatial and political fragmentation and deterioration of the quality of life, increasing citizens' protests and ingovernability which hinders poverty eradication and, multilevel and urban governance. The evaluation of the VMG urban praxis showed the correlation between governance, the production of formal genes and city by private initiative tended to be positive and, between informal genes-city production and governance negative, due to its autopiethic-self governable character that hinders governance. The urban praxis of the VMG contradicts the formulated governance model and thecentralized dissolution of the local government and hybrid city are socio-spatial and politically unsustainable. Multiscale governance strategies are proposed to recreate social cohesion and a management planning innovative method (EG [PG] + i) to orchestrate, from the Local Governance Council (LGC) and with the participation of sublocal governments and spaces, a shared and sustainable city project.

El presente trabajo se enmarca dentro del proyecto “Operación de Autopistas Seguras, Inteligentes y Sostenibles (OASIS)”, cuyo principal objetivo es definir la autopista del futuro, aquella que en su operación presentará niveles notablemente altas de seguridad, servicio al usuario y sostenibilidad. Para lograrlo, uno de los parámetros a tener en cuenta es la conservación y optimización del paisaje por el que discurren. Esta tesis desarrolla una metodología de valoración del paisaje de las autopistas, aplicando dicha metodología a diversos tramos de las autopistas gestionadas por empresas del proyecto (OHL Concesiones, Iridium y Abertis). El estudio se ha llevado a cabo en más de 2.000 km de autopistas, identificando los diferentes paisajes vistos desde la carretera y elaborando un catálogo de fotografías digitalizadas y georreferenciadas de los paisajes; desarrollando y aplicando una novedosa metodología de valoración de la calidad del paisaje; determinando las diferencias entre el paisaje percibido desde las autopistas por medio de fotografías y mediante la utilización de mapas representativos de paisaje; identificando los elementos de diseño paisajístico (puentes, estaciones de servicio, etc.) y estableciendo alternativas para su mejor adecuación paisajística; y estimando el impacto que provocan estas infraestructuras al observarse desde fuera. Es de esperar que las conclusiones extraídas de este proyecto permitan una mejor integración paisajística de las autopistas del futuro, convirtiéndose en instrumentos para mostrar paisajes de mayor calidad, y reduciendo el impacto como elementos modificadores del territorio. Summary This work is within the framework of the project "Operation of Safe, Intelligent and Sustainable Highways (OASIS)," whose main objective is to define the highway of the future, which in its operation will present significantly high levels of safety, customer service and sustainability. To achieve this, one of the parameters to consider is landscape conservation and improvement along highways. This thesis develops a methodology for assessing the landscape of highways, applying the model to different stretches of highway managed by project companies (OHL Concessions, Iridium and Abertis). The study was carried out in more than 2.000 km of highways, identifying the different landscapes seen from the road and developing a catalog of digitized and georeferenced photographs of landscapes; developing and applying a new methodology for assessing the quality of the landscape; determining the differences between the landscape seen from highways through photographs and use of landscape maps; identifying the landscape design elements (bridges, service area, etc.) and providing alternatives for better landscape; and integration estimating the impact that cause these infrastructures when viewed from outside. It is expected that the conclusions extract from this project allow to better landscape integrate of the future highways, become instruments to show higher quality landscapes, reducing the impact as modifiers´ elements of the territory.

En la coyuntura actual, en la que existe por un lado, exceso en la oferta de vivienda (de alto precio o de segunda residencia), y aparece por otro demanda de vivienda (de bajo precio y/o social), el mercado inmobiliario se encuentra paradójicamente bloqueado. Así, surge esta investigación como fruto de este momento histórico, en el cual se somete a debate económico el producto vivienda, no solo como consecuencia de la profunda crisis económica, sino también para la correcta gestión de los recursos desde el punto de vista de lo eficiente y sostenible. Se parte de la hipótesis de que es necesario determinar un estimador de costes de construcción de vivienda autopromovida como una de las soluciones a la habitación en el medio rural de Extremadura, para lo cual se ha tomado como modelo de análisis concretamente la Vivienda Autopromovida subvencionada por la Junta de Extremadura en el marco de la provincia de Cáceres. Con esta investigación se pretende establecer una herramienta matemática precisa que permita determinar la inversión a los promotores, el posible margen de beneficios a los contratistas y el valor real de la garantía en el préstamo a las entidades financieras. Pero el objetivo de mayor proyección social de esta investigación consiste en facilitar una herramienta sencilla a la Junta de Extremadura para que pueda establecer las ayudas de una manera proporcional. De este modo se ayuda a optimizar los recursos, lo cual en época de crisis resulta aun más acuciante, ya que conociendo previamente y con bastante exactitud el importe de las obras se pueden dirigir las ayudas de forma proporcional a las necesidades reales de la ejecución. De hecho, ciertas características difíciles de cuantificar para determinar las ayudas en materia de vivienda, como la influencia del número de miembros familiares o la atención a la discapacidad, se verían contempladas de forma indirecta en el coste estimado con el método aquí propuesto, ya que suponen siempre un aumento de las superficies construidas y útiles, de los huecos de fachadas o del tamaño de locales húmedos y por tanto se contemplan en la ecuación del modelo determinado. Por último, contar con un estimador de costes potencia la forma de asentamiento de la construcción mediante autopromocion de viviendas ya que ayuda a la toma de decisiones al particular, subvencionado o no. En efecto, la herramienta es valida en cierta medida para cualquier autopromocion, constituye un sistema de construcción con las menores posibilidades especulativas y lo más sostenible, es abundante en toda Extremadura, y consigue que el sector de la construcción sea un sistema más eficiente al optimizar su proceso económico de producción. SUMMARY Under the present circumstances, in which there is, on one hand, an excess in the supply of housing (high-price or second-home), and on the other hand a demand for housing (low cost and/or social), paradoxically the property market is at a standstill. This research has come about as a result of this moment in time, in which the product: housing, is undergoing economic debate, not only on account of this serious economic crisis, but for the proper management of resources from the point of view of efficiency and sustainability. A building-costs estimator for owner-developed housing is deemed necessary as one of the solutions for the rural environment that is Extremadura. To this end, it is the Owner-Developed House which has been taken as analysis model. It is subsidized by the Extremadura Regional Government in Caceres Province. This research establishes an accurate mathematical tool to work out the developers’ investment, the builder’s potential profit margin and the reality of the loan for the Financial Institution. But the result of most social relevance in this research is to provide the Extremadura Regional Government with a simple tool, so that it can draw up the Subventions proportionally. Thus, the resources are optimized, an even more vital matter in times of economic slump, due to the fact that if the cost of the building works is known with some accuracy beforehand, the subventions can be allocated in a way that is proportional to the real needs of execution. In fact certain elements related to housing subventions which are hard to quantify, such as the influence of number of family members or disability support, would be covered indirectly in cost estimate with the proposed method, since they inevitably involve an increase in built area, exterior wall openings and the size of plumbed rooms. As such they are covered in the determined model equation. Lastly, the availability of a cost-estimator reinforces the ownerdeveloped building model, since it assists decision-making by the individual, whether subsidized or not. This is because the tool is valid to some extent in any owner-development, and this building scheme, which is common in Extremadura, is the most sustainable, and the least liable to speculation. It makes the building sector more efficient by optimizing the economic production process.

The “Basic Infrastructure for Development and Sustainability” Cooperation Group of the Universidad Polítecnica de Madrid has developed a project in the city of Beira, Mozambique, financed by the Spanish International Development Cooperation Agency, to mitigate the consequences associated with climate change, which together with the city’s location and the lack of suitable maintenance in the area, have left Beira more exposed to flooding and coastal erosion. In order to provide a solution to these problems, consideration has been given to the renovation of coastal defence infrastructure and the system of stormwater drainage channels.

A lo largo del siglo XIX, y coincidiendo con la disminución de su valor estratégico militar, el litoral resurge como fuente de recursos económicos y productivos y como elemento de ocio y disfrute personal. Es también por estas fechas cuando vuelve a recuperarse el concepto de dominio público marítimo terrestre ya recogido por el derecho romano y las Partidas del Rey Alfonso X ?el Sabio?. La Ley de Aguas de 1866, que regula tanto las aguas terrestres como las marinas, incluye dentro del dominio público marítimo las costas, o fronteras marítimas, el mar litoral y las playas. Desde ese momento y hasta el día de hoy la costa queda integrada dentro del dominio público marítimo terrestre, cuya definición y delimitación se va perfilando hasta la redacción y aprobación del texto legislativo vigente en la actualidad: la Ley 22/1988, de 28 de julio, de Costas. Sin embargo, el concepto de dominio público está vinculado al Interés General que es interpretado según las necesidades socioeconómicas y políticas de cada momento. La identificación en exclusividad entre Interés General y desarrollo económico en algunos periodos de la historia reciente es una de las principales causas de la degradación actual del litoral: construcción masiva de puertos sin tener en cuenta su ubicación con respecto al funcionamiento físico de la costa, reconocimiento de los derechos privados en la Ley de Puertos de 1880 que autorizó la construcción de viviendas y hoteles dentro de terrenos ganados al mar, la subvención a la desecación de marismas a través de la aplicación de la llamada Ley Cambó, el fomento del turismo de masas desde la política pública (Ley 197/1963, de 28 de diciembre, sobre Centros y Zonas de Interés Turístico Nacional), etc. En este sentido, la explotación del litoral como recurso económico ha llegado a poner en juego el propio equilibrio del sistema físico y natural, con la consecuente afección sobre las actividades económicas y los usos que en él se desarrollan. Con objeto de evitar los riesgos que provoca dicha desestabilización sobre el sistema físico, las políticas en costas han ido encaminadas en su mayoría a la construcción de obras públicas que no son capaces de detener la inercia del sistema ni, por tanto, el riesgo sobre lo que se pretende proteger. El reparto competencial sobre la franja litoral que limita la gestión estatal al DPMT y reconoce la soberanía de las Comunidades Autónomas y Ayuntamientos en las zonas de servidumbre, no ha ayudado a la diversificación de herramientas para la ordenación y gestión del litoral, lo que ha provocado visiones y formas de hacer encontradas dentro de un mismo territorio continuo, como si las decisiones que se toman en la franja de 500 metros mar adentro no influyesen en el estado del DPMT A través de la evolución del concepto de DPMT y espacio litoral en el marco legal, la presente ponencia trata de hacer una aproximación histórica sobre la construcción del espacio urbano en el litoral, evaluando la adecuación de las herramientas urbanísticas para la intervención dentro de dicho espacio dentro del contexto de los nuevos retos de dicho espacio, con especial atención a la gestión integrada de las zonas costeras y a los nuevos riesgos derivados del cambio climático.

The study of lateral dynamics of running trains on bridges is of importance mainly for the safety of the traffic, and may be relevant for laterally compliant bridges. These studies require 3D coupled vehicle-bridge models, and consideration of wheel to rail contact, a phenomenon which is complex and costly to model in detail. We describe here a fully nonlinear coupled model, described in absolute coordinates and incorporated into a commercial finite element framework. Two applications are presented, firstly to a vehicle subject to a strong wind gust traversing a br idge, showing the relevance of the nonlinear wheel-rail contact model as well as the interaction between bridge and vehicle. The second application is to a real viaduct in a high-speed line, with a long continuous deck and tall piers with high lateral compliance. The results show the safety of the traffic as well as the relevance of considering the wind action and the nonlinear response.

Existe un creciente interés internacional por el ahorro energético y la sostenibilidad en la edificación con importantes repercusiones en la Arquitectura. La inercia térmica es un parámetro fundamental para poder valorar energéticamente un edificio en condiciones reales. Para ello es necesario cambiar el enfoque tradicional de transmisión de calor en régimen estacionario por otro en régimen dinámico en el que se analizan las ondas térmicas y el flujo de calor oscilante que atraviesan los cerramientos. Los parámetros que definen la inercia térmica son: el espesor, la difusividad y el ciclo térmico. A su vez la difusividad está determinada por la conductividad térmica, la densidad y el calor específico del material. De estos parámetros la conductividad es el más complejo, variable y difícil de medir, especialmente en los cerramientos de tierra debido a su heterogeneidad y complejidad higrotérmica. En general, los métodos de medida de la conductividad o transmitancias en los paramentos presentan inconvenientes a la hora de medir un edificio construido con tierra: dificultades de implementación, el elevado coste o la fiabilidad de los resultados, principalmente. El Método de la Aguja Térmica (MAT) se basa en el principio de la evolución en el tiempo del calor emitido por una fuente lineal al insertarse en el seno de un material. Se ha escogido este método porque resulta práctico, de bajo coste y de fácil aplicación a gran escala pero tiene serios problemas de fiabilidad y exactitud. En esta tesis se desarrolla un método de medida de la conductividad térmica para Piezas de Albañilería de Tierra Cruda en laboratorio basado en el MAT, se mejora su fiabilidad, se analiza su incertidumbre, se compara con otros métodos de referencia y se aplica en adobes, Bloques de Tierra Comprimida y probetas de tierra estabilizada con distintas proporciones de paja. Este método servirá de base a una posterior aplicación in situ. Finalmente se proponen modelos matemáticos para mejorar la exactitud del dispositivo utilizado y para la estimación de la conductividad de cerramientos de tierra en función de su densidad. Con los resultados obtenidos se analizan las posibilidades de amortiguación y retardo de las ondas térmicas y capacidad de almacenaje de energía de los cerramientos en función de su densidad y humedad. There is growing international interest in energy saving and sustainability in buildings with significant impact on Architecture. Thermal inertia is a key parameter to assess energy in buildings in real conditions. This requires changing the traditional approach to heat transfer in steady state by another in dynamic regime which analyzes the thermal waves and oscillating heat flux passing through the external walls. The parameters defining the thermal inertia are: the thickness, the diffusivity and the thermal cycle. In turn, the diffusivity is determined by the thermal conductivity, density and specific heat of the material. Of these parameters, thermal conductivity is the most complex, variable and difficult to measure, especially in earth walls due to their heterogeneity and hygrothermal complexity. In general, the methods of measurement of conductivity and transmittance in walls have drawbacks when measuring a building with earth: implementation difficulties, high cost, or reliability of the results, mainly. The Thermal Needle Procedure (TNP) is based on the principle of evolution in time of heat from a line source when inserted within a material. This method was chosen because it is a practical, low cost and easy to implement on a large scale but has serious problems of reliability and accuracy. This thesis develops a laboratory method for measuring the thermal conductivity of Masonry Units Unfire Earth-based based on TNP, its uncertainty is analyzed, compared to other reference methods and applies in adobes, Compressed Earth Blocks and stabilized soil specimens with different proportions of straw. This method will form the basis of a subsequent application in situ. Finally, mathematical models are proposed to improve the accuracy of the device used, and to estimate the conductivity of earth enclosures depending on its density. With the results obtained earth enclosures are analyzed to estimate their possibilities of delay and buffer of termal waves and energy storage capacity according to their density and moisture.

En los últimos años, el desarrollo industrial a nivel globalizado en los diferentes sectores, la difusión de la TI y el uso estratégico de la misma, han crecido de manera exponencial. El uso adecuado de esta, se ha convertido en una gran preocupación para los órganos de gobierno de las organizaciones ya que la falta de dirección y control en las inversiones que se realizan en ellas, así como un uso inadecuado de las mismas pueden comprometer la consecución de los objetivos de la organización, su competitividad y su sostenibilidad a medio-largo plazo. La preocupación de los propietarios de los negocios es mejorar su rendimiento con la ayuda de la TI frente a sus competidores, realizando los procesos de negocio de una manera eficaz y eficiente, por lo que muchas organizaciones han realizado inversiones importantes en la adquisición de tecnología para lograr sus propósitos. Sin embargo la ejecución de estas inversiones no se ha gestionado adecuadamente, conforme a las políticas y planes especificados en los planes de negocio de la organización y la entrega de los servicios de TI no ha sido conforme a los objetivos previstos, generando pérdidas importantes y lo que es peor un gran deterioro de la imagen de la organización, por lo que consideramos a la gestión de la demanda estratégica de la TI como uno de los factores claves para el éxito de los negocios, el cual no ha sido tomada en cuenta por los consejos de gobierno o los altos ejecutivos de las organizaciones. La investigación comienza con una amplia revisión de la literatura, identificando dos elementos muy importantes, la demanda y el suministro de la TI dentro de la gobernanza corporativa de la TI; notándose la escasa información relacionado con la gestión de la demanda estratégica de la TI. Se realizó un estudio exploratorio para conocer como los miembros del consejo de administración y altos ejecutivos de una organización gestionan la demanda estratégica de la TI, obteniendo una respuesta de 130 encuestados, donde se confirma que hace falta normas o metodologías para la gestión de la demanda estratégica de la TI. En base a estos resultados se ha construido un marco de trabajo para todo el proceso de la gestión de la demanda de la TI y como una solución que se plantea en esta tesis doctoral, consiste en la elaboración de una metodología, combinando e integrando marcos de trabajo y estándares relacionados con la gobernanza corporativa de la TI. La metodología propuesta está conformada por tres fases, cada fase con sus actividades principales, y cada actividad principal por un conjunto de sub-actividades. Además, se establecen los roles y responsabilidades de los altos ejecutivos para cada una de las actividades principales. Esta propuesta debe ser de fácil implantación y aplicable en las organizaciones, permitiendo a estas afrontar con éxito el desarrollo de sus negocios, con una mejor calidad, reduciendo los costes de operación y empleando el menor tiempo posible. La validación de la metodología propuesta se realizó a través de una encuesta online y un estudio de casos. En la encuesta de validación participaron 42 altos ejecutivos de diferentes empresas y el estudio de casos se realizó con 5 empresas internacionales. Las respuestas de los estudios fueron analizados, para determinar la aceptación o el rechazo de la metodología propuesta por los participantes, confirmando la validez y confiabilidad del estudio. Este es uno de los primeros estudios reportado con evidencias empíricas para el proceso de la gestión de la demanda estratégica de la TI. Los resultados de esta investigación han sido publicados en revistas y congresos internacionales. ABSTRACT In recent years, the globalized industrial development, diffusion and strategic use of IT in different sectors has grown exponentially. Proper use of IT has become a major concern for government bodies and organizations. Uncontrolled or mismanaged IT investments or improper IT use may compromise the achievement of an organization’s objectives, competitiveness and sustainability in the medium to long term. Business owners set out to use IT to outperform their competitors, enacting business processes effectively and efficiently. Many organizations have made significant investments in technology in order to achieve their aims. However, the deployment of these investments has not been managed properly in accordance with the policies and plans specified in the organizations’ business plans, and IT services have not been delivered in accordance with the specified objectives. This has generated significant losses and, worse still, has seriously damaged the image of organizations. Accordingly, we believe that IT strategic demand management is one of the key factors for business success which has not been overlooked by the boards of trustees or senior executives of organizations. The research begins with an extensive review of the literature. This review has identified two very important elements: IT demand and supply within the corporate governance of IT. We have found that information related to IT strategic demand management is scant. We conducted an exploratory study to learn how members of the board of directors and senior executives of an organization manage IT strategic demand. The survey, which was taken by 130 respondents, confirmed that standards or methodologies are needed to manage IT strategic demand. Based on the results, we have built a framework for the entire IT demand management process. The solution proposed in this thesis is to develop a methodology, combining and integrating frameworks and standards related to the corporate governance of IT. The proposed methodology is divided into three phases. Each phase is composed of a series of key activities, and each key activity is further split into minor activities. We also establish the roles and responsibilities of senior executives for each of the key activities. This proposal should be easy to implement and apply in organizations, enabling corporations to successfully conduct better quality business, reduce operating costs and save time. The proposed methodology was validated by means of an online survey and a case study. The validation survey was completed by 42 senior executives from different companies, and the case study was conducted at five international companies. The study results were analysed to determine the acceptance or rejection of the proposed methodology by the participants, confirming the validity and reliability of the study. This is one the first studies to report empirical evidence for the process of IT strategic demand management. The results of this research have been published in international journals and conferences.

La Responsabilidad Social Corporativa (RSC) sigue constituyendo en la actualidad un área de estudio de elevado interés tanto para la comunidad académica como para los negocios en general. A pesar del gran número de investigaciones realizadas en las pasadas décadas sobre los distintos aspectos que la caracterizan, y la definición generalizada de políticas relacionadas en las compañías más importantes, existen todavía algunos asuntos clave sobre los que se plantean interrogantes fundamentales. La complejidad asociada al constructo RSC y su carácter intrínsecamente dinámico explican en parte esta afirmación. En su aplicación práctica, las dudas sobre la RSC se enfocan hoy en día hacia su implantación con carácter permanente en el día a día de las organizaciones, la relevancia estratégica de las principales iniciativas, o la posibilidad de obtención de beneficios a medio y largo plazo. Se observa de esta forma la traslación de los debates principales hacia las consecuencias más estratégicas de dichas políticas, influenciados por prestigiosos estudios académicos en los que se caracteriza la denominada RSC Estratégica (RSCE), y por las principales organizaciones de certificación de memorias anuales de RSC y sostenibilidad. En este contexto se sitúa el objeto principal de esta investigación, consistente en el diseño de un modelo de implantación de RSCE que permita no sólo identificar los factores más importantes a tener en consideración para su éxito, sino para caracterizar las potenciales formas de creación de valor que pueden surgir de la aplicación del mismo. Se argumenta la elección del tema por considerarse que los asuntos asociados a la RSC no están lo suficientemente explorados desde la visión estratégica más actual, y por constituir la creación de valor el objetivo más crítico dentro de los procesos directivos de planificación estratégica. De esta forma, se utilizan dos metodologías para destacar qué factores son esenciales en la implantación de la RSCE, con qué fines las compañías aplican esas políticas, y qué resultados obtienen como consecuencia: análisis comparativo de casos de estudio y análisis estadístico cuantitativo. Los casos de estudio analizan en profundidad políticas globales de RSCE bajo diferentes puntos de vista, para derivar conclusiones sobre los factores que facilitan u obstaculizan su implantación permanente en las organizaciones. Su desarrollo se estructura en torno a un marco conceptual de referencia obtenido a través de la revisión bibliográfica específica, y se complementa con la información primaria y secundaria de investigación. Por su parte, el análisis cuantitativo se desarrolla mediante tres técnicas exploratorias: estadística descriptiva, regresión múltiple y análisis de componentes principales. Su aplicación combinada va a posibilitar el contraste de aspectos destacados en los análisis de casos, así como la configuración final del modelo de implantación, y la expresión numérica de la creación de valor a través de la RSCE en función de las dimensiones estratégicas consideradas. En consecuencia, los resultados de la tesis se estructuran alrededor de tres preguntas de investigación: ¿cómo se están produciendo y qué caracterización presentan los beneficios que resultan como consecuencia de la implantación de la RSCE en los procesos de planificación estratégica de las compañías?, ¿qué factores esenciales y característicos de la RSCE pueden resultar críticos en los procesos de implantación y futuro desarrollo?, y ¿qué importancia puede tener en el medio y largo plazo el poder de decisión de compra de los consumidores y usuarios finales en la implantación y desarrollo de políticas de RSCE? ABSTRACT Corporate Social Responsibility (CSR) remains a study area of high interest today to both the academic community and businesses in general. Despite the large number of investigations of various aspects of CSR in past decades, and its generalized consideration by the world’s most important companies, there are still some key issues and fundamental questions to resolve. The complexity associated with the CSR construct and its inherently dynamic character, partly explains this statement. In its practical application, doubts about CSR arise today about its permanent implementation in normal business activities, the strategic relevance of related policies, and the possibility of making profits in the medium and long term. It is observed in this way the translation of the main debates towards the more strategic consequences of these policies, influenced by prestigious academic studies that characterize the so-called Strategic CSR (SCSR), and by leading certification agencies of CSR and sustainability reports. In this context, the main purpose of this investigation is to design a model of SCSR for implementation that allows one to not only identify the most important factors to consider for SCSR success, but also to characterize potential forms of value creation that can arise from its application. The selection of this research approach is justified because it is believed that important issues that are associated with CSR have not been sufficiently explored from the aspect of the strategic vision in the current context, and because value creation constitutes the most critical objective within the strategic planning steering processes. Thus, two methods are used to highlight which factors are essential in SCSR implementation processes, the end to which companies apply these policies, and the kind of results that they expect. These methods are: comparative analysis of case studies and quantitative statistical analysis. The case studies discuss in depth SCSR global policies under different perspectives to draw conclusions about the factors that facilitate or hinder permanent implantation in organizations. Their development is structured around a conceptual framework that is obtained by review of specific literature, and is complemented by primary and secondary research information. On the other hand, quantitative analysis is developed by means of three exploratory techniques: descriptive statistics, multiple regression and principal component analysis. Their combined application facilitates a contrast of highlighted aspects in analyzing cases, the final configuration of the implementation model, and the numerical expression of value creation by SCSR as a consequence of the strategic dimensions considered by companies. Finally, the results of the thesis are structured around three research questions: what are the benefits that result from the implementation of SCSR policies in companies’ strategic planning processes?, which essential SCSR factors are potentially critical in the implementation and future development of companies’ processes?, and how decisive in the medium and long term will be the purchase decision power of consumers to the success of SCSR policies?
