People with a mental illness are among the most socially and economically marginalised members of the community. They experience high levels of unemployment and nonparticipation in the labour force. Unemployment has a number of negative effects including the loss of purpose, structure, roles and status and a sense of identity which employment brings. Employment enables social inclusion in the wider community and is an important way that people with a mental illness can meaningfully participate in the wider community. Australia has a mental health strategy, which guides the ongoing reform of mental health services. However, specific strategies to address the social and economic marginalisation of people with a mental illness have not been addressed. A recovery-oriented approach is recommended, which integrates the key sectors involved. To date there has been little intersectoral collaboration between the various sectors such as mental health services, housing, and vocational services. People require more role-specific assistance to enable them to participate in socially valued roles implicit with citizenship. There is a need to formulate improved pathways to assistance and more evidence-based forms of assistance to re-establish career pathways. This report aims to: 1) collect relevant overseas and Australian evidence about the employment of people with mental illness; 2) identify the potential benefits of employment; 3) describe patterns of labour force participation in Australia among people with mental illness; 4) identify how mental illness can cause barriers to employment; 5) outline the type of employment restrictions reported by people with mental illness; 6) identify the evidence-based ingredients of employment assistance; 7) identify relevant policy implications; and 8) suggest strategies to improve employment outcomes and career prospects for people with mental illness.

A necessidade de estudos mais aprofundados sobre o que a Igreja Metodista tem a oferecer para que se transforme a realidade atual da pessoa com deficiência física no meio onde vive, tanto na sociedade, como no que diz respeito à participação na vida eclesiástica é o que justifica a presente dissertação. Serão analisadas, primeiramente, as práticas sociais presentes na história do movimento metodista em suas origens. Em seguida serão examinadas as relações e correspondências entre os documentos da Igreja Metodista e a Declaração Universal dos Direitos Humanos, a qual é recomendada e reconhecida pela Igreja Metodista. Serão levantados elementos nos documentos oficiais da Igreja Metodista no Brasil, dentre eles Cânones, Plano para a Vida e a Missão, Credo Social, Regras Gerais e outros que demonstrem o compromisso desta Igreja junto a pessoas com deficiências físicas. Enfim, este estudo demonstrará, mediante os aspectos abordados que, tanto em sua origem histórica como nos documentos oficiais da Igreja Metodista são encontrados subsídios que fundamentam a responsabilidade social da Igreja, especificamente pela inclusão social da pessoa com deficiência física, o que faz da comunidade metodista acessível a todas as pessoas.(AU)

Este estudo teve por objetivo conhecer, discutir e analisar as motivações e aspirações dos alunos inseridos nos cursos pré-vestibulares para negros e carentes da ONG EDUCAFRO, bem como a inserção desses jovens no Ensino Superior e no mercado de trabalho, considerando os mecanismos de inclusão e exclusão dos negros no Sistema Educacional Brasileiro. Dentre muitos estudos importantes, que abordam a temática do negro no sistema educacional, gostaríamos de destacar os Movimentos Sociais, de Educação e Cidadania, a dissertação: Um Estudo sobre os Cursos Pré-Vestibulares Populares, apresentada ao Programa de Pós-graduação, como requisito parcial à obtenção do título de Mestre de Alexandre do Nascimento UERJ Universidade do Estado do Rio de Janeiro, em 1999 e a dissertação de Mestrado de Cristiane Maria Ribeiro sob o título Anti-Racismo e Educação: O Projeto Político-Pedagógico das Lideranças Negras de Uberlândia em 2000. A leitura dessas obras foi essencial para o encaminhamento dos estudos que integram este trabalho, uma vez que argumentam sobre a dívida social que o Brasil tem com os afro-descendentes no sistema educacional. Destacamos também o professor, escritor e ativista dos direitos humanos, o historiador negro nascido nos EUA, John Hope Franklin declara que as políticas compensatórias foram aplicadas desde a década de sessenta. Essas políticas pretendiam oferecer aos afro-americanos a chance de participar das mudanças sociais. De modo que as universidades foram obrigadas a implantar políticas de cotas e também implantar procedimentos que fossem favoráveis à população negra. No Brasil, essa luta está sendo organizada pela ONG EDUCAFRO que vem desenvolvendo há alguns anos mecanismos de inclusão social, justificando-os por meio da necessidade de compensar os negros pela discriminação sofrida no passado, beneficiando de alguma forma essa porcentagem da população brasileira. No decorrer da pesquisa bibliográfica, encontramos, por meio das diversas obras consultadas, uma grande preocupação dos autores com a questão das Ações Afirmativas como meio de compensar a população negra, apesar da resistência por parte daqueles que temem o progresso social dos negros, no entanto, pesquisas s indicam caminhos para reverter esse quadro negativo. Diante dessa realidade, fica o grande desafio: o que motiva e quais são as metas dos professores que ministram voluntariamente aulas nos Cursinhos Comunitários? O que almejam os alunos com o seu acesso no Ensino Superior? A pesquisa confirmou que os alunos do Núcleo estudado buscam na ONG EDUCAFRO uma forma alternativa de inserção no Ensino Superior e, que essa inserção os motiva e os inspira no vislumbre de se colocarem também no mercado de trabalho. Nos últimos anos, estudos sobre o ensino da linguagem escrita abordaram as práticas de leitura como uma produção cultural, que se originam nos contextos sociais de comunicação e se constituem em um instrumento de inclusão social e de participação política. Essas ideias foram apropriadas pelos discursos oficiais e amplamente divulgadas no meio educacional no Estado de São Paulo em diversos programas de formação continuada. Nesse contexto, esta pesquisa fundamentou-se na teoria das representações sociais, desenvolvida por Serge Moscovici, para investigar os sentidos atribuídos ao ato de ler por um grupo de professoras que leciona nos quatro primeiros anos do ensino fundamental. Para o desenvolvimento deste trabalho, foram consideradas as práticas e preferências leitoras das professoras, a história do ensino da leitura, as representações sociais sobre o ato de ler entre as mulheres e as suas relações com o processo de profissionalização do magistério. Por meio da metodologia da análise de conteúdo foi possível desvelar as representações da leitura presentes nos discursos das professoras, contribuindo para conhecer suas formas de conceber a prática de ler.(AU)

A presente pesquisa investiga o aprender a ler e a escrever do segmento idoso partindo do pressuposto de que a introdução no mundo da leitura e da escrita pode propiciar-lhe, mesmo que tardiamente, a inclusão social e uma transformação na sua vida pessoal. Nesse sentido, foi realizado um estudo sobre o analfabetismo no nosso país amparado em um referencial teórico específico, adotando a visão de homem como um ser inconcluso e em constante processo de construção que pode progredir social, histórica e temporalmente. Para dar concretude a esses objetivos a opção foi pela abordagem qualitativa. São sujeitos deste estudo, alunos matriculados na Educação de Jovens e Adultos de uma Organização Não Governamental (ONG) uma instituição religiosa e também alunos de instituições que atendem ao segmento idoso. Foram aplicados quarenta questionários, por meio dos quais foi possível inferir que esses alunos buscam resgatar a possibilidade de serem incluídos e aceitos socialmente, bem como convívio com os seus pares.

No mundo, um em cada cinco pessoas estão na faixa etária de 10 a 19 anos, sendo que 85% habitam países em desenvolvimento (WHO, 2006). Brasil, 21% do total da população está nesta faixa etária (IBGE, 2002). A adolescência é considerada um dos períodos mais saudáveis da vida humana, porém é reconhecido o aumento dos índices de mortalidade em acidentes, suicídios, violência, complicações na gestação e outras doenças que podem ser prevenidas ou tratadas. O objetivo deste estudo é investigar as situações de risco e de proteção à saúde e à vida, vivenciadas por um grupo de adolescentes de baixa renda. É um estudo descritivo qualitativo, realizado na Comunidade São Remo, município de São Paulo, caracterizada pela pobreza e violência. O método utilizado para a coleta de dados foi o grupo focal. Participaram 20 adolescentes, divididos em dois grupos, um de 12 a 14 anos e outro de 15 a 18 anos, foram realizadas três reuniões com cada grupo. As reuniões foram gravadas, posteriormente transcritas e os conteúdos foram analisado, segundo os propostos de Bardin (1977). Os resultados da pesquisa demonstraram que situações de riscos à saúde estão presentes na fragilidade do suporte familiar, violência física causada por terceiros (com ênfase na violência policial), violência psicológica, situações de exclusão social vivenciadas na escola, uso de drogas e condutas transgressoras. Os fatores de proteção detectados foram: família com ênfase na mãe, religiosidade, professor como referência e projetos futuros. Os resultados demonstram que as situações de risco à saúde são mais evidentes do que de proteção para este grupo de adolescentes de baixa renda.

The thesis addresses the relative importance of factors affecting working-class school-leavers' post-compulsory education transitions into post-sixteen education, training, employment and unemployment. It focuses on school-leavers choosing to enter the labour market, whether successfully or not and the influences affecting this choice. Methodologically, the longitudinal approach followed young people from before they left school to a period of months after. Discrepancies between young people's intended and actual destinations emphasised the diverse influences on post-sixteen transitions. These influences were investigated through a dynamic multi-method approach, drawing from quantitative and qualitative methodologies providing depth and insight while locating the research within a structural framework, allowing a comparison with local and national trends. Two crucial factors of school and gender affected young people's intended and actual post-sixteen directions. School policy, including treatment of disaffected pupils and recruitment to a large, on-site sixth form, influenced the number of pupils opting to continue their education. Girls were more likely to continue education after the end of compulsory schooling and gave different reasons to boys for doing so. Family and peer groups were influential, helping young people develop a 'horizon for action' incorporating habitus and subjective preferences that specified acceptable post-sixteen directions. These influences operated within the context of the local labour market. Perception of the latter rather than actual conditions informed post-sixteen decisions; however, labour market reality influenced the success of the school-leavers' endeavours. The research found that the economics-based rational choice model of decision-making did not apply to many working class school-leavers. The cohort made pragmatically rational decisions dependent on their 'horizon for action'. based on partial, occasionally inaccurate information. Policy recommendations consider the careers service and structure or school sixth forms as aiding successful transitions from compulsory education into education, employment or training. The maintenance allowance may be ineffectual in tackling its objective of social inclusion.

As a result of exclusionary tactics, social, cultural or economic disadvantage or disability, vast numbers of pupils have poor educational experiences and are either marginalised or demonised due to 'difficult differences'. In the context of Martha Nussbaum's capabilities approach, where she suggests that we ought to be who we want to be, this paper addresses intellectual disability, inclusion and inclusive education. It proposes that care, compassion, creativity and ethics are critical in understanding the education for all children and young people, rather than necessarily pedagogical process. In addition, it suggests that learning should take place within and through relationships and that these relationships are important in developing a healthy sense of self. Therefore politically, rather than following a path of blame whether it is the dysfunctional family, the deficit child or the economically deprived nation, this paper says that we require socially just practices, compassion and care as fundamental to human development, social inclusion and inclusive education. Ultimately, education is failing a large sum of children and young people and therefore needs to be radically reconsidered.

The Library of Birmingham (LoB) is a £193million project designed to provide a new space for lifelong learning and knowledge growth, a physical and virtual portal for Birmingham's citizens to the wider world. In cooperation with a range of private, public, and third-sector bodies, as well as individual citizens, the library, due to open in June 2013, will articulate a continuing process of organic growth and emergence. Key delivery themes focus on: arts and creativity, citizenship and community, enterprise and innovation, learning and skills and the new media ecology. A landmark design in the heart of the cultural district of the city, the LoB aims to stimulate sustainable economic growth, urban regeneration and social inclusion by offering a wide range of new digital learning services, real and virtual community spaces, and new opportunities for interpreting and exploiting internationally significant collections of documentary archives, photography, moving image, and rare printed books. Additionally, the LoB will offer physical space for creative, cultural, enterprise, and knowledge development. This paper outlines the cultural and educational thinking that informs the project and the challenges experienced in developing innovative service redesign.

An important test of the progress of development management is its contribution to human rights, especially in transition economies. This article explores the failure to protect the rights of the Roma child in Romania, who are particularly vulnerable to abandonment and institutionalisation. 2008 witnessed the 60th anniversary of the Universal Declaration of Human Rights and several other related celebrations. Nevertheless, within EU borders, minority populations can still lead dismal lives. It is argued that although both the EU and the Romanian government made the Roma's social inclusion a top priority, they failed to bring about substantial improvement. The first contribution of the article is to reinforce the trend within development management of linking policy implementation to the specific needs of the local context. Contemporary policy reports and early empirical results from an exploratory study in Galati, mainly in the area of education, suggest several inter-related causes of poor implementation, including the national political context, specific issues affecting the Roma and local implementation capacity. The second contribution suggests that ideas from business and management, specifically the notion of organisational receptivity to change, could increase the pace of change. Receptivity provides a framework for understanding local issues and how to manage them. Copyright © 2010 John Wiley & Sons, Ltd.

This case study examines the factors that shaped the identity and landscape of a small island-urban-village between the north and south forks of the Middle River and north of an urban area in Broward County, Florida. The purpose of the study is to understand how Wilton Manors was transformed from a “whites only” enclave to the contemporary upscale, diverse, and third gayest city in the U.S. by positing that a dichotomy for urban places exists between their exchange value as seen by Logan and Molotch and the use value produced through everyday activity according to Lefebvre. Qualitative methods were used to gather evidence for reaching conclusions about the relationship among the worldview of residents, the tension between exchange value and use value in the restructuration of the city, and the transformation of Wilton Manors at the end of the 1990s. Semi-structured, in-depth interviews were conducted with 21 contemporary participants. In addition, thirteen taped CDs of selected members of founding families, previously taped in the 1970s, were analyzed using a grounded theory approach. My findings indicate that Wilton Manors’ residents share a common worldview which incorporates social inclusion as a use value, and individual agency in the community. This shared worldview can be traced to selected city pioneers whose civic mindedness helped shape city identity and laid the foundation for future restructuration. Currently, residents’ quality of life reflected in the city’s use value is more significant than exchange value as a primary force in the decisions that are made about the city’s development. With innovative ideas, buildings emulating the new urban mixed-use design, and a reputation as the third gayest city in the United States, Wilton Manors reflects a worldview where residents protect use value as primary over market value in the decisions they make that shape their city but not without contestation.^

The thematization of public space in the ―Maior São João do Mundo‖ in Campina Grande - PB stimulates the economy and the local tourism from the transformation of a common public space in a setting that has the traditional June festivals based. To do so, contributes to promotion of existing creative sectors in the city and the design of a new city that is projected from the festivities of São João. In this research we propose to determine the influence of the thematization of public space in the local economy, particularly in creative sectors present in the ―Maior São João do Mundo‖ and assess their importance for the development of local creative economy. We chose the case study, from an ethnographic approach, using different research techniques such as participant observation, semi-structured interviews with open questions and the analysis of social representations of respondents. The methodology used is mixed because it involves qualitative and quantitative data. We could notice at the end of this research, the thematization of public space in the ―Maior São João do Mundo‖ is the main reference factor for the event, stimulating the local economy and changing the city's image in three levels: political, economic and social. Also realize that the thematization of public space is the key binding factor between the creative sectors as well as between them and the related activities. All these sectors serve as a link between the products and services, creating a harmonic whole that transforms the city's image, stimulates the economy, promotes social inclusion, cultural integration and keeps the ―Maior São João do Mundo‖ as a traditional event in the tourist calendar regional and national.

Voice disorders (VD) in the elderly can interfere negatively in communication, emotional well-being and quality of life, conditions that correspond to greater exposure to illness and social isolation bringing consequent economic impact for the health system. It is assumed that institutionalized confinement, weakness and morbidity associated to nursing home (NH) contribute to transform VD an especially prevalent condition in institutionalized elderly, including those without cognitive impairment. Thus, the aim of this study was to determine the prevalence and associated factors of VD in NH elderly residents without cognitive impairment. There is no epidemiological diagnostic instruments of VD for elderly populations, so the first step of this study was dedicated to prepare and analyze the psychometric properties of a short, inexpensive and easy to use questionnaire named Screening for Voice Disorders in Older Adults (Rastreamento de Alterações Vocais em Idosos—RAVI). The methodological procedures of this step followed the guidelines of the Standards for Educational and Psychological Testing and contemplated validity evidence based on test content, based on response processes, based on internal structure and based on relations with other variables, as well as reliability analysis and clinical consistency. The result of the validation process showed that the RAVI final score generate valid and reliable interpretations for the epidemiological diagnosis of VD in the elderly, which endorsed the use of the questionnaire in the second stage of the study, performed in ten NH located in the city of Natal, Rio Grande do Norte. At this stage, data from socioeconomic and demographic variables, lifestyle, general health conditions and characterization of the institution were collected. It was performed a bivariate analysis and it was calculated the prevalence ratio as a magnitude association measure, with a confidence interval of 95%. The variables with p-value less than 0.20 were included in the multiple logistic regression model that followed the Forward selection method. The odds ratio found in the multivariate model was converted into prevalence ratio and the level of significance was 5%. The sample consisted of 117 subjects with predominance of females and average of 79.68 (± 7.92) years old. The prevalence of VD was 39.3% (95% CI: 30.4-48.1%). The multivariate model showed statistically significant association between VD and depressive symptoms, smoking for a year or more and selfreported hearing loss. In conclusion, VD is a prevalent health condition in NH elderly residents without cognitive impairment and is associated with factors involving psychosocial, lifestyle and communicative disability that require attention of managers and professionals involved with NH environment. Strategies to encourage communication and social integration, actions to combat smoking and minimizing the effects of hearing loss could stimulate the physical well-being, emotional and mental health of institutionalized elderly population, contributing to the vocal and communicative maintenance, a more effective social inclusion and better overall health condition.

The aim of this study was to evaluate the reality of the Service Centers for People with Special Educational Needs (NAPNEs) implanted at Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Norte (IFRN) through a Professional Education Program in Technology for People with Special Educational Needs (TEC NEP Program). To reach the proposal we opted for an exploratory research with a qualitative approach characterized as a field of study. Data were obtained from questionnaires answered by thirteen (13) NAPNEs coordinators of different IFRN campuses and examined using content analysis. The survey results show that the creation of the TEC NEP program was an important step for inclusion policies in IFRN. However, difficulties were also identified by participants as coordinators: lack of physical infrastructure, human and material resources and financial matters, among others, as barriers to implementation and performance of NAPNEs. The objective of this study was to understand the relationship between people with disabilities and their labor. Senses and meanings related to work were specifically identified; also describing the impediments of concrete activities, as well the strategies developed for overcoming them. This objective is inspired on the social historic cultural theoretical perspective as well as on the activity's theory. The research has been made possible through the interview of 16 workers from a IES, it categorizes as a multi-method sequential and transversal study of qualitative orientation, making use the technics of narrative interviews and photographic creation. The results indicate that work was described as a necessity, a source of pleasure, recognition and socialization; with emphasis on the importance of working in pairs in order to accomplish good quality work. Senses were obtained from each participant, identified by the way that each of them expressed themselves. Impediments were more deeply related to the physical conditions of the work environment than to the person's disabilities. Conclusion points out that the access to work, acts as a social inclusion tool for peoples with disabilities, and showing that, the laws regarding quota reservations fulfill their objective.
