El fin de la Guerra Fría supuso no sólo el triunfo del capitalismo y de la democracia liberal, sino un cambio significativo en el Sistema Internacional; siendo menos centralizado y más regionalizado, como consecuencia de la proximidad y relaciones de interdependencia entre sus actores (no sólo Estados) y permitiendo la formación de Complejos Regionales de Seguridad (CRS). Los CRS son una forma efectiva de relacionarse y aproximarse a la arena internacional pues a través de sus procesos de securitización y desecuritización consiguen lograr objetivos específicos. Partiendo de ello, tanto la Unión Europea (UE) como la Comunidad para el Desarrollo de África Austral (SADC) iniciaron varios procesos de securitización relacionados con la integración regional; siendo un ejemplo de ello la eliminación de los controles en sus fronteras interiores o libre circulación de personas; pues consideraron que de no hacerse realidad, ello generaría amenazas políticas (su influencia y capacidad de actuación estaban amenazadas), económicas (en cuanto a su competitividad y niveles básicos de bienestar) y societales (en cuanto a la identidad de la comunidad como indispensable para la integración) que pondrían en riesgo la existencia misma de sus CRS. En esta medida, la UE creó el Espacio Schengen, que fue producto de un proceso de securitización desde inicios de la década de los 80 hasta mediados de la década de los 90; y la SADC se encuentra inmersa en tal proceso de securitización desde 1992 hasta la actualidad y espera la ratificación del Protocolo para la Facilitación del Movimiento de personas como primer paso para lograr la eliminación de controles en sus fronteras interiores. Si bien tanto la UE como la SADC consideraron que de no permitir la libre circulación de personas, su integración y por lo tanto, sus CRS estaban en riesgo; la SADC no lo ha logrado. Ello hace indispensable hacer un análisis más profundo de sus procesos de securitización para así encontrar sus falencias con respecto al éxito de la UE. El análisis está basado en la Teoría de los Complejos de Seguridad de Barry Buzan, plasmada en la obra Security a New Framework for Analysis (1998) de Barry Buzan, Ole Waever y Jaap de Wilde y será dividido en cada una de las etapas del proceso de securitización: la identificación de una amenaza existencial a un objeto referente a través de un acto discursivo, la aceptación de una amenaza por parte de una audiencia relevante y las acciones de emergencia para hacer frente a las amenazas existenciales; reconociendo las diferencias y similitudes de un proceso de securitización exitoso frente a otro que aún no lo ha sido.

This essay centers in motivation as a fundamental aspect of learning and in the double way sense that this relation must have. It defines the word “motivation” and the manner how relationship between students and teachers come about in the game of helping out or reduce motivation, and thus learning. It also defines the reason why teachers must help build up the so called “intrinsic motivation”, ending with the importance this has and how it can be achieved.

Se plantea la problem??tica de los j??venes de la toma de decisiones, tales como elegir una carrera, una profesi??n, argument??ndose que en ocasiones no est??n preparados para tomar dicha decisi??n. Por ello se realiza un an??lisis de la obra Self-Directed Search, SDS, Forma Regular, Edici??n 1994 del profesor Holland, el cual trata de explicar la conducta vocacional de los j??venes. Se describen los fundamentos te??ricos expuestos en esta obra, las diferentes tipolog??as personales, tambi??n se aportan algunas cr??ticas que ha recibido esta obra, se detallan sus m??todos, sus instrumentos, su m??todo y sus resultados.

Visual search is an important component of our interaction with our surroundings, allowing us to successfully identify external cues that impact our spatial navigation. Previous research has established fixation duration, fixation count, saccade velocity, and saccade amplitude as important indices of visual search. We examined the Visual Efficiency Detection Index (VEDI) comprising multiple aspects of visual search performance into a single measure of global visual performance. Forty participants, 10 adults ages 22-48, and children ages 6, 8, and 10, completed tests of working memory and visual search in response to stimuli relevant to pedestrian decision making. Results indicated VEDI statistically relates to established indices of visual search in relation to their interpretability for human performance. The VEDI was also sensitive to developmental differences in visual search performance, suggesting insight to its utility in the developmental psychological literature.

RESUMO: Este trabalho investiga o papel do diretor escolar como agente formador de uma cultura da escola. Investigaram-se os conceitos de cultura, cultura escolar, gestão escolar, ambos com foco na atuação do diretor. Como hipótese de investigação considera-se que a opinião pessoal, aspirações, atitudes, concepção de educação, modelo de gestão e compromisso ético-profissional assumido, enfim, aspectos idiossincráticos do diretor influenciam de maneira decisiva a cultura de uma escola, passando pela equipe gestora (direção, coordenação), professores, funcionários, e por fim chegando até os alunos e suas famílias. Imagina-se que isso se deva em grande parte à liderança e autoridade conectadas ao papel central que o diretor exerce na instituição escolar, bem como se relaciona com as dificuldades que a democratização dos processos de gestão escolar encontra para uma atuação efetiva. Entre os objetivos deste estudo estão levantar informações sobre o papel do gestor escolar; identificar características da gestão escolar que favorecem a formação de uma cultura da escola; comparar as concepções acerca da gestão escolar como promotora de uma cultura da escola a partir das concepções dos diretores e coordenadores envolvidos nesse processo de gestão. Este estudo procura contribuir para compreensão do papel do gestor na promoção de uma cultura da escola, no sentido em que entende a gestão escolar como motor para articulação de processos, e dos envolvidos – professores, funcionários, alunos e comunidade – na busca de um ambiente escolar que seja traduzido e reconhecido como sua cultura, definindo assim um jeito de ser escola, uma espécie de identidade da escola. Como resultados, verificamos que a gestão escolar assume um papel decisivo na formação de um ambiente onde se cria uma cultura de escola, quando compartilha a sua visão de direção com a equipe gestora e fornece um direcionamento claro para suas ações. Desse modo, o estudo realizado evidencia a necessidade de se investir na produção de contextos escolares que favoreçam a construção de práticas democráticas, onde a cultura da escola possa ser vivenciada por todos e a partir de todos. ABSTRACT: This study investigates the role of school principal as a formation agent of the school culture. Investigated the concepts of culture, school culture, school management, both focusing on the action director. As a research hypothesis, it is considered that personal beliefs, aspirations, attitudes, vision of education, management model and professional and ethical commitment made at last respects idiosyncratic director's influence decisively the culture of a school, passing by the team management (leadership, coordination), faculty, staff and finally reaching the students and their families. It is thought that this is due in large part to the leadership and authority connected to the central role that the director has in the school and how it relates to the difficulties that the democratization processes of school management to find an effective action. Among the objectives of this study are collect information on the role of the school manager, identify characteristics of school management that promotes the formation of a school culture; compare the conceptions of school administration as a promoter of a school culture based on conceptions of directors and engineers involved in the management process. This study seeks to contribute to both, and thus an emancipatory purpose in the sense that believes the school management as an engine for articulating and processes involved - faculty, staff, students and community - in search of a school environment that is translated and recognized as its culture, thus defining a way to be a school, a sort of school identity. As a result, we found that the school management plays a decisive role in shaping an environment where you create a culture of school, he shares his vision of leadership with the management team and provides a clear direction for their actions. Proposes to invest in the production of school contexts that promote the construction of democratic practices, where the school culture can be experienced by everyone and from everyone.

La question de la protection des données à caractère personnel posée dans le cadre des activités d’assistance et de soutien des missions civiles de gestion de crise ne semble guère avoir suscité l’intérêt des instances en charge de leur gestion et ce en dépit de son importance majeure au regard des tâches exécutées quotidiennement par les agents de ces missions dans le domaine de la coopération policière et judiciaire en matière pénale. S’appuyant sur une expérience de terrain, l’auteur s’efforcera, dans ces lignes, de démontrer la nécessité d’entamer une réflexion de fond sur ce sujet afin, le cas échéant, de prendre les initiatives utiles destinées à porter remède aux difficultés qui, en ce domaine, pourraient apparaître.

This policy brief illustrates that both the conceptualisation of democracy and the means to achieve it remain vague, and explains why this is problematic. It points out the risks that stem from a lack of clear understanding about how human rights, governance, civil society and socio-economic development relate to democratisation. It concludes that the EU should reflect on the substance of its external democracy promotion policies and conceptualise the relationship between the different elements of democracy promotion cited above and democratisation. While ongoing reforms of international democracy promotion should continue, a wider debate on substance could help identify what the EU should support in the future. The EU should also establish a reflective external democracy promotion policy where the assessment of actions on democratic development becomes systematic and is institutionalised.

Competency management is a very important part of a well-functioning organisation. Unfortunately competency descriptions are not uniformly specified nor defined across borders: National, sectorial or organisational, leading to an opaque competency description market with a multitude of competency frameworks and competency benchmarks. An ontology is a formalised description of a domain, which enables automated reasoning engines to be built which by utilising the interrelations between entities can make “intelligent” choices in different situations within the domain. Introducing formalised competency ontologies automated tools, such as skill gap analysis, training suggestion generation, job search and recruitment, can be developed, which compare and contrast different competency descriptions on the semantic level. The major problem with defining a common formalised ontology for competencies is that there are so many viewpoints of competencies and competency frameworks. Work within the TRACE project has focused on finding common trends within different competency frameworks in order to allow an intermediate competency description to be made, which other frameworks can reference. This research has shown that competencies can be divided up into “knowledge”, “skills” and what we call “others”. An ontology has been created based on this with a simple structure of different “kinds” of “knowledges” and “skills” using semantic interrelations to define the basic semantic structure of the ontology. A prototype tool for analysing a skill gap analysis has been developed. Personal profiles can be produced using the tool and a skill gap analysis is performed on a desired competency profile by using an ontologically based inference engine, which is able to list closest fit and possible proficiency gaps

In this paper, the available potential energy (APE) framework of Winters et al. (J. Fluid Mech., vol. 289, 1995, p. 115) is extended to the fully compressible Navier– Stokes equations, with the aims of clarifying (i) the nature of the energy conversions taking place in turbulent thermally stratified fluids; and (ii) the role of surface buoyancy fluxes in the Munk & Wunsch (Deep-Sea Res., vol. 45, 1998, p. 1977) constraint on the mechanical energy sources of stirring required to maintain diapycnal mixing in the oceans. The new framework reveals that the observed turbulent rate of increase in the background gravitational potential energy GPEr , commonly thought to occur at the expense of the diffusively dissipated APE, actually occurs at the expense of internal energy, as in the laminar case. The APE dissipated by molecular diffusion, on the other hand, is found to be converted into internal energy (IE), similar to the viscously dissipated kinetic energy KE. Turbulent stirring, therefore, does not introduce a new APE/GPEr mechanical-to-mechanical energy conversion, but simply enhances the existing IE/GPEr conversion rate, in addition to enhancing the viscous dissipation and the entropy production rates. This, in turn, implies that molecular diffusion contributes to the dissipation of the available mechanical energy ME =APE +KE, along with viscous dissipation. This result has important implications for the interpretation of the concepts of mixing efficiency γmixing and flux Richardson number Rf , for which new physically based definitions are proposed and contrasted with previous definitions. The new framework allows for a more rigorous and general re-derivation from the first principles of Munk & Wunsch (1998, hereafter MW98)’s constraint, also valid for a non-Boussinesq ocean: G(KE) ≈ 1 − ξ Rf ξ Rf Wr, forcing = 1 + (1 − ξ )γmixing ξ γmixing Wr, forcing , where G(KE) is the work rate done by the mechanical forcing, Wr, forcing is the rate of loss of GPEr due to high-latitude cooling and ξ is a nonlinearity parameter such that ξ =1 for a linear equation of state (as considered by MW98), but ξ <1 otherwise. The most important result is that G(APE), the work rate done by the surface buoyancy fluxes, must be numerically as large as Wr, forcing and, therefore, as important as the mechanical forcing in stirring and driving the oceans. As a consequence, the overall mixing efficiency of the oceans is likely to be larger than the value γmixing =0.2 presently used, thereby possibly eliminating the apparent shortfall in mechanical stirring energy that results from using γmixing =0.2 in the above formula.

Holocene tidal palaoechannels, Severn Estuary Levels, UK: a search for granulometric and foraminiferal criteria. Proceedings of the Geologists' Association, 117, 329-344. Grain-size characteristics (by laser granulometry) and foraminiferal assemblages have been established for silts accumulated in five, dissimilar tidal palaeochannels of mid or late Holocene age in the Severn Estuary Levels, representative of muddy tidal systems. For purposes of general comparison, similar data were obtained from a representative active tidal inlet in the area, but all of these channels have been subject to human interference and are not relied upon as a model for environmental interpretation. Although the palaeochannel deposits differ substantially in their bedding characteristics and stratigraphical relationships from the level-bedded salt-marsh platform and mudflat deposits with which they are associated, and although the channel environment is distinctive morphologically and hydraulically, no critical textural differences could be found between the channel deposits and the associated facies. Similarly, no foraminiferal assemblages distinctive of a tidal channel were encountered. Instead, the assemblages compare with those from mudflats and salt-marsh platforms. It is concluded that the sides of the subfossil channels carried some vegetation, as was observed to be the case in the modern inlet. An alternative approach is necessary if concealed palaeochannel deposits are to be recognized in muddy systems from limited numbers of subsurface samples. Although the palaeochannels afforded no characteristic textural signature, they yield transverse grain-size patterns pointing to coastal movements during their evolution. Concave-up trends suggest outward coastal building, whereas convex-up ones point to marsh-edge retreat.
