The emergency repair activity under the South Carolina Housing Trust Fund program is designed to assist very low‐income homeowners in making needed and necessary repairs to their owner‐occupied homes to eliminate life, health and safety issues to the occupant. This document explains emergency repair activity guidelines, eligibility requirements for properties, rehabilitation construction guidelines and payments.

Many state agencies provide beneficial services for minorities. However, many minorities and some agencies that serve minorities are not aware of these services. This Resource Manual provides a listing of programs and services various state agencies offer. These programs and services include alcohol and substance abuse treatment, victim assistance, financial services, educational services, disabilities and special needs, insurance services, youth programs, business enterprise development, etc.

State of minorities abstract

This document describes by category the plight or well-being of the State's minority population. It is intended to enlighten the members of minority communities, other citizens of South Carolina, public and private agencies, and policy makers regarding the socioeconomic conditions of minorities in the State and factors that contribute to those conditions. The abstract includes a historical perspective of the minority population, beginning with the State's colonial period. Additionally, it includes a section that discusses current and projected changes in the State's minority population and the implications of those changes for minority persons and the State of South Carolina.

Enhancement to the Mortgage Licensing Process

The Consumer Finance Division of the South Carolina State Board of Financial Institutions is responsible for the supervision, licensing and examination of all consumer finance companies, deferred presentment companies, check cashing companies, and non-depository mortgage lenders and their loan originators. This project specifically focuses on the licensing of Mortgage Lender/Servicer ( company), Mortgage Lender/Servicer Branch (branch) and Mortgage Loan Originator (loan originator) licenses. The problem statement is how the Division can handle increasing the number of mortgage loan originators in the state without delaying the time to process applications. The goal of this project is to make the current licensing process more efficient so that the Division can handle the increased workload without having to hire additional personnel.

Making Board Meetings More Secure and Efficient: Purging the Paper

The Division of Professional and Occupational Licensing is an administrative unit within the Department of Labor, Licensing, and Regulation that provides support to 40 professional and occupational regulatory boards. All board members need documents to review during the meeting. Some boards use a fleet of dated laptops during the meetings to give board members the meeting materials in PDF format; however many of boards still print the meeting materials and put them into binders. .In today's age, there has to be a more efficient way to conduct meetings without all of the paper. This paper explores alternatives to paper and laptops for use at these meetings. It was concluded that a tablet with a Windows Operating System would be the best way to go.

South Carolina Office of the State Treasurer Department of Internal Audit Policies and Procedures Manual

The purpose of this project is to develop a Policy and Procedures Manual as a written guidance for applicable and required procedures to identify processes which will improve the effectiveness of risk management, control, and governance process through the Department of Internal Audit of the South Carolina Office of the State Treasurer's Internal Audit functions.

Utilizing Electronic Signatures and Electronic Form Filling to Streamline Document Approval Process

This CPM project focuses on the document approval process that the Division of State Human Resources consulting team utilizes as it relates to classification and compensation requests, e.g. job reclassifications, PD update requests, and salary requests. The ultimate goal is to become more efficient by utilizing electronic signatures and electronic form filling to streamline the current process of document approvals.

WORKFORCE DIVERSIFICATION

According to the State Human Resources Division, discrimination complaints are significant. In order to reduce the number of complaints within the South Carolina Department of Transportation, this project on workplace diversification was devised. Diversification has benefits in the workplace that include increased adaptability, broader service range, variety of viewpoints, and more effective execution . Increased adaptability allows employees from diverse backgrounds to bring individual talents and experience to the workplace. A broader service range allows employees with different skills and experience such as language to provide additional services. Improving the diversification will ultimately align this agency with an Affirmative Action Plan and decrease discrimination complaints.
