Le Gouvernement Capverdien avec l´assistance de la FAO à élaborer une stratégie de développement du secteur agricole au sens large, à long terme (horizon 2015) ainsi qu‟un Plan d‟action correspondant pour le moyen terme. Dans le cadre de l´initiative de la CEDEAO, Cap Vert c´est lance dans l‟élaboration de la présente sub-composante que s‟inscrit dans le cadre de l‟appui à la Formulation et mise en oeuvre d‟un Programme National d‟ Investissement Agricole (PNIA) pour la mise en oeuvre du PDDAA/NEPAD. Le document de stratégie de réduction de la pauvreté (DECRP) du pays indique la sécurité alimentaire et la garantie de la cohésion sociale en milieu rural comme les axes stratégiques centraux et dans le cadre des stratégies nationales de lutte contre la pauvreté et de sécurité alimentaire, le gouvernement du Cap-Vert a adoptée et mis en oeuvre un certain nombre de programmes pour lever les contraintes multiples auxquelles le pays est confronté, et relancer le secteur agricole. La vision stratégique de développement à court et moyen termes du Gouvernement est présentée dans le document intitulé „Grandes Options du Plan‟, basés sur les orientations suivantes: a. Promouvoir la bonne gouvernance comme facteur de développement, en réformant l‟Etat, en intensifiant la démocratie et en renforçant la citoyenneté, b. Promouvoir la capacité entrepreneur, la compétitivité et la croissance ; élargir la base productive, c. Développer le capital humain et orienter le système d‟enseignement/ formation vers les domaines prioritaires de développement, d. Promouvoir une politique globale de développement social, luttant contre la pauvreté et renforçant la cohésion et la solidarité, e. Développer des infrastructures de base et économiques et promouvoir l‟aménagement du territoire pour un développement équilibré. Étant un secteur important de l‟activité économique et sociale du Cap-Vert, l‟agriculture doit jouer les rôles fondamentaux ci-après: améliorer les conditions d‟existence durable des ruraux par la promotion d‟une approche intégrée du développement des communautés rurales, en misant sur le développement agrosylvo-pastoral comme axe fondamental, renforcer la sécurité alimentaire des populations rurales et urbaines, l‟approvisionnement du marché interne et le développement du secteur touristique en plein essor. Le gouvernement préconise la modernisation de l‟agriculture, la déconcentration des services et institutions d‟appui a la production, la promotion de la compétitivité dans l‟agriculture et la pêche, notamment par l‟élargissement et la diversification de la base productive. La modernisation du secteur agricole et le développement rural par l‟introduction de nouvelles technologies pour l‟intensification et la diversification, doivent assurer le renforcement du tissu économique rural. A cet effet, la croissance durable de la production agricole dépend prioritairement de mesures de rationalisation et d‟optimalisation de l‟utilisation de l‟eau d‟irrigation. Les orientations devront privilégier le montage de mécanismes d‟investissements dirigés vers une nouvelle agriculture spécialisée, complétée par la formation agro-alimentaire, et le développement d‟autres secteurs stratégiques et, particulièrement le tourisme. Les orientations stratégiques pour le secteur agricole, sont identifiées comme suit : la réorganisation de la production pluviale (végétale et animale) en vue de renforcer la capacité productive et la protection de ces zones, la diversification des activités de production et la prestation des services en milieu rural, élargissant ainsi la base productive, en accord avec les grandes orientations du Plan Stratégique, le développement et la valorisation de l‟écotourisme.

on agricultural hydraulics and rural development has been the main activity of the author in the last two decades. A large part of the professional career was devoted to studies and design of hydraulic infrastructures for the establishment of irrigation in Portugal. The recent years of his professional career focused on the internationalization of consulting services by drafting general plans, technical advises, design projects, training and specialized technical assistance to farmers and technicians. Angola and Cape Verde have been the stage of action. The present document was written with two main objectives: to obtain a Master of Science degree and to share with the community some relevant aspects of author’s work experience. The document was structured to emphasize three major units: the agricultural hydraulics, rural development and studies and projects. For these units were selected groups of activities considered relevant to the author's career: Alqueva Multi-Purpose Scheme, Rehabilitation and Modernization of Hydro-agricultural Schemes, Other Studies and Projects, Master Plans and Reports and Agriculture and Rural Development. In every activity is highlighted the aspects considered most important and which reflect the author's experience.

A agricultura cabo-verdiana é caracterizada pela baixa e irregular produtividade e não consegue produzir mais do que 20% das necessidades alimentares do país, sendo que a insegurança alimentar e a pobreza estão intimamente ligadas à fraqueza da base produtiva. A horticultura é considerada como um dos sectores mais rentáveis, com um papel importante na segurança alimentar e no orçamento das famílias. A presente dissertação tem como objectivo principal o estudo da importância da horticultura no rendimento e segurança alimentar das famílias, através da venda e consumo de produtos hortícolas. Foi realizado um estudo de caso às familias com e sem produção hortícola na ilha do Fogo em Cabo Verde e verificou-se que os agregados com regadio têm um rendimento anual bastante superior aos rendimentos auferidos pelos agregados sem regadio e a horticultura teve um contributo notável na formação desse rendimento. A nível da alimentação verificou-se que os agregados com regadio tem um consumo calórico superior aos agregados sem regadio. Verificou-se igualmente que os agregados com regadio tem uma alimentação mais diversificada, quer pela frequência de consumo diária de produtos hortícolas e frutas quer pelo consumo per capita dos mesmos.

Na sequência do projecto “Ordenamento e Valorização da Bacia Hidrográfica de Águas Belas”, da ilha de Santiago, que visou a construção de estruturas de conservação do solo e água para combater a erosão hídrica e a desertificação, disponibilizar recursos hídricos para consumo doméstico e agricultura e proteger o ambiente, estudou-se o modo como as comunidades rurais percepcionam as funções, gestão e conservação dessas estruturas, bem como o aproveitamento de recursos a elas associados. No estudo utilizou-se a informação contida no original do projecto referido, realizou-se o levantamento de dados de campo, aplicou-se um inquérito às populações beneficiadas pelas infra-estruturas construídas e utilizaram-se programas relativos a sistemas de informação geográfica. Constatou-se que as comunidades beneficiadas percepcionam os diques como infra-estruturas que disponibilizam mais meios de produção, como água para rega e abastecimento doméstico, solo e área de cultivo e a retenção de solo e água, ou seja, meios que têm uma estreita ligação com a actividade agrícola e as necessidades de sobrevivência. Observou-se igualmente que os mais jovens e as mulheres valorizam mais a segurança e, estas últimas, a maior disponibilidade de água para rega e uso doméstico. Para ajustar os usos que as comunidades fazem destas estruturas são necessárias acções de sensibilização e informação junto das comunidades sobre as funções e requisitos de manutenção das estruturas de conservação do solo e água.

Dans cet article, l´auteur caractérise l´eau et l´agriculture des îles du Cap Vert et analyse les défis de l´eau après la construction du barrage de Poilao dans la Vallée de Ribeira Seca, sur l´île de Santiago, en se servant de l´approche GIRE (Gestion Intégrée des Ressources en Eau). Au niveau de la législation, il s´avère nécessaire de proposer de nouvelles lois, décrets et règlements qui soient en accord avec notre réalité, en opposition à un important lot d´instruments juridiques inapplicables, obsolètes et de compréhension difficile. La construction du barrage de Poilão a produit des impacts environnementaux, socio-économiques et sur l´irrigation. Il s´agit de trouver un modèle de gestion qui s´adapte à la réalité du Cap Vert et de l´île de Santiago, regroupant tous les partenaires pour une gestion durable de la vallée de Ribeira Seca et qui puisse servir d´exemple aux futurs barrages à construire.

A significant postoperative problem in patients undergoing excision of intramedullary tumors is painful dysesthesiae, attributed to various causes, including edema, arachnoid scarring and cord tethering. The authors describe a technique of welding the pia and arachnoid after the excision of intramedullary spinal cord tumors used in seven cases. Using a fine bipolar forcep and a low current, the pial edges of the myelotomy were brought together and welded under saline irrigation. A similar method was used for closing the arachnoid while the dura was closed with a running 5-0 vicryl suture. Closing the pia and arachnoid restores normal cord anatomy after tumor excision and may reduce the incidence of postoperative painful dysesthesiae.

The Neolithic was marked by a transition from small and relatively egalitarian groups to much larger groups with increased stratification. But, the dynamics of this remain poorly understood. It is hard to see how despotism can arise without coercion, yet coercion could not easily have occurred in an egalitarian setting. Using a quantitative model of evolution in a patch-structured population, we demonstrate that the interaction between demographic and ecological factors can overcome this conundrum. We model the coevolution of individual preferences for hierarchy alongside the degree of despotism of leaders, and the dispersal preferences of followers. We show that voluntary leadership without coercion can evolve in small groups, when leaders help to solve coordination problems related to resource production. An example is coordinating construction of an irrigation system. Our model predicts that the transition to larger despotic groups will then occur when: (i) surplus resources lead to demographic expansion of groups, removing the viability of an acephalous niche in the same area and so locking individuals into hierarchy; (ii) high dispersal costs limit followers' ability to escape a despot. Empirical evidence suggests that these conditions were probably met, for the first time, during the subsistence intensification of the Neolithic.

This study compares the chemical composition of the solution and exchange complex of soil in a 3-year-old irrigated vineyard (Vitis vinifera L., Red Globe cultivar) with that of adjacent clearing in the native hyperxerophyllic 'caatinga' vegetation. The soils are classified as Plinthic Eutrophic Red-Yellow Argisol; according to Soil Taxonomy they are isohyperthermic Plinthustalfs. Detailed physiographic characterization revealed an impermeable gravel and cobble covering the crystalline rocks; the relief of this layer was more undulating than the level surface. Significant higher concentrations of extractable Na, K, Mg and Ca were observed within the vineyard. Lower soil acidity, higher Ca/Mg ratios, as well as lower sodium adsorption and Na/K ratios reflected additions of dolomitic lime, superphosphate and K-bearing fertilizers. As the water of the São Francisco River is of good quality for irrigation (C1S1), the increases in Na were primarily attributed to capillary rise from the saline groundwater table. None of the soil in the study area was found to be sodic. About 62% of the vineyard had an Ap horizon with salinity levels above 1.5dSm-1 (considered detrimental for grape production); according to average values for this horizon, a potential 13% reduction in grape production was predicted. Differences in chemical composition in function of distance to the collector canals were observed in the clearing, but not in the vineyard. The influence of differences in the elevations of the surface and impermeable layers, as well as pediment thickness, was generally weaker under irrigation. Under irrigation, soil moisture was greater in points of convergent surface waterflow; the effect of surface curvature on chemical properties, though less consistent, was also stronger in the vineyard.

The aim of this work was to determine whether the filters used in microirrigation systems can remove potentially emitter-clogging particles. The particle size and volume distributions of different effluents and their filtrates were established, and the efficiency of the removal of these particles and total suspended solids by screen, disc and sand filters determined. In most of the effluents and filtrates, the number of particles with a diameter > 20 μm was minimal. By analysing the particle volume distribution it was found that particles larger than the disc and screen filter pores appeared in the filtrates. However, the sand filter was able to retain particles larger than the pore size. The filtration efficiency depended more on the type of effluent than on the filter. It was also found that the particle size distribution followed a potential law. Analysis of the β exponents showed that the filters did not significantly modify the particle size distribution of the effluents

Dispersed information on water retention and availability in soils may be compiled in databases to generate pedotransfer functions. The objectives of this study were: to generate pedotransfer functions to estimate soil water retention based on easily measurable soil properties; to evaluate the efficiency of existing pedotransfer functions for different geographical regions for the estimation of water retention in soils of Rio Grande do Sul (RS); and to estimate plant-available water capacity based on soil particle-size distribution. Two databases were set up for soil properties, including water retention: one based on literature data (725 entries) and the other with soil data from an irrigation scheduling and management system (239 entries). From the literature database, pedotransfer functions were generated, nine pedofunctions available in the literature were evaluated and the plant-available water capacity was calculated. The coefficient of determination of some pedotransfer functions ranged from 0.56 to 0.66. Pedotransfer functions generated based on soils from other regions were not appropriate for estimating the water retention for RS soils. The plant-available water content varied with soil texture classes, from 0.089 kg kg-1 for the sand class to 0.191 kg kg-1 for the silty clay class. These variations were more related to sand and silt than to clay content. The soils with a greater silt/clay ratio, which were less weathered and with a greater quantity of smectite clay minerals, had high water retention and plant-available water capacity.

Soil porosity, especially pore size distribution, is an important controlling factor for soil infiltration, hydraulic conductivity, and water retention. This study aimed to verify the effect of secondary-treated domestic wastewater (STW) on the porosity of a sandy loam Oxisol in the city of Lins, state of São Paulo, Brazil. The two-year experiment was divided into three plots: soil cultivated with corn and sunflower and irrigated with STW, soil cultivated and irrigated with sodic groundwater, and non-irrigated and non-cultivated soil (control). At the end of the experiment, undisturbed core samples were sampled from 0 to 2.0 m (8 depths). The water retention curves were obtained by tension plates and Richard's pressure plate apparatus, and the pore size distribution inferred from the retention curves. It was found that irrigation with treated wastewater and treated groundwater led to a decrease in microporosity (V MI), defined as the pore class ranging from 0.2 to 50 μm diameter. On the other hand, a significant increase in cryptoporosity (V CRI) (< 0.2 μm) was identified throughout the soil profile. The presence of Na+ in both waters confirmed the role of this ion on pore size distribution and soil moisture (higher water retention).

In the State of Rio Grande do Sul, Brazil, flooded rice fields using Patos Lagoon as the source of water for irrigation are subject to be damaged by salinity, since this source is bound to the sea on its southern end. The sensitivity of rice is variable during plant development, being higher in the seedling and reproductive periods. However, there is not enough information about the behavior of plants under salt stress during the course of its development, especially in the vegetative stage. This study evaluated the effect of different levels of salinity of irrigation water on the salinity of soil solution over time and on some plant attributes, during the vegetative stage of rice. The study was conducted in a greenhouse, where seeds of the variety IRGA 424 were sown in pots and irrigated with water with electrical conductivity (ECi) levels of: 0.3, 0.75, 1.5, 3.0 and 4.5 dS m-1; from the tillering initiation (V4) until the panicle initiation (PI). The evaluations made were the electrical conductiviy of soil solution (ECe), the dry biomass of plants and stems, tillering, height and the transpiration of plants. The ECe increased with the ECi over time, and was determined by water transpiration flux in pots. The ECe values at the end of the experiment were high and, in most cases, higher than the critical values for flooded rice. The growth attributes of rice were negatively affected from ECi of 2.0 dS m-1 and ECe of 4.0 dS m-1.
