The CARIFORUM-EU Economic Partnership Agreement (EPA): an assessment of issues relating to market access, safeguards and implications for regional integration

The recent collapse of the Doha round once again underscores the tenuous nature of international trade negotiations. Likewise, the Economic Partnership Agreement (EPA) between the CARIFORUM grouping and the European Union (EU) has generated a great deal of discussion and debate over the past several months. What has clearly emerged is the existence of two diametrically opposed views on the impact and usefulness of the agreement. One view has it that the EPA is a major breakthrough in trade relations that will greatly benefit the region. On the other hand, some see it as being detrimental to the region and perhaps a total capitulation to the EU on the part of the CARIFORUM. They assert that it is part of a global EU strategy to impose World Trade Organization (WTO) policies on developing nations and get around the Doha obstacles. Both sides in this debate attempt to back up their views with reference to the text of the agreement. The objective of this review is to shed some light on the issues driving this debate particularly in the areas of market access, the impact on tariff revenues, and the implications for regional integration. This review also attempts to clarify and distill some of the main contentious issues regarding the EPA and to inform further discussion regarding an implementation plan. The approach is based on detailed study of the EPA text and its annexes plus extensive interviews with some of the main negotiators on the CARIFORUM side. Interviews were conducted both in person and via the Internet as many of the regional negotiators live or work outside of the region. The reviewer also attended presentations and discussions with some of the leading regional critics of the agreement.

The different faces of inclusion and exclusion

The notions of inclusion and exclusion have a long tradition in sociology, but have gained significant currency more recently in public policy analysis. However, a certain conceptual inflexibility arises when the distinction is applied to complex social situations. This article examines the main approaches to inclusion/exclusion in the sociological tradition, systems theory and the theory of new inequalities. On this basis, five interrelated situations of inclusion and exclusion are constructed: self-inclusion/self-exclusion, inclusion by risk/exclusion by danger, compensatory inclusion, inclusion in exclusion and sub-inclusion. They are illustrated with specific examples to refine an analytical approach to problems of inclusion and exclusion, with a view to contributing to sociological analysis and to assessing the consequences of public and private decisions.

Setting boundaries: Environmental and spatial effects on Odonata larvae distribution (Insecta)

Características ambientais e distâncias espaciais entre os locais foram utilizadas para explicar a distribuição das espécies no ambiente, através das predições da teoria Neutra (espaço) e teoria do Nicho (ambiente). Foram avaliados os efeitos de fatores geográficos e ambientais sobre a distribuição de larvas de Odonata ao longo da Bacia do Rio Suiá-Missu, no estado de Mato Grosso. Nós testamos a hipótese de que (1) o ambiente é o principal fator de estruturação da comunidade devido às suas exigências ecofisiológicas; e (2) o padrão, se presente, é mais expressivo para Zygoptera. As amostras foram feitas em 12 locais na Bacia do Rio Suiá-Missu, em três campanhas (2007/2008), com um total de 1.382 larvas de Odonata, composta por 10 famílias, 51 gêneros e 100 morfoespécies. Os Anisoptera foram mais abundantes que Zygoptera, que compreende 81% de todas as amostras. O ambiente afetou Zygoptera (R = 0,291; p = 0,007) e foi o principal fator de estruturação da assembléia. Assim, a teoria do nicho foi confirmada. A ausência deste efeito sobre Anisoptera pode ser devido às adaptações ecofisiológicos que lhes permitem ocupar diferentes habitats. Larvas de Zygoptera são indicadores de mudanças na estrutura do habitat. Os efeitos das variáveis ambientais sobre a ecologia das larvas enfatizam a forte relação entre esses organismos e integridade ambiental.

On the Electrochemical Deposition and Dissolution of Divalent Metal Ions

The deposition of Cu2+ and Zn2+ from aqueous solution has been investigated by a combination of classical molecular dynamics, density functional theory, and a theory developed by the authors. For both cases, the reaction proceeds through two one-electron steps. The monovalent ions can get close to the electrode surface without losing hydration energy, while the divalent ions, which have a stronger solvation sheath, cannot. The 4s orbital of Cu interacts strongly with the sp band and more weakly with the d band of the copper surface, while the Zn4s orbital couples only to the sp band of Zn. At the equilibrium potential for the overall reaction, the energy of the intermediate Cu+ ion is only a little higher than that of the divalent ion, so that the first electron transfer can occur in an outer-sphere mode. In contrast, the energy of the Zn+ ion lies too high for a simple outer-sphere reaction to be favorable; in accord with experimental data this suggests that this step is affected by anions.
