Inspired by the commercial desires of global brands and retailers to access the lucrative green consumer market, carbon is increasingly being counted and made knowable at the mundane sites of everyday production and consumption, from the carbon footprint of a plastic kitchen fork to that of an online bank account. Despite the challenges of counting and making commensurable the global warming impact of a myriad of biophysical and societal activities, this desire to communicate a product or service's carbon footprint has sparked complicated carbon calculative practices and enrolled actors at literally every node of multi-scaled and vastly complex global supply chains. Against this landscape, this paper critically analyzes the counting practices that create the ‘e’ in ‘CO2e’. It is shown that, central to these practices are a series of tools, models and databases which, in building upon previous work (Eden, 2012 and Star and Griesemer, 1989) we conceptualize here as ‘boundary objects’. By enrolling everyday actors from farmers to consumers, these objects abstract and stabilize greenhouse gas emissions from their messy material and social contexts into units of CO2e which can then be translated along a product's supply chain, thereby establishing a new currency of ‘everyday supply chain carbon’. However, in making all greenhouse gas-related practices commensurable and in enrolling and stabilizing the transfer of information between multiple actors these objects oversee a process of simplification reliant upon, and subject to, a multiplicity of approximations, assumptions, errors, discrepancies and/or omissions. Further the outcomes of these tools are subject to the politicized and commercial agendas of the worlds they attempt to link, with each boundary actor inscribing different meanings to a product's carbon footprint in accordance with their specific subjectivities, commercial desires and epistemic framings. It is therefore shown that how a boundary object transforms greenhouse gas emissions into units of CO2e, is the outcome of distinct ideologies regarding ‘what’ a product's carbon footprint is and how it should be made legible. These politicized decisions, in turn, inform specific reduction activities and ultimately advance distinct, specific and increasingly durable transition pathways to a low carbon society.

With a focus on key themes and debates, this article aims to illustrate and assess how the interaction between justice and politics has shaped the international regime and defined the nature of the international agreement that was signed in COP21 Paris. The work demonstrates that despite the rise of neo-conservatism and self-interested power politics, questions of global distributive justice remain a central aspect of the international politics of climate change. However, while it is relatively easy to demonstrate that international climate politics is not beyond the reach of moral contestations, the assessment of exactly how much impact justice has on climate policies and the broader normative structures of the climate governance regime remains a very difficult task. As the world digests the Paris Agreement, it is vital that the current state of justice issues within the international climate change regime is comprehensively understood by scholars of climate justice and by academics and practitioners, not least because how these intractable issues of justice are dealt with (or not) will be a crucial factor in determining the effectiveness of the emerging climate regime.

The end of the Neoproterozoic era is punctuated by two global glacial events marked by the presence of glacial deposits overlaid by cap carbonates. Duration of glacial intervals is now consistently constrained to 3-12 million years but the duration of the post-glacial transition is more controversial due to the uncertainty in cap dolostone sedimentation rates. Indeed, the presence of several stratabound magnetic reversals in Brazilian cap dolostones recently questioned the short sedimentation duration (a few thousand years at most) that was initially suggested for these rocks. Here, we present new detailed magnetostratigraphic data of the Mirassol d`Oeste cap dolostones (Mato Grosso, Brazil) and ""bomb-spike"" calibrated AMS (14)C data of microbial mats from the Lagoa Vermelha (Rio de Janeiro, Brazil). We also compile sedimentary, isotopic and microbiological data from post-Marinoan outcrops and/or recent depositional analogues in order to discuss the deposition rate of Marinoan cap dolostones and to infer an estimation of the deglaciation duration in the snowball Earth aftermath. Taken together, the various data point to a sedimentation duration in the range of a few 10(5) years. (C) 2010 Elsevier B.V. All rights reserved.

The mechanisms of nucleation and growth and the solid-to-liquid transition of metallic nanoclusters embedded in sodium borate glass were recently studied in situ via small-angle X-ray scattering (SAXS) and wide-an-le X-ray scattering (WAXS). SAXS results indicate that, under isothermal annealing conditions, the formation and growth of Bi or Ag nanoclusters embedded in sodium borate glass occurs through two successive stages after a short incubation period. The first stage is characterized by the nucleation and growth of spherical metal clusters promoted by the diffusion of Bi or Ag atoms through the initially supersaturated glass phase. The second stage is named the coarsening stage and occurs when the (Bi- or Ag-) doping level of the vitreous matrix is close to the equilibrium value. The experimental results demonstrated that, at advanced stages of the growth process, the time dependence of the average radius and density number of the clusters is in agreement with the classical Lifshitz-Slyozov-Waoner (LSW) theory. However, the radius distribution function is better described by a lognormal function than by the function derived from the theoretical LSW model. From the results of SAXS measurements at different temperatures, the activation energies for the diffusion of Ag and Bi through sodium borate glass were determined. In addition, via combination of the results of simultaneous WAXS and SAXS measurements at different temperatures, the crystallographic structure and the dependence of melting temperature T(m) on crystal radius R of Bi nanocrystals were established. The experimental results indicate that T(m) is a linear and decreasing function of nanocrystal reciprocal radius 1/R, in agreement with the Couchman and Jesser theoretical model. Finally, a weak contraction in the lattice parameters of Bi nanocrystals with respect to bulk crystals was established.

We investigate the bilayer pre-transition exhibited by some lipids at temperatures below their main phase transition, and which is generally associated to the formation of periodic ripples in the membrane. Experimentally we focus on the anionic lipid dipalmytoylphosphatidylglycerol (DPPG) at different ionic strengths, and on the neutral lipid dipalmytoylphosphatidylcholine (DPPC). From the analysis of differential scanning calorimetry traces of the two lipids we find that both pre- and main transitions are part of the same melting process. Electron spin resonance of spin labels and excitation generalized polarization of Laurdan reveal the coexistence of gel and fluid domains at temperatures between the pre- and main transitions of both lipids, reinforcing the first finding. Also, the melting process of DPPG at low ionic strength is found to be less cooperative than that of DPPC. From the theoretical side, we introduce a statistical model in which a next-nearest-neighbor competing interaction is added to the usual two-state model. For the first time, modulated phases (ordered and disordered lipids periodically aligned) emerge between the gel and fluid phases as a natural consequence of the competition between lipid-lipid interactions. The influence of the interlayer coupling on formation of the quantized Hall phase at the filling factor v = 2 was studied in the multilayer GaAs/AlGaAs heterostructures The disorder broaden Gaussian photoluminescence line due to the localized electrons was found in the quantized Hall phase of the isolated multi-quantum well structure On the other hand. the quantized Hall phase of the weakly-coupled multilayers emitted an asymmetrical line similar to that one observed in the metallic electron systems. We demonstrated that the observed asymmetry indicates a formation of the Fermi Surface in the quantized Hall phase of the multilayer electron system due to the interlayer peicolation. A sharp decrease of the single-particle scattering time associated with the extended states oil the Fermi surface was observed at the filling factor v = 2. (C) 2009 Elsevier B.V All rights reserved

An important feature of Axelrod`s model for culture dissemination or social influence is the emergence of many multicultural absorbing states, despite the fact that the local rules that specify the agents interactions are explicitly designed to decrease the cultural differences between agents. Here we re-examine the problem of introducing an external, global interaction-the mass media-in the rules of Axelrod`s model: in addition to their nearest neighbors, each agent has a certain probability p to interact with a virtual neighbor whose cultural features are fixed from the outset. Most surprisingly, this apparently homogenizing effect actually increases the cultural diversity of the population. We show that, contrary to previous claims in the literature, even a vanishingly small value of p is sufficient to destabilize the homogeneous regime for very large lattice sizes.

Elemental and Sr-Nd isotopic data on metatexites, diatexites, orthogneisses and charnockites from the central Ribeira Fold Belt indicate that they are LILE-enriched weakly peraluminous granodiorites. Harker and Th-Hf-La correlation trends suggest that these rocks represent a co-genetic sequence, whereas variations on CaO, MnO, Y and HREE for charnockites can be explained by garnet consumption during granulitic metamorphism. Similar REE patterns and isotopic results of epsilon(565)(Nd) = -5.4 to -7.3 and (87)Sr/(86)Sr(565) = 0.706-0.711 for metatexites, diatexites, orthogneisses and charnockites, as well as similar T(DM) ages between 2.0 and 1.5 Ga are consistent with evolution from a relatively homogeneous and enriched common crustal (metasedimentary) protolith. Results suggest a genetic link between metatexites, diatexites, orthogneisses and charnockites and a two-step process for charnockite development: (a) generation of the hydrated igneous protoliths by anatexis of metasedimentary rocks; (b) continuous high-grade metamorphism that transformed the ""S-type granitoids"" (leucosomes and diatexites) into orthogneisses and, as metamorphism and dehydration progressed, into charnockites. The thesis focuses on, and tries to evaluate, the role that the African Union (AU) plays in protecting the peace and security on the African continent. The thesis takes an interdisciplinary approach to the topic by both utilizing international relations and international law theories. The two disciplines are combined in an attempt to understand the evolution of the AU’s commitment to the pragmatist doctrine: responsibility to protect (R2P). The AU charter is considered to be the first international law document to cover R2P as it allows the AU to interfere in the internal affairs of its member states. The R2P doctrine was evolved around the notion of a need to arrive at a consensus in regard to the right to intervene in the face of humanitarian emergencies. A part of the post-Cold War shift in UN behaviour has been to support local solutions to local problems. Hereby the UN acts in collaboration with regional organizations, such as the AU, to achieve the shared aspirations to maintain international peace and security without getting directly involved on the ground. The R2P takes a more holistic and long-term approach to interventions by including an awareness of the need to address the root causes of the crisis in order to prevent future resurrections of conflicts. The doctrine also acknowledges the responsibility of the international community and the intervening parties to actively participate in the rebuilding of the post-conflict state. This requires sustained and well planned support to ensure the development of a stable society.While the AU is committed to implementing R2P, many of the AU’s members are struggling, both ideologically and practically, to uphold the foundations on which legitimate intervention rests, such as the protection of human rights and good governance. The fact that many members are also among the poorest countries in the world adds to the challenges facing the AU. A lack of human and material resources leads to a situation where few countries are willing, or able, to support a long-term commitment to humanitarian interventions. Bad planning and unclear mandates also limit the effectiveness of the interventions. This leaves the AU strongly dependent on regional powerbrokers such as Nigeria and South Africa, which in itself creates new problems in regard to the motivations behind interventions. The current AU charter does not provide sufficient checks and balances to ensure that national interests are not furthered through humanitarian interventions. The lack of resources within the AU also generates worries over what pressure foreign nations and other international actors apply through donor funding. It is impossible for the principle of “local solutions for local problems? to gain ground while this donor conditionality exists.The future of the AU peace and security regime is not established since it still is a work in progress. The direction that these developments will take depends on a wide verity of factors, many of which are beyond the immediate control of the AU.

This article sets out to analyse recent regime developments in Ukraine in relation to semi-presidentialism. The article asks: to what extent and in what ways theoretical arguments against semi-presidentialism (premier-presidential and president-parliamentary systems) are relevant for understanding the changing directions of the Ukrainian regime since the 1990s? The article also reviews the by now overwhelming evidence suggesting that President Yanukovych is turning Ukraine into a more authoritarian hybrid regime and raises the question to what extent the president-parliamentary system might serve this end. The article argues that both kinds of semi-presidentialism have, in different ways, exacerbated rather than mitigated institutional conflict and political stalemate. The return to the president-parliamentary system in 2010 – the constitutional arrangement with the most dismal record of democratisation – was a step in the wrong direction. The premier-presidential regime was by no means ideal, but it had at least two advantages. It weakened the presidential dominance and it explicitly anchored the survival of the government in parliament. The return to the 1996 constitution ties in well with the notion that President Viktor Yanukovych has embarked on an outright authoritarian path.

Este trabalho tem por objetivo promover uma análise dos ciclos econômicos de Brasil, Argentina e Estados Unidos, dando ênfase às mudanças de regimes ocorridas ao longo das flutuações experimentadas por esses países. Estudos recentes sobre ciclos têm argumentado em favor de ciclos internacionais de negócios. Nesse sentido, em especial, o trabalho visa testar a hipótese de um ciclo comum que afetaria ambos os países. A metodologia utilizada é a dos modelos MS-VAR – Markov switching vector autoregressions. Especificações univariadas são estimadas para o período de 1900 a 2000 e os resultados comparados aos fatos estilizados de cada país. Posteriormente um modelo multivariado é formulado para abrigar a hipótese de um ciclo conjunto, visto como mudanças comuns no processo estocástico do crescimento desses países. Os resultados sugerem que as evidências em favor desse ciclo comum são pouco robustas. As correlações contemporâneas estimadas apresentam valores bastante modestos. Em particular, existem significativas diferenças nos ciclos de Brasil, Argentina e Estados Unidos, cada um deles com características próprias e comportamentos singulares.

Esta tese discute três temas: políticas públicas, gestão tecnológica, e setor automotivo. Tendo por objetivo abreviar o ciclo de absorção e desenvolvimento de tecnologia, um volume expressivo de recursos tem sido transferido do setor público para o setor privado através do que é denominado de Política Pública Indutora (PPI). Os governos pretendem, assim, atrair aquelas empresas tecnologicamente mais capacitadas, na expectativa de que transfiram para a localidade onde se instalam o conhecimento que detêm. No Brasil, um dos setores-alvo deste tipo de política tem sido o automotivo, circunstância observada em diferentes momentos da história. Efetivamente, o Regime Automotivo Brasileiro pretende não apenas acelerar o desenvolvimento do país, mas também promover uma significativa transferência de tecnologia. A análise das PPI, por ser de extrema importância, é bastante influenciada e dificultada quer por seus defensores, quer por seus destratores, que as veêm sob os aspectos de sucesso ou não; mas, não bastasse essa dificuldade, há também o elevado conteúdo ideológico que sustenta as argumentações, que faz com que a avaliação se perca num quadro inconclusivo. Afinal, estas iniciativas são benéficas ou não para o país e para as economias regionais? Finalmente, a eficácia, e portanto o acerto desta estratégia só pode ser avaliado expost facto, quando já comprometidos, quiçá irremediavelmente, os recursos públicos. Por essa razão, este estudo desenvolve uma análise ex-ante das políticas públicas do tipo indutoras, fazendo uso de um modelo compreensivo que permite uma análise longitudinal, captando assim, as mudanças no ambiente. Entre outras, procurou-se responder à seguinte questão: é possível, hoje, inferir quanto à contrib uição, se positiva ou negativa, que o Regime Automotivo Brasileiro e os seus desdobramentos estaduais trarão à capacidade tecnológica no entorno da empresa atraída? O problema e a questão de pesquisa foram abordados, predominantemente, sob um enfoque qualitativo, e o método escolhido foi o estudo de caso. Com o auxílio do modelo proposto foi analisada e avaliada a potencialidade de aumento na capacidade tecnológica induzida pela instalação da unidade montadora da General Motors do Brasil, em Gravataí, Rio Grande do Sul. Ao final conclui- se que os benefícios previstos pelo Regime Automotivo Brasileiro, no que diz respeito a capacitação tecnológica local, dificilmente serão atingidos pela instalação de novas empresas automotivas ou a modernização das existentes.

Este trabalho analisa o papel das micro , pequenas e médias empresas no Brasil, sua importância na geração de rendas e empregos e compara os principais indicadores desse segmento com o de outros países. O trabalho faz uma análise dos principais problemas que dificultam o desenvolvimento das MPME, evidencia o que já foi feito e sugere que as políticas públicas priorizem a melhoria da competitividade das empresas, através da redução dos obstáculos causados pela excessiva regulamentação, dificuldades de acesso a financiamentos de médio e de longo prazos e através de programas e incentivos visando a melhoria da gestão das mesmas. O trabalho evidencia a importância e a evolução dos Distritos Industriais ( APL's) no Brasil, por muitos considerado como uma alternativa de fortalecimento das MPME e de desenvolvimento regional. É feita uma análise dos principais indicadores da economia informal e como algumas medidas de políticas públicas poderiam colaborar para redução dos atuais níveis de informalidade. O trabalho é concluído reenfatizando as principais ações que poderiam ser priorizadas nas diversas áreas - regulamentação, judiciário, tributária, crédito, todas objetivando melhorar a produtividade das MPME.

O Banco Central brasileiro tem como principal instrumento de política monetária a taxa de juros de curto prazo (SELIC), apesar de sabermos que a economia é mais afetada pelas taxas mais longas, pois são essas que demonstram mais precisamente o cenário prospectivo de prazo mais coerente com os investimentos. O trabalho tem como principal objetivo, analisar de que forma esta transmissão de política monetária entre as taxas curtas e longa poderia ser melhorada, através de uma atuação mais ativa na gestão da dívida pública pré fixada. Para isso, definimos uma variável S, que é tratada como a elasticidade da taxa longa à variações na taxa de curto prazo. Em seguida, analisamos econometricamente, como esta variável varia de acordo com as seguintes variáveis escolhidas: percentual pré fixado da dívida pública local, prazo médio da dívida pública local pré fixada, um parâmetro fiscal e um parâmetro de risco. Começamos o trabalho discutindo o modelo de metas de inflação no Brasil, e a influência das taxas longas nas análises produzidas. Em seguida mostramos a evolução do perfil da dívida pública desde 2000, característica dos títulos colocados no mercado e prazos médios. Veremos que, apesar da indiscutível melhora do seu perfil, a dívida pública apresenta ainda características bastante "arriscadas" e longe do ideal. Discutimos as principais teoria à respeito da formação de estrutura a termo de juros e verificamos que a idéia de otimização entre as relações de oferta e demanda ao longo da curva é um dos fatores principais na determinação de nível e formato das curvas de juros mais longas. Baseados neste conceito resolvemos analisar de que forma a sensibilidade destas taxas longas se relaciona com o aumento do percentual de títulos pré fixados na dívida total. Em seguida, definimos nosso modelo econométrico, realizamos alguns testes e variações no modelo proposto e analisamos seus resultados. Terminamos o trabalho discutindo as conclusões encontradas através de nosso estudo e propondo formas para que a melhoria do canal de transmissão de política monetária possa ser uma prioridade por parte do Tesouro Nacional e Banco Central, e para que no futuro não haja necessidade de termos uma taxa Selic tão alta para atingirmos nossos objetivos inflacionários, através de uma melhora significativa no mecanismo de transmissão de política monetária.
