Le présent travail propose une analyse du Conseil de Communication Sociale, de son importance et de sa trajectoire. Il tente d'expliquer la raison par laquelle ce Conseil, réglementé en 1991, n'a été effectivement mis en place que 14 ans plus tard. Suite à une brève période de fonctionnement, il n'y a pas eu de renouvellement de sa gestion et, depuis décembre 2002, il demeure oisif. Cependant, le besoin de fonctionnement du Conseil est signalé par plusieurs secteurs, même si accompagné de demandes de changements para rapport à son caractère et à sa représentation.

Esse artigo aborda a violência na sociedade capitalista e na escola, permitindo uma discussão sobre como ela é veiculada pelos meios de comunicação e pela maneira como os professores a enfrentam. Enfoca a necessidade da comunicação e aponta as dificuldades vivenciadas na construção do indivíduo, do aluno em particular, quando a escola e o professor não possuem clareza da importância da comunicação como forma de simbolização e representação que, em muitos casos, permitem que os atos violentos possam ser substituídos pela palavra. A escola é um lugar privilegiado para a palavra e denúncia de um problema social. Ao se desejar eliminar a violência, acaba-se por naturalizá-la, através das banalizações sofridas pelos meios de comunicação e de um Estado que legitima e violenta seus cidadãos em seus direitos básicos.

We propose an approach to integrate the theory, simulations, and experiments in protein-folding kinetics. This is realized by measuring the mean and high-order moments of the first-passage time and its associated distribution. The full kinetics is revealed in the current theoretical framework through these measurements. In the experiments, information about the statistical properties of first-passage times can be obtained from the kinetic folding trajectories of single molecule experiments ( for example, fluorescence). Theoretical/simulation and experimental approaches can be directly related. We study in particular the temperature-varying kinetics to probe the underlying structure of the folding energy landscape. At high temperatures, exponential kinetics is observed; there are multiple parallel kinetic paths leading to the native state. At intermediate temperatures, nonexponential kinetics appears, revealing the nature of the distribution of local traps on the landscape and, as a result, discrete kinetic paths emerge. At very low temperatures, exponential kinetics is again observed; the dynamics on the underlying landscape is dominated by a single barrier. The ratio between first-passage-time moments is proposed to be a good variable to quantitatively probe these kinetic changes. The temperature-dependent kinetics is consistent with the strange kinetics found in folding dynamics experiments. The potential applications of the current results to single-molecule protein folding are discussed.

The main purpose of this paper is to investigate theoretically and experimentally the use of family of Polynomial Powers of the Sigmoid (PPS) Function Networks applied in speech signal representation and function approximation. This paper carries out practical investigations in terms of approximation fitness (LSE), time consuming (CPU Time), computational complexity (FLOP) and representation power (Number of Activation Function) for different PPS activation functions. We expected that different activation functions can provide performance variations and further investigations will guide us towards a class of mappings associating the best activation function to solve a class of problems under certain criteria.

Fluvial morphometry is method of great value regarding neotectonic analysis of extensive areas because streams, besides representing one of the main agents in the relief modeling, quickly adjust their thalwegs to even the most gentle crustal deformations. The purpose of this paper is to present the application of some morphometric techniques in the Santo Anastácio River hydrographic basin in order to identify recent tectonic deformations. Additionally, we show liquefaction structures identified in the basin and interpreted here as seismites linked to ancient earthquakes (magnitudes greater than 5). The morphometric survey includes longitudinal stream profile analysis, RDE (declivity versus stream length) index application, and the sinuosity study of the Santo Anastácio River channel. Geologic substrate comprises Cretaceous siliciclastic rocks of the Caiuá and Bauru groups, locally covered by Cenozoic sediments (alluvial plains, terrace deposits, colluvial aprons, as well as in situ regoliths). Considering that liquefaction structures affect dark clay layers of 32.340±320 year BP age (14C dating), a lower age limit for the ancient earthquake is triggered in that region. The authors believe that neotectonic understanding of the Western São Paulo State Plateau is important to the geologic and geomorphologic evolution of that landscape and to the consequent territorial planning and occupation.

This paper attempts to assess both the touristic potential of scenic attractions and the environmental impacts resulting from the public use of such attractions in the Rifaina Municipality, State of São Paulo, Southeastern Brazil. In the recent past, this municipality had its economy concentrated in rural activities (livestock, corn, rice and bean crops) and in the ceramic industry (production of bricks, tiles and shackles),which was largely developed in the floodplain of the Rio Grande before the construction of the Jaguara Power Plant Dam. The impacts resulting from touristic activities were evaluated by applying the VIM - Visitor Impact Management method, with emphasis on biophysical indicators. The main touristic attractions analyzed were: (1) Rifaina artificial beach; (2) Jaguara Reservoir; (3) Morro do Chapéu (scenic hill); (4) Touristic railroad; and (5) Cuestas cliffs. Attractions (1) and (2) are the most exploited ones, including, in the second case, nautical sports, sportive and craft fishing, and summer lodging. Although currently disabled, the touristic railroad presents potential conditions to be re-explored. Attractions (3) and (5), despite keeping high landscape and ecological ecotouristic potential, are the least visited places. In the present paper, a preliminary characterization of the major issues of tourism industry in the Rifaina municipality is made, including suggestions for the sustainable exploitation of tourism resources. The final results of the environmental impact evaluation of the tourism activities include small impacts in attractions (4) and (5) and moderate impacts to the three first attractions. In order to keep the sustainable touristic potential for that municipality this study proposes the improvement of the following measures: to foster research projects on technical or scientific aspects of the touristic attractions, improvement of tourism infrastructure and the creation of an Environmental Protection Area (APA) of the cuestas' scarps.

In the year 1851, Richard Wagner had his first contact with the philosophy of Schopenhauer, a fact that was followed soon by his proclaimed and somewhat surprising conversion to schopenhauerianism. Tweny years later, his debt to Schopenhauer is reaffirmed in Beethoven, a comemorative writing in which are to be found the outlines of a philosophy of music - claimed by the composer to be based on Schopenhauer's aesthetics - that had great influence in Nietzsche's theoretical elaboration of the dionysiac, as it appears in The birth of Tragedy. My work aims primarily at investigating to what extent the musical aesthetics outlined in Beethoven is actually compatible with that presented in The world as Will and representation. The pointing out of remarkable differences between the two aesthetic conceptions gives then rise to some reflexions concerning the character of the relations between Wagner, Schopenhauer and the young Nietzsche.

Coastal cities attract a large number of tourists for their beautiful landscape and recreational activities, increasing the municipalities' income source. Thus, a need is clear for the establishment of beach quality monitoring programs to ensure bathers health. Although there is an effective monitoring program for recreational waters in Brazil there are no programs to certify the quality of beach sands. In this sense, the aim of this work was to analyze the density of bacteria from the genus Enterococcus in both sand and water from two beaches from São Vicente, São Paulo (Brazil) and correlate these densities to abiotic parameters such as: temperature, salinity, particle size, organic matter and tides). Water and sand samples were collected during February 2006 on the beaches of Gonzaguinha e Ilha Porchat and bacterial densities were determined by membrane filter technique. Temperature and salinity were measured in situ with a thermometer and a refractometer while particle size and organic matter were determined according to methods described by Suguio and Dean. There were significant differences between densities found in water and sand (p=0.004), being approximately 20 times higher in Gonzaguinha's beach sands. Similar results were found for Ilha Porchat beach samples, being the densities found in sand 3 times greater than those found in water. Both beaches showed a negative correlation between bacterial densities and salinity and temperature, suggesting a deleterious effect of these parameters on the bacterial community. On the other hand, no correlation was found between organic matter and particle size and bacterial densities. This work demonstrates that there is a great necessity for monitoring beach sand since the evaluation of beach quality is an important part of integrated coastal management programs.

Considering knowledge organization and representation as a theoretical line used by Information Science to face the subject approach to information, in a dialogical relation with subject cataloguing, indexing and analyse documentaire, this article carries out a domain-analysis of Scire journal (1995-2010) in order to identify the scientific production in the mentionned theoretical lines as well as their relationships. Scire constitutes an environment where members of the different paradigms have found an space to relate each other.

One of the major problems in landscaping in tropics is weed management. The herbaceous ornamental plant, Tagetes erecta L. (Asteraceae), is very popular for its beautiful flowers which can be used in landscape and also as cut flowers. The increase use of this plant and lack of selective herbicides led to the objective of this study to evaluate the herbicide metribuzin selectivity for this ornamental plant. The experimental design was completely randomized using four treatments (herbicide metribuzin doses: 0, 0.5, 1.0 and 1.5 L ha-1, equivalent to 0, 240, 480 and 720 g ha-1) and five replicates. The herbicide was applied over the seedling of T. erecta as pre-emergence of the weed seeds. Evaluations were performed at 7, 14, 21 and 28 days after application (DAA) by visual analysis of the toxicity symptoms over the ornamental, using the European Weed Research Council (EWRC) scale (1 to 9), where 1 is the total absence of symptoms and 9 to death plants. Polynomial regression statistical analysis was used. It was verified that, from the dose of 1.0 L ha-1, T. erecta plants died by 14 DAA, which the most of them had presented a very strong toxicity symptom; for the 0.5 L ha-1 treatment the plants had survived until 28 DAA. However, most of them already exhibited the high toxicity level, dying at 35 DAA. Thus, metribuzin was not suitable for T. erecta even at the lowest rate tested in this study.

Soil degradation can be defined as a process that reduces the ability of soil to produce property or services. Thus, the objective was to study the influence of topography and erodibility in the distribution of the chemical attributes of an Alfissol in degraded areas of Gilbués in the State of Piaui, Brazil. In the chosen area a sampling grid of 1 ha was demarcated, with points spaced at 10 x 10 m, and 121 samples were collected at intersections, in 0-0.20 m depth. Each point was georeferenced as a way to demarcate the area and prepare a topography map. For all samples pH, organic matter, phosphorus, potassium, calcium, magnesium, hydrogen and aluminum were determined. The estimate of erodibility was calculated from the equation proposed by Denardin. Based on the experiment and the results obtained it is concluded that the number of samples used was sufficient to determine the variability of soil in degraded areas of the Gilbués municipality. The discontinuity in the topography of the landscape and erodibility cause a moderate degree of heterogeneity in most chemical properties of the studied soil, establishing specific management zones.
