[spa] La implementación de un programa de subvenciones públicas a proyectos empresariales de I+D comporta establecer un sistema de selección de proyectos. Esta selección se enfrenta a problemas relevantes, como son la medición del posible rendimiento de los proyectos de I+D y la optimización del proceso de selección entre proyectos con múltiples y a veces incomparables medidas de resultados. Las agencias públicas utilizan mayoritariamente el método peer review que, aunque presenta ventajas, no está exento de críticas. En cambio, las empresas privadas con el objetivo de optimizar su inversión en I+D utilizan métodos más cuantitativos, como el Data Envelopment Análisis (DEA). En este trabajo se compara la actuación de los evaluadores de una agencia pública (peer review) con una metodología alternativa de selección de proyectos como es el DEA.

In the early 1990s, the Cold War ended, Back to the Future III was in theaters, and Iowa led the nation in reading and mathematics. Times have changed. A decade into the 21st century, Iowa has conceded its place at the top. During the past 20 years, achievement trends illustrate Iowa’s slide from a national leader in PK-12 education to a national average―sometimes below average―performer as other states (and nations) have accelerated past the state. Iowa students’ futures are at risk. Collectively, Iowa students are not hitting the mark in mathematics and reading competency. Sure, Iowa has its share of super-achievers. But the mass of Iowa students—not just underprivileged or minority students, but many of the majority white, relatively affluent students as well—are falling short of what is needed to attain quality jobs, growing incomes, and secure livelihoods in today’s globally competitive world. The world has moved beyond the industrial age and information age and is now in the innovation age. Students must be armed not only with knowledge, but also with skills and insights needed to critically analyze and innovate. The pressing problems and grand opportunities the world faces require that many more people contribute as innovators and problem solvers, not order takers and implementers. Innovators will prosper. Order takers will stagnate. The days of an abundance of low-skill jobs have come to an end.

One of the challenges that faces the winter maintainer is how much chemical to apply to the road under given conditions. Insufficient chemical can lead to the road surface becoming slick, and the road thus becoming unsafe. In all likelihood, additional applications will have to be made, requiring additional effort and use of resources. However, too much chemical can also be bad. While an excess of chemical will ensure (in most circumstances) that a safe road condition is achieved, it may also result in a substantial waste of chemical (with associated costs for this waste) and in ancillary damage to the road itself and to the surrounding environment. Ideally, one should apply what might be termed the “goldilocks” amount of chemical to the road: Not too much, and not too little, but just right. Of course the reality of winter maintenance makes achieving the “goldilocks” application rate somewhat of a fairy tale. In the midst of a severe storm, when conditions are poor and getting worse, the last thing on a plow operator’s mind is a minute adjustment in the amount of chemical being applied to the road. However, there may be considerable benefit and substantial savings to be achieved if chemical applications can be optimized to some degree, so that wastage is minimized without compromising safety. The goal of this study was to begin to develop such information through a series of laboratory studies in which the force needed to scrape ice from concrete blocks was measured, under a variety of chemical application conditions.

Methylphenidate and 3,4-methylenedioxymethamphetamine (MDMA, 'ecstasy') are widely misused psychoactive drugs. Methylphenidate increases brain dopamine and norepinephrine levels by blocking the presynaptic reuptake transporters. MDMA releases serotonin, dopamine and norepinephrine through the same transporters. Pharmacodynamic interactions of methylphenidate and MDMA are likely. This study compared the pharmacodynamic and pharmacokinetic effects of methylphenidate and MDMA administered alone or in combination in healthy subjects using a double-blind, placebo-controlled, crossover design. Methylphenidate did not enhance the psychotropic effects of MDMA, although it produced psychostimulant effects on its own. The haemodynamic and adverse effects of co-administration of methylphenidate and MDMA were significantly higher compared with MDMA or methylphenidate alone. Methylphenidate did not change the pharmacokinetics of MDMA and vice versa. Methylphenidate and MDMA shared some subjective amphetamine-type effects; however, 125 mg of MDMA increased positive mood more than 60 mg of methylphenidate, and methylphenidate enhanced activity and concentration more than MDMA. Methylphenidate and MDMA differentially altered facial emotion recognition. Methylphenidate enhanced the recognition of sad and fearful faces, whereas MDMA reduced the recognition of negative emotions. Additionally, the present study found acute pharmacodynamic tolerance to MDMA but not methylphenidate. In conclusion, the combined use of methylphenidate and MDMA does not produce more psychoactive effects compared with either drug alone, but potentially enhances cardiovascular and adverse effects. The findings may be of clinical importance for assessing the risks of combined psychostimulant misuse. Introduction: Evidence-based medicine (EBM) improves the quality of health care. Courses on how to teach EBM in practice are available, but knowledge does not automatically imply its application in teaching. We aimed to identify and compare barriers and facilitators for teaching EBM in clinical practice in various European countries. Methods: A questionnaire was constructed listing potential barriers and facilitators for EBM teaching in clinical practice. Answers were reported on a 7-point Likert scale ranging from not at all being a barrier to being an insurmountable barrier. Results: The questionnaire was completed by 120 clinical EBM teachers from 11 countries. Lack of time was the strongest barrier for teaching EBM in practice (median 5). Moderate barriers were the lack of requirements for EBM skills and a pyramid hierarchy in health care management structure (median 4). In Germany, Hungary and Poland, reading and understanding articles in English was a higher barrier than in the other countries. Conclusion: Incorporation of teaching EBM in practice faces several barriers to implementation. Teaching EBM in clinical settings is most successful where EBM principles are culturally embedded and form part and parcel of everyday clinical decisions and medical practice.

Introduction: Human experience takes place in the line of mental-time (MT) created through imagination of oneself in different time-points in past or future (self-projection in time). Here we manipulated self-projection in MT not only with respect to one's life-events but also with respect to one's faces from different past and future time-points. Methods: We here compared MTT with respect to one's facial images from different time points in past and future (study 1: MT-faces) as well as with respect to different past and future life events (study 2: MT-events). Participants were asked to make judgments about past and future face images and past and future events from three different time-points: the present (Now), eight years earlier (Past) or eight years later (Future). In addition, as a control task participants were asked to make recognition judgments with respect to faces and memory-related judgments with respect to events without changing their habitual self-location in time. Behavioral measures and functional magnetic resonance imaging (fMRI) activity after subtraction of recognition and memory related activities show both absolute MT and relative MT effects for faces and events, signifying a fundamental brain mechanism of MT, disentangled from episodic memory functions. Results: Behavioural and event-related fMRI activity showed three independent effects characterized by (1) similarity between past recollection and future imagination, (2) facilitation of judgments related to the future as compared to the past, and (3) facilitation of judgments related to time-points distant from the present. These effects were found with respect to faces and events suggesting that the brain mechanisms of MT are independent of whether actual life episodes have to be re-/pre-experienced and recruited a common cerebral network including the medial-temporal, precuneus, inferior-frontal, temporo-parietal, and insular cortices. Conclusions: These behavioural and neural data suggest that self-projection in time is a crucial aspect of MT, relying on neural structures encoding memory, mental imagery, and self. Furthermore our results emphasize the idea that mental temporal processing is more strongly directed to future prediction than to past recollection.

La littératie en santé est un concept prenant en compte les compétences et les ressources que chacun doit posséder pour gérer l'information nécessaire au maintien d'un bon état de santé. Néanmoins, il n'y pas de consensus sur une définition unique, ce qui complique une intégration adéquate de cette thématique dans le domaine de la santé. Un faible niveau de littératie en santé est un problème fréquent et concernerait près de 50% de la population Suisse (OCDE 2005). Cette problématique est d'une importance majeure car les individus avec un niveau de littératie insuffisant sont plus à risque d'un mauvais état de santé (AMA 1999) et ce phénomène représenterait 3 à 6% des coûts de la santé en Suisse selon une estimation basée sur les chiffres d'études américaines. (Spycher 2006). Les médecins de famille, considérés comme l'une des principales sources d'information en santé pour la population en Suisse, jouent un rôle central dans la promotion d'un bon niveau de santé. L'idée de ce travail vient à la suite des résultats du travail de Maîtrise de de Lara Van Leckwyck qui s'est intéressée à la perception que les médecins de famille de la région lausannoise ont du niveau de littératie de leurs patients. Ces derniers considèrent posséder les ressources nécessaires pour prendre en charge leurs patients avec un faible niveau de littératie mais ils sont ouverts à de nouveaux outils. Nous avons alors voulu tenter l'expérience et créer un outil sous la forme d'une brochure A6 contenant quatre faces dans le but d'aider ces médecins. Les objectifs sont les suivants : 1) sensibiliser et informer les médecins de famille à la problématique de la littératie en santé ; 2) offrir une aide au dépistage du niveau de littératie en santé de leurs patients ; 3) proposer une aide à la prise en charge des patients avec un faible niveau de littératie en fournissant une liste de moyens pratiques basés sur une revue de la littérature pour aider les médecins généralistes internistes dans leur prise en charge et 4) proposer une sélection d'adresses internet utiles en lien avec la problématique de la littératie en santé. Cet outil a été présenté à 15 assistants et chefs de clinique de la Policlinique médicale universitaire (PMU) de Lausanne ainsi qu'à 30 médecins internistes généralistes installés dans la région de Lausanne qui évalueront son utilité dans le cadre d'un prochain travail de Maîtrise. Les limites principales concernant un tel projet sont le format choisi pour l'outil et le fait de récolter et de transcrire des informations sur un sujet principalement étudié dans les pays anglo-saxons. Nous pouvons déjà prévoir que des adaptations sur la traduction de certains éléments de l'outil (notamment les questions de dépistage) seront certainement relevées par les médecins qui auront testé l'outil. Un travail supplémentaire mené de manière différente pourra également faire l'objet d'un futur travail.

Independentemente do sistema de preparo, as condições superficiais do solo que regem o processo erosivo pela água da chuva se alteram durante o desenvolvimento da cultura de milho. Ao mesmo tempo, as condições físicas de superfície do solo que maneam as perdas de solo são distintas das que conduzem as perdas de água por erosão. A hipótese desta pesquisa foi que essas alterações ocorridas durante o desenvolvimento da cultura do milho reduziriam as perdas de solo, mas não alterariam as perdas de água por erosão. Com base nisso, realizou-se este trabalho com o objetivo de avaliar o efeito de diferentes condições físicas de superfície do solo, criadas por métodos de seu preparo, nas perdas de solo e água por erosão hídrica (causada por chuva simulada), em três momentos de crescimento da cultura do milho. O estudo foi desenvolvido na EEA/UFRGS, município de Eldorado do Sul, RS, em Argissolo Vermelho distrófico típico, com textura franco-argiloarenosa no horizonte A e declividade média de 0,08 m m-1. Os tratamentos estudados, estabelecidos sobre resíduos culturais (recém-colhidos) de aveia-preta, foram: preparo convencional (uma aração+duas gradagens - A+2G), preparo reduzido 1 (uma escarificação+uma gradagem - E+G), preparo reduzido 2 (apenas uma escarificação - E), semeadura direta 1 (semeadora-adubadora provida de facões ou hastes sulcadoras para colocação do fertilizante na profundidade de 12 cm - SDf), semeadura direta 2 (semeadora-adubadora desprovida de hastes sulcadoras, mas contendo discos-duplos desencontrados para colocação das sementes na profundidade de 5 cm - SDd) e tratamento testemunha (preparo convencional - aração+duas gradagens -, porém sem cultivo do solo - parcela padrão ou unitária - T), seguidos da semeadura do milho (exceto o tratamento T). A avaliação das perdas de solo e água por erosão foi feita por meio da aplicação de três chuvas simuladas (simulador de braços rotativos), na intensidade de 64 mm h-1 e com duração de 120 min cada uma, nos seguintes momentos da cultura do milho: logo após a semeadura; aos 45 e aos 116 dias, após a primeira aplicação de chuva. A rugosidade superficial do solo criada pela escarificação retardou o início da enxurrada e aumentou a infiltração de água, consideravelmente diminuindo a perda dessa última por erosão, enquanto a cobertura por resíduos culturais expressivamente reduziu a perda de solo. A máquina de semeadura direta provida de facões ou hastes sulcadoras mobilizou o solo mais do que a desprovida desses órgãos (equipada apenas com sulcadores tipo discos-duplos desencontrados), diminuindo a perda de água ao redor de 35 % e mantendo a perda de solo pequena. No solo preparado convencionalmente e com cultivo, em razão do processo natural de reconsolidação e da cobertura gradual oferecida pelas plantas de milho, a perda de solo foi maior no início da cultura, enquanto a perda de água foi maior no seu final.

While the literature on directly elected mayors has largely neglected the relationship between mayors and their parties, studies of party transformation have generally ignored how changes in local democratic rules and practices affect parties. This article addresses these questions using a qualitative case study of the relationship between mayors and the three faces of their parties (in local public office, local central office and on the ground) in Genoa and Lausanne. Based on interviews with the mayors, elected representatives and party members, it finds in the two cases that, as long as these mayors can count on high levels of popularity and are not nearing the end of their term, they are 'party detached'. When these factors do not apply and/or party institutionalization increases, the relationship with the party in local central office (although not with the party in local public office or on the ground) becomes more significant.

The development of motor activation and inhibition was compared in 6-to-12 year-olds. Children had to initiate or stop the externally paced movements of one hand, while maintaining that of the other hand. The time needed to perform the switching task (RT) and the spatio-temporal variables show different agerelated evolutions depending on the coordination pattern (inor anti-phase) and the type of transition (activation, selective inhibition, non selective inhibition) required. In the anti-phase mode, activation perturbs the younger subjects' responses while temporal and spatial stabilities transiently decrease around 9 years when activating in the in-phase mode. Aged-related changes differed between inhibition and activation in the antiphase mode, suggesting either the involvement of distinct neural networks or the existence of a single network that is reorganized. In contrast, stopping or adding one hand in the in-phase mode shows similar aged-related improvement. We suggest that selectively stopping or activating one arm during symmetrical coordination rely on the two faces of a common processing in which activation could be the release of inhibition

Preface The starting point for this work and eventually the subject of the whole thesis was the question: how to estimate parameters of the affine stochastic volatility jump-diffusion models. These models are very important for contingent claim pricing. Their major advantage, availability T of analytical solutions for characteristic functions, made them the models of choice for many theoretical constructions and practical applications. At the same time, estimation of parameters of stochastic volatility jump-diffusion models is not a straightforward task. The problem is coming from the variance process, which is non-observable. There are several estimation methodologies that deal with estimation problems of latent variables. One appeared to be particularly interesting. It proposes the estimator that in contrast to the other methods requires neither discretization nor simulation of the process: the Continuous Empirical Characteristic function estimator (EGF) based on the unconditional characteristic function. However, the procedure was derived only for the stochastic volatility models without jumps. Thus, it has become the subject of my research. This thesis consists of three parts. Each one is written as independent and self contained article. At the same time, questions that are answered by the second and third parts of this Work arise naturally from the issues investigated and results obtained in the first one. The first chapter is the theoretical foundation of the thesis. It proposes an estimation procedure for the stochastic volatility models with jumps both in the asset price and variance processes. The estimation procedure is based on the joint unconditional characteristic function for the stochastic process. The major analytical result of this part as well as of the whole thesis is the closed form expression for the joint unconditional characteristic function for the stochastic volatility jump-diffusion models. The empirical part of the chapter suggests that besides a stochastic volatility, jumps both in the mean and the volatility equation are relevant for modelling returns of the S&P500 index, which has been chosen as a general representative of the stock asset class. Hence, the next question is: what jump process to use to model returns of the S&P500. The decision about the jump process in the framework of the affine jump- diffusion models boils down to defining the intensity of the compound Poisson process, a constant or some function of state variables, and to choosing the distribution of the jump size. While the jump in the variance process is usually assumed to be exponential, there are at least three distributions of the jump size which are currently used for the asset log-prices: normal, exponential and double exponential. The second part of this thesis shows that normal jumps in the asset log-returns should be used if we are to model S&P500 index by a stochastic volatility jump-diffusion model. This is a surprising result. Exponential distribution has fatter tails and for this reason either exponential or double exponential jump size was expected to provide the best it of the stochastic volatility jump-diffusion models to the data. The idea of testing the efficiency of the Continuous ECF estimator on the simulated data has already appeared when the first estimation results of the first chapter were obtained. In the absence of a benchmark or any ground for comparison it is unreasonable to be sure that our parameter estimates and the true parameters of the models coincide. The conclusion of the second chapter provides one more reason to do that kind of test. Thus, the third part of this thesis concentrates on the estimation of parameters of stochastic volatility jump- diffusion models on the basis of the asset price time-series simulated from various "true" parameter sets. The goal is to show that the Continuous ECF estimator based on the joint unconditional characteristic function is capable of finding the true parameters. And, the third chapter proves that our estimator indeed has the ability to do so. Once it is clear that the Continuous ECF estimator based on the unconditional characteristic function is working, the next question does not wait to appear. The question is whether the computation effort can be reduced without affecting the efficiency of the estimator, or whether the efficiency of the estimator can be improved without dramatically increasing the computational burden. The efficiency of the Continuous ECF estimator depends on the number of dimensions of the joint unconditional characteristic function which is used for its construction. Theoretically, the more dimensions there are, the more efficient is the estimation procedure. In practice, however, this relationship is not so straightforward due to the increasing computational difficulties. The second chapter, for example, in addition to the choice of the jump process, discusses the possibility of using the marginal, i.e. one-dimensional, unconditional characteristic function in the estimation instead of the joint, bi-dimensional, unconditional characteristic function. As result, the preference for one or the other depends on the model to be estimated. Thus, the computational effort can be reduced in some cases without affecting the efficiency of the estimator. The improvement of the estimator s efficiency by increasing its dimensionality faces more difficulties. The third chapter of this thesis, in addition to what was discussed above, compares the performance of the estimators with bi- and three-dimensional unconditional characteristic functions on the simulated data. It shows that the theoretical efficiency of the Continuous ECF estimator based on the three-dimensional unconditional characteristic function is not attainable in practice, at least for the moment, due to the limitations on the computer power and optimization toolboxes available to the general public. Thus, the Continuous ECF estimator based on the joint, bi-dimensional, unconditional characteristic function has all the reasons to exist and to be used for the estimation of parameters of the stochastic volatility jump-diffusion models.

The MTC’s main focus is on education and human capital. This focus is in recognition of the fact that the transportation industry, both public and private, in the region served by the MTC faces a serious shortage of well-trained human capital. For this reason, the MTC is in volved in creating totally new transportation education programs at two of its member universities. The University of Northern Iowa (UNI) in Cedar Falls Iowa had no courses or students in transportation when the MTC grant began. During the first year of the grant, UNI’s Geography Department took the lead in developing courses, attracting students, an getting involved a a partner in transportation activities in its service region. A similar start-up effort is now underway at Lincoln University in Jefferson City, Missouri. The MTC has also been able to strengthen and add quality to transportation education efforts at universities in the region that were already leaders in transportation.
