Attracting in-migration of the creative class has been argued by Florida (2002) to be a route to higher economic growth in the era of the knowledge economy. This paper critically evaluates this proposition in relation to old industrial regions using the example of Scotland. The paper presents an assessment of, in the first instance, to what extent there is a shortage of skilled, talented and entrepreneurial individuals and, in the second instance, whether a talent attraction strategy alone can hope to attract such people to Scotland. It is proposed that for most migrants the availability of appropriate economic opportunities is a prerequisite for mobility. However, despite uncertain evidence that place attractiveness is a catalyst to mobility among the so-called creative class, this is not a reason for dismissing talent attraction programmes. Instead it is argued that talent attraction programmes have the potential to contribute to old industrial economies, but their success will be greatest when talent attraction is carefully targeted and based on economic realities rather than the marketing of ethereal conceptions of place attractiveness.

For high-technology entrepreneurs, attaining an appropriate level of investment to support new ventures is challenging as substantial investment is usually required prior to revenue generation. Consequently, entrepreneurs must present their firms as investment ready in the context of an uncertain market response and an absence of any trading history. Gaining tenancy within a business incubator can be advantageous to this process given that placement enhances entrepreneurial contact with potential investors whilst professional client advisors (CAs) use their expertise to assist in the development of a credible business plan. However, for the investment proposal to be successful, it must make sense to fund managers despite their lack of technological expertise and product knowledge. Thus, this article explores how incubator CAs and entrepreneurs act in concert to mould innovative ideas into plausible business plans that make sense to venture fund investors. To illustrate this process, we draw upon empirical evidence which suggests that CAs act as sense makers between venture fund managers (VFMs) and high-technology entrepreneurs, yet their role and influence appears undervalued. These findings have implications for entrepreneurial access to much needed funding and also for the identification of investment opportunities for VFMs. © 2011 Taylor & Francis.

In this paper we provide a detailed profile and analysis of the regional risk capital market in Scotland, using an innovative methodology and specially developed databases which cover risk capital investment in young companies in the periods 2000–04 and 2005–07. This identifies the investment activity of all actors in the market and provides estimates of the total flow of risk capital investment into early-stage Scottish companies over the period. The paper concludes by drawing out the implications for policy makers (providing a more robust evidence base for the development, implementation and monitoring of policy) and for academic researchers (on the methodologies for estimating market scale and efficiency).

Drawing on agency and flexible capability perspectives, the authors develop a theoretical framework explaining the impact of ownership structure on organisational flexibility and store performance in retail chains. The researchers argue that franchised stores attract more entrepreneurial managers with more flexible capabilities and they have a stronger incentive to align their flexible capabilities with the demands of the business environment. A sample of 105 franchised and company-owned stores of an optical retail chain is used to test the hypotheses. Furthermore, the study found strong support for the hypotheses that 'Franchised stores have a higher structural flexibility than company-owned stores', but only weak support for operational and strategic flexible capabilities. Furthermore, in line with the study's theoretical framework, it has been found that in a highly turbulent business environment, franchised stores perform better than company-owned stores. The paper concludes with a discussion of the implications for theory development and management of ownership structures in retail chains.

This paper looks at inheritance through minimally-structured interviews with several generations of Kenyan families, seeking to explain that the how and why of poverty can be understood in the wider family context. Five main routes for ascending out of poverty were identified: (1) the gradual accumulation of resources due to income deriving from cash crops; (2) the gradual accumulation of resources due to income from non-farm work, including remittances from family member who have moved away for work; (3) the role of education, particularly skills training opposed to academic qualification, in helping provide employment; (4) accessing financial assets through support both from extended family members and from informal support mechanisms; (5) stability and benefits accruing from long-term strategic planning, including entrepreneurial activity. Both the ascent out of and the descent into poverty can be better conceived as processes, rather than due to chains of discrete events or specific ‘shocks’.

While there is a substantial body of literature exploring the influence of business incubation upon early stage firms, this debate remains almost entirely gender blind. This article challenges this assumption by adopting a feminist perspective to reveal business incubation as a gendered process shaping the identity work undertaken by women seeking legitimacy as technology venturers. In so doing, we critically evaluate prevailing normative analyses of the business incubation process and entrepreneurial legitimation. To illustrate this argument, we draw upon empirical evidence which reveals technology incubation as a legitimating induction process encouraging women to reproduce masculinized representations of the normative technology entrepreneur.

University incubators (UI) are generally believed to be important in the successful commercialisation of university spin-outs (USO) with over half of all UK Universities having established an on-campus UI. In this chapter we examine the value of UIs in the spin-out process, focusing on the structural networks of USOs located in a UI as compared to USOs in a University with no access to a UI. Our primary research question is therefore: to what extent does the structural network of USOs with access to an on-campus UI differ from USOs without? The research therefore con-tributes to a growing critique of the effectiveness of UIs in commercialis-ing academic research and the recognition of positive direct and indirect externalities from participation in networks. Through network mapping of all USOs from two research intensive universities, we profile and ana-lyse the formal and informal network ties of USOs to various partners in-ternal and external to the host university. Through interviews we also consider how these networks enhance the resources and capabilities of USOs. Our findings highlight significant differences, with USOs located in a UI having more informal but fewer formal ties, both to other USOs as well as within the host University. In contrast, location in an incuba-tor was not found to affect the extent and nature of ties with external or-ganisations. Reasons for these differences are examined through inter-views with the USOs and point to various factors including the proactive brokering role of incubator and university staff, university bureaucracy, the hidden networks of executive board members across USOs, university equity investment policy and complementary technologies.

Universities are in a current state of transition, whereby they are expected to develop a wide range of relationships with stakeholders in order to enhance regional innovation systems. However, despite external environmental pressures commonly regarded as one of the main drivers of business model evolution, there is a lack of studies that explore business model innovation as a result of multiple stakeholder influences. Accordingly, the aim of this paper is to examine the changing university business model within a region of the United Kingdom, using a stakeholder perspective that will aid theoretical development and refinement in both the business model and stakeholder fields. This examination is aided by consideration of the university business model as an activity system. Repeat interviews, combined with stakeholder theory, have been used to show how the changing university business model–stakeholder relationship has progressed through different stakeholder stages with resultant changes in content, structure and governance. Furthermore, conflicting objectives between each of the stakeholder groups (i.e. academics, industry liaison staff, technology transfer office staff and government support agency representatives) have led to the university business model evolving not as a process of co-creation but rather in a series of transitions whereby multiple stakeholders are continually shaping the university business model through strategies that are dependent upon their salience. Finally, this paper contributes to the development and refinement of business model innovation research, in that the use of stakeholder constructs can illustrate the impact of multiple stakeholders' power and influence on business model innovation.

The City of Cairo's experienced a major shift in its urban planning attitude and practice since the mid 1970s which mostly validated elements of economic planning while neutralizing its social aspects. This ad hoc approach escalated conflict in planning politics over the control of space between tiers of the planning institution and the locals leading to rigorous planning actions among major stakeholders such as eviction and control of spaces. The article examines how institutional claims over space reassembled alternative definitions of quality of life in one of Cairo's oldest quarters, and how ambitious planning schemes were mostly driven by entrepreneurial rather than societal. Based on first-hand interviews and visuals, the article aims to reveal the local's struggle to survive such interventions with attention to their daily negotiations in place.

O reforço e a diversificação do investimento na comunicação por parte das instituições educativas são discutidos neste estudo como uma das consequências da nova gestão pública. Tendo em vista a ‘qualidade’ e a ‘eficácia’ das suas prestações, as escolas têm procurado tornar-se mais dialogantes, assumindo a aposta na comunicação organizacional como parte integrante de uma estratégia empreendedora, que lhes tem vindo a conferir uma nova identidade colectiva unificada em torno dos valores neoliberais. Não obstante, os sistemas de comunicação criados são mais complexos do que se poderia supor. Revelando a influência de pressões híbridas, estes sistemas transformaram-se num contexto mediador da mudança embutido em novas concepções de escola e dos novos mandatos para a educação (assim legitimados interna e externamente), surgindo, ao mesmo tempo, como o locus de produção de novas identidades. Tal acontece porque a comunicação constitui o ponto de convergência entre as diferentes políticas educativas e as práticas localmente adoptadas na sequência de um processo de interpretação criativa das diferentes pressões. É este o sentido com que afirmamos que a comunicação se constitui numa meta-ideia ao serviço da ‘qualidade’, ainda que esta possa ser perspectivada a partir do ideal burocrático da organização (como sinónimo de eficiência administrativa), do ideal profissional (centrada no processo de ensino-aprendizagem) ou do ideal empreendedor (valorizando a capacidade de resposta às solicitações do mercado). Os dados empíricos, que sustentaram o nosso estudo, resultaram da observação do quotidiano de um agrupamento de escolas do ensinobásico e dos testemunhos recolhidos, ao longo de três anos, nesta comunidade educativa. Recorrendo ao estudo de caso como estratégia de investigação enveredámos inicialmente, num contexto de descoberta, pela realização de observações ‘desarmadas e naturais’. Usámos, posteriormente, a análise documental, a entrevista e o questionário na recolha de informação complementar, o que, mediante o cruzamento de métodos de análise qualitativa e quantitativa, nos permitiu tirar partido da triangulação dos dados. Os resultados obtidos apontam para a centralidade dos processos de comunicação na transformação induzida pela nova gestão pública e para o desenvolvimento de uma matriz discursiva bilinguista, que procura harmonizar os imperativos de ‘mercado’ com o discurso pedagógico e com modelos burocrático-profissionais de organização.

A tese analisa o empreendedorismo do imigrante português na cidade do Recife, Estado de Pernambuco, Nordeste do Brasil, durante a primeira metade do século XX. O foco da tese pode ser assim formulado: teria o imigrante português sido empreendedor nesse cenário de mudança econômica e cultural dos primeiros cinquenta anos do século XX, seja como grupo étnico, seja como pessoa de comportamento empreendedor? O corpus teórico principal é, portanto, derivado do campo do empreendedorismo. É uma pesquisa interdisciplinar, que se ampara nas áreas de história, estudos migratórios, econômicos e organizacionais. De acordo com a literatura consultada, esse tipo de abordagem não é incomum no vasto campo do empreendedorismo (Fillion, 1999 e Martinelli, 2007). À luz dessa visão interdisciplinar, a investigação debruça-se sobre o período referido, resgata a trajetória desse imigrante no país e no Recife e discute sua inserção na economia e sociedade locais. Identifica características do dinamismo econômico comercial existente no período e reconstrói a atmosfera de modernidade que a cidade atravessava no mesmo interregno histórico. Para seu desenvolvimento, a pesquisa se apóia em conteúdos de estudos migratórios, históricos e econômicos porque nesse interregno de tempo, a cidade do Recife estava atravessando a chamada era da modernidade nas esferas econômica, cultural e comportamental. No que diz respeito às questões migratórias, a pertinência é óbvia porque o tema do trabalho tem como alvo o imigrante luso. Já quanto à esfera econômica e ao contexto histórico da modernidade, seus conteúdos são trabalhados como o cenário ou o teatro de operações no qual o ator social, imigrante luso, movimentou-se. O trabalho adota, portanto, o olhar de ourives a procurar e a espiar nos textos, livros, discursos visitados e entrevistas realizadas, eventos ou sinais que conduzam à compreensão e interpretação do comportamento do ator econômico, o imigrante português, na história empresarial da cidade do Recife, na condição de empreendedor. Trata-se, por assim dizer, de uma pesquisa de postura quase arqueológica voltada a procurar achados, materiais e imateriais, que denunciem e permitam a discussão e análise do foco acima citado. Diferentemente de pesquisas recentes a serem referidas no capítulo III que exploram o comportamento empreendedor e o empreendedorismo étnico no cenário dos dias de hoje, o estudo olha pelo retrovisor para quase um século atrás e tenta reconstituir e identificar, na história do imigrante português na cidade, conteúdos empreendedorísticos. Está estruturada em 09 (nove) capítulos. No primeiro, são indicados os objetivos perseguidos, a relevância do estudo sob o ponto de vista teórico e os percalços que a pesquisa atravessou para atingir seu termo final. Faz-se, ainda, uma apresentação detalhada dos demais capítulos do trabalho. No corpo do texto, estão ainda, estampadas imagens que testemunham a presença lusa na cidade e documentam a atmosfera da vida do Recife, no período pesquisado. Os resultados encontrados sinalizam para evidências consistentes de empreendedorismo de natureza étnico lusitana nas cadeias produtivas – conceito a ser definido no 9º capítulo– das indústrias da panificação; de terreno, ferragens e construção; e alimentos em geral. Indica, ainda, comportamento empreendedor do imigrante português em diversas atividades econômicas, desde exportação e importação, cafés, restaurantes até o setor de entretenimento em geral. Acredita-se, destarte, que os resultados alcançados podem aditar contribuições relevantes nos campos referidos acima, bem como indicar novos temas de investigação que desdobrem sugestões formuladas nas considerações finais da investigação.
