Growth and mortality parameters, exploitation rates and annual recruitment patterns were estimated from monthly length-frequency samples for Sardinella longiceps, S. fimbriata, S. Albella, Decapterus macrosoma, Dipterygonatus balteatus, Rastrelliger faughni and Encrasicolina heteroloba. These results provide the first sets of stock parameter estimates for these species off Tawi-Tawi, Philippines. The growth parameters derived were found comparable with previous estimates available for the same species from other localities. Recruitment was noted to be year-round and bimodal. Estimates of fishing mortality and exploitation rate were found to be presently above appropriate levels.

A collaborative project in developing a broad-based coastal management training program in the Philippines is being undertaken by a group of government and nongovernment agencies. It addresses the lack of expertise in planning an implementation for coastal management in the country. The process will be documented to serve as a guide in starting and maintaining the process of collaborative training in coastal management in the region. Other training initiatives are outlined including regional and global efforts.

The findings are presented of a study conducted in Calauag Bay, Quezon Province, Philippines in order to estimate resource rent of mangrove areas converted to fishpond production. The rents were calculated based on the technology practised by the farmers and the prices of inputs and outputs that prevailed during the study period. The major causes of mangrove depletion are cutting of mangroves for fuelwood and charcoal and clearing for fishpond development. It was concluded that there is justification for the government to increase the feed which could be used to rehabilitate the inland-coastal fisheries to improve productivity and ensure sustainability of the ecosystem for future generations.

Three studies on pig-duck-fish-azolla integration were conducted simultaneously in La Union, Philippines. Growth performance of pigs and ducks as affected by different levels of azolla meal in their feed, and that of tilapia (Oreochromis niloticus) under varying stocking rates are presented and discussed.

The parameters a and b of the length-weight relationship (LWR) of the form W=aLb are presented for five species of serranids belonging to the genus Cephalopolis. The fish samples used for the study were caught by hook and line, fish corrals, and spearguns during August 1995 to December 1998 from the waters around Palawan Island, Philippines. Information on the LWR of six fishes from other studies conducted in Palawan is also provided.

A Constituição federal e a Lei 8.142/90 definem a participação da comunidade como condição necessária para o funcionamento do Sistema Único de Saúde (SUS). Tal definição constitucional surge no processo de l uta pela democratização do país e pela universalização dos direitos sociais, entre eles, o direito à saúde. Todavia, esse processo de democratização tem significado mais a adoção de procedimentos democráticos para organização do sistema político do que uma efetiva democratização das relações sociais pautadas pelos valores democráticos de igualdade e justiça social. No Brasil, a relação entre Estado e sociedade tem sido mediada por uma cultura política marcada pelo autoritarismo, patrimonialismo, clientelismo e o favor. Com o processo de democratização, na década de 1980, emergem elementos de uma nova cultura política adjetivada como democrática orientada pelos valores da autonomia, igualdade, solidariedade e justiça que passa a coexistir com a velha cultura. O objetivo geral deste estudo é analisar as práticas de participação presentes no Conselho Municipal de Saúde (CMS) de Fortaleza, no período de 1997-2005, e sua relação com a cultura política local. Para tanto partiu-se do principal pressuposto teórico: as práticas de participação exercidas nos conselhos de saúde inauguram uma nova institucionalidade que inclui novos sujeitos sociais os usuários na esfera pública, com as quais o processo de democratização amplia essa esfera, criando visibilidade para identificar o confronto entre a cultura política tradicional e a cultura política democrática. As técnicas de pesquisa utilizadas foram: a análise documental, a observação participante e a entrevista semiestruturada. A partir das diferentes evidências observadas no material empírico, identificou -se na análise dos dados a predominância da cultura política tradicional do autoritarismo e cooptação nas relações entre o poder público municipal e os representantes da sociedade civil ; e entre os conselheiros a tensão se manifestava na não-observância dos procedimentos democráticos, como eleições periódicas, respeito à lei e ao regimento que regula o funcionamento do CMS e no encaminhamento dos conflitos e disputas políticas. Quanto às práticas de participação, manifestaram-se de forma contraditória e dialética em ações caracterizadas pela crítica, denúncia, reivindicação, com poucas ações propositivas e na maioria das vezes tendo seu poder deliberativo desconsiderado pelo gestor. A condução política do conselho muitas vezes foi questionada, ocasionando crises de hegemonia e gerando conflitos e disputas pelo poder. A partir da análise desses conflitos e disputas políticas entre os grupos no interior do Conselho, tornou-se possível realizar uma leitura metódica acerca do confronto entre a cultura política tradicional e a democrática no CMS, constatando-se a predominância da primeira sobre a segunda. Por fim verificou-se o protagonismo do Ministério Público na resolução dos conflitos, em detrimento da força do melhor argumento. Em que pese a recorrente tutela do Ministério Público, foi pavimentado um caminho de resistências, ainda que minoritárias , contra a cultura política tradicional , cujas práticas de participação apresentam elementos constituintes para a sua transformação.

The Cogtong Bay experience represents a bold attempt to pursue a shared responsibility between the government and local residents for rehabilitating coastal resources. Some of the factors that provided the impetus to co-management arrangements were the recognition of resource management problems, dependence on coastal resources for livelihood and the desire for more sustainable resource use. This paper draws attention to the importance of legitimate user/property rights, vigilant law enforcement efforts, common commitment among stakeholders and continuing support from local leadership in viable co-management arrangements.

The parameters a and b of the length-weight relationship of the form W=aL super(b) were estimated for 13 fish species sampled in a seagrass meadow in Negros Oriental, Philippines. Also, to facilitate conversions, the relationship between total length and standard length for the 13 species is given.

It is generally accepted that co-management systems are more cost-effective than centralized management of natural resources. However, no attempts have been made to empirically verify the transaction costs involved in fisheries co-management. Some estimates of transaction costs of fisheries co-management in San Salvador Island, Philippines, are presented in this paper. These estimates are used to compare the various transaction costs in co-managed and in centrally managed fisheries in San Salvador Island.

The Pond Dynamics/Aquaculture Collaborative Research Support Program (PDA/CRSP) is a global research network to generate basic science that may be used to advance aquaculture development. One of a family of research programs funded by the United States Agency for International Development (USAID), the CRSP focuses on improving the efficiency of aquaculture systems. The PDA/CRSP began work in 1982 in Thailand, and subsequently in the Philippines, Honduras, the US and, until recently, Rwanda. At all the sites, the goal is the same: to identify constraints to aquaculture production, and to design responses that are environmentally and culturally appropriate. The research network's global experiment has focused on tilapia (Oreochromis niloticus), although some sites have devoted attention to marine shrimp and other locally significant species. Impact of the network's investigations with tilapia is examined in this article.

The link between environmental trends and economic policies is examined. The assessment of the past and present economic policies affecting the use of coastal resources in the Philippines showed that these policies have accelerated the rate of degradation of coastal resources. The current situation demands not only the reorientation of economic policies, but also other related actions to attain sustainable development of coastal resources.

The diet composition of fish caught in San Miguel Bay, Philippines, in April and May 1993 was studied. The diets of tiger-tooth croaker (Otolithes ruber), commerson's anchovy (Stolephorus commersonii); and the Indian anchovy (Stolephorus indicus) consisted mainly of zooplankton, primarily crustaceans. The stomach content of orangefin ponyfish (Leiognathus bindus) was found to consist mostly of detritus and unidentified materials. Daily rations estimated were: 1.90 g day super(1) for O. ruber of 17.3 g mean body weight (BW), 0.078 g day super(1) for S. commersonii) of 3.8 g mean BW, 0.062 g day super(1) for S. indicus of 3.9 g mean BW and 0.56 g day super(1) for L. bindus of 7.7 g mean BW.
