El interés de esta monografía es interpretar la manera en la que un Estado tiene la capacidad para transformar su identidad y proyectarla satisfactoriamente hacia otros actores. En el caso de China, esto sucede gracias a su estrategia de política exterior conocida como Desarrollo Pacífico, la cual forma parte de su relación con los miembros del grupo BRICS y ha ayudado a consolidar una tendencia hacia la cooperación. Para poder realizar una buena interpretación de la construcción de identidad china dentro del foro internacional BRICS es primordial realizar un acercamiento teórico constructivista que permite un entendimiento del proceso histórico que le ha permitido a China configurar su identidad en el marco de los BRICS, a partir de un proceso constante de interacción e identificación.

Introducción: El cáncer de pulmón es el tipo de cáncer más mortal a nivel mundial, al cual se atribuyen una de cada cinco muertes anualmente. El objetivo de este estudio fue determinar los efectos de una intervención educativa en la promoción de la actividad física, otros comportamientos saludables y los conocimientos para la prevención del cáncer de pulmón en jóvenes estudiantes de una institución educativa pública en Bogotá, Colombia. Métodos: Estudio experimental no controlado en 243 estudiantes de sexo femenino (Edad 14±1,5 años). La intervención educativa se desarrolló en tres momentos: una sesión educativa con una duración de 60 minutos acorde a la Guía para la Comunicación Educativa en el Marco del Control del Cáncer, en Colombia. Segundo, se enviaron tres correos electrónicos con información acerca del cáncer pulmonar; finalmente se desarrollaron actividades grupales. Para la toma de datos se utilizaron el cuestionario Cáncer Awareness Measure (CAM) y el Sistema de Vigilancia de Factores de Riesgo del Comportamiento (BRFSS). La evaluación se realizó en un período de seguimiento a 1, 3 y 6 meses post-intervención. Resultados: La intervención educativa incrementó significativamente los conocimientos de las jóvenes sobre los signos de alarma del cáncer pulmonar y los principales factores de riesgo modificables, tales como el consumo de cigarrillo, la exposición al humo del mismo y el sedentarismo, al sexto mes post-intervención. Las mejoras en el cambio comportamental no lograron significancia estadística. Conclusiones: Una intervención educativa mejora los conocimientos acerca de la detección temprana y la prevención del cáncer de pulmón, así como los comportamientos saludables en jóvenes estudiantes en Bogotá, Colombia. Se requiere de estudios controlados aleatorizados.

El mayor consumo de agua en Costa Rica ocurre en el Valle Central, pues ahíestá asentada cerca del 60% de la población del país. Sin embargo, la disponibilidad de agua está disminuyendo debido al crecimiento demográfico y al decreciente volumen de los ríos y aguas subterráneas.El Valle Central posee cerca de 57 ríos que podrían utilizarse como fuente de agua potable. pero sólo 10 de ellos tienen sus nacientes ubicadas en bosques primarios y son adecuadas para este fin. Las nacientes de la mayoría de los otros ríos se encuentran en tierras económicamente improductivas, tales como pastizales y áreas de bosques muy alterados, que pierden su volumen de agua durante la estación seca.Las proyecciones de crecimiento demográfico hasta el año 2100 permiten visualizar un marcado incremento en la demanda de agua, el cual se mantendrá durante los próximos 50 años. Consecuentemente, para proporcionar un adecuado suministro de agua para esta creciente población. es fundamental detener la contaminación de las aguas subterráneas y recobrar el volumen de agua de los ríos.En este trabajo se propone un plan sencillo para aumentar el volumen de agua de los ríos del Valle Central y para proteger nuestros acuíferos. Se mencionan también otros beneficios económicos y sociales que tendría la aplicación de esta propuesta.Abstract: About 60% of the popuiation of Costa Rica lives in the Central Valley where consequcntly occurs the highest water consumption. As a contrast water shortness is increasing in this country due to population growth and diminishing volume of river and subterranean water.There are about 57 rivers in the Central Valley that could be used as a source of water but only 10 of them have their headwaters inside primary forest and are appropriate for this purpose. The headwaters of mosi of the nvers lay in underproductive lands such as grass fields and very disturbed forest and bose their water volume during dry season.Population growth estimates until year 2100 allow foreseeing a high rate of increase in water demand for the next 50 years. In order to have an adequate supply of water for ihis expanding population it is mandatory to stop subterranean water pollution and to recovcr nver water volume.In this paper 1 propose a simple plan to augment the water volume of the headwaters of the rivers of the Central Valley and to protect our subterranean water sources. Other social and economic benefits that stem from this plan are also analyzed.

Este artículo aborda la problemática del reordenamiento vial en la ciudad de Heredia, Costa Rica, se parte de que la temática debe ser analizada dentro del contexto de la Gran Área Metropolitana. Se toman en cuenta aspectos como el volumen de tráfico en las calles y avenidas de la ciudad, las principales rutas de autobuses, las paradas y terminales, la ubicación de parqueos públicos y privados y la modalidad municipal de parqueos con boleta. Ante la imposibilidad de hacer ensanches en la ciudad, los pocos proyectos viales como la radial a Heredia, la construcción de un puente elevado en la Valencia y la utilización de la vía férrea con un tren moderno que una las cuatro ciudades más importantes del país, son las pocas alternativas que son posibles de realizar a corto y mediano plazo. Ante esa realidad es necesario optimizar las vías de la ciudad, mediante un reordenamiento vial. Se estima que de los problemas de tráfico que tienen las ciudades un 50% obedece a la falta de medidas de reordenamiento.   La utilización de indicadores de contaminación del aire y de contamina­ción sónica se usan como parámetros, como elementos que contribuyan al reordenamiento vial y no como un fin en sí mismo. ABSTRACT: This article analyzed the vial planning of Heredia city, Costa Rica and its environmental impact. This city is located in the main metropolitan región of Costa Rica and it is considered in this study such part of this important urban área. The study analyzed several factors such as; traffic volume of the main streets and avenues of the city, location of the public and private parking lot, and the use of the "boleta" (permission) from the Municipality. There are many factor has been considered in order to improved conditions of the street and avenues such as: to built a bright over the Valencia and the possibility to use the old train route with modern machine. There are not many option the short and medium time to overcome the traffic problem in Heredia city. For which reason, it is necessary to improved the street and avenues conditions by vial replanning due this is the cause of the 50% vial problems. In this study, the air and sonic pollution indicators are using as parameters and as element that support the making decision about vial planning.

La tesi tratta la ricerca di procedure che permettano di rilevare oggetti utilizzando il maggior numero di informazioni geometriche ottenibili da una nuvola di punti densa generata da un rilievo fotogrammetrico o da TLS realizzando un modello 3D importabile in ambiente FEM. Il primo test si è eseguito su una piccola struttura, 1.2x0.5x0.2m, in modo da definire delle procedure di analisi ripetibili; la prima consente di passare dalla nuvola di punti “Cloud” all’oggetto solido “Solid” al modello agli elementi finiti “Fem” e per questo motivo è stata chiamata “metodo CSF”, mentre la seconda, che prevede di realizzare il modello della struttura con un software BIM è stata chiamata semplicemente “metodo BIM”. Una volta dimostrata la fattibilità della procedura la si è validata adottando come oggetto di studio un monumento storico di grandi dimensioni, l’Arco di Augusto di Rimini, confrontando i risultati ottenuti con quelli di altre tesi sulla medesima struttura, in particolare si è fatto riferimento a modelli FEM 2D e a modelli ottenuti da una nuvola di punti con i metodi CAD e con un software scientifico sviluppato al DICAM Cloud2FEM. Sull’arco sono state eseguite due tipi di analisi, una lineare sotto peso proprio e una modale ottenendo risultati compatibili tra i vari metodi sia dal punto di vista degli spostamenti, 0.1-0.2mm, che delle frequenze naturali ma si osserva che le frequenze naturali del modello BIM sono più simili a quelle dei modelli generati da cloud rispetto al modello CAD. Il quarto modo di vibrare invece presenta differenze maggiori. Il confronto con le frequenze naturali del modello FEM ha restituito differenze percentuali maggiori dovute alla natura 2D del modello e all’assenza della muratura limitrofa. Si sono confrontate le tensioni normali dei modelli CSF e BIM con quelle ottenute dal modello FEM ottenendo differenze inferiori a 1.28 kg/cm2 per le tensioni normali verticali e sull’ordine 10-2 kg/cm2 per quelle orizzontali.

An unstructured mesh �nite volume discretisation method for simulating di�usion in anisotropic media in two-dimensional space is discussed. This technique is considered as an extension of the fully implicit hybrid control-volume �nite-element method and it retains the local continuity of the ux at the control volume faces. A least squares function recon- struction technique together with a new ux decomposition strategy is used to obtain an accurate ux approximation at the control volume face, ensuring that the overall accuracy of the spatial discretisation maintains second order. This paper highlights that the new technique coincides with the traditional shape function technique when the correction term is neglected and that it signi�cantly increases the accuracy of the previous linear scheme on coarse meshes when applied to media that exhibit very strong to extreme anisotropy ratios. It is concluded that the method can be used on both regular and irregular meshes, and appears independent of the mesh quality.

President’s Report Hello fellow AITPM members, Welcome to the first edition of the AITPM National Newsletter for 2009! I trust we all had a relaxing break and managed to lose track of all things transport for just a little while. I know I had trouble doing so when hunting for a car space at the shopping centre, and experiencing new projects such as the Tugun Bypass – the new gateway between New South Wales and Queensland. Byron Bay is now as close as Noosa for those high profile beach goers of Brisbane. There was also my experience of the reduced posted speed of 90km/h on the Bruce Highway around the troublesome Gympie stretch, when returning from a short Fraser Coast holiday. I expect that this relatively inexpensive safety improvement will pay substantial dividends in terms of crash reduction. The Newsletter took its annual leave last month and is refreshed and ready for a new year to keep us all informed of the latest in traffic and transport engineering, planning and management. I would like to take this opportunity to acknowledge the ongoing significant contributions of many volunteers in the Newsletter’s production. Mr Andrew Hulse, AITPM’s Immediate Past National President, serves as the Editorial Coordinator on behalf of the Institute. Each Branch Committee also includes a Newsletter Coordinator and committee members frequently contribute as well. And the ongoing contributions of readers enable us to offer the Newsletter as a vehicle for dialogue and debate around our sector. President’s Report Hello fellow AITPM members, First I would like on behalf of all AITPM members to send our condolences to all who have been affected by February’s tragic bushfires in regional Victoria, and deliver our best wishes to all of those involved in the rebuilding efforts. Over time I expect that the Victorian Government’s Royal Commission will analyse the circumstances and put forward a range of measures which will improve fire safety in vulnerable areas. As transport professionals it will be important for us to consider the findings and look to undertaking any recommendations that relate to the work we do. Not only in Victoria, but nationwide. In particular, the importance of logistics was highlighted following the fire events. Donors across Australia were this time requested to donate money rather than goods, presumably due in part to problems associated with the transport system coping with additional uncoordinated freight load, whilst being needed to support emergency management vehicle and managed freight movements. Notwithstanding, it was wonderful to see otherwise difficult to obtain goods, such as animal feed, being donated from far afield and transported in kind by trucking operators. As stated in last month’s Newsletter, AITPM made a direct cash donation to the Red Cross Bushfire Appeal immediately following the events, and a further donation to the Queensland Premier’s Disaster Relief Fund to support recovery after the North Queensland floods, which claimed seven lives. Again, we will need to monitor how the rebuilding effort unfolds particularly in regional Victoria and centres including Ingham in North Queensland, but I would urge all AITPM members who are in a position to support the restoration of the affected communities to play a part, particularly over time once the initial shock subsides and the steady job of rebuilding is underway. Onto lighter matters, AITPM’s flagship event, the 2009 AITPM National Conference, Traffic Beyond Tomorrow, being held in Adelaide from 5 to 7 August, is fast approaching. www.aitpm.com has all of the details about how to register, sponsor a booth, and so forth. We are looking forward to catching up with our conference “regulars” and meeting with new folks to AITPM, and Australian traffic and transport planning and management. President’s Report Hello fellow AITPM members, A few weeks ago we saw another example of all levels of Government pulling together in real time to try to deal with a major transport incident, this time it was container loads of ammonium nitrate falling off the Pacific Adventurer during Cyclone Hamish and the associated major oil spill due to piercing of its hull off Moreton Bay in southern Queensland. The oil spill was extensive, affecting beaches and estuaries from Moreton Island north to the Sunshine Coast; a coastal stretch of at least 60km. We saw the Queensland Government, Brisbane, Moreton Bay and Sunshine Coast Regional Council crews deployed quickly once the gravity of the situation was realised to clean up toxic oil on beaches and prevent extensive upstream contamination. Environmental agencies public and private were quick to respond to help affected wildlife. The Navy’s HMAS Yarra and another minesweeper were deployed to search for the containers in the coastal area in an effort to have them salvaged before all ammonium nitrate could leach into and harm marine habitat, which would have a substantial impact not only on that environment but also the fishing industry. all of this during the final fortnight before a State election.) While this could be branded as a maritime problem, the road transport and logistics system was crucial to the cleanup. The private vehicular ferries were enlisted to transport plant and equipment from Brisbane to Moreton Island. The plant themselves, such as graders, were drawn from road building and maintenance inventory. Hundreds of Councils’ staff were released from other activities to undertake the cleanup. While it will take some time for us to know the long term impacts of this incident, it seems difficult to fault “grassroots” government crews and their private counterparts, such as Island tourism staff, in the initial cleanup effort. From a traffic planning and management perspective, we should also remember that this sort of incident has happened on road and rail corridors in the past, albeit on lesser scales. It underlines that we do need to continue to protect communities, commercial interests, and the environment through rigorous heavy vehicle management, planning and management of dangerous goods routesincluding rail corridors through urban areas), and carefully considered incident and disaster recovery plans and protocols. I’d like to close in reminding everyone again that AITPM’s flagship event, the 2009 AITPM National Conference, Traffic Beyond Tomorrow, is being held in Adelaide from 5 to 7 August.
