The Thein Sein government of Myanmar seeks higher and balanced economic growth. This is a challenge for the government since some economic literature identifies a trade-off between higher economic growth and better regional equality, especially for countries in the early stages of development. In this paper, we propose a two-polar growth strategy as one that includes both "high" and "balanced" growth. The first growth pole is Yangon, and the second is Mandalay. Nay Pyi Taw, the national capital, will develop as an administrative centre, not as an economic or commercial one. We also propose border development with enhanced connectivity with richer neighboring countries as a complementary strategy to the two growth poles. Effects of the two-polar growth strategy with border development are tested using a Geographical Simulation Model (GSM).

Managing large medical image collections is an increasingly demanding important issue in many hospitals and other medical settings. A huge amount of this information is daily generated, which requires robust and agile systems. In this paper we present a distributed multi-agent system capable of managing very large medical image datasets. In this approach, agents extract low-level information from images and store them in a data structure implemented in a relational database. The data structure can also store semantic information related to images and particular regions. A distinctive aspect of our work is that a single image can be divided so that the resultant sub-images can be stored and managed separately by different agents to improve performance in data accessing and processing. The system also offers the possibility of applying some region-based operations and filters on images, facilitating image classification. These operations can be performed directly on data structures in the database.

Collaborative filtering recommender systems contribute to alleviating the problem of information overload that exists on the Internet as a result of the mass use of Web 2.0 applications. The use of an adequate similarity measure becomes a determining factor in the quality of the prediction and recommendation results of the recommender system, as well as in its performance. In this paper, we present a memory-based collaborative filtering similarity measure that provides extremely high-quality and balanced results; these results are complemented with a low processing time (high performance), similar to the one required to execute traditional similarity metrics. The experiments have been carried out on the MovieLens and Netflix databases, using a representative set of information retrieval quality measures.

La creación de un sistema único de Cuadro de Mandos forma parte de la medición del desempeño del uso de la TI en una Organización. Para poder realizar dicho cuadro, he estudiado los conceptos de: BSC (Balance Scorecard). Literatura Americana sobre la gestión del desempeño. Información de la corriente francesa de “Management”.La sencillez comunicativa del BSC lo hace apropiado para entender los conceptos de medida del desempeño en las Organizaciones, teniendo especial cuidado en no simplificar en exceso la elección de los conceptos a medir, con lo que se obtendría un dato rápido pero no sería real, ni útil porque nadie confiaría en el Cuadro. Por ello hay que evitar obtener rápidamente algo parecido a un indicador, que sea o inútil, o peor aún, contraproducente. Por ello, un proceso cuidadoso y reiterado, en el cual se va logrando alcanzar el conocimiento compartido sobre los objetivos reales buscado, no los manifestados inicialmente, ni los comprendidos inicialmente por los equipos de trabajo, es esencial. En el caso de la medición del desempeño esto es, más que esencial, crítico, ya que la solución habitual de implantar un producto con una colección de indicadores “fusilados” de las anteriores implantaciones del mismo paquete efectuadas por el proveedor, suele acabar resultando inútil: ni todas las empresas, incluso del mismo sector, son iguales, ni todos los directores son iguales, ni todos los gerentes son iguales. Por ello, usar un modelo “café para todos” es una pérdida de tiempo y dinero. Este trabajo muestra el camino de obtención del Cuadro, resaltando mis experiencias, los hallazgos concretos y los resultados obtenidos.

Conventional dual-rail precharge logic suffers from difficult implementations of dual-rail structure for obtaining strict compensation between the counterpart rails. As a light-weight and high-speed dual-rail style, balanced cell-based dual-rail logic (BCDL) uses synchronised compound gates with global precharge signal to provide high resistance against differential power or electromagnetic analyses. BCDL can be realised from generic field programmable gate array (FPGA) design flows with constraints. However, routings still exist as concerns because of the deficient flexibility on routing control, which unfavourably results in bias between complementary nets in security-sensitive parts. In this article, based on a routing repair technique, novel verifications towards routing effect are presented. An 8 bit simplified advanced encryption processing (AES)-co-processor is executed that is constructed on block random access memory (RAM)-based BCDL in Xilinx Virtex-5 FPGAs. Since imbalanced routing are major defects in BCDL, the authors can rule out other influences and fairly quantify the security variants. A series of asymptotic correlation electromagnetic (EM) analyses are launched towards a group of circuits with consecutive routing schemes to be able to verify routing impact on side channel analyses. After repairing the non-identical routings, Mutual information analyses are executed to further validate the concrete security increase obtained from identical routing pairs in BCDL.

Several attempts have been carried out to manufacture intermediate band solar cells (IBSC) by means of quantum dot (QD) superlattices. This novel photovoltaic concept allows the collection of a wider range of the sunlight spectrum in order to provide higher cell photocurrent while maintaining the open-circuit voltage (VOC) of the cell. In this work, we analyze InAs/GaAsN QD-IBSCs. In these cells, the dilute nitrogen in the barrier plays an important role for the strain-balance (SB) of the QD layer region that would otherwise create dislocations under the effect of the accumulated strain. The introduction of GaAsN SB layers allows increasing the light absorption in the QD region by multi-stacking more than 100 QD layers. The photo-generated current density (JL) versus VOC was measured under varied concentrated light intensity and temperature. We found that the VOC of the cell at 20 K is limited by the bandgap of the GaAsN barriers, which has important consequences regarding IBSC bandgap engineering that are also discussed in this work.

This paper proposes and analyzes the use of a nonrotating tethered system for a direct capture in Jovian orbit using the electrodynamic force generated along the cable. A detailed dynamical model is developed showing a strong gravitational and electrodynamic coupling between the center of mass and the attitude motions. This paper shows the feasibility of a direct capture in Jovian orbit of a rigid tethered system preventing the tether from rotating. Additional mechanical–thermal requirements are explored, and preliminary operational limits are defined to complete the maneuver. In particular, to ensure that the system remains nonrotating, a nominal attitude profile for a self-balanced electrodynamic tether is proposed, as well as a simple feedback control.

Recently, the cross-layer design for the wireless sensor network communication protocol has become more and more important and popular. Considering the disadvantages of the traditional cross-layer routing algorithms, in this paper we propose a new fuzzy logic-based routing algorithm, named the Balanced Cross-layer Fuzzy Logic (BCFL) routing algorithm. In BCFL, we use the cross-layer parameters’ dispersion as the fuzzy logic inference system inputs. Moreover, we give each cross-layer parameter a dynamic weight according the value of the dispersion. For getting a balanced solution, the parameter whose dispersion is large will have small weight, and vice versa. In order to compare it with the traditional cross-layer routing algorithms, BCFL is evaluated through extensive simulations. The simulation results show that the new routing algorithm can handle the multiple constraints without increasing the complexity of the algorithm and can achieve the most balanced performance on selecting the next hop relay node. Moreover, the Balanced Cross-layer Fuzzy Logic routing algorithm can adapt to the dynamic changing of the network conditions and topology effectively.

The theory of stochastic transcription termination based on free-energy competition [von Hippel, P. H. & Yager, T. D. (1992) Science 255, 809–812 and von Hippel, P. H. & Yager, T. D. (1991) Proc. Natl. Acad. Sci. USA 88, 2307–2311] requires two or more reaction rates to be delicately balanced over a wide range of physical conditions. A large body of work on glasses and large molecules suggests that this balancing should be impossible in such a large system in the absence of a new organizing principle of matter. We review the experimental literature of termination and find no evidence for such a principle, but do find many troubling inconsistencies, most notably, anomalous memory effects. These effects suggest that termination has a deterministic component and may conceivably not be stochastic at all. We find that a key experiment by Wilson and von Hippel [Wilson, K. S. & von Hippel, P. H. (1994) J. Mol. Biol. 244, 36–51] thought to demonstrate stochastic termination was an incorrectly analyzed regulatory effect of Mg2+ binding.

The purpose of this thesis is to determine if households with moderate incomes have the opportunity to acquire pecuniary wealth. In an environment of increasing globalization, labor-eliminating technology, and an overburdened entitlement system, the position of wealth is necessary for households with a penchant for early retirement and particularly for those that will inevitably succumb to involuntary retirement. In these writings, qualitative and quantitative descriptions of wealth are offered; two microeconomic metrics are introduced to identify baseline wealth and to gauge proximity to this value; and strategies are devised to close the gap between these metrics. The construct of the economic intertemporal household budget was used as the basis for this research whereby conventional measures of wealth, i.e. net worth and liquid net worth, have been coupled with historical and empirical household data to define and extrapolate wealth and wealth proximity metrics. The major finding is wealth is a dynamic variable contingent upon consumption level rather than income or saving levels. And because households exercise a greater degree of autonomy over consumption, moderate earners are afforded the same opportunities as high earners. The position of wealth is necessary because it sustains consumption in the event of an unwelcomed retirement and it can assuage reliance on entitlement programs. For the majority of households, wealth is a matter of choice.
