The 12 January 2010, an earthquake hit the city of Port-au-Prince, capital of Haiti. The earthquake reached a magnitude Mw 7.0 and the epicenter was located near the town of Léogâne, approximately 25 km west of the capital. The earthquake occurred in the boundary region separating the Caribbean plate and the North American plate. This plate boundary is dominated by left-lateral strike slip motion and compression, and accommodates about 20 mm/y slip, with the Caribbean plate moving eastward with respect to the North American plate (DeMets et al., 2000). Initially the location and focal mechanism of the earthquake seemed to involve straightforward accommodation of oblique relative motion between the Caribbean and North American plates along the Enriquillo-Plantain Garden fault system (EPGFZ), however Hayes et al., (2010) combined seismological observations, geologic field data and space geodetic measurements to show that, instead, the rupture process involved slip on multiple faults. Besides, the authors showed that remaining shallow shear strain will be released in future surface-rupturing earthquakes on the EPGFZ. In December 2010, a Spanish cooperation project financed by the Politechnical University of Madrid started with a clear objective: Evaluation of seismic hazard and risk in Haiti and its application to the seismic design, urban planning, emergency and resource management. One of the tasks of the project was devoted to vulnerability assessment of the current building stock and the estimation of seismic risk scenarios. The study was carried out by following the capacity spectrum method as implemented in the software SELENA (Molina et al., 2010). The method requires a detailed classification of the building stock in predominant building typologies (according to the materials in the structure and walls, number of stories and age of construction) and the use of the building (residential, commercial, etc.). Later, the knowledge of the soil characteristics of the city and the simulation of a scenario earthquake will provide the seismic risk scenarios (damaged buildings). The initial results of the study show that one of the highest sources of uncertainties comes from the difficulty of achieving a precise building typologies classification due to the craft construction without any regulations. Also it is observed that although the occurrence of big earthquakes usually helps to decrease the vulnerability of the cities due to the collapse of low quality buildings and the reconstruction of seismically designed buildings, in the case of Port-au-Prince the seismic risk in most of the districts remains high, showing very vulnerable areas. Therefore the local authorities have to drive their efforts towards the quality control of the new buildings, the reinforcement of the existing building stock, the establishment of seismic normatives and the development of emergency planning also through the education of the population.

La sequía afecta a todos los sectores de la sociedad y se espera que su frecuencia e intensidad aumente debido al cambio climático. Su gestión plantea importantes retos en el futuro. El enfoque de riesgo, que promueve una respuesta proactiva, se identifica como un marco de gestión apropiado que se está empezando a consolidar a nivel internacional. Sin embargo, es necesario contar con estudios sobre las características de la gestión de la sequía bajo este enfoque y sus implicaciones en la práctica. En esta tesis se evalúan diversos elementos que son relevantes para la gestión de la sequía, desde diferentes perspectivas, con especial énfasis en el componente social de la sequía. Para esta investigación se han desarrollado cinco estudios: (1) un análisis de las leyes de emergencia aprobadas durante la sequía 2005-2008 en España; (2) un estudio sobre la percepción de la sequía de los agricultores a nivel local; (3) una evaluación de las características y enfoque de gestión en seis casos de estudio a nivel europeo; (4) un análisis sistemático de los estudios de cuantificación de la vulnerabilidad a la sequía a nivel global; y (5) un análisis de los impactos de la sequía a partir en una base de datos europea. Los estudios muestran la importancia de la capacidad institucional como un factor que promueve y facilita la adopción del enfoque de riesgo. Al mismo tiempo, la falta de estudios de vulnerabilidad, el escaso conocimiento de los impactos y una escasa cultura de la evaluación post-sequía destacan como importantes limitantes para aprovechar el conocimiento que se genera en la gestión de un evento. A través del estudio de las leyes de sequía se evidencia la existencia de incoherencias entre cómo se define el problema de la sequía y las soluciones que se plantean, así como el uso de un discurso de securitización para perseguir objetivos más allá de la gestión de la sequía. El estudio de percepción permite identificar la existencia de diferentes problemas y percepciones de la sequía y muestra cómo los regantes utilizan principalmente los impactos para identificar y caracterizar la severidad de un evento, lo cual difiere de las definiciones predominantes a otros niveles de gestión. Esto evidencia la importancia de considerar la diversidad de definiciones y percepciones en la gestión, para realizar una gestión más ajustada a las necesidades de los diferentes sectores y colectivos. El análisis de la gestión de la sequía en seis casos de estudio a nivel europeo ha permitido identificar diferentes niveles de adopción del enfoque de riesgo en la práctica. El marco de análisis establecido, que se basa en seis dimensiones de análisis y 21 criterios, ha resultado ser una herramienta útil para diagnosticar los elementos que funcionan y los que es necesario mejorar en relación a la gestión del riesgo a la sequía. El análisis sistemático de los estudios de vulnerabilidad ha evidenciado la heterogeneidad en los marcos conceptuales utilizados así como debilidades en los factores de vulnerabilidad que se suelen incluir, en muchos casos derivada de la falta de datos. El trabajo sistemático de recolección de información sobre impactos de la sequía ha evidenciado la escasez de información sobre el tema a nivel europeo y la importancia de la gestión de la información. La base de datos de impactos desarrollada tiene un gran potencial como herramienta exploratoria y orientativa del tipo de impactos que produce la sequía en cada región, pero todavía presenta algunos retos respecto a su contenido, proceso de gestión y utilidad práctica. Existen importantes limitaciones vinculadas con el acceso y la disponibilidad de información y datos relevantes vinculados con la gestión de la sequía y todos sus componentes. La participación, los niveles de gestión, la perspectiva sectorial y las relaciones entre los componentes de gestión del riesgo considerados constituyen aspectos críticos que es necesario mejorar en el futuro. Así, los cinco artículos en su conjunto presentan ejemplos concretos que ayudan a conocer mejor la gestión de la sequía y que pueden resultar de utilidad para políticos, gestores y usuarios. ABSTRACT Drought affects all sectors and their frequency and intensity is expected to increase due to climate change. Drought management poses significant challenges in the future. Undertaking a drought risk management approach promotes a proactive response, and it is starting to consolidate internationally. However, it is still necessary to conduct studies on the characteristics of drought risk management and its practical implications. This thesis provides an evaluation of various relevant aspects of drought management from different perspectives and with special emphasis on the social component of droughts. For the purpose of this research a number of five studies have been carried out: (1) analysis of the emergency laws adopted during the 2005-2008 drought in Spain; (2) study of farmers perception of drought at a local level; (3) assessment of the characteristics and drought management issues in six case studies across Europe; (4) systematic analysis of drought vulnerability assessments; and (5) analysis of drought impacts from an European impacts text-based database. The results show the importance of institutional capacity as a factor that promotes and facilitates the adoption of a risk approach. In contrast, the following issues are identified as the main obstacles to take advantage of the lessons learnt: (1) lack of vulnerability studies, (2) limited knowledge about the impact and (3) limited availability of post-drought assessments Drought emergency laws evidence the existence of inconsistencies between drought problem definition and the measures proposed as solutions. Moreover, the securitization of the discourse pursue goals beyond management drought. The perception of drought by farmers helps to identify the existence of several definitions of drought. It also highlights the importance of impacts in defining and characterizing the severity of an event. However, this definition differs from the one used at other institutional and management level. As a conclusion, this remarks the importance of considering the diversity of definitions and perceptions to better tailor drought management to the needs of different sectors and stakeholders. The analysis of drought management in six case studies across Europe show different levels of risk adoption approach in practice. The analytical framework proposed is based on six dimensions and 21 criteria. This method has proven to be a useful tool in diagnosing the elements that work and those that need to be improved in relation to drought risk management. The systematic analysis of vulnerability assessment studies demonstrates the heterogeneity of the conceptual frameworks used. Driven by the lack of relevant data, the studies point out significant weaknesses of the vulnerabilities factors that are typically included The heterogeneity of the impact data collected at European level to build the European Drought Impact Reports Database (EDII) highlights the importance of information management. The database has great potential as exploratory tool and provides indicative useful information of the type of impacts that occurred in a particular region. However, it still presents some challenges regarding their content, the process of data collection and management and its usefulness. There are significant limitations associated with the access and availability of relevant information and data related to drought management and its components. The following improvement areas on critical aspects have been identified for the near future: participation, levels of drought management, sectorial perspective and in-depth assessment of the relationships between the components of drought risk management The five articles presented in this dissertation provides concrete examples of drought management evaluation that help to better understand drought management from a risk-based perspective which can be useful for policy makers, managers and users.

L’obiettivo della presente tesi è evidenziare l’importanza dell’approccio critico alla valutazione della vulnerabilità sismica di edifici in muratura e misti Il contributo della tesi sottolinea i diversi risultati ottenuti nella modellazione di tre edifici esistenti ed uno ipotetico usando due diversi programmi basati sul modello del telaio equivalente. La modellazione delle diverse ipotesi di vincolamento ed estensione delle zone rigide ha richiesto la formulazione di quattro modelli di calcolo in Aedes PCM ed un modello in 3muri. I dati ottenuti sono stati confrontati, inoltre, con l’analisi semplificata speditiva per la valutazione della vulnerabilità a scala territoriale prevista nelle “Linee Guida per la valutazione e riduzione del rischio sismico del Patrimonio Culturale”. Si può notare che i valori ottenuti sono piuttosto diversi e che la variabilità aumenta nel caso di edifici non regolari, inoltre le evidenze legate ai danni realmente rilevati sugli edifici mostrano un profondo iato tra la previsione di danno ottenuta tramite calcolatore e le lesioni rilevate; questo costituisce un campanello d’allarme nei confronti di un approccio acritico nei confronti del mero dato numerico ed un richiamo all’importanza del processo conoscitivo. I casi di studio analizzati sono stati scelti in funzione delle caratteristiche seguenti: il primo è una struttura semplice e simmetrica nelle due direzioni che ha avuto la funzione di permettere di testare in modo controllato le ipotesi di base. Gli altri sono edifici reali: il Padiglione Morselli è un edificio in muratura a pianta a forma di C, regolare in pianta ed in elevazione solamente per quanto concerne la direzione y: questo ha permesso di raffrontare il diverso comportamento dei modelli di calcolo nelle sue direzioni; il liceo Marconi è un edificio misto in cui elementi in conglomerato cementizio armato affiancano le pareti portanti in muratura, che presenta un piano di copertura piuttosto irregolare; il Corpo 4 dell’Ospedale di Castelfranco Emilia è un edificio in muratura, a pianta regolare che presenta le medesime irregolarità nel piano sommitale del precedente. I dati ottenuti hanno dimostrato un buon accordo per la quantificazione dell’indice di sicurezza per i modelli regolari e semplici con uno scarto di circa il 30% mentre il delta si incrementa per le strutture irregolari, in particolare quando le pareti portanti in muratura vengono sostituite da elementi puntuali nei piani di copertura arrivando a valori massimi del 60%. I confronti sono stati estesi per le tre strutture anche alla modellazione proposta dalle Linee Guida per la valutazione dell’indice di sicurezza sismica a scala territoriale LV1 mostrando differenze nell’ordine del 30% per il Padiglione Morselli e del 50% per il Liceo Marconi; il metodo semplificato risulta correttamente cautelativo. È, quindi, possibile affermare che tanto più gli edifici si mostrano regolari in riferimento a masse e rigidezze, tanto più la modellazione a telaio equivalente restituisce valori in accordo tra i programmi e di più immediata comprensione. Questa evidenza può essere estesa ad altri casi reali divenendo un vero e proprio criterio operativo che consiglia la suddivisione degli edifici esistenti in muratura, solitamente molto complessi poiché frutto di successive stratificazioni, in parti più semplici, ricorrendo alle informazioni acquisite attraverso il percorso della conoscenza che diviene in questo modo uno strumento utile e vitale. La complessità dell’edificato storico deve necessariamente essere approcciata in una maniera più semplice identificando sub unità regolari per percorso dei carichi, epoca e tecnologia costruttiva e comportamento strutturale dimostrato nel corso del tempo che siano più semplici da studiare. Una chiara comprensione del comportamento delle strutture permette di agire mediante interventi puntuali e meno invasivi, rispettosi dell’esistente riconducendo, ancora una volta, l’intervento di consolidamento ai principi propri del restauro che includono i principi di minimo intervento, di riconoscibilità dello stesso, di rispetto dei materiali esistenti e l’uso di nuovi compatibili con i precedenti. Il percorso della conoscenza diviene in questo modo la chiave per liberare la complessità degli edifici storici esistenti trasformando un mero tecnicismo in una concreta operazione culturale . Il presente percorso di dottorato è stato svolto in collaborazione tra l’Università di Parma, DICATeA e lo Studio di Ingegneria Melegari mediante un percorso di Apprendistato in Alta Formazione e Ricerca.

The premise of automated alert correlation is to accept that false alerts from a low level intrusion detection system are inevitable and use attack models to explain the output in an understandable way. Several algorithms exist for this purpose which use attack graphs to model the ways in which attacks can be combined. These algorithms can be classified in to two broad categories namely scenario-graph approaches, which create an attack model starting from a vulnerability assessment and type-graph approaches which rely on an abstract model of the relations between attack types. Some research in to improving the efficiency of type-graph correlation has been carried out but this research has ignored the hypothesizing of missing alerts. Our work is to present a novel type-graph algorithm which unifies correlation and hypothesizing in to a single operation. Our experimental results indicate that the approach is extremely efficient in the face of intensive alerts and produces compact output graphs comparable to other techniques.

Background Because many acute cerebral ischemic events are caused by rupture of vulnerable carotid atheroma and subsequent thrombosis, the present study used both idealized and patient-specific carotid atheromatous plaque models to evaluate the effect of structural determinants on stress distributions within plaque. Methods and Results Using a finite element method, structural analysis was performed using models derived from in vivo high-resolution magnetic resonance imaging (MRI) of carotid atheroma in 40 non-consecutive patients (20 symptomatic, 20 asymptomatic). Plaque components were modeled as hyper-elastic materials. The effects of varying fibrous cap thickness, lipid core size and lumen curvature on plaque stress distributions were examined. Lumen curvature and fibrous cap thickness were found to be major determinants of plaque stress. The size of the lipid core did not alter plaque stress significantly when the fibrous cap was relatively thick. The correlation between plaque stress and lumen curvature was significant for both symptomatic (p = 0.01; correlation coefficient: 0.689) and asymptomatic patients (p = 0.01; correlation coefficient: 0.862). Lumen curvature in plaques of symptomatic patients was significantly larger than those of asymptomatic patients (1.50±1.0mm-1 vs 1.25±0.75 mm-1; p = 0.01). Conclusion Specific plaque morphology (large lumen curvature and thin fibrous cap) is closely related to plaque vulnerability. Structural analysis using high-resolution MRI of carotid atheroma may help in detecting vulnerable atheromatous plaque and aid the risk stratification of patients with carotid disease.

Excavation works in urban areas require a preliminary risk damage assessment. In historical cities, the prediction of building response to settlements is necessary to reduce the risk of damage of the architectural heritage. The current method used to predict the building damage due to ground deformations is the Limiting Tensile Strain Method (LTSM). In this approach the building is modelled as an elastic beam subjected to imposed Greenfield settlements and the induced tensile strains are compared with a limit value for the material. These assumptions can lead to a non realistic evaluation of the damage. In this paper, the possibility to apply a settlement risk assessment derived from the seismic vulnerability approach is considered. The parameters that influence the structural response to settlements can be defined through numerical analyses which take into account the nonlinear behaviour of masonry and the soil-structure interaction. The effects of factors like material quality, geometry of the structure, amount of openings, type of foundation or the actual state of preservation can be included in a global vulnerability index, which should indicate the building susceptibility to damage by differential settlements of a given magnitude. Vulnerability curves will represent the expected damage of each vulnerability class of building as a function of the settlement.

The growth of maritime transport and oil exploitation activities may increase the risk of oil spills. Thus, plans and actions to prevent or mitigate impacts are needed to minimize the effects caused by oil. However, tools used worldwide to support contingency plans have not been integrated, thus leading to failure in establishing priority areas. This investigation aimed to develop indices of environmental vulnerability to oil (IEVO), by combining information about environmental sensibility to oil and results of numerical modeling of spilled oil. To achieve that, a case study concerning to oil spills scenarios in a subtropical coastal area was designed, and IEVOs were calculated and presented in maps, in order to make the information about the areas' vulnerability more easily visualized. For summer, the extension of coastline potentially affected by oil was approximately 150. km, and most of the coastline presented medium to high vulnerability. For winter, 230. km coastline would be affected, from which 75% were classified as medium to high vulnerability. Thus, IEVO maps allowed a rapid and clearer interpretation of the vulnerability of the mapped region, facilitating the planning process and the actions in response to an oil spill. © 2013 Elsevier Ltd.

The study undertakes a review of the Poverty Reduction Strategy Papers (PRSPs), and Interim Poverty Reduction Strategy Papers (I-PRSPs) of four selected Caribbean SIDS from the Eastern Caribbean. The countries had participated in the Poverty Reduction Strategy initiative formulated by the World Bank. The country papers reviewed were the Commonwealth of Dominica, Grenada, Saint Lucia and St. Vincent and the Grenadines. The review assesses and provides a comparative analysis of the general awareness of the notions of vulnerability and the inclusion and use of strategies that address the reduction of vulnerability and the strengthening of resilience by the countries reviewed. It also explores how vulnerability reduction strategies were applied to differing groups, as elaborated through the PRSPs.

Soil erosion is a natural geological phenomenon resulting from removal and transportation of soil particles by water, wind, ice and gravity. As soil erosion may be affected from cultural factors as well. The physical and social phenomena of soil erosion are researched in six communities in the upper part of Rio Grijalva Basin in the vicinity of Motozintla de Mendoza, Chiapas, Mexico. For this study, the USDA RUSLE model was applied to estimate soil erosion rates in the six communities based on the available data. The RUSLE model is based on soil properties, topography, and land cover and management factors. These results showed that estimated soil erosion rates ranged from a high of 2,050 metric ton ha-1 yr-1 to a low of 100 metric ton ha-1 yr-1. A survey concerning knowledge, attitudes and practices (KAP) related to soil erosion was also conducted in all 236 households in the six communities. The main findings of the KAP survey were: 69% of respondents did not know what soil erosion was, while over 40% of the population perceived that hurricanes are the biggest factors that cause soil erosion, and about 20 % of the interviewees said that the landslides are the consequences of the soil erosion. People in communities did not perceive cultural factors as important in conservation efforts for reduce vulnerability to erosion; therefore, the results obtained are suggested to be useful for informing efforts to educate stakeholders.

In natural hazard research, risk is defined as a function of (1) the probability of occurrence of a hazardous process, and (2) the assessment of the related extent of damage, defined by the value of elements at risk exposed and their physical vulnerability. Until now, various works have been undertaken to determine vulnerability values for objects exposed to geomorphic hazards such as mountain torrents. Yet, many studies only provide rough estimates for vulnerability values based on proxies for process intensities. However, the deduced vulnerability functions proposed in the literature show a wide range, in particular with respect to medium and high process magnitudes. In our study, we compare vulnerability functions for torrent processes derived from studies in test sites located in the Austrian Alps and in Taiwan. Based on this comparison we expose needs for future research in order to enhance mountain hazard risk management with a particular focus on the question of vulnerability on a catchment scale.

In many different ways psychologists are challenged to evaluate their work and be accountable when therapy is not progressing. One time honored approach to addressing the lack of progress is to seek formal psychological assessment to gain a better diagnostic understanding as well as treatment recommendations. The perspective on the purpose of the assessment seems to have changed however. Historically, the presumption was that there was some kind of pathology that the clinician was not seeing, where currently the perspective seems to be shifting more towards a focus on what might not be working in the therapeutic process. This shift in focus has led to new styles of collaborative and consultative assessment such as Therapeutic Assessment. Therapeutic Assessment was developed by Stephen Finn and has shown a great deal of promise helping clients and therapists gain valuable insight and move toward meaningful life changes (1998). Amidst the promise of consultative assessment also lie potential challenges for the referring clinician. This paper will explore the nature of consultative relationships in the field of mental health and the current thoughts about the advantages and challenges of these relationships. Using a case study format, it will discuss and illustrate issues of professional vulnerability that can arise during these relationships and postulate that a similar vulnerability could be present during a consultative assessment. Recommendations are made for maximizing the success of this type of assessment, and ideas for future research are reviewed. Through the lens of a couples Therapeutic Assessment case, this paper will examine what it is about this unique kind of professional relationship that garners such powerful potential and pitfalls.
