Marine protected areas (MPAs) are important tools for management of marine ecosystems. While desired, ecological and biological criteria are not always feasible to consider when establishing protected areas. In 2001, the Virgin Islands Coral Reef National Monument (VICR) in St. John, US Virgin Islands was established by Executive Order. VICR boundaries were based on administrative determination of Territorial Sea boundaries and land ownership at the time of the Territorial Submerged Lands Act of 1974. VICR prohibits almost all fishing and other extractive uses. Surveys of habitat and fishes inside and outside of VICR were conducted in 2002-07. Based on these surveys, areas outside VICR had significantly more hard corals; greater habitat complexity; and greater richness, abundance and biomass of reef fishes than areas within VICR, further supporting results from 2002-2004 (Monaco et al., 2007). The administrative (political) process used to establish VICR did not allow a robust ecological characterization of the area to determine the boundaries of the MPA. Efforts are underway to increase amounts of complex reef habitat within VICR by swapping a part of VICR that has little coral reef habitat for a Territorially-owned area within VICR that contains a coral reef with higher coral cover.

In August and September of 1997 and 1998, we used SCUBA techniques to surgically implant Vemco V16 series acoustic transmitters in 6 greenspotted rockfish (Sebastes chlorostictus) and 16 bocaccio (S. paucispinis) on the flank of Soquel Canyon in Monterey Bay, California. Fish were captured at depths of 100–200 m and reeled up to a depth of approximately 20 m, where a team of SCUBA divers anesthetized and surgically implanted acoustic transmitters in them. Tagged fish were released on the seafloor at the location of catch. An array of recording receivers on the seafloor enabled the tracking of horizontal and vertical fish movements for a three-month period. Greenspotted rockfish tagged in 1997 exhibited almost no vertical movement and showed limited horizontal movement. Two of these tagged fish spent more than 90% of the time in a 0.58-km2 area. Three other tagged greenspotted rockfish spent more than 60% of the time in a 1.6-km2 area but displayed frequent horizontal movements of at least 3 km. Bocaccio exhibited somewhat greater movements. Of the 16 bocaccio tagged in 1998, 10 spent less than 10% of the time in the approximately 12-km2 study area. One fish stayed in the study area for about 50% of the study time. Signals from the remaining 5 fish were recorded in the study area the entire time. Bocaccio frequently moved vertically 10–20 m and occasionally displayed vertical movements of 100 m or greater.

Elevational and latitudinal patterns of species richness for birds and mammals were compared with human population density in relation to nature reserve designation in two areas of Yunnan Province, China. Results suggest that species richness is not the same for the two areas. In Gaoligongshan Region, species richness is inversely correlated with elevation and altitude, while reserve designation is positively correlated with elevation and latitude. In Jingdong County, reserve designations are positively correlated with elevation, but species richness shows no clear trends. In general, the present situation is strongly influenced by human activities. It appears that reserve designation is mismatched with species richness in Gaoligongshan Region, while there is a better fit between the two in Jingdong County. In both areas, however, it appeared that reserves were located primarily in order to reduce conflict with humans rather than to maximize conservation of biodiversity, probably because humans were responsible for forest-especially primary forest-destruction and degradation in the low-lying areas.

Data from a large-scale contingent valuation study are used to investigate the effects of forest attributes on willingness to pay for forest recreation in Ireland. In particular, the presence of a nature reserve in the forest is found to significantly increase the visitors' willingness to pay. A random utility model is used to estimate the welfare change associated with the creation of nature reserves in all the Irish forests currently without one. The yearly impact on visitors' economic welfare of new nature reserves approaches half a million pounds per annum, exclusive of non-recreational values. (C) 2000 Elsevier Science B.V.
