To become a prosperous country devoid of institutional preconditions for corruption, Croatia will have to define its own goals, persevere in reaching them and introduce some sort of internal monitoring. True political will, democratisation, government accountability and appropriate policies are crucial, particularly for the institutions and mechanisms that monitor government accountability and citizen participation. One can only reiterate the European Commission’s hope that membership will prove to be an additional incentive to Croatia’s politicians to change their behaviour and start addressing state capture in the country.

Declining support for the European Union in many member states is causing some disquiet about the possibility of an even lower voter turnout in the upcoming European Parliament (EP) elections to be held next May. This discontent might well be exploited by populist anti-European parties and boost protest-vote participation, cautions Sonia Piedrafita in this EPIN Commentary, and this would pose a serious risk for EU decision-making and undermine the sense of common identity and any plans for further integration. This Commentary, which looks at the elections from an EU perspective, is the first in a series of Commentaries by EPIN (European Policy Institutes Network) that will examine the outlook for the European Parliament elections in various member states.

The recent slight improvement in the GDP growth rates in the eurozone has led European policy-makers to proclaim victory and assert that the austerity programmes imposed within the eurozone are paying off. But is this really the case? In this Commentary Paul De Grauwe and Yuemei Ji argue that the improvement in the eurozone business cycle is the result of the ECB’s announcement of its Outright Monetary Transaction (OMT) programme, and that austerity has left a legacy of unsustainable debt that will test the political resilience of the debtor countries.

EU diplomats are still struggling to keep abreast of events in Egypt. A reconstruction of the police state – bankrolled by Saudi Arabia, Kuwait and the UAE – is the exact opposite of what the EU tried to achieve under the Presidency of Mohamed Morsi, namely long-term stability based on respect for democracy and the rule of law. It is therefore perhaps surprising that the EU has so far not imposed any sanctions against members of the military regime led by General al-Sisi. Instead, it is trying to build an inclusive political dialogue to restore a democratic process. Is this what the EU should do? The answer is, quite plainly, ‘Yes’– at least for the moment.

In previous European elections, Polish political parties were not able to draw a large number of voters to the polling stations. Poland stood out in the European Union mainly by its extremely low turnout. In light of the current situation in the Polish political scene, this EPIN Commentary predicts that the chances are that the 2014 electoral campaign will also be lacklustre, focused on domestic issues, resulting yet again in a disappointing turnout.

In his penetrating look at who lost Ukraine, Ivan Krastev finds that ultimately, everybody got Ukraine wrong. In his view, outsiders need to understand how high the stakes have recently become in the post-Soviet space, where two opposing integration projects are doomed to clash. He concludes that there are only three options left for Ukraine: sign the agreement with the EU, as the majority of Ukrainians want; join Putin’s EurAsEC, as the endangered political elite prefers; or go bankrupt.

Surveying the political and economic problems that plague Ukraine today, Michael Emerson warns in this commentary that unless strong and sound fresh governance structures are immediately put into place, the political dynamics will lead to catastrophic radicalisation, chaos and conflict. He calls upon the EU, elected by the Ukrainian street as honorary sponsor of the EuroMaidan, to prepare for this contingency now, observing that emergency situations require emergency measures.

Despite the emergence of a critical debate against the EU-imposed austerity measures both at the level of the political elites and on the street, this EPIN Commentary by two Spanish political scientists based in Barcelona finds no sign that the upcoming European elections will have a more European focus than any of the previous ones. While there is no anti-European discourse among the Spanish mainstream political parties, they report that public trust in the European institutions is plummeting and Spanish turnout in European elections has been dropping in the last few years. In the authors’ view, the main reason for this is the low level of awareness of the functioning of the European Parliament but some responsibility also lies with the Spanish political parties and the way they deal with the electoral campaign to mobilise the discontented voters, who consider unemployment and the economic situation as the two most important issues that the country is facing at the moment.

The recent presidential and early parliamentary elections in Macedonia are only one illustration of the country’s long-term political condition: illiberal democracy. What is needed is a re-think of the instruments and the manner in which major international actors could and should foster constitutional liberalism in Macedonia. While recognising that the primary and essential responsibility lies with Macedonians themselves, the author calls for support to establish the Macedonian state’s capacity for the legitimate exercise of power.

In his reflections on the intervening century since the start of the First World War, Erwan Fouéré acknowledges that the EU has brought enormous benefits to its citizens by extending the frontiers of peace and security to include 28 member countries. At the same time, however, he warns that the voices of populism are trying to destroy its very foundations and calls upon the European Union to work much harder at showing that the integration project is both vital and necessary for continued peace and prosperity in Europe.

Bosnia-Herzegovina's provisional constitutional system, as created by the Dayton Agreement, has outlived its purpose by more than ten years. Economic and political governance are now even more deadlocked by corruption, political recriminations and institutional failure. Fouéré and Blockmans argue the need for more robust engagement by both the EU and the US and for a constitutional convention to spur reform. This should facilitate the transition from the country’s current status as international protectorate to sustainable self-government, guided by the EU pre-accession process.

For many years, when natural gas was mentioned in conjunction with Ukraine, it meant nothing but trouble. But at the very moment when Ukraine's territorial integrity is at stake, natural gas could become part of the solution. Due to its massive storage potential, namely one-third that of the EU (or seven-times that of the UK), Ukraine is a natural candidate for an eastern European gas hub. Becoming an integrated part of the European gas market has economic and political merits – both for Ukraine and the EU.

Despite the fact that anti-establishment, mostly euro-sceptic parties won about one-fifth of the vote in the European Parliament elections last month, Daniel Gros insists that it is not quite accurate (or fair) to characterise the result as a rejection of Europe. He argues that the deeper roots of the surge of euro-sceptic and other protest parties originate with the general dissatisfaction with the state of the economy and dysfunctional national political systems. Tinkering with austerity or the fundamental right of free movement within the EU will not make much of a difference and, in his view, only reform at home, in national capitals, will stem the tide of euro-scepticism.

In this new commentary, CEPS Fellow Marco Incerti argues that the so-called technical and legal arguments that are being advanced against the lead candidates’ (Spitzenkandidaten) selection process actually boil down to political choices − choices that are set against the increasingly confrontational climate between the European Council and European Parliament that has characterised their dealings in recent years.

The Spitzenkandidaten experiment has been at the centre of a heated debate for several months now, prompting much speculation as to the changes it will bring to the balance of power between the EU institutions. But the real coup d’état has been directed against the old process of appointing the European Commission President behind closed doors. Although the new procedure entails “a number of political, institutional and ‘thus’ constitutional ambiguities”, according to the authors of this commentary, it has rendered that process more transparent, if not more democratic – and will almost certainly endure to the next European elections in 2019 and beyond. As a result, they conclude that the new procedure is likely to trigger important changes in Europe’s political parties and elections.
