Aquaculture in Africa is fairly insignificant by world standards and accounts for a mere 0.4 per cent of global aquaculture production. The application of genetics can play an important role in efforts to increase aquaculture production in Africa through methods such as selective breeding, hybridization, chromosome manipulation and use of YY “supermales”. Other issues that need to be addressed are limited genetic research facilities, funding, human capacity and suitable species for aquaculture.

Com cada vez mais intenso desenvolvimento urbano e industrial, atualmente um desafio fundamental é eliminar ou reduzir o impacto causado pelas emissões de poluentes para a atmosfera. No ano de 2012, o Rio de Janeiro sediou a Rio +20, a Conferência das Nações Unidas sobre Desenvolvimento Sustentável, onde representantes de todo o mundo participaram. Na época, entre outros assuntos foram discutidos a economia verde e o desenvolvimento sustentável. O O3 troposférico apresenta-se como uma variável extremamente importante devido ao seu forte impacto ambiental, e conhecer o comportamento dos parâmetros que afetam a qualidade do ar de uma região, é útil para prever cenários. A química das ciências atmosféricas e meteorologia são altamente não lineares e, assim, as previsões de parâmetros de qualidade do ar são difíceis de serem determinadas. A qualidade do ar depende de emissões, de meteorologia e topografia. Os dados observados foram o dióxido de nitrogênio (NO2), monóxido de nitrogênio (NO), óxidos de nitrogênio (NOx), monóxido de carbono (CO), ozônio (O3), velocidade escalar vento (VEV), radiação solar global (RSG), temperatura (TEM), umidade relativa (UR) e foram coletados através da estação móvel de monitoramento da Secretaria do Meio Ambiente (SMAC) do Rio de Janeiro em dois locais na área metropolitana, na Pontifícia Universidade Católica (PUC-Rio) e na Universidade do Estado do Rio de Janeiro (UERJ) no ano de 2011 e 2012. Este estudo teve três objetivos: (1) analisar o comportamento das variáveis, utilizando o método de análise de componentes principais (PCA) de análise exploratória, (2) propor previsões de níveis de O3 a partir de poluentes primários e de fatores meteorológicos, comparando a eficácia dos métodos não lineares, como as redes neurais artificiais (ANN) e regressão por máquina de vetor de suporte (SVM-R), a partir de poluentes primários e de fatores meteorológicos e, finalmente, (3) realizar método de classificação de dados usando a classificação por máquina de vetor suporte (SVM-C). A técnica PCA mostrou que, para conjunto de dados da PUC as variáveis NO, NOx e VEV obtiveram um impacto maior sobre a concentração de O3 e o conjunto de dados da UERJ teve a TEM e a RSG como as variáveis mais importantes. Os resultados das técnicas de regressão não linear ANN e SVM obtidos foram muito próximos e aceitáveis para o conjunto de dados da UERJ apresentando coeficiente de determinação (R2) para a validação, 0,9122 e 0,9152 e Raiz Quadrada do Erro Médio Quadrático (RMECV) 7,66 e 7,85, respectivamente. Quanto aos conjuntos de dados PUC e PUC+UERJ, ambas as técnicas, obtiveram resultados menos satisfatórios. Para estes conjuntos de dados, a SVM mostrou resultados ligeiramente superiores, e PCA, SVM e ANN demonstraram sua robustez apresentando-se como ferramentas úteis para a compreensão, classificação e previsão de cenários da qualidade do ar

This is the NRA's role in wetland conservation report produced by the National Rivers Authority in 1995. This document is the third of a series of three R&D Notes produced as part of an integrated research programme addressing aspects of the NRA's role in wetland management and conservation. Chapter 1 considers the nature of the wetland resource and its definition. Chapter 2 presents the NRA's current legislative and policy framework relating to its role in wetland conservation. National and international legislation and agreements are considered, and particular attention is afforded to the potential implications of the 'Habitats Directive'. Chapter 4 presents key examples of operational casework involving wetlands. Differences in approach and external perceptions of the NRA's current and likely future role in wetland conservation are discussed within Chapter 5. Other issues highlighted in this report are: policy guidance required on NRA’s role in land drainage; standard of flood defence service for wetlands; cost-benefit analysis; strategies for halting and reversing the decline and degradation of wetland resource; and Catchment Management Planning.

Objects move, collide, flow, bend, heat up, cool down, stretch, compress and boil. These and other things that cause changes in objects over time are intuitively characterized as processes. To understand common sense physical reasoning and make programs that interact with the physical world as well as people do we must understand qualitative reasoning about processes, when they will occur, their effects, and when they will stop. Qualitative Process theory defines a simple notion of physical process that appears useful as a language in which to write dynamical theories. Reasoning about processes also motivates a new qualitative representation for quantity in terms of inequalities, called quantity space. This report describes the basic concepts of Qualitative Process theory, several different kinds of reasoning that can be performed with them, and discusses its impact on other issues in common sense reasoning about the physical world, such as causal reasoning and measurement interpretation. Several extended examples illustrate the utility of the theory, including figuring out that a boiler can blow up, that an oscillator with friction will eventually stop, and how to say that you can pull with a string but not push with it. This report also describes GIZMO, an implemented computer program which uses Qualitative Process theory to make predictions and interpret simple measurements. The represnetations and algorithms used in GIZMO are described in detail, and illustrated using several examples.

In recent years, the storage and use of residual newborn screening (NBS) samples has gained attention. To inform ongoing policy discussions, this article provides an update of previous work on new policies, educational materials, and parental options regarding the storage and use of residual NBS samples. A review of state NBS Web sites was conducted for information related to the storage and use of residual NBS samples in January 2010. In addition, a review of current statutes and bills introduced between 2005 and 2009 regarding storage and/or use of residual NBS samples was conducted. Fourteen states currently provide information about the storage and/or use of residual NBS samples. Nine states provide parents the option to request destruction of the residual NBS sample after the required storage period or the option to exclude the sample for research uses. In the coming years, it is anticipated that more states will consider policies to address parental concerns about the storage and use of residual NBS samples. Development of new policies regarding storage and use of residual NBS samples will require careful consideration of impact on NBS programs, parent and provider educational materials, and respect for parents among other issues.

The GAD Advocacy Service is funded by the London Borough of Greenwich Directorate of Neighbourhood Services; its remit to support disabled people experiencing Hate Crime, Domestic Violence and Harassment. Run by disabled personnel and giving advice to all disabled people it is unique in London. Since its inception in 2004, the Advocacy Service has been stretched to its limit - there is a need to extend the remit of the Advocacy Service to give specialist legal advice on other issues. In 2003, the CEDRM-UK project was set up in the University of Greenwich Law Department as part of the Disability Rights Promotion International Legal Education and Research Project; its objectives were firstly, to facilitate the collection of data on the effectiveness of legislation in promoting the rights of disabled persons; and secondly, to pilot new methods in teaching and training in Human Rights Law – students acquire an expertise in Human Rights Law through research into the practical application of legislation relating to civil and human rights in the daily life of the community. In July 2007, GAD and CEDRM-UK embarked on a joint project to report on the work of the Advocacy Service and to create a database to support its caseload. The 2008-9 Project team will report on their work and findings relating to facilitating equality in the workplace; the inclusion of cancer, HIV and multiple sclerosis within the legal definition of disability and the implications of the statutory duty to promote disability equality for the provision of extracurricular activities for schoolchildren. La globalización ha recrudecido más si cabe la competencia en los mercados y las empresas deben afianzar y mejorar su posición competitiva para asegurar la supervivencia. Para ello resulta vital, entre otras cuestiones, velar por los intereses de los inversores al tiempo que cuidan de sus clientes. Las cooperativas sufren una coyuntura semejante respecto a sus socios y el mercado, es decir respecto a sus clientes internos (socios) y externos (mercado). El enfoque de las actividades y la estrategia de la cooperativa frente a esta dualidad determina su grado de orientación al mercado.Los estudios relacionados con la orientación al mercado en cooperativas son escasos en comparación con otras formas empresariales y han estado normalmente centrados en la figura de las cooperativas de segundo grado y circunscritos a sectores muy específicos.El sector citrícola español es uno de los más dinámicos y desarrollados del panorama productivo agrario. Su extensa experiencia comercial tanto a nivel doméstico como internacional confiere un carácter diferenciador a las entidades que operan en este subsector. Este trabajo analiza la posición de las cooperativas citrícolas españolas en relación a la orientación al mercado así como los factores de gestión y estrategia que están relacionadoscon ella. Para ello se utiliza una escala MARKOR, validada en estudios anteriores, sobre una muestra de 45 cooperativas.Se establece además una tipología de cooperativas citrícolas en base a los factores de competitividad que permiten ahondar en el conocimiento que existe sobre esta cuestión en entidades de economía social. Los resultados ponen de manifiesto un elevado grado de relación entre la innovación, el perfil del empresario y el conocimiento del entorno en relación con el grado de orientación al mercado.

The debate over the possible extension of transparency regulation in Europe to include sovereign bonds has opened up a number of other issues in need of serious consideration. One such issue is the appropriateness of the entire infrastructure supporting the trading of European sovereign bonds. In recent years sovereign issuers have supported the development of an electronic inter-dealer market but have remained unconcerned with the opacity of dealer-to-customer trading. The degree of segmentation in this market is high relative to what exists in nearly all other financial markets. This paper explores why European sovereign bond markets have developed in such a segmented way and considers how this structure could be altered to improve transparency without adversely affecting liquidity, efficiency or the benefits enjoyed by primary dealers and issuers. It is suggested that the structure of the market could be improved greatly if the largest and most active investors were permitted access to the inter-dealer electronic trading platforms. This would solve a number of market imperfections and increase the proportion of market activity that is conducted in a transparent way. The paper argues that sovereign issuers in Europe have the means to provide incentives that would influence dealers to support reduced segmentation. Some practical examples of how this could be achieved are provided and the potential benefits are outlined.

Background: Despite differences in how it is defined, there is a general consensus amongst clinicians and researchers that the sexual abuse of children and adolescents (’child sexual abuse’) is a substantial social problem worldwide. The effects of sexual abuse manifest in a wide range of symptoms, including fear, anxiety, post-traumatic stress disorder and various externalising and internalising behaviour problems, such as inappropriate sexual behaviours. Child sexual abuse is associated with increased risk of psychological problems in adulthood. Cognitive-behavioural approaches are used to help children and their non-offending or ’safe’ parent tomanage the sequelae of childhood sexual abuse. This review updates the first Cochrane review of cognitive-behavioural approaches interventions for children who have been sexually abused, which was first published in 2006.

Objectives: To assess the efficacy of cognitive-behavioural approaches (CBT) in addressing the immediate and longer-term sequelae of sexual abuse on children and young people up to 18 years of age.

Search methods: We searched the Cochrane Central Register of Controlled Trials (CENTRAL) (2011 Issue 4); MEDLINE (1950 to November Week
3 2011); EMBASE (1980 to Week 47 2011); CINAHL (1937 to 2 December 2011); PsycINFO (1887 to November Week 5 2011); LILACS (1982 to 2 December 2011) and OpenGrey, previously OpenSIGLE (1980 to 2 December 2011). For this update we also searched ClinicalTrials.gov and the International Clinical Trials Registry Platform (ICTRP).

Selection criteria: We included randomised or quasi-randomised controlled trials of CBT used with children and adolescents up to age 18 years who had experienced being sexually abused, compared with treatment as usual, with or without placebo control.

Data collection and analysis: At least two review authors independently assessed the eligibility of titles and abstracts identified in the search. Two review authors independently extracted data from included studies and entered these into Review Manager 5 software. We synthesised and presented data in both written and graphical form (forest plots).

Main results: We included 10 trials, involving 847 participants. All studies examined CBT programmes provided to children or children and a nonoffending parent. Control groups included wait list controls (n = 1) or treatment as usual (n = 9). Treatment as usual was, for the most part, supportive, unstructured psychotherapy. Generally the reporting of studies was poor. Only four studies were judged ’low risk of bias’ with regards to sequence generation and only one study was judged ’low risk of bias’ in relation to allocation concealment. All studies were judged ’high risk of bias’ in relation to the blinding of outcome assessors or personnel; most studies did not report on these, or other issues of bias. Most studies reported results for study completers rather than for those recruited.

Depression, post-traumatic stress disorder (PTSD), anxiety and child behaviour problems were the primary outcomes. Data suggest that CBT may have a positive impact on the sequelae of child sexual abuse, but most results were not statistically significant. Strongest evidence for positive effects of CBT appears to be in reducing PTSD and anxiety symptoms, but even in these areas effects tend to be 'moderate’ at best. Meta-analysis of data from five studies suggested an average decrease of 1.9 points on the Child Depression Inventory immediately after intervention (95% confidence interval (CI) decrease of 4.0 to increase of 0.4; I2 = 53%; P value for heterogeneity = 0.08), representing a small to moderate effect size. Data from six studies yielded an average decrease of 0.44 standard deviations on a variety of child post-traumatic stress disorder scales (95% CI 0.16 to 0.73; I2 = 46%; P value for heterogeneity = 0.10). Combined data from five studies yielded an average decrease of 0.23 standard deviations on various child anxiety scales (95% CI 0.3 to 0.4; I2=0%; P value for heterogeneity = 0.84). No study reported adverse effects.

Authors’ conclusions: The conclusions of this updated review remain the same as those when it was first published. The review confirms the potential of CBT to address the adverse consequences of child sexual abuse, but highlights the limitations of the evidence base and the need for more carefully conducted and better reported trials.

In September 2012 the European Commission opened a formal investigation of Gazprom’s business practices in the EU. The Gazprom investigation raises a number of questions. One of them is the issue of jurisdiction—whether EU competition law applies to Gazprom, a foreign company. A day after the opening of the proceeding, in a press note and alongside other issues, Gazprom raised the question of jurisdiction, noting that it complies with laws of the countries in which it operates and that is it ‘registered outside the jurisdiction of the EU’. This statement, possibly, prompted some commentators to consider the applicability of EU law in this case.
In a piece in the ECLR, entitled ‘Iron Curtain at the border: Gazprom and the Russian blocking order to prevent the extraterritoriality of EU competition law’, Sean Morris offered his views on some of the aspects of the Gazprom case, including the issue of jurisdiction. Morris discussed also the blocking Order issued by the Russian President in response to the European Commission’s investigation, and its possible effects in the Gazprom case.
This article seeks to add a few important and relevant issues of law relating to extraterritoriality and the reach of EU law generally and in particular— in the context of the Gazprom investigation and in the light of the Morris article. This piece also sheds some light on the considerations which might have informed Russia’s hastily enactment of the Blocking Order.

Transforming Post-Catholic Ireland is the first major book to explore the dynamic religious landscape of contemporary Ireland, north and south, and to analyse the island’s religious transition. It confirms that the Catholic Church’s long-standing ‘monopoly’ has well and truly disintegrated, replaced by a mixed, post-Catholic religious ‘market’ featuring new and growing expressions of Protestantism, as well as other religions. It describes how people of faith are developing ‘extra-institutional’ expressions of religion, keeping their faith alive outside or in addition to the institutional Catholic Church.

Drawing on island-wide surveys of clergy and laypeople, as well as more than 100 interviews, this book describes how people of faith are engaging with key issues such as increased diversity, reconciliation to overcome the island’s sectarian past, and ecumenism. It argues that extra-institutional religion is especially well-suited to address these and other issues due to its freedom and flexibility when compared to traditional religious institutions. It describes how those who practice extra-institutional religion have experienced personal transformation, and analyses the extent that they have contributed to wider religious, social, and political change. On an island where religion has caused much pain, from clerical sexual abuse scandals, to sectarian violence, to a frosty reception for some immigrants, those who practice their faith outside traditional religious institutions may hold the key to transforming post-Catholic Ireland into a more reconciled society.

OBJECTIVE:

To assess short- and long-term control of intraocular pressure (IOP) with different surgical treatment strategies for coexisting cataract and glaucoma.

DESIGN:

Systematic literature review and analysis.

METHOD:

We performed a search of the published literature to identify all eligible articles pertaining to the surgical management of coexisting cataract and glaucoma in adults. One investigator abstracted the content of each article onto a custom-designed form. A second investigator corroborated the findings. The evidence supporting different approaches was graded by consensus as good, fair, weak, or insufficient.

MAIN OUTCOME MEASURES:

Short-term (24 hours or fewer) and long-term (more than 24 hours) IOP control.

RESULTS:

The evidence was good that long-term IOP is lowered more by combined glaucoma and cataract operations than by cataract operations alone. On average, the IOP was 3 to 4 mmHg lower in the combined groups with fewer medications required. The evidence was weak that extracapsular cataract extraction (ECCE) alone results in short-term increase in IOP and was insufficient to determine the short-term impact of phacoemulsification cataract extraction (PECE) on IOP in glaucoma patients. The evidence was weak that short-term IOP control was better with ECCE or PECE combined with an incisional glaucoma procedure compared with ECCE or PECE alone. The evidence was also weak (but consistent) that long-term IOP is lowered by 2 to 4 mmHg after ECCE or PECE. Finally, there was weak evidence that combined PECE and trabeculectomy produces slightly worse long-term IOP control than trabeculectomy alone, and there was fair evidence that the same is true for ECCE combined with trabeculectomy.

CONCLUSIONS:

There is strong evidence for better long-term control of IOP with combined glaucoma and cataract operations compared with cataract surgery alone. For other issues regarding surgical treatment strategies for cataract and glaucoma, the available evidence is limited or conflicting.

Esta tese é um estudo comparativo que dá conta de uma busca centrada na figura do professor do sexo masculino que trabalha no ensino público do “ensino primário” do Rio de Janeiro - Brasil e em Aveiro - Portugal. O que se pretende averiguar, fundamentalmente, são os motivos e as conseqüências da escolha profissional destes professores que se enveredam por uma área tipicamente associada com o feminino, uma associação tão forte que estes professores parecem um “corpo estranho” no quotidiano das escolas públicas “primárias”. Ou seja, nosso objetivo é entender por que os homens escolhem o magistério? Esta escolha é bem vista pelas pessoas do seu quotidiano ou é desvalorizada? Estes homens estão satisfeitos com a sua profissão ou ela serve como um trampolim para outras? A aptidão para o magistério depende do sexo? Eles são bem recebidos na sua profissão ou sofrem discriminações? Será que ganhamos algo com a existência ou ingresso de homens no magistério primário? Pesquisar a opção docente dos homens que ingressam no magistério público é importante porque a escola é o espaço de vivência e convivência educacional onde a maioria da população é socializada. Desta forma, esta investigação mostra-se relevante ao promover discussões centradas nas representações de gênero que rondam o campo profissional da docência, questionando a normalização do magistério enquanto profissão aliada a atributos considerados femininos, tendo como desafio desmistificar as representações preconceituosas de gênero que cercam os professores deste segmento. A tese foi orientada pela abordagem de investigação narrativa, centrada no método qualitativo, para obter uma maior profundidade dos dados, assim como no método quantitativo, com o fim de obter também dados mais gerais sobre a temática. A informação foi recolhida através de inquéritos por questionário e entrevistas com professores “primários” do sexo masculino. Apontamos que a presença de professores do sexo masculino na docência do “ensino primário” é uma forma de inserir as questões de gênero na educação, mostrando que existem outros temas e outras vozes que ecoam nas escolas, ou seja, indivíduos capazes de exercer esta profissão independente do seu sexo. Demonstramos, acima de tudo, que apesar das discriminações, do malestar, do estatuto financeiro e social, o homem pode escolher essa atividade por gosto, ter sucesso e reconhecimento profissional.
