In the area of international environmental law this thesis proposes the formulation of one-step planning and permitting regulation for the integrated utilisation of new surface mines as depositories for municipal solid waste. Additionally, the utilisation of abandoned and currently operated surface mines is proposed as solid waste landfills as an integral step in their reclamation. Existing laws, litigation and issues in the United Kingdom, the U.S. and Canada are discussed because of their common legal system, language and heritage. The critical shortage of approved space for disposal of solid waste has caused an urgent and growing problem for both the waste disposal industry and society. Surface mining can serve three important environmental and societal functions inuring to the health and welfare of the public: (1) providing basic minerals for goods and construction; (20 sequentially, to provide critically needed, safe burial sites for society's wastes, and (3) to conserve land by dual purpose use and to restore derelict land to beneficial surface use. Currently, the first two functions are treated environmentally, and in regulation, as two different siting problems, yet they both are earth-disturbing and excavating industries requiring surface restoration. The processes are largely duplicative and should be combined for better efficiency, less earth disturbance, conservation of land, and for fuller and better reclamation of completed surface mines returning the surfaces to greater utility than present mined land reclamation procedures. While both industries are viewed by a developed society and its communities as "bad neighbours", they remain essential and critical for mankind's existence and welfare. The study offers successful examples of the integrated process in each country. The study argues that most non-fuel surface mine openings, if not already safe, can economically, through present containment technology, be made environmentally safe for use as solid waste landfills. Simultaneously, the procedure safeguards and monitors protection of ground and surface waters from landfill contamination.

A thermogravimetric methodology was developed to investigate and semi-quantify the extent of synergistic effects during pyrolysis and combustion of municipal solid waste (MSW). Results from TGA-MS were used to compare the pyrolysis and combustion characteristics of single municipal solid waste components (polyvinyl chloride (PVC), polypropylene (PP), polystyrene (PS), branches (BR), leaves (LV), grass (GR), packaging paper (PK), hygienic paper (HP) and cardboard (CB)) and a mixture (MX) of PP, BR and CB. Samples were heated under dynamic conditions at 20°C/min from 25°C to 1000°C with the continuous record of their main evolved fragments. Synergistic effects were evaluated by comparing experimental and calculated weight losses and relative areas of MS peaks. Pyrolysis of the mixture happened in two stages, with the release of H2, CH4, H2O, CO and CO2 between 200 and 415°C and the release of CH4, CxHy, CO and CO2 between 415 and 525°C. Negative synergistic effect in the 1st stage was attributed to the presence of PP where the release of hydrocarbons and CO2 from BR and CB was inhibited, whereas positive synergistic effects were observed during the 2nd degradation stage. In a second part of the study, synergistic effects were related to the dependency of the effective activation energy (Eα) versus the conversion (α). Higher Eαs were obtained for MX during its 1st stage of pyrolysis and lower Eαs for the 2nd stage when compared to the individual components. On the other hand, mostly positive synergistic effects were observed during the combustion of the same mixture, for which lower Eαs were recorded.

The interest in chromium (Cr) arises from the widespread use of this heavy metal in various industrial processes that cause its release as liquid, solid and gaseous waste into the environment. The impact of Cr on the environment and living organisms primarily depends on its chemical form, since Cr(III) is an essential micronutrient for humans, other animals and plants, and Cr(VI) is highly toxic and a known human carcinogen. This study aimed to evaluate if the electrodialytic process (ED) is an appropriate treatment for Cr removal, through a critical overview of Cr speciation, before and after the ED experiments, to assess possible Cr(III)-Cr(VI) interconversions during the treatment. ED was the treatment technique applied to two types of matrices containing Cr: chromate copper arsenate (CCA) contaminated soil and municipal solid waste incineration (MSWI) fly ash. In order to study Cr remediation, three EDR set-ups were used: a new set-up, the combined cell (2/3C or 3/2C), with three compartments, alternating current between two anodes and different initial experimental conditions, one set-up with three compartments (3C cell) and the other set-up with two compartments (2C cell). The Cr removal rates obtained in this study were between 10-36% for the soil, and 1-13% for the fly ash. The highest Cr removal rates were achieved in the 26 days experiments: 36% for the soil, 13% for the fly ash. Regarding the 13 days experiments, the highest Cr removal rates were attained with the 2/3C set-up: 24% for the soil, 5% for the fly ash. The analysis of Cr(VI) was performed before and after ED experiments to evaluate eventual changes in Cr speciation during the treatment. This analysis was conducted by two methods: USEPA Method 3060A, for the extraction of Cr(VI); and Hach Company Method 8023, for the detection of Cr(VI). Despite the differences in Cr total concentration, both matrices presented a similar speciation, with Cr(III) being the main species found and Cr(VI) less than 3% of Cr total, before and after the treatment. For fly ash, Cr(VI) was initially below the detection limit of the method and remained that way after the treatment. For soil, Cr(VI) decreased after the treatment. Oxidation of Cr(III) to Cr(VI) did not occur during the ED process since there was no increase in Cr(VI) in the matrices after the treatment. Hence, the results of this study indicate that ED is an appropriate technique to remediate matrices containing Cr because it contributes to Cr removal, without causing Cr(III)-Cr(VI) interconversions.

Jätteenpoltossa syntyvät tuhkat sisältävät paljon haitta-aineita, joiden vuoksi niitä ei yleensä voida suoraan sijoittaa kaatopaikoille. Käsittelyllä pyritään parantamaan tuhkien ominaisuuksia ja vähentämään haitta-aineiden liukoisuutta. Samalla kuitenkin käsittely kuluttaa raaka-aineita ja energiaa sekä aiheuttaa päästöjä. Tuhkien käsittelyn kokonaishyötyjä ja -haittoja ympäristön kannalta arvioitaessa tulisikin ottaa huomioon sekä käsiteltävän tuhkan parantuneet ominaisuudet että käsittelystä aiheutuneet ympäristökuormitukset. Tämän diplomityön tavoitteena oliselvittää jätteenpolton tuhkien käsittelystä aiheutuvia ympäristövaikutuksia tarkastelemalla esimerkinomaisesti neljää erilaista käsittelytekniikkaa (pesua, sementtikiinteytystä, Ferrox-prosessia ja vitrifiointia) sekä kahta muuta loppusijoitusvaihtoehtoa (mahdollisuutta sijoittaa tuhkat kaatopaikalle ilman käsittelyä ja kuljettamista Norjassa sijaitsevalle käsittely- ja loppusijoituslaitokselle). Tarkastelussa keskityttiin jätteenpolton ongelmallisimpiin tuhkajakeisiin, lentotuhkaan ja savukaasujen puhdistusjätteisiin eli APC-jätteisiin. Tavoitteena oli selvittää käsittelyvaihtoehdoista syntyvät ympäristökuormitukset ns. koko niiden elinkaaren ajalta, eli huomioiden käsittelyyn tarvittavien lisäaineiden valmistuksesta, itse käsittelyprosessista sekä loppusijoituksesta aiheutuvat kuormitukset. Tarkastelun perusteella eri käsittelyvaihtoehdot aiheuttavat hyvin erilaisia ja erisuuruisia ympäristökuormituksia. Lisäksi käsitellyn materiaalin ominaisuudet vaihtelevat huomattavasti käsittelytavasta riippuen. Tarkastelluista käsittelyvaihtoehdoista suurimmat ympäristökuormitukset ilmapäästöjen osalta aiheutuivat tyypillisesti joko käsittelyyn tarvittavien raaka-aineiden valmistuksesta tai itse käsittelyprosessin energiankulutuksesta. Loppusijoituksesta sen sijaan aiheutui ympäristöhaittoja kaatopaikkarakenteiden muodostamisesta sekä maaperään vapautuvista haitta-aineista, joiden määrä riippuu tuhkan käsittelyn tehokkuudesta.

Työn tavoitteena oli selvittää Suomenlahden rannalta merkittävän suuruisen alusöljyvahingon jälkeen kerättävän öljyisen jätteen käsittelymahdollisuudet ja -kapasiteetit sekä loppusijoitusmahdollisuudet ja -kapasiteetit Kymenlaakson alueen näkökulmasta. Tarkoituksena oli selvittää, missä jätteiden käsittely voidaan toteuttaa sekä, miten öljyisiä jätteitä voidaan esikäsitellä välivarastoinnin aikana puhdistuksen ja loppusijoituksen tehostamiseksi. Tutkimuksen kohteena oli sekä rannalta kerättävät kiinteät öljyiset ainekset että öljyinen merivesi. Työn alussa on perehdytty jätehuoltovastuuseen, eli kenen vastuulla öljyalusonnettomuuksissa syntyvät öljyiset jätteet ovat. Työssä on esitelty lyhyesti öljyvahinkojätteille teknisesti soveltuvien käsittelymenetelmien periaatteet ja menetelmien rajoituksia käsitellä öljyvahinkojätetteitä. Työssä on myös mainittu aiemmin Suomea koskettaneiden tai maailmalla tapahtuneiden alusöljyvahinkojen jätemääriä ja tapauksissa käytettyjä jätteiden käsittelymenetelmiä. Työ painottuu esittelemään Kymenlaakson alueen laitosten, Riihimäen Ekokem Oy Ab:n ja siirrettävien laitteistojen mahdollisuuksia käsitellä öljyisiä jätteitä. Lisäksi on esitelty öljyisen meriveden käsittelyyn soveltuvia laitoksia Kymenlaakson alueen näkökulmasta. Tietoja on kerätty puhelimitse ja sähköpostitse yritysten edustajilta vuoden 2007 aikana. Kymenlaakson alueella voidaan polttaa voimalaitosten leijupedeissä puhtaaseen polttoaineeseen sekoitettuja öljyisiä orgaanisia aineksia ja murskautuvia puhdistustyössä käytettyjä varusteita noin 10 000 t/a, homogenoitua öljyistä orgaanista ainesta voidaan polttaa Leca-soratehtaan rumpu-uunissa noin 1 200 t/a. Alueen polttokapasiteetti kasvaa, kun työn aikana rakenteilla oleva jätteenpolttolaitos valmistuu ja jätettä voidaan polttaa laitoksen arinalla. Haihtuvilla öljy-yhdisteillä pilaantuneita maa-aineksia voidaan alipainekäsitellä, jos yhdisteet eivät ole haihtuneet jo merellä. Erityisesti öljyiset maaainekset voidaan käsitellä alhaisilla öljypitoisuuksilla (öljypitoisuus noin alle 1-2 %) bitumistabiloimalla, aumakompostoimalla tai pesemällä siirrettävällä pesulaitteistolla. Kymenlaakson alueelle voidaan tuoda myös alueen ulkopuolelta siirrettäviä laitteistoja. Siirrettävät termodesorptiolaitteistot on tehty pilaantuneen maa-aineksen ensisijaiseen käsittelyyn, mutta samalla voidaan käsitellä myös muita jätejakeita, joilla on pieni partikkelikoko (alle 5-10 cm). Savaterra Oy:n siirrettävän termodesorptiolaitteiston kapasiteettiarvio on 100 000 t/a. Myös Niska & Nyyssönen Oy:llä on siirrettävä termodesorptiolaitteisto. Doranova Oy:n siirrettävän pesulaitteiston kapasiteettiarvio on 30 000- 50 000 t/a öljyistä maa-ainesta. Tutkimuksessa on ollut mukana myös Riihimäen Ekokem Oy Ab:n jätevoimala, jonka kapasiteettiarvio on 40 000-45 000 t/a erityisesti öljyisille orgaanisille aineksille, varusteille ja kuolleille eläimille. Riihimäen Ekokem Oy Ab:n ongelmajätelaitoksen rumpuuuneissa voidaan käsitellä arviolta 80 000-100 000 t/a öljyisiä maa-aineksia eli kiinteitä jätteitä, joiden partikkelikoko on suunnilleen alle 10 cm, ja 20 000 t/a nestemäisiä öljyisiä jätteitä. Työn loppupuolella on esitelty myös öljyisen meriveden käsittelyyn soveltuvia laitoksia ja niiden rajoituksia käsitellä kyseistä jätettä. Kyseisten laitosten kapasiteetit selviävät usein vasta onnettomuuden sattuessa. Kaikkiin annettuihin kapasiteettiarvioihin vaikuttaa merkittävästi jätteen koostumus. Raportin lopussa on esitelty alustava toimintasuunnitelma öljyvahinkojätteen käsittelemiseksi. Suunnitelmaan sisältyvät eri jätejakeille laaditut kaaviot, joista voi nähdä muun muassa eri jätekoostumuksille teknisesti soveltuvat käsittelymenetelmät ja käsittelymenetelmiä suorittavat yritykset. Öljyalusonnettomuuden sattuessa soveltuviin yrityksiin tulee ottaa yhteyttä ja selvittää kyseisellä hetkellä vapaana oleva käsittelykapasiteetti. Raportissa on myös esitelty käsittelykustannuksiin vaikuttavia tekijöitä ja arvioitu aiheutuvia kuljetuskustannuksia. Saadut tutkimustulokset ovat hyödynnettävissä erityisesti Kymenlaakson alueella. Tiedot käsittelymenetelmistä ja niiden rajoitteista ovat hyödynnettävissä valtakunnallisesti.

The present world energy production is heavily relying on the combustion of solid fuels like coals, peat, biomass, municipal solid waste, whereas the share of renewable fuels is anticipated to increase in the future to mitigate climate change. In Finland, peat and wood are widely used for energy production. In any case, the combustion of solid fuels results in generation of several types of thermal conversion residues, such as bottom ash, fly ash, and boiler slag. The predominant residue type is determined by the incineration technology applied, while its composition is primarily relevant to the composition of fuels combusted. An extensive research has been conducted on technical suitability of ash for multiple recycling methods. Most of attention was drawn to the recycling of the coal combustion residues, as coal is the primary solid fuel consumed globally. The recycling methods of coal residues include utilization in a cement industry, in concrete manufacturing, and mine backfilling, to name few. Biomass combustion residues were also studied to some extent with forest fertilization, road construction, and road stabilization being the predominant utilization options. Lastly, residues form municipal solid waste incineration attracted more attention recently following the growing number of waste incineration plants globally. The recycling methods of waste incineration residues are the most limited due to its hazardous nature and varying composition, and include, among others, landfill construction, road construction, mine backfilling. In the study, environmental and economic aspects of multiple recycling options of thermal conversion residues generated within a case-study area were studied. The case-study area was South-East Finland. The environmental analysis was performed using an internationally recognized methodology — life cycle assessment. Economic assessment was conducted applying a widely used methodology — cost-benefit analysis. Finally, the results of the analyses were combined to enable easier comparison of the recycling methods. The recycling methods included the use of ash in forest fertilization, road construction, road stabilization, and landfill construction. Ash landfilling was set as a baseline scenario. Quantitative data about the amounts of ash generated and its composition was obtained from companies, their environmental reports, technical reports and other previously published literature. Overall, the amount of ash in the case-study area was 101 700 t. However, the data about 58 400 t of fly ash and 35 100 t of bottom ash and boiler slag were included in the study due to lack of data about leaching of heavy metals in some cases. The recycling methods were modelled according to the scientific studies published previously. Overall, the results of the study indicated that ash utilization for fertilization and neutralization of 17 600 ha of forest was the most economically beneficial method, which resulted in the net present value increase by 58% compared to ash landfilling. Regarding the environmental impact, the use of ash in the construction of 11 km of roads was the most attractive method with decreased environmental impact of 13% compared to ash landfilling. The least preferred method was the use of ash for landfill construction since it only enabled 11% increase of net present value, while inducing additional 1% of negative impact on the environment. Therefore, a following recycling route was proposed in the study. Where possible and legally acceptable, recycle fly and bottom ash for forest fertilization, which has strictest requirements out of all studied methods. If the quality of fly ash is not suitable for forest fertilization, then it should be utilized, first, in paved road construction, second, in road stabilization. Bottom ash not suitable for forest fertilization, as well as boiler slag, should be used in landfill construction. Landfilling should only be practiced when recycling by either of the methods is not possible due to legal requirements or there is not enough demand on the market. Current demand on ash and possible changes in the future were assessed in the study. Currently, the area of forest fertilized in the case-study are is only 451 ha, whereas about 17 600 ha of forest could be fertilized with ash generated in the region. Provided that the average forest fertilizing values in Finland are higher and the area treated with fellings is about 40 000 ha, the amount of ash utilized in forest fertilization could be increased. Regarding road construction, no new projects launched by the Center of Economic Development, Transport and the Environment in the case-study area were identified. A potential application can be found in the construction of private roads. However, no centralized data about such projects is available. The use of ash in stabilization of forest roads is not expected to increased in the future with a current downwards trend in the length of forest roads built. Finally, the use of ash in landfill construction is not a promising option due to the reducing number of landfills in operation in Finland.

Even though significant reductions are observed in the amount of emissions, the proposed alternatives require the use of exhaust gases cleaning systems. The results of environmental analyses based on two configurations proposed for urban waste incineration are presented in this paper; the annexation of integer (Boolean) variables to the environomic model makes it possible to define the best gas cleaning routes based on exergetic cost minimisation criteria.
