La expansión urbana mediante asentamientos de origen informal ha ido aumentado en los últimos años debido al déficit en la oferta de vivienda formal, el costo del suelo urbano y factores económicos, sociales y culturales. Estos asentamientos no cuentan con infraestructura básica y los terrenos que generalmente son invadidos se encuentran en zonas de riesgo y no ofrecen las condiciones físicas y habitacionales adecuadas para el habitar de las personas. El distrito a través del Programa de Mejoramiento Integral de Barrios (PMIB) busca intervenir sobre los aspectos críticos en cada barrio, habilitar la infraestructura básica que permita su integración a la ciudad y mejorar la calidad de vida de los habitantes. Este proceso parte de delimitar las zonas críticas y definir las intervenciones físicas, sociales y ambientales que deben ser llevadas a cabo por diferentes entidades distritales. En este estudio se hace un análisis de las intervenciones que se han llevado a cabo en la Área Prioritaria de Intervención (API) El Tesoro, para analizar cuales intervenciones llevadas a cabo han sido exitosas y cuales requieren de ajustes para lograr un mejor impacto. Se encontró que estas intervenciones no han sido suficientes para mejorar las condiciones habitacionales de las personas, razón por lo cual es necesario revisar la política y formas de intervención.

Resumen El concepto de reparación integral en Colombia está mediado en gran parte por las decisiones de la Corte Interamericana de Derechos Humanos. Ello ha propiciado algunos avances en materia de ampliar el espectro de las reparaciones económicas; en la posibilidad de reabrir investigaciones antes cobijadas por la intangibilidad de la cosa juzgada; en la participación de las víctimas en los procesos penales y disciplinarios, y en algunas formas de reparación simbólica. Sin embargo, en general hay carencia de verdadera voluntad política y de mecanismos jurídicos que posibiliten que la reparación integral sea una realidad.Además, el cruce de decisiones de la Corte Interamericana con las decisiones del Consejo de Estado colombiano, ha originado situaciones absurdas que, aunque teóricamente se ven como un avance, en términos reales son un retroceso frente a los derechos de las víctimas. Ello se debe a la aparente similitud de las competencias de ambos tribunales; a una equivocada lectura del Consejo de Estado sobre los límites y posibilidades reales de su jurisdicción, y finalmente, a que la Corte no ha adoptado criterios claros en relación con las reparaciones económicas y en relación con la coherencia en el cumplimiento de sus sentencias. Abstract The concept of integral reparation in Colombia is mediated largely by the decisions of the Inter-American Court of Human Rights. This has led to some progress in broadening the spectrum of economic reparations; in the possibility of reopening investigations sheltered by the intangibility for defendants; in the participation of victims in criminal and disciplinary proceedings, besides in some symbolic forms of reparation. However, there is general lack of real political will and legal mechanisms that enable that comprehensive reparation be a reality. Furthermore, crossing inter-American court decisions with the decisions of the Colombian State Council has created absurd situations that, although theoretically are seen as a breakthrough, in real terms are a retreat from the rights of victims. This is due to the apparent similarity in the competencies of both courts; a mistaken reading of the State Council on the limits and real possibilities of their jurisdiction, and finally, the Court has not adopted clear criteria regarding economic reparations and in relation to consistent compliance with its sentences.Keywords: repair, Colombia, Interamerican Court of Human rights, State Council.

Partnering has been defined in many ways. It can be considered as an individual project mechanism or can be considered as a long term strategy. Alliancing is normally assumed to be a long term business strategy linking together client, contractor and supply chain. Relational contracting goes further than this and brings in the whole philosophy of the value chain and the linking of the interdependent parts within the construction project as a key business objective. This document aims to review existing definitions of these three concepts and present and overview of the current state of-the-art in terms of their use and implementation. The document should be useful for all of those project team members looking to sharpen their understanding of the various concepts and will also provide a platform for debating the current state of the definitions and implementations being used in Main Roads and Public Works Departments.

The analysis and value of digital evidence in an investigation has been the domain of discourse in the digital forensic community for several years. While many works have considered different approaches to model digital evidence, a comprehensive understanding of the process of merging different evidence items recovered during a forensic analysis is still a distant dream. With the advent of modern technologies, pro-active measures are integral to keeping abreast of all forms of cyber crimes and attacks. This paper motivates the need to formalize the process of analyzing digital evidence from multiple sources simultaneously. In this paper, we present the forensic integration architecture (FIA) which provides a framework for abstracting the evidence source and storage format information from digital evidence and explores the concept of integrating evidence information from multiple sources. The FIA architecture identifies evidence information from multiple sources that enables an investigator to build theories to reconstruct the past. FIA is hierarchically composed of multiple layers and adopts a technology independent approach. FIA is also open and extensible making it simple to adapt to technological changes. We present a case study using a hypothetical car theft case to demonstrate the concepts and illustrate the value it brings into the field.

Curriculum initiatives in Australia emphasise the use of technologies and new media in classrooms. Some English teachers might fear this deployment of technologies because we are not all ‘digital natives’ like our students. If we embrace new media forms such as podcasts, blogs, vodcasts, and digital stories, a whole new world of possibilities open up for literary response and recreative texts, with new audiences and publication spaces. This article encourages English teachers to embrace these new digital forms and how shows we can go about it.

Recent research has stressed the integral part played by teachers in both preliminary diagnosis and ongoing treatment of a range of conduct and personality disorders. Teachers are not only required to be aware of a variety of new categories of difference (Attention Deficit Disorder, Selective Mutism, Borderline Personality Disorder, Antisocial Personality Disorder, to name but a few), but are also now lauded for extending the role of education into new areas of social management. This paper will take issue with this understanding on two counts: first, teachers have always sought to mould the personalities of students, and the pathologisation of specific forms of conduct is simply a new tactic within a very old and familiar strategy. Second, schools do not simply discover disorders such as ADD as objective facts of nature. Rather, they are part of the process through which such differences are created, and by which individuals can be more effectively governed.

Both clinical practice and clinical research settings can require successive administrations of a memory test, particularly when following the trajectory of suspected memory decline in older adults. However, relatively few verbal episodic memory tests have alternative forms. We set out to create a broad based memory test to allow for the use of an essentially unlimited number of alternative forms. Four tasks for inclusion in such a test were developed. These tasks varied the requirement for recall as opposed to recognition, the need to form an association between unrelated words, and the need to discriminate the most recent list from earlier lists, all of which proved useful. A total of 115 participants completed the battery of tests and were used to show that the test could differentiate between older and younger adults; a sub-sample of 73 participants completed alternative forms of the tests to determine test-retest reliability and the amount of learning to learn.
