Many South East Asian cities have experienced substantial physical, economic and social transformations during the past several decades. The rapid pace of globalisation and economic restructuring has resulted in these cities receiving the full impact of urbanisation pressures. In an attempt to ease these pressures, cities such as Singapore, Hong Kong and Kuala Lumpur have advocated growth management approaches focussing especially on urban infrastructure sustainability. These approaches aim to achieve triple bottom line sustainability by balancing economic and social development, and environmental protection. This chapter evaluates three Asia-Pacific city cases, Singapore, Hong Kong and Kuala Lumpur, and assesses their experiences in managing their urban forms and infrastructure whilst promoting sustainable patterns of urban development.

Any incident on motorways potentially can be followed by secondary crashes. Rear-end crashes also could happen as a result of queue formation downstream of high speed platoons. To decrease the occurrence of secondary crashes and rear-end crashes, Variable Speed Limits (VSL) can be applied to protect queue formed downstream. This paper focuses on fine tuning the Queue Protection algorithm of VSL. Three performance indicators: activation time, deactivation time and number of false alarms are selected to optimise the Queue Protection algorithm. A calibrated microscopic traffic simulation model of Pacific Motorway in Brisbane is used for the optimisation. Performance of VSL during an incident and heavy congestion and the benefit of VSL will be presented in the paper.

According to Tan et al. (2011), the establishment of a clear sustainability policy in the construction industry is paramount, if only as a statement of the commitment of the top management to protecting the environment and enhancing social responsibility. The resulting policies should then translate into proactive strategies and action plans that improve the sustainability performance of contractors and provide a competitive advantage by integrating “long-run profitability” with sustainable development efforts. The strategies should also take into account climatic protection issues through greenhouse gas emissions (GHGe) monitoring and reduction initiatives (Stocker & Luptacik, 2009)...

For a hundred years, since Federation, Australian consumers have suffered the indignity and the tragedy of price discrimination. From the time of imperial publishing networks, Australia has been suffered from cultural colonialism. In respect of pricing of copyright works, Australian consumers have been gouged; ripped-off; and exploited. Digital technologies have not necessarily brought an end to such price discrimination. Australian consumers have been locked out by technological protection measures; subject to surveillance, privacy intrusions and security breaches; locked into walled gardens by digital rights management systems; and geo-blocked.

This paper studies the macroeconomic effects of a permanent increase in foreign aid in a model that takes into account environmental quality. We develop a dynamic equilibrium model in which both public investment in infrastructure and environmental protection can be financed using domestic resources and international aid programs. The framework considers four scenarios for international aid: untied aid,aid fully tied to infrastructure, aid fully tied to abatement, and aid equally tied to both types of expenditures. We find that the effects of the transfers may depend on (i) the structural characteristics of the recipient country (the elasticity of substitution in production and its dependence on environment and natural resources) and on (ii) how recipient countries distribute their public expenditure. These results underscore the importance of these factors when deciding how and to what extent to tie aid to infrastructure and/or pollution abatement.

The infrastructure cloud (IaaS) service model offers improved resource flexibility and availability, where tenants - insulated from the minutiae of hardware maintenance - rent computing resources to deploy and operate complex systems. Large-scale services running on IaaS platforms demonstrate the viability of this model; nevertheless, many organizations operating on sensitive data avoid migrating operations to IaaS platforms due to security concerns. In this paper, we describe a framework for data and operation security in IaaS, consisting of protocols for a trusted launch of virtual machines and domain-based storage protection. We continue with an extensive theoretical analysis with proofs about protocol resistance against attacks in the defined threat model. The protocols allow trust to be established by remotely attesting host platform configuration prior to launching guest virtual machines and ensure confidentiality of data in remote storage, with encryption keys maintained outside of the IaaS domain. Presented experimental results demonstrate the validity and efficiency of the proposed protocols. The framework prototype was implemented on a test bed operating a public electronic health record system, showing that the proposed protocols can be integrated into existing cloud environments.

L’étalement urbain constitue un enjeu de société qui préoccupe tous les acteurs de l’aménagement du territoire. Le développement de superficies urbanisées à la périphérie des villes à des fins résidentielle, industrielle, commerciale et d’infrastructures se caractérise par une faible densité des structures bâties et par une perte de terres agricoles. Les conséquences sont importantes notamment parce que ces pertes sont irréversibles. Ce projet de recherche analyse les tendances actuelles de l’étalement urbain dans la RMR de Montréal et au-delà de celle-ci ainsi que ses impacts sur les territoires agricoles. Il comporte trois objectifs secondaires. Le premier objectif vise à analyser l’importance de la multifonctionnalité de l’agriculture et sa prise en compte dans les stratégies d’aménagement et de revitalisation agricole dans les MRC. Le deuxième objectif vise à établir les liens entre ces stratégies et les pressions urbaines dans la région métropolitaine de Montréal. Les pressions urbaines des 88 municipalités sont analysées en fonction de l’augmentation de la population et des ménages, par le nombre de mises en chantier ainsi que par les demandes de modification de la zone agricole déposées par les municipalités auprès de la CPTAQ entre 2000 et 2009. Le dernier objectif vise à identifier les MRC qui ont développé ces stratégies dans leur schéma d’aménagement et de développement (SAD), pour ensuite comparer les intentions et les actions des MRC par rapport à l’étalement urbain qui se développe concrètement sur leur territoire depuis l’an 2000. Pour ce faire, deux critères ont été retenus : une typologie des stratégies d’aménagement et de revitalisation agricole des SAD et les positions adoptées par les acteurs impliqués dans les demandes de modification. En conclusion, les cinq MRC analysées en détail ont demandé entre 2,1 % et 2,6 % de leur propre zone agricole au cours des dix dernières années, peu importe l’élaboration de leur SAD et les pressions urbaines qu’elles subissent.

Le développement exponentiel des réseaux informatiques a largement contribué à augmenter le volume des renseignements personnels disponibles et à remplacer les méthodes désuètes de collecte des renseignements par des méthodes plus rapides et plus efficaces. La vie privée et le contrôle sur les informations personnelles, tels que nous les connaissions il y a quelques décennies, sont des notions difficilement compatibles avec la société ouverte et commerciale comme la nôtre. Face à cette nouvelle réalité menaçante pour les droits et libertés de l’homme, il est essentiel de donner un cadre technique et légal stable qui garantisse une protection adéquate de ces données personnelles. Pour rester dans le marché ou bénéficier de la confiance des individus, les entreprises et les gouvernements doivent posséder une infrastructure de sécurité efficace. Cette nouvelle donne a tendance à devenir plus qu’une règle de compétitivité, elle se transforme en une authentique obligation légale de protéger les données à caractère personnel par des mesures de sécurité adéquates et suffisantes. Ce mémoire aborde justement ces deux points, soit l’étude du développement d’une obligation légale de sécurité et l’encadrement juridique de la mise en place d’un programme de sécurisation des données personnelles par des mesures de sécurités qui respectent les standards minimaux imposés par les textes législatifs nationaux et internationaux.

With the increasing popularity of wireless network and its application, mobile ad-hoc networks (MANETS) emerged recently. MANET topology is highly dynamic in nature and nodes are highly mobile so that the rate of link failure is more in MANET. There is no central control over the nodes and the control is distributed among nodes and they can act as either router or source. MANTEs have been considered as isolated stand-alone network. Node can add or remove at any time and it is not infrastructure dependent. So at any time at any where the network can setup and a trouble free communication is possible. Due to more chances of link failures, collisions and transmission errors in MANET, the maintenance of network became costly. As per the study more frequent link failures became an important aspect of diminishing the performance of the network and also it is not predictable. The main objective of this paper is to study the route instability in AODV protocol and suggest a solution for improvement. This paper proposes a new approach to reduce the route failure by storing the alternate route in the intermediate nodes. In this algorithm intermediate nodes are also involved in the route discovery process. This reduces the route establishment overhead as well as the time to find the reroute when a link failure occurs.

The vision of a smart grid is to provide a modern, resilient, and secure electric power grid as it boasts up with a highly reliable and efficient environment through effective use of its information and communication technology (ICT). Generally, the control and operation of a smart grid which integrate the distributed energy resources (DERs) such as, wind power, solar power, energy storage, etc., largely depends on a complex network of computers, softwares, and communication infrastructure superimposed on its physical grid architecture facilitated with the deployment of intelligent decision support system applications. In recent years, multi-agent system (MAS) has been well investigated for wide area power system applications and specially gained a significant attention in smart grid protection and security due to its distributed characteristics. In this chapter, a MAS framework for smart grid protection relay coordination is proposed, which consists of a number of intelligent autonomous agents each of which are embedded with the protection relays. Each agent has its own thread of control that provides it with a capability to operate the circuit breakers (CBs) using the critical clearing time (CCT) information as well as communicate with each other through high speed communication network. Besides physical failure, since smart grid highly depends on communication infrastructure, it is vulnerable to several cyber threats on its information and communication channel. An attacker who has knowledge about a certain smart grid communication framework can easily compromise its appliances and components by corrupting the information which may destabilize a system results a widespread blackout. To mitigate such risk of cyber attacks, a few innovative counter measuring techniques are discussed in this chapter.

Many aspects of our modern society now have either a direct or implicit dependence upon information technology. As such, a compromise of the availability or integrity in relation to these systems (which may encompass such diverse domains as banking, government, health care, and law enforcement) could have dramatic consequences from a societal perspective. These key systems are often referred to as critical infrastructure. Critical infrastructure can consist of corporate information systems or systems that control key industrial processes; these specific systems are referred to as ICS (Industry Control Systems) systems. ICS systems have devolved since the 1960s from standalone systems to networked architectures that communicate across large distances, utilise wireless network and can be controlled via the Internet. ICS systems form part of many countries’ key critical infrastructure, including Australia. They are used to remotely monitor and control the delivery of essential services and products, such as electricity, gas, water, waste treatment and transport systems. The need for security measures within these systems was not anticipated in the early development stages as they were designed to be closed systems and not open systems to be accessible via the Internet. We are also seeing these ICS and their supporting systems being integrated into organisational corporate systems.

The purpose of this article is to discuss the relations between regulation, competition policy and consumer protection these relations in three key sectors of Brazil’s infrastructure: telecommunications, electricity and water supply. A study of the literature points to two general principles. First, the need for consumer protection depends on the “degree of sovereignty” enjoyed by consumers, defined in terms of the cost of consumer organization, consumers’ ability to evaluate services, and the level of competition in each sector. Second, the less sovereignty consumers enjoy the more consumer protection institutions are involved with regulation agencies. The evidence for the Brazilian case apparently corroborates these points. In addition, it is important to stress that consumer complaints in regulated sectors seem to have increased more intensely than in others. The article is divided into three sections. Section 1 presents theoretical elements and aspects of the relations between regulation, competition policy and consumer protection evidenced by international experience. Section 2 analyzes the Brazilian experience and in particular the available statistics on consumer complaints about telecommunications, electricity and water supply, submitted to Fundação Procon-SP during the nineties. The last section points to possible configurations of the institutional relations between competition policy, regulation and consumer protection, showing how the existing configuration of these areas in the three infrastructure sectors discussed confirms that the theoretical framework proposed has reasonable predictive power.
