O presente estudo analisa os enunciados discursivos do ciclo de Política curricular do Estado do Pará sobre as relações “raciais” no período de 2008 a 2012, a partir da abordagem do ciclo de políticas, proposto por Stephen Ball. Nesta análise, é focalizada a produção das políticas no contexto de influência, contexto de produção de textos políticos e contexto da prática. O referencial teórico-metodológico que subsidia a análise parte da Teoria sócio-histórica e dialógica da linguagem com base em Bakhtin (2010, 2011), abordagem do ciclo de políticas abalizado pelas teorizações de Ball et al (1992), para os estudos acerca Relações “Raciais” partimos dos conceitos de Guimarães (1999, 2002, 2008) e Coelho (2009) sobre raça. E, sobre as relações sociais estabelecidas no campo educacional, utilizamos as noções conceituais de campo e de habitus em Bourdieu (2008, 2009, 2010). O estudo é de abordagem qualitativa (FLICK, 2004). Utilizamos como fontes de coleta de dados documentos orais e escritos, dentre os quais destacamos: Artigos, Teses e Dissertações sobre Relações “Raciais” e Política Curricular realizado em duas bases de dados nacionais e uma internacional: a) ANPED (GT-21); b) site da CAPES/PPGE; c) Fundação Ford. Publicações: a) Política de Educação Básica do Estado do Pará, especialmente o eixo da Política Curricular; b) I Conferência Estadual de Educação: Diagnósticos, diretrizes, objetivos e metas aprovadas; c) Educação Básica no Pará: elementos para uma política educacional democrática e de qualidade Pará todos (vol I e II) e entrevista semiestruturada com quatorze agentes sociais que atuavam na SEDUC, USE e escolas da Rede Pública Estadual, os quais participaram da Política Curricular do Estado do Pará. Os dados foram analisados por meio da análise do processo enunciativo-discursivo com base em Bakhtin (2010, 2011). A partir da análise da enunciação discursiva do ciclo de política curricular do Estado do Pará sobre as relações “raciais” e da interpenetração dos discursos entre os contextos de influência, contexto de definição de textos políticos e contexto da prática os resultados do estudo revelam que os diferentes enunciados produzidos nos variados contextos são marcados pela hibridização de discursos, resultado de processos de recontextualização. Infere-se que a política curricular do Estado do Pará se apresenta em inter-relações entre múltiplos contextos no ciclo de políticas (BALL, et al, 1992). A despeito do caráter contínuo e não hierarquizado das políticas, da articulação macro e micropolíticas avançarem em relação às abordagens estadocêntricas e do processo de recontextualização política que ocorre no contexto da prática, o estudo conclui que a política curricular do Estado do Pará existe como uma política de Estado, existe como uma política educacional. No entanto, na exequibilidade dessa política de Estado e educacional na escola no tocante as relações “raciais”, ela não ocorre por conta da fragilização da competência cultural e teórica desse agente social que deve executá-la. A fragilização está na concretização dessa política no contexto da prática. Há um problema entre o que se projeta e o que se prática, o que ajuda a atribuir a realidade social a disseminação e ratificação do racismo e discriminação nos diferentes contextos que compõe a política de currículo.

The current curriculum policy of the Secretary of Education in the State of Sao Paulo introduced into the education environment the Registrar of Teacher and Student - support material to ease the teacher's work and the student's learning, in order to address all the curriculum components created as strategy of learning. The resulting guidelines that aim to transform the everyday policies of educational institutions and the individuals who compose them, are incorporated into the school experience. These decisions, however, do not transfer into life outside the learning environment nor are they translated into the work of the teachers exactly as their creators intended. Thus, in order to better understand the curriculum policies introduced by the Registrar in schools, it is essential to comprehend the viewpoint of the teachers who themselves are both the targets and agents of curriculum policy, and later the Registrar. For that was made reflexive interviews with eigth teachers that teach in São Paulo metropolitan region, than we could see that they adapt their external determinations in their own reality

A pesquisa analisou as tendências de formação de professores na perspectiva da educação inclusiva ante as exigências do cotidiano escolar que desde a década de 1990 vem apresentando uma demanda crescente de estudantes com necessidades educacionais especiais nas salas comuns do ensino regular. A inclusão escolar é um processo que depende da combinação de vários fatores, não é responsabilidade apenas do professor. Entretanto, questionamos: Será que os professores estão sendo preparados para pensar nesta perspectiva, de planejar para a diversidade da sala de aula, especialmente na vertente de alunos com deficiência intelectual, de realizar um trabalho em equipe com professores especialistas? A reflexão sobre a formação e a prática de professores na sala de aula inclusiva faz parte do processo de inclusão, ainda em construção. Eis a questão que norteou esta pesquisa, no sentido de revelar impactos das políticas de inclusão escolar nos cursos de formação de professores e na prática docente, revelando conflitos, resistências, contradições, avanços e mecanismos de exclusão implícitos na proposta da inclusão, contribuindo ainda, para a discussão sobre o papel da universidade como locus privilegiado de formação docente. Os resultados da pesquisa apontaram para uma superficialidade na formação de professores na perspectiva da educação inclusiva. A ação investigativa articulou as políticas públicas de formação de professores, as Diretrizes Curriculares Nacionais para as licenciaturas, os dispositivos legais, a sustentação teórica e os instrumentos de investigação para coordenadores, estudantes de Pedagogia e de Letras e professores do Ensino Fundamental em exercício.

The past four decades have seen increasing public and professional awareness of child sexual abuse. Congruent with public health approaches to prevention, efforts to eliminate child sexual abuse have inspired the emergence of prevention initiatives which can be provided to all children as part of their standard school curriculum. However, relatively little is known about the scope and nature of child sexual abuse prevention efforts in government school systems internationally. This paper assesses and compares the policies and curriculum initiatives for child sexual abuse prevention education in primary (elementary) schools across state and territory Departments of Education in Australia. Using publicly available electronic data, a deductive qualitative content analysis of policy and curriculum documents was undertaken to examine the characteristics of child sexual abuse prevention education in these school systems. It was found that the system-level provision of child sexual abuse prevention education occurs unevenly across state and territory jurisdictions. This results in the potential for substantial inequity in Australian children’s access to learning opportunities in child abuse prevention education as a part of their standard school curriculum. In this research, we have developed a strategy for generating a set of theoretically-sound empirical criteria that may be more extensively applied in comparative research about prevention initiatives internationally.

In late 2007, newly elected Prime Minister Kevin Rudd placed education reform on centre stage as a key policy in the Labor Party's agenda for social reform in Australia. A major policy strategy within this 'Education Revolution' was the development of a national curriculum, the Australian Curriculum Within this political context, this study is an investigation into how social justice and equity have been used in political speeches to justify the need for, and the nature of, Australia's first official national curriculum. The aim is to provide understandings into what is said or not said; who is included or excluded, represented or misrepresented; for what purpose; and for whose benefit. The study investigates political speeches made by Education Ministers between 2008 and 201 0; that is, from the inception of the Australian Curriculum to the release of the Phase 1 F - 10 draft curriculum documents in English, mathematics, science and history. Curriculum development is defined here as an ongoing process of complex conversations. To contextualise the process of curriculum development within Australia, the thesis commences with an initial review of curriculum development in this nation over the past three decades. It then frames this review within contemporary curriculum theory; in particular it calls upon the work of William Pinar and the key notions of currere and reconceptualised curriculum. This contextualisation work is then used as a foundation to examine how social justice and equity have been represented in political speeches delivered by the respective Education Ministers Julia Gillard and Peter Garrett at key junctures of Australian Curriculum document releases. A critical thematic policy analysis is the approach used to examine selected official speech transcripts released by the ministerial media centre through the DEEWR website. This approach provides a way to enable insights and understandings of representations of social justice and equity issues in the policy agenda. Broader social implications are also discussed. The project develops an analytic framework that enables an investigation into the framing of social justice and equity issues such as inclusion, equality, quality education, sharing of resources and access to learning opportunities in political speeches aligned with the development of the Australian Curriculum Through this analysis, the study adopts a focus on constructions of educationally disadvantaged students and how the solutions of 'fixing' teachers and providing the 'right' curriculum are presented as resolutions to the perceived problem. In this way, it aims to work towards offering insights into political justifications for a national curriculum in Australia from a social justice perspective.

In various parts of the world, Indigenous and non-Indigenous peoples are actively working towards Reconciliation. In Australia, the context in which we each undertake our work as educationalists and researchers, the Reconciliation agenda has been pushed into schools and English teachers have been called on to share responsibility for facilitating the move towards a new national order. The recently introduced Australian Curriculum mandates that Aboriginal and Torres Strait Islander Histories and Cultures be embedded with “a strong” but “varying presence” into each learning area (Australian Curriculum, Assessment and Reporting Authority, 2013). In this paper we consider the tensions between policy and practice, when discourses external to education are recontextualised into the discipline of English. We do so by applying an analytical framework based on Bernstein’s (1990, 1996,2000) sociological theories about the structure of instructional and regulative discourses. Our findings suggest that the space to exert Reconciliatory agendas in the Australian Curriculum English is ambiguous and thus holds the potential to not only marginalise Indigenous knowledges but also to create tensions between policy and practice for non-Indigenous teachers of English.

This meta-analytic study sought to determine if cross-national curricula are aligned with burgeoning digital learning environments in order to help policy makers develop curriculum that incorporates 21st-century skills instruction. The study juxtaposed cross- national curricula in Ontario (Canada), Australia, and Finland against Jenkins’s (2009) framework of 11 crucial 21st-century skills that include: play, performance, simulation, appropriation, multitasking, distributed cognition, collective intelligence, judgment, transmedia navigation, networking, and negotiation. Results from qualitative data collection and analysis revealed that Finland implements all of Jenkins’s 21st-century skills. Recommendations are made to implement sound 21st-century skills in other jurisdictions.

This article is a position paper which examines the political and public discourse around the areas of diversity and social cohesion, and history teaching. It examines the nature of these discourses and shows how they are in tension. Although discourse around diversity often has a focus on mutual understanding and finding areas of commonality, the discourse around history often focuses on the need to provide a sense of identity through a national story. By focusing on a discussion about the purposes of history, rather than merely on debates about content, it is suggested that these discourses can be brought more closely into line and produce a more productive line of policy debate.

In this paper, I provide evidence of policy 'backlash' against feminism from the standpoint of the practitioner. When asked, in a case study of Victorian primary schools how the gender inclusive curriculum was conceptualised and enacted, practitioners critique the conservative policy shift that they observed. I premise this paper on the notion that critical reflection on the specificities of policy discourse from the previous decade represents transformative work for the contemporary policy context. I conclude with a discussion of how research agendas in the current era of uncertainty can be re-assessed in the light of this study.
