The work is comprised of three parts. Part 1 deals with the theorisation of militarism and includes chapters by Anna Stavrianakis and Jan Selby, Martin Shaw, Simon Dalby, and Nicola Short. After the terrorist attacks in the United States on 11 September 2001, terrorism and counter-terrorism efforts moved to the front of popular consciousness and became the focus of national security for governments worldwide. With this increased attention came an urgent interest in understanding and identifying what works in fighting terrorism (Belasco 2010). For Australia, understanding the relative effectiveness of counter-terrorism efforts in nearby neighbours of Indonesia, Thailand and the Philippines is highly relevant for our country's national security. Indonesia, Thailand and the Philippines are all countries that are important to Australia not just because of geographic proximity, but also because of a history of economic ties and the role these countries play as Australia’s regional partners...

Esta dissertação trata do que se entende como terrorismo após os atentados de setembro de 2001, seja como lógica de ação ou como método de ação. A partir desta data, o terrorismo alcançou enorme projeção e passou a figurar como tema central tanto na imprensa cotidiana quanto em reuniões internacionais de cúpula. O fenômeno era, muitas vezes, historicamente circunscrito às nações que enfrentavam esse problema. Após o Onze de Setembro, o debate expandiu-se e as políticas, e a propaganda, antiterroristas incidiram sobre a sociedade, modificando comportamentos individuais e coletivos. A associação entre Islamismo e terrorismo foi frequente e a Guerra Contra ao Terror (GCT), promovida pela política externa norte-americana de George W. Bush, contribuiu para difundir uma percepção do terrorismo como uma lógica de ação afeita à violência em si. Isso contrasta com a percepção quanto a grupos terroristas de momentos históricos anteriores, cujo recurso ao terrorismo era compreendido como método de ação com valor instrumental para alcançar objetivos políticos diversos, como a emancipação nacional e a desestabilização de regimes políticos estabelecidos. O estudo de caso da Organização de Xangai (OCX) visa demonstrar que a identificação entre terrorismo e Islã leva ao equívoco de compreender os grupos terroristas contemporâneos islâmicos, com lógicas próprias, como uma fenômeno só o que leva à imprecisão de atribuir ao terrorismo o caráter de primeiro fenômeno macro-securitizado. Este breve histórico da ascensão do terrorismo na agenda política contemporânea, mediante a análise do processo securitizador tanto na GCT quanto na Organização de Cooperação de Xangai, serve como referência para as análises contidas no trabalho que o leitor tem em mãos, uma vez que o sentido atribuído ao terrorismo só pode ser entendido em termos dos atores políticos envolvidos na sua definição e no contexto em qual o fazem. Na OCX, o verificou-se o entendimento do terrorismo como método de ação de grupos separatistas, o que não corresponde à ideia do terrorismo como lógica de ação contida na GCT.

This paper engages with contemporary discussions in relation to the commodification of policing and security. It suggests that the existing literature regarding these trends has been geared primarily towards commercial security providers and has failed to address the processes by which public policing models are commodified and marketed both within, and through, the transnational policing community. Drawing upon evidence from the police change process in Northern Ireland, we argue that a Northern Irish Policing Model (NIPM) has emerged in the aftermath of the Independent Commission on Policing (ICP) reforms. This is increasingly branded and promoted on the global stage. Furthermore, we suggest that the NIPM is not monolithic, but segmented, and targeted towards a number of different 'consumers' both domestically and transnationally. Reflecting these diverse markets, the NIPM draws upon two seemingly incongruous constituent elements: the 'best practice' lessons of policing transition, as embodied in the ICP reforms; and, the legacy of counter-terrorism expertise drawn from the preceding decades of conflict. The discussion concludes by querying as to which of these components of the NIPM is in the ascendancy.

This article argues that the terrorist bombings of hotels, pubs and nightclubs in Bali in October 2002, and in Mombasa one month later, were inaugural moments in the post-9/11 securitization of the tourism industry. Although practices of tourism and terrorism seem antithetical – one devoted to travel and leisure, the other to political violence – this article argues that their entanglement is revealed most clearly in the counter-terrorism responses that brought the everyday lives of tourists and tourism workers, as well as the material infrastructure of the tourism industry, within the orbit of a global security apparatus waging a ‘war on terror’. Drawing on critical work in international relations and geography, this article understands the securitization of tourism as part of a much wider logic in which the liberal order enacts pernicious modes of governance by producing a terrorist threat that is exceptional. It explores how this logic is reproduced through a cosmopolitan community symbolized by global travellers, and examines the measures taken by the tourism industry to secure this community (e.g. the physical transformations of hotel infrastructure and the provision of counter-terrorism training).

The recent decision of the European Court of Human Rights in Ahmad v UK dangerously undermines the well-established case law of the Court on counter-terrorism and non-refoulement towards torture, inhuman and degrading treatment or punishment. Although ostensibly rejecting the ‘relativist’ approach to Article 3 ECHR adopted by the House of Lords in Wellington v Secretary of State for the Home Department, the Court appeared to accept that what is a breach of Article 3 in a domestic context may not be a breach in an extradition or expulsion context. This statement is difficult to reconcile with the jurisprudence constante of the Court in the last fifteen years, according to which Article 3 ECHR is an absolute right in all its applications, including non-refoulement, regardless of who the potential victim of torture, inhuman or degrading treatment is, what she may have done, or where the treatment at issue would occur.

Congressional dominance theory holds that not only can the US Congress control the executive, it does. The terrorist attacks on New York and Washington on 11 September 2001 and the Bush administration's ensuing global 'war on terror' suggest a different result. Bush's response to 9/11 signalled not only new directions in US foreign and domestic policy but a new stage in the aggrandisement of presidential power in the United States and a further step in the marginalisation of the Congress. Informed by a constitutional doctrine unknown to the framers of the US Constitution, the Bush administration pursued a presidentialist or 'ultra-separationist' governing strategy that was disrespectful to the legislature's intended role in the separated system. Using its unilateral powers, in public and in secret, claiming 'inherent' authority from the Constitution, and exploiting the public's fear of a further terrorist attack and of endangering the lives of US troops abroad, the administration skilfully drove its legislation through the Congress. Occasionally, the Congress was able to extract concessions - notably in the immediate aftermath of 9/11, when partisan control of the government was split - but more typically, for most of the period, the Congress acquiesced to administration demands, albeit with the consolation of minor concessions. The administration not only dominated the lawmaking process, it also cowed legislators into legitimating often highly controversial (and sometimes illegal) administration-determined definitions of counter-terrorism and national security policy. Certainly, the Congress undertook a considerable amount of oversight during the period of the 'war on terror'; lawmakers also complained. But the effects on policy were marginal. This finding held true for periods of Democratic as well as Republican majorities.

El fenómeno del terrorismo de carácter trasnacional,Especialmente aquel que hace referencia a la vertiente yihadista, ha despertado preocupación dentro de la comunidad internacional, específicamente dentro de aquellos centros de poder occidentales que se han visto vulnerados por algún tipo de acción llevada a cabo por grupos de esta índole. Organizaciones como Al–Qaeda, que mediante la concentración y labor de múltiples células vinculadas en su haber, operan y ejecutan acciones terroristas en varias regiones del mundo, son identificadas hoy en día, como una nueva amenaza no estatal dentro de los sistemas de seguridad occidentales. El caso español representa un claro ejemplo de la transnacionalización del terrorismo, en particular aquel que se denomina de carácter yihadista dentro de territorio europeo, puesto que es a partir de los atentados perpetuados en el metro de Madrid, que se activan las alarmas hacia el interior de la Unión Europea y se inician una serie de reformas pertinentes a enfrentar dicha amenaza dentro de los sistemas de seguridad de la mayoría de Estados miembros de la unión.De esta manera, y dentro del campo de estudio que ofrecen las Relaciones Internacionales, la amenaza que el terrorismo de carácter yihadista representa para la seguridad española, puede ser comprendida, a partir del análisis de elementos claves tales como: España como escenario directo de la amenaza terrorista, proximidad geográfica con las regiones del Mediterráneo, Magreb y Sahél, ideología de los grupos yihadistas y finamente la ampliación de la agenda de seguridad española a partir del 11-M, entre otros. Los alcances del terrorismo yihadista son definitivamente percibidos dentro de la comunidad internacional, de allí reside la importancia del estudio de la estrategia contra terrorista elaborada por España para combatir este fenómeno, puesto que no solo se encuentra al interior de su territorio sino además en las regiones aledañas.

Después de los ataques del 11 de septiembre de 2001, Pakistán se ha convertido en uno de los principales aliados de Estados Unidos para combatir las fuerzas terroristas de Al-Qaeda y los talibán en el centro y sur de Asia. La alianza bilateral no ha manifestado resultados determinantes para aliviar los problemas de seguridad en Pakistán, por el contrario, la yihad islámica se ha fortalecido en su población y los ataques terroristas que atentan contra la población civil y el aparato estatal se vuelven cada vez mas frecuentes, en razón de lo anterior, los grupos insurgentes en Pakistán han fortalecido su capacidad operativa y expandido su escenario de influencia.

Este estudio de caso se realiza con el ánimo de analizar la cooperación militar existente entre Estados Unidos y Egipto durante el periodo de 2002 a 2008. De esta manera, se busca conocer la incidencia que dicha cooperación tuvo en la seguridad fronteriza de Egipto e Israel. Para tal fin a lo largo del trabajo se procederá a exponer los principales aspectos del programa de cooperación analizado, se identificaran las principales amenazas a la seguridad fronteriza de Egipto y de Israel y se describirán las principales acciones que en el marco de dicho programa de cooperación militar se han tomado para hacerles frente a estas.
