This research aims to increase understanding of and delivery to qualitative (or intangible) outcomes and impacts of major economic infrastructure projects (i.e. bridges, roads, water infrastructure and the like), and the role of stakeholder engagement in this process.-------- Recent doctoral research completed at the Queensland University of Technology by the author investigated how the principles of corporate responsibility are applied in the construction sector. This related specifically to major economic infrastructure projects (hereafter referred to as major projects), with particular regard to urban transportation projects. One outcome of this past research was a value-mapping framework which enables organisations to track project outcomes to pre-existing corporate objectives, and report on these throughout the project life-cycle. Two recommendations for future research from that work formed the basis for this current research: • How can qualitative measurables be better integrated into decision-making on major economic infrastructure projects? • How can non-contractual stakeholders be more effectively engaged with on these projects? The link between these two areas may relate to the stakeholders’ role in qualitative indicator identification and measurement. This is a key point for future investigation.---------- The aim of this research is thus to further investigate these two areas, with the intent of (i) better defining the research direction; (ii) identifying potential research partners; and (iii) identify possible sources of future funding.

Purpose–The aims of this paper are to demonstrate the application of Sen’s theory of well-being, the capability approach; to conceptualise the state of transportation disadvantage; and to underpin a theoretical sounds indicator selection process. Design/methodology/approach–This paper reviews and examines various measurement approaches of transportation disadvantage in order to select indicators and develop an innovative framework of urban transportation disadvantage. Originality/value–The paper provides further understanding of the state of transportation disadvantage from the capability approach perspective. In addition, building from this understanding, a validated and systematic framework is developed to select relevant indicators. Practical implications –The multi-indicator approach has a high tendency to double count for transportation disadvantage, increase the number of TDA population and only accounts each indicator for its individual effects. Instead, indicators that are identified based on a transportation disadvantage scenario will yield more accurate results. There are about 4,000 garment industries in Bangladesh, most of them are clustered in and around the capital city. Together they account for 75 percent of the country's export earnings and employ around 1.8 million people which is almost one half of the total industrial workforce of the country. Though it is the most important economy sector of Bangladesh, unplanned and haphazardly built garment factories are also inducing many social, housing and most importantly urban transportation problems which are a great cause of concern. This study investigates the impact of garment industries on transportation, in particular road safety issues of garment workers. Data is collected to identify the locational problems of garment factories, spatial distribution of worker residences, and their travel pattern as well as to assess their walking and road crossing problems. Finally, recommendations are put forward to tackle transport problems arising from these unplanned establishments of export oriented garments industries in Dhaka Metropolitan City.

This study explores how explicit transit quality of services (TQoS) measures including service frequency, service span, and travel time ratio, along with implicit environmental predictors such as topographic grade factor influence bus ridership using a case study city of Brisbane, Australia. The primary hypothesis tested was that bus ridership is higher within suburbs with high transit quality of service than suburbs that have limited service quality. Using Multiple Linear Regression (MLR) this study identifies a strong positive relationship between route intensity (bus-km/h-km2) and bus ridership, indicating that increasing both service frequency and spatial route density correspond to higher bus ridership. Additionally, travel time ratio (in-vehicle transit travel time to in-vehicle auto travel time) is also found to have significant negative association with ridership within a suburb, reflecting a decline in transit use with increased travel time ratio. Conversely, topographic grade and service span are not found to exert any significant impact on bus ridership in a suburb. Our study findings enhance the fundamental understanding of traveller behaviour which is informative to urban transportation policy, planning and provision.

The contemporary world is crowded of large, interdisciplinary, complex systems made of other systems, personnel, hardware, software, information, processes, and facilities. The Systems Engineering (SE) field proposes an integrated holistic approach to tackle these socio-technical systems that is crucial to take proper account of their multifaceted nature and numerous interrelationships, providing the means to enable their successful realization. Model-Based Systems Engineering (MBSE) is an emerging paradigm in the SE field and can be described as the formalized application of modelling principles, methods, languages, and tools to the entire lifecycle of those systems, enhancing communications and knowledge capture, shared understanding, improved design precision and integrity, better development traceability, and reduced development risks. This thesis is devoted to the application of the novel MBSE paradigm to the Urban Traffic & Environment domain. The proposed system, the GUILTE (Guiding Urban Intelligent Traffic & Environment), deals with a present-day real challenging problem “at the agenda” of world leaders, national governors, local authorities, research agencies, academia, and general public. The main purposes of the system are to provide an integrated development framework for the municipalities, and to support the (short-time and real-time) operations of the urban traffic through Intelligent Transportation Systems, highlighting two fundamental aspects: the evaluation of the related environmental impacts (in particular, the air pollution and the noise), and the dissemination of information to the citizens, endorsing their involvement and participation. These objectives are related with the high-level complex challenge of developing sustainable urban transportation networks. The development process of the GUILTE system is supported by a new methodology, the LITHE (Agile Systems Modelling Engineering), which aims to lightening the complexity and burdensome of the existing methodologies by emphasizing agile principles such as continuous communication, feedback, stakeholders involvement, short iterations and rapid response. These principles are accomplished through a universal and intuitive SE process, the SIMILAR process model (which was redefined at the light of the modern international standards), a lean MBSE method, and a coherent System Model developed through the benchmark graphical modeling languages SysML and OPDs/OPL. The main contributions of the work are, in their essence, models and can be settled as: a revised process model for the SE field, an agile methodology for MBSE development environments, a graphical tool to support the proposed methodology, and a System Model for the GUILTE system. The comprehensive literature reviews provided for the main scientific field of this research (SE/MBSE) and for the application domain (Traffic & Environment) can also be seen as a relevant contribution.

Cooperative Justice and Free Public Transit - Urban transportation is a central issue for theories of urban justice. The current car culture is unjust because it discriminates against those who cannot afford to be a part of it, and it is inefficient because it creates a collectively disadvantageous situation. In this paper, I will first argue that public policies should encourage a modal transfer from car to public transit. Drawing on a theory of cooperative justice, I will then argue that free public transit is mutually advantageous and can be defended from both the perspectives of equality and efficiency.

La planification intégrée du développement urbain et des transports durables est aujourd’hui cruciale au double impératif d’une plus grande maîtrise des déplacements automobiles et d’une diminution de la « dépendance automobile », éléments essentiels au développement durable des grandes métropoles. La présente recherche visait l‘approfondissement des connaissances sur l‘évolution récente de la forme urbaine dans les trois régions métropolitaines canadiennes de Toronto, Montréal et Vancouver, sous l’angle particulier de l’intégration « forme urbaine – transports durables ». Notre stratégie de recherche a consisté en l’élaboration d’un cadre d‘analyse qui devait permettre une opérationnalisation complète du paradigme d‘aménagement à l‘étude ainsi qu’une évaluation de sa mise en œuvre. Ce cadre tire parti des opportunités analytiques qu‘offrent les systèmes d‘information géographique (SIG) ainsi que certains outils Internet courants de « visite virtuelle des lieux » tel que Google Earth. Il en est résulté une approche méthodologique originale, multidimensionnelle et multi-échelle. Son application a permis des analyses particulières de la forme urbaine pour chacune des trois régions cibles, structurées selon trois axes principaux : leur performance globale (autour de 2006), leur performance en périphérie métropolitaine ainsi que l’évolution de leur performance entre 2001 et 2006. De nos analyses comparatives, Vancouver se démarque avec des performances supérieures pour les trois axes, tout particulièrement pour l‘évolution de ses performances. Montréal arrive quant à elle troisième, en raison notamment de sa faible performance en périphérie. Globalement, les trois régions métropolitaines affichent de faibles niveaux d’intégration entre la forme urbaine et les réseaux de transport durable et souffrent d’une grande dépendance automobile structurelle, particulièrement en leur périphérie. Par ailleurs, en dépit d’objectifs de planification adéquats, les déficiences de leur forme urbaine et leurs progrès relativement modestes laissent présager une prédominance de la dépendance automobile qui perdurera au cours des prochaines années. Il nous apparaît primordial que tous les acteurs du domaine public fassent preuve d‘une plus grande « lucidité », voire maturité, face aux lourds constats exposant la difficile mise en œuvre de leurs objectifs ainsi que la dichotomie entre ce qui « se passe sur le terrain » et le contenu de leurs politiques. Une première étape obligée vers un raffinement des politiques et, peut-être, vers leur plus grande efficacité passe sans doute par la pleine reconnaissance des limites du paradigme d’aménagement actuel et de l‘immense défi que représente un inversement des tendances. Cela implique notamment une plus grande transparence en matière d‘évaluation des politiques ainsi que des efforts communs pour le développement et la diffusion de données de qualité dans les domaines connexes de la forme urbaine et des transports urbains, de meilleurs outils de monitoring, etc., qui pourraient aider à instituer une nouvelle synergie entre tous les acteurs impliqués tant dans la recherche urbaine, le développement urbain que les politiques d’aménagement et de transport. Le raffinement de notre propre approche méthodologique pourrait aussi bénéficier de telles avancées, approche qui constitue une des avenues possibles pour la poursuite de l‘exploration de l‘enjeu de l‘intégration « forme urbaine – transports durables » dans les régions métropolitaines canadiennes.
