The communication in public institutions has mediating character to strengthen the commitment to the citizens and creating channels aimed at high-quality information and transparency. This article deals with public communication, marked by public relations actions in the context of the federal public university through the project called “UFABC in Schools”, Federal University of ABC . The project objectives are to promote the policy of quotas established by the Federal Government and strengthen the relationship with high school students from public schools located in the ABC Paulista region.

OBJETIVO: caracterizar a inserção de egressos do Curso de Fonoaudiologia da Universidade Estadual Paulista (UNESP) - Marília, em Programas de Pós-Graduação (PPG) Stricto Sensu brasileiros. MÉTODO: foram utilizadas listas de graduados e Curriculum Vitae do egresso e do orientador. RESULTADOS: dos 537 formados, 16,57% cursaram/estavam cursando PPG e destes, 98,88% em mestrado e 37,08% também em doutorado. Na grande área de conhecimento, 50% dos egressos de mestrado vincularam-se predominantemente a programas em Ciências da Saúde, 31,80% em Ciências Humanas e 13,64% em Linguística, Letras e Artes. No doutorado, 33, 33% em Ciências Humanas, 30,30% em Ciências da Saúde e em Linguística, Letras e Artes. Quanto à área de conhecimento, predominou a vinculação, no mestrado, de 30,68% em Fonoaudiologia, 28,41% em Educação, 13,64% em Linguística e 9,09% em Medicina I; e, no doutorado, de 33,33% em Educação, 30,30% em Linguística e 9,09% em Fonoaudiologia; 55,68% dissertações e 51,52% teses focalizaram a linguagem. A UNESP predominou com 39,77% no mestrado e 48,48% no doutorado. Predominou a vinculação a Programas com conceito 4 para 52,27% dos egressos do mestrado e 45,45% do doutorado. Quando constou a informação (55,68%), todos receberam fomento. O Teste de Razão de Verossimilhança não indicou diferenças significativas dos percentuais obtidos entre o mestrado e o doutorado. CONCLUSÃO: os resultados superaram os apresentados para o mesmo Estado, mostraram a característica interdisciplinar da Ciência Fonoaudiológica e o predomínio de temática em linguagem.

A experiência com a construção de um Repositório e uma Política Institucional de Acesso Aberto à Produção Técnico-Científica, Artística e Didática da Universidade de São Paulo (USP) é o desafio apresentado neste trabalho. Tendo em vista que a USP ocupa posição de liderança na América Latina conforme ranking internacional de produção científica, congrega 5.732 docentes e mais de 80 mil alunos de graduação e pós-graduação, e tem seu sistema de informação composto por 43 bibliotecas distribuídas em diferentes campi na capital e em diversas cidades do interior do estado de São Paulo, foram necessárias múltiplas e complexas estratégias para a mudança de paradigma e inserção no cenário atual do acesso aberto. Dentre elas, podem ser citadas a composição de grupo multiplicador composto de professores e bibliotecários, criação de espaço de referência cobrindo temas diversificados sobre o acesso aberto, workshop e palestras diversas realizadas em variados campi e bibliotecas, fórum aberto para discussão do acesso aberto na USP e elaboração de carta de intenções em fase de assinatura e endosso pela comunidade uspiana. Paralelo a essas atividades, que buscaram o envolvimento da comunidade, ocorreu também à implantação do repositório institucional a partir de projetos piloto em três unidades de ensino e pesquisa das áreas de exatas, biológicas e humanidades. Tais estratégias são descritas e demonstram o estágio de desenvolvimento do projeto e sua trajetória de implantação.

This work involves the organization and content perspectives on Enterprise Content Management (ECM) framework. The case study at the Federal University of Rio Grande do Norte was based on ECM model to analyse the information management provided by the three main administrative systems: The Integrated Management of Academic Activities (SIGAA), Integrated System of Inheritance, and Contracts Administration (SIPAC) and the Integrated System for Administration and Human Resources (SIGRH). A case study protocol was designed to provide greater reliability to research process. Four propositions were examined in order to reach the specific objectives of identification and evaluation of ECM components from UFRN perspective. The preliminary phase provided the guidelines for the data collection. In total, 75 individuals were interviewed. Interviews with four managers directly involved on systems design were recorded (average duration of 90 minutes). The 70 remaining individuals were approached in random way in UFRN s units, including teachers, administrative-technical employees and students. The results showed the presence of many ECM elements in the management of UFRN administrative information. The technological component with higher presence was "management of web content / collaboration". But initiatives of other components (e.g. email and document management) were found and are in continuous improvement. The assessment made use of eQual 4.0 to examine the effectiveness of applications under three factors: usability, quality of information and offered service. In general, the quality offered by the systems was very good and walk side by side with the obtained benefits of ECM strategy adoption in the context of the whole institution

The goal of this research is to check if the strategic planning developed between 2001 and 2009 into the State University of Para (Universidade Federal do Pará - UFPA) was consolidated into its Academic Centers as a management practice. To this end, we identified the planning formalization degree of the Academic Centers, the conceived tools for the planning, the conception and the methodological process used in the tools elaboration, as also its implementation. The research used a qualitative approach: it is descriptive and it uses the case study technique. The data were gathered from primary and secondary sources, through bibliography, documents, and field researches through semi-structure interviews. The analysis and data interpretation were done by each investigated Academic Center from the analytics categories guided by the specifics goals. We used theoretic fundamental based principles and the university as a study empiric reference based on its structure analysis, organizational processes and institutional strategic plan. We inspected how the strategic planning process was developed throughout the fixed period and how the investigated Academic Centers are from the collected documents and interviews. The theoretical foundation was built from three axis: the Brazilian undergraduate and posgraduate education system; the university itself including its singularity and complexity as an organization; and the planning as a strategic management process. The main results show us that the UFPA has updated regulatory milestones, presenting organizational structure, laws, instructions, manuals and deployed management model that give the strategic planning development conditions beyond its administration, i. e., into its Academic Centers. The centers also present those established milestones and develop the basic planning processes of the institution. Those processes are conceived based on the institutional strategic planning and the managers mainly use the procedural orientation defined by the university management, from where the conceptual foundation is originated and propagated. According to the literature and to the research done in this work, we can conclude that the Academic Centers from the UFPA developed the strategic planning practice. This planning is organized and founded and guided the plans and decisions which avoided the disordered management and, according to the managers, allowed the advances and performance improvement. We can conclude that the UFPA built an important foundation with respect to the management professionalization. On the other hand, we can not conclude that the management practice is consolidated since there are weaknesses into the structuring of the technical teams and there is not any management tool for the implementation of the elaborated plans

There are a great number of evidences showing that education is extremely important in many economic and social dimensions. In Brazil, education is a right guaranteed by the Federal Constitution; however, in the Brazilian legislation the right to the three stages of basic education: Kindergarten, Elementary and High School is better promoted and supported than the right to education at College level. According to educational census data (INEP, 2009), 78% of all enrolments in College education are in private schools, while the reverse is found in High School: 84% of all matriculations are in public schools, which shows a contradiction in the admission into the universities. The Brazilian scenario presents that public universities receive mostly students who performed better and were prepared in elementary and high school education in private schools, while private universities attend students who received their basic education in public schools, which are characterized as low quality. These facts have led researchers to raise the possible determinants of student performance on standardized tests, such as the Brazilian Vestibular exam, to guide the development of policies aimed at equal access to College education. Seeking inspiration in North American models of affirmative action policies, some Brazilian public universities have suggested rate policies to enable and facilitate the entry of "minorities" (blacks, pardos1, natives, people of low income and public school students) to free College education. At the Federal University of the state Rio Grande do Norte (UFRN), the first incentives for candidates from public schools emerged in 2006, being improved and widespread during the last 7 years. This study aimed to analyse and discuss the Argument of Inclution (AI) - the affirmative action policy that provides additional scoring for students from public schools. From an extensive database, the Ordinary Least Squares (OLS) technique was used as well as a Quantile Regression considering as control the variables of personal, socioeconomic and educational characteristics of the candidates from the Brazilian Vestibular exam 2010 of the Federal University of the state Rio Grande do Norte (UFRN). Universities are institutions that generate and manipulate large amounts of data as a result of the multiple functions they perform, of the amount of involved professionals and students they attend. Information gathered from these data is used, for example, for operational activities and to support decision-making by managers. To assist managers in accomplishing their tasks, the Information Systems (IS) are presented as tools that offer features aiming to improve the performance of its users, assist with routine tasks and provide support to decision-making. The purpose of this research is to evaluate the influence of the users features and of the task in the success of IS. The study is of a descriptive-exploratory nature, therefore, the constructs used to define the conceptual model of the research are known and previously validated. However, individual features of users and of the task are IS success antecedents. In order to test the influence of these antecedents, it was developed a decision support IS that uses the Multicriteria Decision Aid Constructivist (MCDA-C) methodology with the participation and involvement of users. The sample consisted of managers and former managers of UTFPR Campus Pato Branco who work or have worked in teaching activities, research, extension and management. For data collection an experiment was conducted in the computer lab of the Campus Pato Branco in order to verify the hypotheses of the research. The experiment consisted of performing a distribution task of teaching positions between the academic departments using the IS developed. The task involved decision-making related to management activities. The data that fed the system used were real, from the Campus itself. A questionnaire was answered by the participants of the experiment in order to obtain data to verify the research hypotheses. The results obtained from the data analysis partially confirmed the influence of the individual features in IS success and fully confirmed the influence of task features. The data collected failed to support significant ratio between the individual features and the individual impact. For many of the participants the first contact with the IS was during the experiment, which indicates the lack of experience with the system. Regarding the success of IS, the data revealed that there is no significance in the relationship between Information Quality (IQ) and Individual Impact (II). It is noteworthy that the IS used in the experiment is to support decision-making and the information provided by this system are strictly quantitative, which may have caused some conflict in the analysis of the criteria involved in the decision-making process. This is because the criteria of teaching, research, extension and management are interconnected such that one reflects on another. Thus, the opinion of the managers does not depend exclusively on quantitative data, but also of knowledge and value judgment that each manager has about the problem to be solved.
