The aim of this work is to investigate the factors which influence people s participation in the enviromental decision, in Parnamirim, Rio Grande do Norte, from the vision of the residents of that area, approaching the Plan of Control/Eradication of the African s Huge Snail (Achatina Fulica),with the jointly work of IBAMA and Municipal Town Hall of Parnamirim .The applied methodology consists of a research (Survey kind) including 395 interviews by people who live in that county, with minimum age of 18, within an universe of 124.690 residents. The choice of the county was due to a detection (made by IBAMA technicians and reported in a Technical Report) -which showed that the dangerous Snail is already spreading in 14 of 17 districts of the county-, as well as the support given by Parnamirim s Town Hall, with the implementation of the Plan Control/Eradication of the African s Huge Snail, widely known as Day C . The research tools used in that research consists of questionnaires with all sorts of questions. The results show us that most of the residents were feeling threatened by the presence of the animal as well as having had a little participation in the fight against the animal. It also shows us that residents believe that organizations (Town Hall, IBAMA and Local Community) involved are able to solve the problem and believe that the amounts which organization are supposed to take 89,4 %, 87,6% and 80,8%, in that order. As we check the results, we notice in 95%, the variety of threaten and frequency reunion and participation level

O presente estudo analisa o uso da mecanização nas condições reais dos agricultores familiares. Os resultados foram construídos na base de duas pesquisas complementares entre si: o acompanhamento do Projeto de Mecanização desenvolvido pela prefeitura do município de Altamira – PA e o levantamento de outras experiências desenvolvidas pelos agricultores no município de Uruará – PA. Verificou-se que o problema da manutenção da fertilidade do solo é um fator limitante à mecanização, ao lado da baixa remuneração do trabalho, da diminuição de interesse pela produção de culturas anuais, e da disponibilidade de área para continuar com a agricultura itinerante. As condições atuais dos sistemas agrários não permitem ainda a transição para a agricultura permanente ou a intensificação dos sistemas de produção a partir da mecanização. No entanto, os interesses da coletividade e a realização de estudos aprofundados com agricultores que vêm praticando tração animal poderão relativizar estes resultados.

A pesquisa trata da atuação dos movimentos sociais ocorridos no entorno do complexo industrial de Barcarena, após a implantação das empresas Albrás, Alunorte e Pará Pigmentos, que deram origem às associações de moradores e produtores rurais. O objetivo é a identificação dos principais movimentos surgidos e existentes, analisando-os à luz da Teoria dos Novos Movimentos Sociais. A partir de uma pesquisa exploratória, alicerçada no referencial bibliográfico, busca-se ainda verificar as vertentes pelas quais enveredaram os movimentos sociais que deram origem às entidades representativas no município. A pesquisa de campo realizou-se entre os anos de 2003 e 2004 junto a 15 associações existentes em Barcarena e que envolvem 18 comunidades rurais e urbanas, onde se aplicou questionários para verificar como estas encaminhando suas reivindicações e se relacionando com os poderes locais. Foram realizadas ainda entrevistas com técnicos das empresas e da Prefeitura e com antigos moradores. Dentre os resultados da análise de dados, pode-se afirmar há uma diferença entre as aspirações dos movimentos sociais urbanos e rurais, mas as principais reivindicações referem-se a melhoria da infraestrutura, saúde, educação e desenvolvimento agrícola. A identificação dos principais movimentos sociais em Barcarena foi um dos resultados esperados no decorrer da pesquisa, pois não se pode afirmar que exista um típico movimento social em Barcarena que faça contraponto às empresas no sentido de protesto, mas o movimento existe e é bastante ativo nos moldes dos novos movimentos sociais. Conclui-se que no enfrentamento cotidiano entre empresas e comunidades, o que prevalece é a categoria de movimento popular, onde as reivindicações coletivas voltam-se para a melhoria das condições de vida e de aspectos que envolvem seu cotidiano, além, é claro, da defesa de seu modo de produção e reprodução de vida.

The objective of this paper is to analyze the values of democracy in the opinions of the councillors of the cities of São Bernardo do Campo, Santo André and São Caetano do Sul. This paper analyzes the period of 2010 and the technique of collection and analysis data were based on the main research methods in the Social Sciences. The results were: i) democracy is stable, ii) it is superior to any other type of regime, iii) content support in some public policy and the use of voting and iv) democracy has the support of the various ideological options.

This research work analyzes the theme of the architecture of the city and aims at establishing, by studying the urban project of the new town hall in Ljubljana made by the Slovenian architect Jože Plečnik, the idea that the construction of the city must be carried out through a type of architecture directed at the planning of collective urban spaces. The plan for the new town hall building, drew in three versions – 1932, 1939, and 1940-41 –, is part of a large set of plans concerning the area that Plečnik defines to be the “osrčje” (heart) of Ljubljana, that is, the central area within the castle hill and the distinctive arc of the Ljubljanica River, on the eastern boundary of the old “mesto” (town). Among the Plečnik's projects on urban scale for Ljubljana, the above-mentioned plans, unbuilt and scarcely published, must be considered to be ones of the least known, despite their importance in the professional activity of the architect. The work consists of three parts: the first part describes the background of theories and projects which shaped Plečnik's urban culture, during the years of his education in Vienna and before the beginning of the planning activities this work focuses on; the second part studies the plans for the “heart” of the city; the third part investigates the plan for the new town hall building by means of the graphical reconstruction of the three plan versions made by Plečnik, and it provides insights into the relationships among form, significance and motivation of his work. Since the plans have never been built, the digital tridimensional reconstruction of the building models allowed to show unknown spaces and confirm that Architecture has a particular significance when its goal is the planning of collective urban spaces.

The growth of Palpalá City (Province of Jujuy, argentina) since the 1940s, is linked to altos Hornos Zapla (ahz) the state-owned steel and iron company whose privatization in the early 1990s as part of the external three-sided opening, privatizations and deregulation which characterized convertibility, meant large changes in the local economic structure. In the 1950s, this city was identified by the town hall as 'mother of Industries' ('madre de Industrias'), whereas today, the municipal slogan is 'City of Tourism' ('Ciudad Turística'). Recovering the recent occupational history of this city meets the need to know the labor and socioeconomic reality of this urban area in the Province of Jujuy, about which information is rare. Although it is included in the Home Survey?s sample, it is shown in blocks, making the information very limited. It is paradigmaticin this city to study the means chosen to try to overcome the traumatic shock that ahz's privatization meant, to analyze the policies developed and evaluate their results, some years after their application. In Palpalá, a local development strategy was applied, with a strong impulse to micro-businesses, following, somehow, the model postulated at national level, what will allow us to know the local reality better, as well as the regional and national realities for its characteristics. The methodology used in this work ('From iron and steel industry to tourist city. Brief occupational history of Palpala city) was the bibliographic research of the rare existing studies, interviews to qualified informers as well as the use of secondary data sources, such as data from different national Censuses. To conclude, it can be said that due to the crisis of the 1990s and its state reducing plan, those who suffered its consequences less are, paradoxically, those who are still related to state jobs. In Palpalá, when ahz was privatized and the buyer company failed to fulfill its contract duly, leaving a great number of the local people unemployed, it was the municipal government who had to assume the responsibility of an answer ( in this case, through training, credit and/or counseling to micro-businessmen) In the last years, however, the possibility to work in informal activities has become important in Palpalá, with a high percentage of people working in city fairs selling different kinds of goods. although the change in the model in the recent years has allowed the reactivation in different areas, a preliminary evaluation is that the improvement does not seem to have reached the core of excluded and marginalized of the previous decade

Algunas tradiciones historiográficas señalaban que el mercado colonial de abasto porteño era controlado por un grupo de hacendados en acuerdo con el Cabildo de Buenos Aires. La fijación de precios debía, por lo tanto, favorecer a los grandes hacendados en detrimento de una población. Sin embargo, a partir del estudio de las cuentas de una estancia, es posible demostrar que incluso grandes hacendados se encontraban subordinados a un mercado regulado donde el eje de una puja por el beneficio de transferencias de valor se situaba sobre todo entre el propio Cabildo y los "corraleros", comercializadores que conectaban la campaña con los corrales de Buenos Aires

Los municipios, en los últimos veinticinco años, han cambiado sus roles. En la actualidad, los gobernantes locales asumen formas de gestionar que atienden a las crecientes demandas sociales de sus vecinos, redefiniendo las políticas públicas municipales. Parte de la tarea de gestión es el ordenamiento territorial como estrategia para orientar la distribución espacial del desarrollo, de acuerdo con los recursos disponibles, con el mejor uso que a los mismos se da en términos sociales, económicos y ambientales. Concretarlo implica cambios cualitativos importantes, adecuaciones en la gestión político-administrativa. En Victorica, La Pampa, la autogestión se perfila como una de las características más sobresalientes. La dinámica gestión de su territorio es ejemplo para otros municipios que intentan imitar el estilo. Los actores sociales son la clave del cambio.
