Resumen: El presente artículo presenta las razones jurídicas que fundan la inconstitucionalidad de la ley argentina 26.618 de legalización de las uniones de personas del mismo sexo. Parte del reconocimiento de la igual dignidad esencial de todas las personas y analiza luego la reforma del matrimonio civil dispuesto por la ley 26.618 y la necesidad de reglamentación previa y específica del vínculo filiatorio y de parentesco por adopción y la improcedencia de la aplicación de las técnicas de procreación asistida en las uniones homosexuales o lésbicas. Señala cómo esta legislación afecta a terceros: al menor de edad en desamparo familiar, a la persona por nacer y, también, al matrimonio, a la familia y a la sociedad. El desarrollo presenta los argumentos por los cuales se sostiene que esta ley ha hecho una extensión irrazonable del nombre de matrimonio. También se cuestiona la “cláusula complementaria” prevista por la ley, que evidencia el abuso cometido y la imposibilidad de legislar sin lógica. Considera la actuación de los legisladores y la violación de lo anticipado en las respectivas plataformas electorales y señala que el matrimonio es una realidad anterior al derecho positivo. Finaliza con reflexiones sobre el límite objetivo que surge de la realidad y el riesgo caos social y jurídico-político y la necesidad de derogación de la ley 26.618.

The STREAM Initiative is a process rather than a project, and its focus is on learning and building on learning, not the achievement of pre-determined objectives. An overarching goal of STREAM is to facilitate changes that support poor people who manage aquatic resources. A key objective of STREAM is policy change, which in itself is complex and difficult to monitor. Two further layers of complexity relate to the regional scope of the Initiative and the collaborative involvement of stakeholders, all of which need to be accountable for their work. The objectives of this workshop are consistent with the aims of the STREAM Initiative and can be summerized as follows: 1- Familiarizing everyone in the regional STREAM Initiative with work being done in process monitoring and significant change. 2- Discussion and development of a practical information system that enables (i) the monitoring of development processes and significant changes occurring within the STREAM Initiative, and (ii) learning to inform STREAM implementation and other stakeholders. The involvement of communities with the assistance and support of government and non government organizations on the management of the coastal resources in Southern Thailand are discussed. The 3 most important resources, mangrove, seagrass and coral, create a complex coastal ecology. Several man-made activities causing the deterioration of this resources are also presented.

Any presence of bacterial human pathogen in shrimp products may be of public health concern. This note concludes that Salmonella do not appear to constitute a part of the microbial flora where shrimp culture is practiced in Thailand. Vibrio cholerae 01, the cause of cholera are rarely recovered from the environment with no isolates containing genes encoding cholera toxin. Further studies are needed to describe the prevalence of bacterial human pathogens in shrimp culture, especially determination of possible postharvest cross-contamnation with these pathogens
