The purpose of this dissertation is to contribute to a better understanding of how global seafood trade interacts with the governance of small-scale fisheries (SSFs). As global seafood trade expands, SSFs have the potential to experience significant economic, social, and political benefits from participation in export markets. At the same time, market connections that place increasing pressures on resources pose risks to both the ecological and social integrity of SSFs. This dissertation seeks to explore the factors that mediate between the potential benefits and risks of global seafood markets for SSFs, with the goal of developing hypotheses regarding these relationships.
The empirical investigation consists of a series of case studies from the Yucatan Peninsula, Mexico. This is a particularly rich context in which to study global market connections with SSFs because the SSFs in this region engage in a variety of market-oriented harvests, most notably for octopus, groupers and snappers, lobster, and sea cucumber. Variation in market forms and the institutional diversity of local-level governance arrangements allows the dissertation to explore a number of examples.
The analysis is guided primarily by common-pool resource (CPR) theory because of the insights it provides regarding the conditions that facilitate collective action and the factors that promote long-lasting resource governance arrangements. Theory from institutional economics and political ecology contribute to the elaboration of a multi-faceted conceptualization of markets for CPR theory, with the aim of facilitating the identification of mechanisms through which markets and CPR governance actually interact. This dissertation conceptualizes markets as sets of institutions that structure the exchange of property rights over fisheries resources, affect the material incentives to harvest resources, and transmit ideas and values about fisheries resources and governance.
The case studies explore four different mechanisms through which markets potentially influence resource governance: 1) Markets can contribute to costly resource governance activities by offsetting costs through profits, 2) markets can undermine resource governance by generating incentives for noncompliance and lead to overharvesting resources, 3) markets can increase the costs of resource governance, for example by augmenting monitoring and enforcement burdens, and 4) markets can alter values and norms underpinning resource governance by transmitting ideas between local resource users and a variety of market actors.
Data collected using participant observation, survey, informal and structured interviews contributed to the elaboration of the following hypotheses relevant to interactions between global seafood trade and SSFs governance. 1) Roll-back neoliberalization of fisheries policies has undermined cooperatives’ ability to achieve financial success through engagement with markets and thus their potential role as key actors in resource governance (chapter two). 2) Different relations of production influence whether local governance institutions will erode or strengthen when faced with market pressures. In particular, relations of production in which fishers own their own means of production and share the collective costs of governance are more likely to strengthen resource governance while relations of production in which a single entrepreneur controls capital and access to the fishery are more likely to contribute to the erosion of resource governance institutions in the face of market pressures (chapter three). 3) By serving as a new discursive framework within which to conceive of and talk about fisheries resources, markets can influence norms and values that shape and constitute governance arrangements.
In sum, the dissertation demonstrates that global seafood trade manifests in a diversity of local forms and effects. Whether SSFs moderate risks and take advantage of benefits depends on a variety of factors, and resource users themselves have the potential to influence the outcomes of seafood market connections through local forms of collective action.

This paper applies a stochastic viability approach to a tropical small-scale fishery, offering a theoretical and empirical example of ecosystem-based fishery management approach that accounts for food security. The model integrates multi-species, multi-fleet and uncertainty as well as profitability, food production, and demographic growth. It is calibrated over the period 2006–2010 using monthly catch and effort data from the French Guiana's coastal fishery, involving thirteen species and four fleets. Using projections at the horizon 2040, different management strategies and scenarios are compared from a viability viewpoint, thus accounting for biodiversity preservation, fleet profitability and food security. The analysis shows that under certain conditions, viable options can be identified which allow fishing intensity and production to be increased to respond to food security requirements but with minimum impacts on the marine resources.

The report of the proceedings of the New Delhi workshop on the SSF Guidelines (Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication). The workshop brought together 95 participants from 13 states representing civil society organizations. governments, FAO, and fishworker organizations from both the marine and inland fisheries sectors. This report will be found useful for fishworker organizations, researchers, policy makers, members of civil society and anyone interested in small-scale fisheries, tenure rights, social development, livelihoods, post harvest and trade and disasters and climate change.

Integral to achieving the SSF Guidelines goal of targeting the most vulnerable and marginalized persons and eliminating discrimination is the need to have adequate understanding of the power relations and intersectionalities that shape access to and control over marine and other resources according to gender, age, race, ethnicity, labour and migratory status, disability, geographic location and other characteristics relevant in each national contexts. This monograph identifies and explores the key social relations and dynamics in the SSF fisheries sector in South Africa impacting the implementation of the SSF Guidelines. The monograph will be useful for researchers, scientists, fishworker organizations, environmentalists and anyone interested in the protection of marine biodiversity and the promotion of sustainable fisheries management.

Trammel net discards in four southern European areas were considerable, with a total of 137 species (79.7% of the total) discarded 65, 105, 46 and 32 species in the Basque country (Spain), Algarve (Portugal), Gulf of Cadiz (Spain) and Cyclades islands (Greece), respectively. The overall discard rate in terms of catch numbers ranged from 15% for the Cyclades to 49% for the Algarve, with the high discard rate for the latter due largely to small pelagic fishes. Discards in the four areas consisted mainly of Trisopterus luscus (Basque country), Scomber japonicus (Algarve), Torpedo torpedo (Cadiz) and Sardina pilchardus (all three areas), and Diplodus annularis in the Cyclades. Strong seasonal variation in discarding was found, reflecting differences in metiers and the versatility of trammel nets as a gear. Discarding, both in terms of numbers of species and individuals decreased with increasing inner panel mesh size. The main reasons for discarding were: (1) species of no or low commercial value (e.g. Scomber japonicus; Torpedo torpedo), (2) commercial species that were damaged or spoiled (e.g. Merluccius merluccius), (3) undersized commercial species (e.g. Lophius piscatorius), and (4) species of commercial value but not caught in sufficient quantities to warrant sale (e.g. Sardina pilchardus). A decrease in soak time together with the appropriate choice of mesh sizes could contribute to a reduction in discarding and to improved sustainability and use of scarce resources in the small-scale, inshore multi-species fisheries of southern Europe. Trammel net size selectivity was studied for the most important metiers in four southern European areas: the Cantabrian Sea (Atlantic, Basque Country, Spain), the Algarve (Atlantic, southern Portugal), the Gulf of Cadiz (Atlantic, Spain) and the Cyclades Islands (Mediterranean, Aegean Sea, Greece). These metiers were: cuttlefish (Sepia officinalis) and soles (Solea senegalensis, Microchirus azevia, Synaptura lusitanica) in the Algarve and the Gulf of Cadiz, sole (Solea solea) in the Cantabrian Sea and mixed fin-fish in the Cyclades. In each area, experimental trammel nets of six different types (combinations of two large outer panel mesh sizes and three small inner panel meshes) were constructed. Fishing trials were carried out on a seasonal basis (four seasons in the Cantabrian Sea, Algarve and Cyclades and two seasons in the Gulf of Cadiz) with chartered commercial fishing vessels. Overall, size selectivity was estimated for 17 out of 28 species for which sufficient data were available. Trammel nets generally caught a wide size range of the most important species, with length frequency distributions that were skewed to the right and/or bi-modal. In many cases the length frequency distributions of the different nets were highly overlapped. The Kolmogorov-Smirnov test also showed that the large outer panel meshes generally had no effect in terms of size selectivity, while the opposite was true for the small inner panel ones. Six different selectivity models (normal scale, normal location, gamma, log-normal, bi-modal and gamma semi-Wileman) were fitted to data for the most abundant species in the four areas. For fish, the bi-modal model provided the best fits for the majority of the data sets, with the uni-modal models giving poor fits in most cases. For Sepia officinalis, where trammelling or pocketing was the method of capture in 100% of the cases, the logistic model fitted by maximum likelihood was judged to be more appropriate for describing the size selective properties of the trammel nets. Our results, which are among the first ones on trammel net selectivity in European waters, will be useful for evaluating the impacts of competing gear for the socio-economically important small-scale static gear fisheries. A landing obligation was formally implemented in the European Union (EU) for the first time, as part of the recent reform of the EU Common Fisheries Policy (CFP). Given the reasonable success of the landing obligation in some countries such as the Faroe Islands, Iceland and Norway, this policy is seen as a viable approach to tackle the long-recognized discarding problem in EU waters. However, there has been some debate on whether there is sufficient evidence to support the feasibility of such a measure in the EU-CFP. The EU landing obligation will implicitly include all small-scale fisheries (SSF) provided the species captured are subject to catch limits or minimum sizes (in the case of the Mediterranean). SSF were included irrespective of the fact that the discarding problem in the EU has been historically associated with medium- to large-scale fleets (in particular largely mixed species trawl fisheries). Additionally, past experiences with a discard ban policy are still limited to specific countries and/or specific fisheries. This paper examined the appropriateness and feasibility of the recently implemented EU landing obligation in SSF. The effects in the long-term are unpredictable, but available evidence suggests that in the short to medium-term a landing obligation is likely to bring more negative social, economic and ecological impacts than benefits. It is hoped that these proceedings, and the Statement from the Workshop-the Siem Reap Statement-are found useful by those engaged in policy making and advocacy in support of small-scale fisheries, as well as researchers, non-governmental organizations (NGOs), fishworker organizations, and multilateral and regional organizations

An examination is made of the socio-economic factors associated with the failure of existing approaches to the fishing input requirements of small-scale fisheries in Nigeria. The fishermen and secretaries of the fishermen cooperative societies in three major settlements (Uta-Ewa, Okoroete and Iko) were selected for interviews. The survey showed that the idealogy of the fishermen of the role of cooperative society is wrong and specific programmes need to be directed towards correcting this perception. Thus, for any meaningful support programme for the artisanal small-scale fishermen, the perception of the fishermen about the cooperative organization must first be aligned rightly. It is suggested that the fishing input be determined by type and specification as a preliminary step in the delivery of inputs to the fishermen. Social, economic and cultural variabilities should be related to the requirement by the fishermen. The price level of fishermen will determine the direction and level of government support required

A description of the small-scale fisheries of the coastal pelagic and demersal resources off Kribi, Cameroon, is presented. The major fishing grounds are within the estuarine zone, an area of high productivity. Catch estimates of 19.5 t year super(-1) and 6.5 t year super(-1) were obtained for the pelagic motorized and nonmotorized canoes, respectively, while estimates of 11 t year super(-1) were obtained for the demersal motorized canoes. The social benefits from these fisheries are also discussed.
