Paradoxes of stabilisation. Bosnia and Herzegovina from the perspective of Central Europe. OSW Report, March 2016

On 15 February 2016 Bosnia and Herzegovina applied for membership of the European Union. This was the result of the new policy strategy which the EU introduced in 2014, aimed at unblocking BiH’s integration process and encouraging local elites to accelerate the reform process. Despite a formal application to the EU, the main internal problems of BiH remain the same - local politicians focus more on the power struggle and enhancing ethnic division than on reform and this is hampering the economic development of one of the poorest countries in Europe. For these reasons this report is devoted to analysing the internal challenges to the stability, coherence and unity of the country. Special attention was also placed on examining the interest and strategies of the various international actors since they can hinder or support the reform process.

Peace beyond the State? NGOs in Bosnia and Herzegovina

By examining the work of several NGOs in the context of post-conflict reconstruction in Bosnia and Herzegovina (BiH), this essay scrutinizes both the potential and limits of NGO contributions to peace-settlements and long-term stability. While their ability to specialize and reach the grassroots level is of great practical significance, the contribution of NGOs to the reconstruction of war-torn societies is often idealized. NGOs remain severely limited by ad hoc and project-specific funding sources, as well as by the overall policy environment in which they operate. Unless these underlying issues are addressed, NGOs will ultimately become little more than extensions of prevalent multilateral and state-based approaches to post-conflict reconstruction.

Análisis de la actuación de la Política Exterior de Seguridad Común de la Unión Europea en la etapa post-conflicto de Bosnia y Herzegovina 2002-2010

Este trabajo analiza la actuación de la PESC y sus diferentes instrumentos en el proceso de consolidación y estabilización de Bosnia y Herzegovina en la etapa post-conflicto, convirtiéndolo en un estado viable y sostenible, capaz de ingresar en las dinámicas de integración europea.

Análisis de las consecuencias del fin de la Guerra Fría en los asuntos de seguridad de Bosnia y Herzegovina durante el periodo 1989 - 1995

La eclosión de la República Federal Socialista de Yugoslavia fue uno de los fenómenos más complejos durante la última década del siglo XX en el continente europeo, y coincidió con la finalización del periodo de la bipolaridad. En consideración a lo anterior, esta investigación realiza un análisis de las implicaciones derivadas del fin de la Guerra Fría sobre los patrones de seguridad del Tercer Mundo, remitiéndose específicamente a lo acontecido en Bosnia y Herzegovina tras su declaratoria de independencia de la Federación Yugoslava. En particular, el objetivo general de la investigación es analizar la incidencia del fin de la Guerra Fría en el proceso de construcción de Estado de Bosnia y Herzegovina durante el periodo 1989 – 1995, a partir de los supuestos teóricos del Realismo Subalterno, y la noción de seguridad de la Proliferación Estatal.

Literature in Bosnia and Hercegovina till 19th Century in South Slav Context

Mr. Gajevic traced the development of literacy and literature in Bosnia and Herzegovina from the 12th to the 19th in relation to other south Slavic literatures and civilisations, studying their interrelations, links and influences. From the 12th to the 15th centuries, literature in this area developed under strong influence from the neighbouring South Slavic countries, which were directly connected with more developed foreign cultures and civilisations. The literatures of these countries had differing religious and cultural backgrounds, some developing under Byzantine and Orthodox influence and others as a part of Latin civilisation and the Catholic religion. This led to different and sometimes contradictory literary, religious and other influences on Bosnia and Herzegovina, making spiritual and religious unity for the country virtually impossible. Under the influence of the Bosnian state and church, however, there were signs of a search for compromise, leading to some mixing of the difference traditions. Following the Turkish conquest, however, three denominational communities (Orthodox, Catholic and Muslim) developed in Bosnia and Herzegovina and this became the general framework for life, including literature. This led to three separate literary traditions - Serb-Orthodox, Croat-Catholic and Bosniac-Islamic. This internal disintegration of Bosnian literature did however facilitate the process of integration of some of its denominational traditions with similar traditions in other countries. The third aspect considered in the research was the genesis and expansion of vernacular and folk literature from Bosnia and Herzegovina throughout the South Slavic areas and its contribution to the language and literature integration of four peoples - Serbs, Croats, Bosniacs and Montenegrins. Of special interest here were the aspirations of the Catholic church to establish the Bosnian language as the common South Slavic literary language for its religious and propaganda activities, and the contribution of Vuk Stefanovic Karadzic to the effort to establish the "Bosnian language" as the common literary language of the South Slavic peoples.

A dynamic sampling methodology for plasma etch processes using Gaussian process regression

Plasma etch is a key process in modern semiconductor manufacturing facilities as it offers process simplification and yet greater dimensional tolerances compared to wet chemical etch technology. The main challenge of operating plasma etchers is to maintain a consistent etch rate spatially and temporally for a given wafer and for successive wafers processed in the same etch tool. Etch rate measurements require expensive metrology steps and therefore in general only limited sampling is performed. Furthermore, the results of measurements are not accessible in real-time, limiting the options for run-to-run control. This paper investigates a Virtual Metrology (VM) enabled Dynamic Sampling (DS) methodology as an alternative paradigm for balancing the need to reduce costly metrology with the need to measure more frequently and in a timely fashion to enable wafer-to-wafer control. Using a Gaussian Process Regression (GPR) VM model for etch rate estimation of a plasma etch process, the proposed dynamic sampling methodology is demonstrated and evaluated for a number of different predictive dynamic sampling rules. © 2013 IEEE.

Peacebuilding and Consociational Electoral Engineering in Bosnia-Herzegovina'

What role do elections play in societies emerging from communal war and what type of institutions can serve as catalysts in deepening peace and compromise? While some analysts argue that ethnicity should be recognized through 'consociational' institutions, others maintain that 'integrative' devices - in particular, carefully crafted electoral rules - can limit or even break down the salience of ethnicity and increase the possibility for inter-ethnic accommodation. This article examines the post-war electoral experience of Bosnia and Herzegovina (BiH), arguing that elections had a problematic, unintended impact on peacebuilding. First, timid integrative electoral devices were adopted in a consociational system that reifies ethnic division and complicates compromise; second, peacebuilding agencies needlessly manufactured electoral rules that backfired; third, group-based features of the BiH political system run counter to individual human rights. The article ends with suggestions for improving the electoral framework.
