Certain parts of the State of Nagaland situated in the northeastern region of India have been experiencing rainfall deficit over the past few years leading to severe drought-like conditions, which is likely to be aggravated under a climate change scenario. The state has already incurred considerable losses in the agricultural sector. Regional vulnerability assessments need to be carried out in order to help policy makers and planners formulate and implement effective drought management strategies. The present study uses an 'index-based approach' to quantify the climate variability-induced vulnerability of farmers in five villages of Dimapur district, Nagaland. Indicators, which are reflective of the exposure, sensitivity and adaptive capacity of the farmers to drought, were quantified on the basis of primary data generated through household surveys and participatory rural appraisal supplemented by secondary data in order to calculate a composite vulnerability index. The composite vulnerability index of village New Showba was found to be the least, while Zutovi, the highest. The overall results reveal that biophysical characteristics contribute the most to overall vulnerability. Some potential adaptation strategies were also identified based on observations and discussions with the villagers.

[ES] Los determinantes y los resultados de la estrategia de diversificación se han abordado frecuentemente en la literatura. Son sin embargo pocos los estudios que analizan la diversificación en sectores concretos donde el impulso para diversificar no es estrictamente económico, sino político o social. La diversificación de la actividad agrícola hacia el turismo en Galicia es un claro ejemplo de este fenómeno. El objetivo de este trabajo es determinar cuales son los factores que motivan a titulares de explotaciones agrarias gallegas a iniciar una estrategia de diversificación hacia el turismo, así como las dimensiones de los resultados empresariales relevantes para dichos propietarios. Los resultados del análisis sobre una muestra representativa de los establecimientos de turismo rural de Galicia indican la multidimensionalidad y heterogeneidad de los constructos analizados. Las motivaciones sociales adquieren gran protagonismo, del mismo modo que las medidas subjetivas de resultado empresarial relacionadas con la mejora del entorno y la orientación al cliente.

This is the report of a livelihoods study team working together with people from two villages in Long An Province, Vietnam. The study is based on information provided by the villagers, who shared their knowledge and spoke about real problems they face with their livelihoods. This study was conducted from 11-20 October 2001. The team worked with key informants in two communes, Thuan Nghia Hoa and My Thanh Dong, who volunteered to participate and represented the 177 households in the village. (PDF contains 40 pages)

The team worked with key informants in two communes, Dan Tien in Vo Nhia District and Phuong Tien in Dinh Hoa District, who participated in discussions and represented households in the commune. The state of Assam in northeastern India has an excellent sub-tropical climate for the development of fresh water fish culture in a variety of aquatic bodies. Aquaculture not only plays an important role in nutrition but also in the rural economy of the State. A pilot project conducted with a group of resource poor tribal farmers revealed that a production of about 1 800 kg/ha/yr could be achieved from small seasonal homestead ponds through integrated use of locally available biological resources. This implies an excellent opportunity for improving the rural economy through the development of small-scale fish culture enterprises. In this project, a greater emphasis was placed on improving the knowledge and skills of the farmers and their farming practices so that in the future they would be in a position to expand their activities with financial assistance made available locally. Aquaculture being a new activity in the area, this pilot project was only a start in acquainting the farmers with the practice and potential of aquaculture.

Over the years, aquaculture has developed as one of the fastest growing food production sectors in Nepal. However, local fish supplies have been extremely inadequate to meet the ever increasing demand in the country. Nepal imports substantial quantities of fish and fish products from India, Bangladesh, Thailand, and elsewhere. Integration of pond aquaculture in existing crop-livestock-based farming system is believed to be effective in increasing local fish supply and diversifying livelihood options of a large number of small-holder farmers in southern plains (terai) and mid-hill valleys, thereby also increasing resilience of rural livelihoods. There is growing appreciation of the role of small-scale aquaculture in household food and nutrition security, income generation, and empowerment of women and marginalized communities. This book includes a total of 25 papers presented at the ‘Symposium on Small-scale Aquaculture for Increasing Resilience of Rural Livelihoods in Nepal’, held in Kathmandu on 5-6 February 2009. The papers cover technological, social, economic and environmental aspects of small-scale aquaculture development emerged from research and development initiatives of governmental, non-governmental and international research organizations in recent decad

The purpose of this output was to use the results of the baseline and participatory diagnostics analysis to develop alternative innovations for agricultural production, natural resource management and food security. The farming systems in the project areas were analysed to identify the innovations that communities had been using for agricultural production, natural resource management and food security. The innovative strategies were examined for their contribution to sustainable agriculture, food security and natural resource management. Comparative analysis of the agricultural productivity, food security and natural resource management in the different areas where the innovations have been put in place was undertaken. The best practices would be identified, which should be scaled-up, modified or sustained. The willingness and perceptions of the farmers to adopt the innovations would then be assessed.

Cost-profit analysis and market testing of some value-added products from silver carp such as fish mince block, fish sausage, fish ball, fish stick and fish burger were analyzed during April 2001 to March 2002. The study also explored the possibility to involve rural low-income people in the production and marketing of such products. The production of silver carp was higher in greater Jessore and Mymensingh districts but the price remained low during the peak-harvesting season in October to November. The price varied with size of the fish, season, market characteristics and effective demand of the buyers. Price of about 500 g size fish was found to be Tk. 20-25/kg in the rural markets. The average size of fish in the rural markets was 3S0-550 g while that in the urban markets it was 700-1,200 g. The cost of production of the value added products and profit margin were assessed on the basis of market price of the raw material as well as that of the finished products, transportation, storage and marketing costs. The profit margins of 34%, 39%, 81% and 31% of their sales price were obtained for fish sausage, fish ball, fish stick and fish burger, respectively. Actual production cost could be minimized if the fish is purchased directly from the farmers. Consumer's acceptance and marketability tests showed that both rural and urban people preferred fish ball than fish sausage. However, response towards the taste, flavor and color of fish ball and fish sausage was found to vary with occupations and age of the consumers. A correlation was observed between age group and acceptance of new products. Fish ball, fish stick and fish burger were found to be the most preferable items to the farmers because of easy formulation process with common utensils. Good marketing linkage and requirement of capital had been identified as the prerequisites for operating small-scale business on value-added fish products.

Thai pangas, Pangasius hypophthalmus is one of the important aquaculture species in Bangladesh. Over the last few years spectacular development has been taking place in Thai pangas farming in Mymensingh district. Due to availability of easy breeding and culture techniques as well as quick return, more and more people are converting their rice fields into pangas farms overnight. The present study was carried out to examine health and disease status of Thai pangas mainly through clinical, histopathological and bacteriological techniques. In addition, for collecting primary data on disease and health status of Thai pangas and the resultant socioeconomic impacts on rural households, questionnaire interview and participatory rural appraisal tools were used with selected farming households in three upazilas of Mymensingh district. The most prevalent diseases as reported by the farmers were red spot, followed by anal protrusion, tail and fin rot, pop eye, dropsy and gill rot. Other conditions like cotton wool type lesion, ulceration and white spot were reported but with lower incidence. Four isolates of Aeromonas hydrophila were recovered from kidney and lesion of diseased fish. Hemorrhage over the body especially near mouth and caudal region was noticed in the fishes associated with aeromonad infection. Internally, kidney, liver and spleen became swollen and enlarged. The isolates varied with their pathogenicity. All the four isolates were sensitive to Nitrofurantoin, Cotrimoxazole and Tetracycline but were resistant to Amoxycilline. An attempt was made to treat diseased fish with extracts from neem leaf, garlic and turmeric. Recovery of infection was monitored through mortality and histopathology. General histopathological changes of different organs were also studied. Extract from neem (Azadirachta indica) leaf gave better result. Telangiectasis, lamellar hypertrophy and hyperplasia hemorrhage, lamellar fusion, necrosis of lamellar epithelial cells, presence of parasites and their cysts were the major pathology of gills. Hemorrhagic lesion, pyknotic nuclei and melanomacrophage centers (MMC) were found in the liver of fish. Major pathologies in kidney of fish included presence of MMC, necrotic and ruptured kidney tubules, severe haemopoietic necrosis, and hemorrhage. The economic loss due to disease in Thai pangas farming was estimated from the difference between expected production and actual production. On an average, Thai pangas farmers of Mymensingh incur a loss of Tk. 23,104/ha/cycle due to fish disease (3.6% of expected total production). The loss, however, varied with location and size of farms, type of farmers and management practices. The study also highlighted fish health management related problems and recommended further work for the development of user-friendly farmer-oriented fish health management packages.

Rapid urbanization and industrialization in southern Jiangsu Province have consumed a huge amount of arable land. Through comparative analysis of land cover maps derived from TM images in 1990, 2000 and 2006, we identified the trend of arable land loss. It is found that most arable land is lost to urbanization and rural settlements development. Urban settlements, rural settlements, and industrial park-mine-transport land increased, respectively, by 87 997 ha (174.65%), 81 041 ha (104.52%), and 12 692 ha (397.99%) from 1990 to 2006. Most of the source (e.g., change from) land covers are rice paddy fields and dryland. These two covers contributed to newly urbanized areas by 37.12% and 73.52% during 1990-2000, and 46.39% and 38.86% during 2000-2006. However, the loss of arable land is weakly correlated with ecological service value, per capita net income of farmers, but positively with grain yield for some counties. Most areas in the study site have a low arable land depletion rate and a high potential for sustainable development. More attention should be directed at those counties that have a high depletion rate but a low potential for sustainable development. Rural settlements should be controlled and rationalized through legislative measures to achieve harmonious development between urban and rural areas, and sustainable development for rural areas with a minimal impact on the ecoenvironment. Uma metodologia de intervenção de grupo foi testada de grupo foi testada em 11 organizacoes rurais de base familiar, formada por nove associacoes de agricultores tradicionais, uma associacao de assentamento de reforma agraria e uma central de associacoes, sendo todas situadas em tres municipios do Estado de Goias. A metodologia constitui-se das seguintes etapas de intervencoes: apresentacao da proposta de trabalho, motivacao em nucleacao do grupo; diagnostico da organizacao; planejamento estrategico participativo (PEP), bem como a execução das propostas e acoes estrategicas; desenvolvimento e capacitacao dos agricultores e avaliação final da gestao das organizacoes. Este trabalho discutiu cada uma dessa etapas, e suas principais caracteristicas são: a construcao de objetivos compartilhados e a possibilidade de os membros da organização se desenvolverem como equipe trabalho e de participarem do desenvolvimento local. Dentre os resultados parciais obtidos ate o momento, destacaram-se: a producao e a comercializacao de doces e temperos caseiros; criacao e comercializacsao de frango caipira; implantacao de viveiro de mudas de plantas nativas; desenvolvimento de grupo de jovens rurais; implementacao de lavoura comunitaria, compra coletiva de produtos domesticos e insumos agricolas. Conclui-se que a referida metodologia favorece a dinamica do funcionamento das organizacoes rurais, mas não assegura a manutencao da coesao grupal, em caso de afastamento da equipe do projeto, no inicio de execução das propostas estrategicas, em face das dificuldades advindas do meio ambiente.

Este trabalho foi parte de uma das etapas do projeto que teve como objetivo adaptar instrumentais de apoio a gestao de organizacoes rurais de base familiar. Tecnicas de planejamento estrategico participativo (PEP) foram adaptadas e testadas em onze organizacoes rurais de base familiar, sendo nove associacoes de agricultores tradicionais, uma de assentamento de reforma agraria e uma central de associacoes, situadas em tres municipios do Estado de Goias. O PEP englobou o conhecimento de: historico da organização, mandadto, interessados x interesses, missao, analise ambiental (interna e externa), definicao das questoes e propostas estrategicas, bem como planejamento das propostas priorizadas. Foram relatados e discutidos os resultados do PEP de uma das associacoes estudadas, para servir como referencia para a elaboracao de outros planejamentos. Verifica-se que os produtores sentem-se bastante motivados durante o processo de intervenção das propostas estrategicas depende muito do apoio da equipe durante a fase inicial de execucao do PEP, fenomeno contatado durante a execucao das tres primeiras propostas.

The valuation of environmental benefits has been well researched in the forestry sector. This is not generally the case in the agriculture sector although schemes to compensate farmers for provision of officially defined environmental benefits are already in place throughout the European Union. This paper draws on empirical findings from forestry and deductions from economic theory to challenge the notion of the universality of such benefits. Empirical findings from forestry suggest recreational use value is location specific rather than widely spread. Household utility theory predicts zero willingness to pay to maintain the status quo level of a previously unpaid for environmental benefit (when provision is not perceived as under risk) but a positive willingness to pay for an increase. Thus, non use values cannot be attributed to the major part of existing commercial forestry area but to spatially restricted schemes such as additional afforestation or preservation of ancient natural woodlands.

The urban-rural divide in China was an entrenched feature of Chinese society in the Maoist era. This divide generated and continues to generate inequality as between the rural population and the urban population. In post-Deng China, legal and administrative distinctions between urban and rural have become blurred, especially with the development of rural-urban migration. Nevertheless, the urban-rural divide still exists, and the income of farmers is below that of urban residents. In this paper, it is argued that the emergence of the phenomenon of “quasi-commons” in rural China, crossing the “borders” of the urbanrural divide, may increase farmers’ income in the future and bridge this divide. The paper focuses on different forms of “quasi-commons” (the sharing and use of communal land) emerging in rural areas, including the farmland shareholding cooperatives and transforming rural land management rights into shares in joint ventures. There are divergent views held by Chinese academics and policy makers about “quasi-commons” in rural China, as well as the direction of change in the rural land system. However, most of the proposals for reform have been polarized between nationalization and privatization of rural land. Looking beyond this “boundary thinking” and drawing on the discourses of “the commons” (for example, the writings of Hardin, Heller and Ostrom), this paper analyses the theoretical models of both the nationalization and privatization schemes and their shortcomings. The present essay also analyses the prospect for, and the barriers to the emerging commons in rural China.
