Desde as últimas décadas do século XX que, perante um cenário marcado pela complexidade de uma economia globalizada, a Administração Pública tem sido coagida a passar por processos de reforma. As referências à reestruturação da Administração Pública por motivos políticos, económicos e financeiros, são frequentes na literatura, e surgem, quase sempre, num discurso imperativo. Neste contexto, foram introduzidos mecanismos de mercado por se acreditar que estes produzem soluções mais eficazes para o cidadão-cliente, uma administração motivadora, para quantos nela trabalham, e eficiência económica. Na esfera pública, mais do que transformar inputs em outputs, importa, avaliar os outcomes, isto é, o impacto sobre o valor público. Inúmeros estudos concorreram para enquadrar e justificar a reforma do sector público. Continuam, porém, a faltar respostas de como compatibilizar a gestão orçamental com práticas ideológicas das organizações, nomeadamente ao nível da gestão de recursos humanos. Este estudo tem como objectivo central contribuir para um melhor conhecimento dos efeitos que a prática da avaliação do desempenho, em vigor na Administração Pública Portuguesa, tem no contrato psicológico dos colaboradores. Para o teste das hipóteses propusemos um modelo de investigação, tomando como referência a teoria de Guest. Com uma abordagem qualitativa, construímos um inquérito por questionário, que foi aplicado a alguns colaboradores de uma Instituição pública. Os dados recolhidos permitiram a elaboração de quadros de referência de resultados que, por meio da análise de conteúdo, nos possibilitou tirar ilações acerca do comprometimento organizacional e comportamentos de cidadania organizacional dos Colaboradores. Trata-se de uma pesquisa com características exploratórias que, acreditamos, possa ser a base para trabalhos futuros sobre os efeitos do SIADAP nos indivíduos e nas organizações. Os resultados mostram que o sentimento de que a organização não cumpriu os termos do contrato psicológico é moderado por um esforço emocional, que mantém o colaborador na organização, evidenciando, ainda, um comprometimento afectivo com a Instituição e comportamentos de virtude cívica. / Since the last decades of the 20th century, in a scenario marked by the complexity of a globalized economy, the Public Administration has been forced to undergo reform processes. References to the restructuring of the Public Administration for political, economical and financial reasons are frequent in literature, and arise, in most cases, in an imperative tone. In this context, market mechanisms were introduced, as it is believed that they produce more efficient solutions for the citizen-client, motivated administration for whom many work, and economic efficiency. In the public sphere, more than just transforming inputs into outputs, it is important to evaluate the outcomes, that is, the impact on the public value. Numerous studies have contributed to contextualize and justify the public sector reform. However, there are still no answers of how to develop compatibility between the budgetary management and the ideological practices of the organizations, namely on the level of human resource management. The main aim of this study is to contribute to a better knowledge of the effects that the practice of performance appraisal, in force in the Portuguese Public Administration, has on the employee's psychological contract. For this hypothesis test, we proposed a research model, with reference to Guest's theory. With a qualitative approach, we constructed a survey questionnaire that was applied to some employees of a Public Institution. The data gathered allowed the elaboration of results frameworks which, by means of the content analysis, enabled us to draw conclusions of the employees' organizational commitment and organizational citizenship behaviour. It is a research with exploratory characteristics, which we believe, may provide the basis for future work on the effects of the SIADAP on individuals and organizations. The results indicate that the feeling that the organization did not fulfil the psychological contract terms is moderated by an emotional effort, which leads the employee to remain in the organization, also showing an affective commitment to the institution and civic virtue behaviours.

This paper aims to conceptualise trafficking in human beings (THB) as an organised crime by drawing on the rational choice theory. Utilising crime scripting principles, it proposes trafficking schematics to capture and visualise THB in its entirety. Stemming from its transnational nature and varying conceptualisations, combatting THB faces challenges, such as the lack of harmonisation of policy instruments and differing stakeholder agendas. To mitigate these challenges, this paper proposes trafficking schematics. Their core lies in the modelling of THB constituent elements, including stages and their sequence, key actors and relationships, and financial modus operandi. Trafficking schematics may therefore contribute to addressing THB in a holistic, dynamic and integrated way, by enriching stakeholders’ understanding of the phenomenon and facilitating collaboration to address it. The paper contributes to theory and practice by drawing up a model of the procedural, human, logistical and environmental elements of THB that may be viewed as an instrument of public value creation.

This study is dedicated to explain the extent to which political influence in the management of state-owned enterprises can be considered legitimate in the light of the fundamental right to good governance and corporate and public governance, for which was undertaken bibliographical and documentary research guided by the deductive method of work, in which were investigated and presented concepts and issues relating to the State, Government, politics, Public Administration, constitutional principles of Public Administration, the fundamental right to good administration, corporate and public governance and state enterprises. Based on the assumptions found in the works and consulted laws it was possible to conclude that the political influence in state-owned enterprises management can be considered legitimate in the light of the fundamental right to good governance if it promotes the public interest and the public purposes achievement, effectively, efficiently and if it preserves the citizens' rights and the principles and rules that make up the legal framework for public administration; and can be considered legitimate in the light of corporate and public governance to the extent that, in a transparent manner and according to the relevant rules, it seeks not the private benefit of politicians, but to promote the public interest or, in other words, the increase of public value produced by them, while protecting and guaranteeing the rights of its stakeholders and shareholders.

The purpose of this thesis is to consider the factors that impact decision making in city park settings, with specific emphasis given to wildlife. Additionally, professional bias was considered as a possible response determinant. Studies connecting perceptions of wildlife and Illinois park managers have been rare or nonexistent, but offer the potential for the improvement of management strategies and recreational opportunities. Data was collected using mixed methods. City recreation practitioners statewide were invited to complete a self-administered questionnaire considering wildlife as a decision-making factor in land acquisition or restoration decisions. A small follow-up sample of park managers was interviewed via telephone for further explanation of their response. Analysis of responses from questionnaires and interviews suggested that wildlife habitat is a factor in land use decision making, but is not considered one of the highest importance. Respondents identified that nuisance wildlife, access to wildlife, and public value of wildlife were also factors in decision making. Factors associated with a high-ranking of the importance of wildlife were agencies with a high number of natural area acres, a high number of overall park acreage, personnel devoted to natural area management, the presence of hiking trails, and cities with a large population. Professional bias of recreation managers was suggested via anecdotal interview data, but could not be empirically connected with wildlife-related decision-making processes, as no managers identified themselves as having completed formal wildlife-related training. As a result, management implications include separate training for both practitioners and public. This study broadens the understanding of wildlife management in city park settings, and reaffirms that further understanding of public and pracitioner values of wildlife will lead to improved land use decisions and recreationally valuable experiences.

Questions persist regarding implementation of mental health promotion, prevention, and early intervention initiatives in schools. To date, attention has targeted the ‘Whats’ and ‘Hows’ in design and implementation. Ongoing clarification of ‘Who’ the key proponents are working in this space receives less consideration. This paper presents outcomes from a national colloquium involving leaders from organizations committed to school-based mental health practice in Australia. The aim of the colloquium was to introduce the concept of Intermediary Organizations (IOs) examining this for its potential contribution to improved mental health and school improvement. The central challenge for IOs is implementation, that is, assisting in knowledge mobilization connecting research to policy and practice. The colloquium discussion was grounded in an understanding of public value as an organizing principle for improving public sector effectiveness. The participants evaluated the nature, role, and potential contribution of IOs. Three key issues emerged as being central to effective implementation: health promotion and prevention, relational ethics, and evidence-based practice.

This paper seeks to identify the sources of value in a government health screening service. Consumers' use of such services for their won benefits demonstrates desirable behaviour and their continued use of these services indicates maintenance of the behaviour. There are also positive outcomes for society as the health of its members is improved overall through this behaviour. Individual-depth interview with 25 women who use breast cancer screening services provided by BreastScreen (BSQ) revealed five categories of sources of value. They are information sources, interaction sources, service, environment, and consumer participation. These findings provide valuable insights into the value construction of consumers and contribute towards our understanding of the value concept in social marketing.

The significant challenge faced by government in demonstrating value for money in the delivery of major infrastructure resolves around estimating costs and benefits of alternative modes of procurement. Faced with this challenge, one approach is to focus on a dominant performance outcome visible on the opening day of the asset, as the means to select the procurement approach. In this case, value for money becomes a largely nominal concept and determined by selected procurement mode delivering, or not delivering, the selected performance outcome, and notwithstanding possible under delivery on other desirable performance outcomes, as well as possibly incurring excessive transaction costs. This paper proposes a mind-set change in this particular practice, to an approach in which the analysis commences with the conditions pertaining to the project and proceeds to deploy transaction cost and production cost theory to indicate a procurement approach that can claim superior value for money relative to other competing procurement modes. This approach to delivering value for money in relative terms is developed in a first-order procurement decision making model outlined in this paper. The model developed could be complementary to the Public Sector Comparator (PSC) in terms of cross validation and the model more readily lends itself to public dissemination. As a possible alternative to the PSC, the model could save time and money in preparation of project details to lesser extent than that required in the reference project and may send a stronger signal to the market that may encourage more innovation and competition.

The welfare of farm animals is a policy area that has increased greatly in importance in recent years. When deciding whether a proposed policy should be implemented, it can be useful for policymakers to compare the costs of the proposed improvement with the perceived benefits. The costs are relatively straightforward to calculate but little is known about the benefits. The Contingent Valuation Method (CVM), a direct survey-based method, can be used to shed some light on this. This approach elicits the willingness-to-pay (WTP) for the provision of some public good or service. This paper reports the results of a contingent valuation study of the value of welfare improvements for growing pigs. Attitudes and opinions with regard to form animal welfare are explored and WTP elicited for various pig welfare improvements including increases in space allowance, environmental enrichment and research into improved pig housing design. The results reveal a positive WTP for these improvements. However, it is also noteworthy that a significant proportion of the general public is willing to pay nothing for these improvements. Overall, the study illustrates the usefulness of the CVM approach as a tool for policymakers in assessing the merits of possible policy initiatives affecting the welfare of animals.
