El modelo económico actual basado en el consumo y en la búsqueda permanente de una mayor calidad de vida, unido a una población mundial en aumento, contribuye a incrementar la demanda de servicios energéticos para cubrir las necesidades de energía de las personas y las industrias. Desde finales del siglo XIX la energía se ha generado fundamentalmente a partir de combustibles fósiles (carbón, petróleo y gas), convertidos en el suministro energético predominante mundialmente. Las emisiones de gases de efecto invernadero que genera la prestación de servicios energéticos han contribuido considerablemente al aumento histórico de las concentraciones de esos gases en la atmósfera, hasta el punto de que el consumo de combustibles fósiles es responsable de la mayoría de las emisiones antropogénicas (IPCC, 2012). Existen diversas opciones para disminuir las emisiones de gases de efecto invernadero del sector energético y con ello contribuir a mitigar el cambio climático, entre otras sería viable aumentar la eficiencia energética y sustituir combustibles de origen fósil por combustibles de origen renovable, pudiendo garantizar un suministro de energía sostenible, competitivo y seguro. De todas las energías renovables susceptibles de formar parte de una cartera de opciones de mitigación, esta tesis se centra en la bioenergía generada a partir de la valorización energética de las biomasas agrícolas, forestales, ganaderas o de otro tipo, con fines eléctricos y térmicos. Con objeto de mostrar su capacidad para contribuir a mitigar el cambio climático y su potencial contribución al desarrollo socioeconómico, a la generación de energía distribuida y a reducir determinados efectos negativos sobre el medio ambiente, se ha analizado minuciosamente el sector español de la biomasa en su conjunto. Desde el recurso biomásico que existe en España, las formas de extraerlo y procesarlo, las tecnologías de valorización energética, sus usos energéticos principales y la capacidad de implementación del sector en España. Asimismo se ha examinado el contexto energético tanto internacional y europeo como nacional, y se han analizado pormenorizadamente los instrumentos de soporte que han contribuido de manera directa e indirecta al desarrollo del sector en España. Además, la tesis integra el análisis de los resultados obtenidos mediante dos metodologías diferentes con fines también distintos. Por un lado se han obtenido los resultados medioambientales y socioeconómicos de los análisis de ciclo de vida input-output generados a partir de las cinco tecnologías biomásicas más ampliamente utilizadas en España. Y por otro lado, en base a los objetivos energéticos y medioambientales establecidos, se han obtenido distintas proyecciones de la implementación del sector a medio plazo, en forma de escenarios energéticos con horizonte 2035, mediante el modelo TIMES-Spain. La tesis ofrece también una serie de conclusiones y recomendaciones que podrían resultar pertinentes para los agentes que constituyen la cadena de valor del propio sector e interesados, así como para la formulación de políticas y mecanismos de apoyo para los agentes decisores, tanto del ámbito de la Administración General del Estado como autonómico y regional, sobre las características y ventajas de determinadas formas de valorización, sobre los efectos sociales y medioambientales que induce su uso, y sobre la capacidad de sector para contribuir a determinadas políticas más allá de las puramente energéticas. En todo caso, esta tesis doctoral aspira a contribuir a la toma de decisiones idóneas tanto a los agentes del sector como a responsables públicos, con objeto de adoptar medidas orientadas a fomentar modificaciones del sistema energético que incrementen la proporción de energía renovable y, de esta forma, contribuir a mitigar la amenaza que supone el cambio climático no solo en la actualidad, sino especialmente en los próximos años para las generaciones venideras. ABSTRACT The current economic model based on both, consumption and the constant search for greater quality of life, coupled with a growing world population, contribute to increase the demand for energy services in order to meet the energy needs of people and industries. Since the late nineteenth century, energy has been basically generated from fossil fuels (coal, oil and gas), which converted fossil fuels into the predominant World energy supply source. Emissions of greenhouse gases generated by the provision of energy services have contributed significantly to the historical increase in the concentrations of these gases in the atmosphere, to the extent that the consumption of fossil fuels is responsible for most of the anthropogenic emissions (IPCC, 2012). There are several options to reduce emissions of greenhouse gases in the energy sector and, thereby, to contribute to mitigate climate change. Among others, would be feasible to increase energy efficiency and progressively replacing fossil fuels by renewable fuels, which are able to ensure a sustainable, competitive and secure energy supply. Of all the renewable energies likely to form part of a portfolio of mitigation options, this thesis focuses on bioenergy generated from agricultural, forestry, farming or other kind of biomass, with electrical and thermal purposes. In order to show their ability to contribute to mitigate climate change and its potential contribution to socio-economic development, distributed energy generation and to reduce certain negative effects on the environment, the Spanish biomass sector as a whole has been dissected. From the types of biomass resources that exist in Spain, ways of extracting and processing them, energy production technologies, its main energy uses and the implementation capacity of the sector in Spain. It has also examined the international, European and national energy context, and has thoroughly analyzed the support instruments that have contributed directly and indirectly to the development of the sector in Spain, so far. Furthermore, the thesis integrates the analysis of results obtained using two different methodologies also with different purposes. On the one hand, the environmental and socio-economic results of the analysis of input-output cycle life generated from the five biomass technologies most widely used in Spain, have been obtained. On the other hand, different projections of the implementation of the sector in the medium term, as energy scenarios with horizon 2035, have been obtained by the model TIMES-Spain, based on several energy and environmental objectives. The thesis also offers a series of conclusions and recommendations that could be relevant to the agents that constitute the value chain of the biomass sector itself and other stakeholders. As well as policy and support mechanisms for decision-makers, from both: The Central and Regional Governments, on the characteristics and advantages of certain forms of valorization, on the social and environmental effects that induce their use, and the ability of the biomass sector to contribute to certain policies beyond the purely energy ones. In any case, this thesis aims to contribute to decision making, suitable for both: Industry players and to public officials. In order to adopt measures to promote significant changes in the energy system that increase the proportion of renewable energy and, consequently, that contribute to mitigate the threat of climate change; not only today but in the coming years, especially for future generations.

El presente trabajo de investigación aborda el tema del desarrollo regional en torno a una gran metrópoli como Bogotá y la Sabana de Bogotá. El crecimiento, expansión y relación con los municipios vecinos. Su entorno territorial; es un tema de discusión que cada día adquiere más fuerza desde hace varias décadas. Bogotá y la Sabana de Bogotá, se consideran en la actualidad como un caso representativo del caótico modelo de expansión urbana y crecimiento demográfico, enfrentado al desarrollo urbano como paradigma de la desigualdad de la ciudad latinoamericana. Son muchos los procesos y conflictos de naturaleza Regional y metropolitana que atraviesa la capital colombiana. Sin embargo esta investigación abordada el tema desde la necesidad de gobernanza y coordinación para el desarrollo territorial consensuado y equilibrado de la Región. La sabana de Bogotá está conformada por ciudades dormitorio, ciudades industriales, turísticas, agropecuarias, etc., es atravesada por el Río Bogotá, y en su centro la gran metrópoli, Bogotá D.C. centro de trabajo muy importante a nivel nacional, su área de influencia más próxima llega hasta: Caqueza, Zipaquira, Facatativa, Soacha, Fusagasuga y Girardot. Principales polos de desarrollo en la sabana y el departamento. Cundinamarca está compuesto por 15 provincias y Bogotá. Conformando un sistema de redes urbanas con necesidades comunes y demanda servicios públicos, de transporte, aseo, movilidad, salud, educación, espacio público y calidad ambiental. La metodología de esta investigación consiste en el análisis de la región a partir de la articulación de planes de ordenamiento territorial en un área de estudio propuesta. Mediante entrevistas con profesionales, expertos, funcionarios y empleados públicos y teniendo en cuenta las posibilidades legales en Colombia para el desarrollo territorial regional, establecer la situación real en materia de desarrollo para el departamento de Cundinamarca, evidenciando las necesidades del territorio y su desarrollo de una forma más compleja, valorando las sinergias y necesidades sociales, ambientales y económicas propias del crecimiento urbano, para proponer una serie de directrices que estructuren un desarrollo regional equilibrado en Bogotá y Cundinamarca. El análisis de los modelos del caso contribuye a fortalecer iniciativas para el desarrollo Regional de la Sabana de Bogotá como territorio sostenible: ambiental, económico y socialmente. En un sistema de redes que interconecte a Bogotá, con Cundinamarca, Colombia y el resto del mundo. Cundinamarca como región debe fijar estrategias y articular políticas en función de un modelo de desarrollo urbano regional para el departamento y la Sabana de Bogotá. Directrices departamentales básicas y fundamentales para el desarrollo territorial equilibrado que promueva ciudades sostenibles, compactas y con Calidad de vida para todos sus habitantes. ABSTRACT: This research addresses the issue of regional development around a big metropolis like Bogotá and Sabana de Bogota. The growth, expansion and relations with neighboring municipalities. Bogotá and Sabana de Bogotá, are considered today as a representative case of the chaotic model of urban expansion and population growth, urban development faced as a paradigm of inequality in Latin American city. Many processes and conflicts of Regional and metropolitan nature that crosses the Colombian capital. However this research addressed the issue from the need for governance and coordination for consensual and balanced territorial development of the region. The savannah of Bogota consists of bedroom communities, industrial cities, tourism, agriculture, etc., is crossed by the Bogota River, and at its center the great metropolis, Bogota DC center very important work at the national level, the area closest influence reaches: Caqueza, Zipaquira, Facatativa, Soacha, Fusagasuga and Girardot. Forming a system of urban networks with common needs and demand utilities, transportation, grooming, mobility, health, education, public space and environmental quality. The methodology of this research is the analysis of the region from the joint land use plans in the proposed study area. Through interviews with professionals, experts, public officials and employees and taking into account the legal possibilities in Colombia for regional territorial development, establish the real situation in development for the department of Cundinamarca, showing the region's needs and development of a more complex form, assessing synergies and own social, environmental and economic needs of urban growth, to propose a set of guidelines to structure a balanced regional development in Bogota and Cundinamarca. The analysis of case models helps to strengthen initiatives for regional development of the Sabana de Bogota and sustainable region: environmentally, economically and socially. In a network system that interconnects to Bogotá with Cundinamarca, Colombia and elsewhere. Cundinamarca region should set as joint strategies and policies based on a model of regional urban development for the department and the Sabana de Bogota. Basic and fundamental to balanced territorial development that fosters sustainable, compact and quality of life for all its inhabitants cities departmental guidelines.

Os altos índices de corrupção no Brasil levaram a criação de algumas leis com o intuito de combater este mal que corrói a democracia e que preocupa todos os países democráticos. Este trabalho busca verificar as novas ferramentas jurídicas, bem como a responder a uma questão. Há mais alguma reforma necessária? Alguns estudos apontam influência de aspectos do sistema eleitoral no índice de corrupção. Se há, que reforma nesse sentido o Brasil poderia adotar? Foram utilizados método dialético e método comparativo, para análise de doutrina e legislação estrangeiras, comparando-as com as nacionais, e método indutivo para a análise de dados. Foram feitos grandes avanços legislativos, mas há que discutir o que pode ser aprimorado para criar um ambiente menos fértil à corrupção e tornar mais eficazes os mecanismos de controle dos agentes públicos.

In an effort to reduce the cost and size of government public service delivery has become more decentralized, flexible and responsive. Public entrepreneurship entailed, among other things, the establishment of special-purpose governments to finance public services and carry out development projects. Community Development Districts (CDDs) are a type of special-purpose governments whose purpose is to manage and finance infrastructure improvements in the State of Florida. They have important implications for the way both growth management and service delivery occur in the United States. This study examined the role of CDDs for growth management policy and service delivery by analyzing the CDD profile and activity, the contribution of CDDs to the growth management and infrastructure development as well as the way CDD perceived pluses and minuses impact service delivery. The study used a mixed methods research approach, drawing on secondary data pertaining to CDD features and activity, semi-structured interviews with CDD representatives and public officials as well as on a survey of public officials within the counties and cities that have established CDDs. Findings indicated that the CDD institutional model is both a policy and a service delivery tool for infrastructure provision that can be adopted by states across the United States. Results showed that CDDs inhibit rather than foster growth management through their location choices, type and pattern of development. CDDs contributed to the infrastructure development in Florida by providing basic infrastructure services for the development they supported and by building and dedicating facilities to general-purpose governments. Districts were found to be both funding mechanisms and management tools for infrastructure services. The study also pointed to the fact that specialized governance is more responsive and more flexible but less effective than general-purpose governance when delivering services. CDDs were perceived as being favorable for developers and residents and not as favorable for general-purpose governments. Overall results indicated that the CDD is a flexible institutional mechanism for infrastructure delivery which has both advantages and disadvantages. Decision-makers should balance districts’ institutional flexibility with their unintended consequences for growth management when considering urban public policies.

Access to the Internet has grown exponentially in Latin America over the past decade. The International Telecommunications Union (ITU) estimates that in 2009 there were 144.5 million Internet users in South America, 6.4 million in Central America, and 8.2 million in the Caribbean, or a total 159.2 million users in all of Latin America.1 At that time, ITU reported an estimated 31 million Internet users in Mexico, which would bring the overall number of users in Latin America to 190.2 million people. More recent estimates published by Internet World Stats place Internet access currently at an estimated 204.6 million out of a total population of 592.5 million in the region (this figure includes Mexico).2 According to those figures, 34.5 per cent of the Latin American population now enjoys Internet access. In recent years, universal access policies contributed to the vast increase in digital literacy and Internet use in Argentina, Brazil, Chile, Colombia, and Costa Rica. Whereas the latter was the first country in the region to adopt a policy of universal access, the most expansive and successful digital inclusion programs in the region have taken hold in Brazil and Chile. These two countries have allocated considerable resources to the promotion of digital literacy and Internet access among low income and poor populations; in both cases, civil society groups significantly assisted in the promotion of inclusion at the grassroots level. Digital literacy and Internet access have come to represent, particularly in the area of education, a welcome complementary resource for populations chronically underserved in nations with a long-standing record of inadequate public social services. Digital inclusion is vastly expanding throughout the region, thanks to stabilizing economies, increasingly affordable technology, and the rapid growth in the supply of cellular mobile telephony. A recent study by the global advertising agency Razorfish revealed significant shifts in the demographics of digital inclusion in the major economies of South America, where Web access is rapidly increasing amid the lower middle class and the working poor.3 Several researchers have suggested that Internet access will bring about greater civic participation and engagement, although skeptics remain unsure this could happen in Latin America. Yet, there have been some recent instances of political mobilization facilitated through the use of the Web and social media applications, starting in Chile when “smart mobs” nationwide demonstrated against former Chilean President Michelle Bachelet when she failed to enact education reforms in May 2006. The Internet has also been used by marginalized groups and by guerrillas groups to highlight their stories. In sum, Internet access in Latin is no longer a medium restricted to the elite. It is rather a public sphere upon which civil society has staked its claim. Some of the examples noted in this study point toward a developing trend whereby civil society, through online grassroots movements, is able to effectively pressure public officials, instill transparency and demand accountability in government. Over the last decade, the Colombian military has successfully rolled back insurgent groups, cleared and secured conflict zones, and enabled the extraction of oil and other key commodity exports. As a result, official policies of both the Uribe and Santos governments have promoted the armed forces to participate to an unprecedented extent in economic activities intended to consolidate the gains of the 2000s. These include formal involvement in the economy, streamlined in a consortium of military enterprises and social foundations that are intended to put the Colombian defense sector “on the map” nationally and internationally, and informal involvement expanded mainly through new civic action development projects intended to consolidate the security gains of the 2000s. However, failure to roll back paramilitary groups other than through the voluntary amnesty program of 2005 has facilitated the persistence of illicit collusion by military forces with reconstituted “neoparamilitary” drug trafficking groups. It is therefore crucially important to enhance oversight mechanisms and create substantial penalties for collusion with illegal armed groups. This is particularly important if Colombia intends to continue its new practice of exporting its security model to other countries in the region. The Santos government has initiated several promising reforms to enhance state capacity, institutional transparence, and accountability of public officials to the rule of law, which are crucial to locking in security gains and revitalizing democratic politics. Efforts to diminish opportunities for illicit association between the armed forces and criminal groups should complement that agenda, including the following: Champion breaking existing ties between the military and paramilitary successor groups through creative policies involving a mixture of punishments and rewards directed at the military; Investigation and extradition proceedings of drug traffickers, probe all possible ties, including as a matter of course the possibility of Colombian military collaboration. Doing so rigorously may have an important effect deterring military collusion with criminal groups. Establish and enforce zero-tolerance policies at all military ranks regarding collusion with criminal groups; Reward military units that are effective and also avoid corruption and criminal ties by providing them with enhanced resources and recognition; Rely on the military for civic action and development assistance as minimally as possible in order to build long-term civilian public sector capacity and to reduce opportunities for routine exposure of military forces to criminal groups circulating in local populations.

Awareness of extreme high tide flooding in coastal communities has been increasing in recent years, reflecting growing concern over accelerated sea level rise. As a low-lying, urban coastal community with high value real estate, Miami often tops the rankings of cities worldwide in terms of vulnerability to sea level rise. Understanding perceptions of these changes and how communities are dealing with the impacts reveals much about vulnerability to climate change and the challenges of adaptation. ^ This empirical study uses an innovative mixed-methods approach that combines ethnographic observations of high tide flooding, qualitative interviews and analysis of tidal data to reveal coping strategies used by residents and businesses as well as perceptions of sea level rise and climate change, and to assess the relationship between measurable sea levels and perceptions of flooding. I conduct a case study of Miami Beach's storm water master planning process which included sea level rise projections, one of the first in the nation to do so, that reveals the different and sometimes competing logics of planners, public officials, activists, residents and business interests with regards to climate change adaptation. By taking a deeply contextual account of hazards and adaptation efforts in a local area I demonstrate how this approach can be effective at shedding light on some of the challenges posed by anthropogenic climate change and accelerated rates of sea level rise. ^ The findings highlight challenges for infrastructure planning in low-lying, urban coastal areas, and for individual risk assessment in the context of rapidly evolving discourse about the threat of sea level rise. Recognition of the trade-offs and limits of incremental adaptation strategies point to transformative approaches, at the same time highlighting equity concerns in adaptation governance and planning. This new impact assessment method contributes to the integration of social and physical science approaches to climate change, resulting in improved understanding of socio-ecological vulnerability to environmental change.^

In Brazil, the discussion about the urban voids appear related to the capitalist urban expansion process, when the urban growth act the cities were expanding toward the periphery, leaving in the interstices vacant land, kept out of the market waiting for the real estate valuation. In Natal, the formation of voids was triggered by the process of fragmentation of space promoted mainly by the urban sprawl with the emergence of new neighborhoods, lots of openings, housing developments and the emergence of new lines of commercial centrality. In this sense, this study aims to understand the role played by urban voids in the real estate dynamics and the production process of the Natal city space. For this, it was adressed the concept building on the conception of different authors and were characterized four types of gaps that best explained the phenomenon in the context of the work proposal addressed, such as idle, empty expectant, empty-brownfield areas and institutional areas. For each of these events were considered an example in the general context of the city through semi-structured interviews with technicians, managers and public officials in promoting the city and /or related to management of urban voids.

A partir de un análisis temático inductivo, este artículo explora la visión ciudadana sobre la esfera pública expresada en las cartas de los lectores de los diarios El Tiempo y El Heraldo de Colombia. Los resultados muestran cómo la identidad colectiva de los lectores apareció en forma transversal en las cartas, para dar cuenta de una comunidad de adultos que se autodefine como “colombianos de bien”. El análisis reveló dos unidades de significado: posturas sobre la administración de lo público y antagonismos en la esfera pública, centrada en el conflicto político con las guerrillas. A través de estas se pudieron hacer visibles los llamamientos vívidos de los lectores al gobierno, funcionarios públicos, actores al margen de la ley y a sus compatriotas, para movilizarse para exigir cambios sociales largamente esperados.

This study aims to analyze the process of implementation of Maria da Penha Law in Paraná from the perception of persons directly involved in combating violence against women in that state. To achieve this goal, the implementation in Curitiba was taken as the main reference, due to its status as capital, being the headquarter of the political powers and the place where are some feminist social movements. We have chosen qualitative approach of interpretative nature as research methodology, because it is a method that allows the analysis of the responses and as a data collection technique. We also have chosen the individual semi-structured interview as interview mode, because it gives greater freedom to the interviewee to discuss the matter, but it is delimited to the study objectives. The research included nine persons, including members of the Judiciary and Public Ministry, public servants and activists. The importance of the study stems from the relevance of the numbers of violence against women in Brazil, and more specifically by the significant occurrence of this kind of acts in the state of Paraná, which currently occupies the 3rd place in the ranking for the most violent states. The paper also discusses gender relations by understanding that violence against women is the result of an asymmetrical power relationship between men and women; human rights because violence is a blatant disregard of women's human rights; on public policies and technologies to confront this form of violence. Among the policies, the Maria da Penha Law is highlighted as one of the most striking examples of public policy for combating violence against women. The research found out which was the participation of Paraná in the discussion and implementation of Maria da Penha Law, identifying relevant facts and people and also what was the repercussion obtained by this law. As for the implementation in Paraná, it was possible to determine progresses, difficulties and challenges of the process. The greatest advances obtained so far are the facilities of: Court of Domestic and Family Violence against Women in Curitiba, Maria da Penha Patrol and Women's Special City Office of Curitiba. As for the difficulties, they are related, among others things, to the physical structure, training of agents, political will, and even cultural issues, which are directly linked to gender issues. Thus it was found that the law is implemented in the state, but there are still several challenges to be achieved, which consist, mainly, of the structure increment for combating violence; awareness and change of mentality of public officials; training of service agents and a greater social participation in combating violence. We concluded that the need for change in gender relations, which is an educational and social evolutionary process and therefore time consuming, is also a challenge.
