Processo de planejamento estratégico em universidade pública: o caso da Universidade Federal do Pará

The goal of this research is to check if the strategic planning developed between 2001 and 2009 into the State University of Para (Universidade Federal do Pará - UFPA) was consolidated into its Academic Centers as a management practice. To this end, we identified the planning formalization degree of the Academic Centers, the conceived tools for the planning, the conception and the methodological process used in the tools elaboration, as also its implementation. The research used a qualitative approach: it is descriptive and it uses the case study technique. The data were gathered from primary and secondary sources, through bibliography, documents, and field researches through semi-structure interviews. The analysis and data interpretation were done by each investigated Academic Center from the analytics categories guided by the specifics goals. We used theoretic fundamental based principles and the university as a study empiric reference based on its structure analysis, organizational processes and institutional strategic plan. We inspected how the strategic planning process was developed throughout the fixed period and how the investigated Academic Centers are from the collected documents and interviews. The theoretical foundation was built from three axis: the Brazilian undergraduate and posgraduate education system; the university itself including its singularity and complexity as an organization; and the planning as a strategic management process. The main results show us that the UFPA has updated regulatory milestones, presenting organizational structure, laws, instructions, manuals and deployed management model that give the strategic planning development conditions beyond its administration, i. e., into its Academic Centers. The centers also present those established milestones and develop the basic planning processes of the institution. Those processes are conceived based on the institutional strategic planning and the managers mainly use the procedural orientation defined by the university management, from where the conceptual foundation is originated and propagated. According to the literature and to the research done in this work, we can conclude that the Academic Centers from the UFPA developed the strategic planning practice. This planning is organized and founded and guided the plans and decisions which avoided the disordered management and, according to the managers, allowed the advances and performance improvement. We can conclude that the UFPA built an important foundation with respect to the management professionalization. On the other hand, we can not conclude that the management practice is consolidated since there are weaknesses into the structuring of the technical teams and there is not any management tool for the implementation of the elaborated plans

Companies have always been organized by processes, often imperceptible to its employees. With the advancement of technology, organizational processes currently run an organization through computers, and thus generate immediate information that is available to each sector. With the objective of seeking business information in real time, the government created the SPED - Public System of Digital, which involves three subsystems, which are the Electronic Invoice, Digital Accounting Bookkeeping and Digital Tax Bookkeeping. This system is revolutionizing the business structures when gathering, in an innovative way, all information and interlinked business processes. For the implementation of SPED, a revision in the organizational processes is required, since the information is generated and is sent online to the government, without mistakes. Thus the study aimed to analyze the change brought about by the implementation of the Public System of Digital SPED in the main business processes. In order to do so, we have performed a multiple case study involving three companies in the state of Para, two operate in wholesale and one explores agribusiness. The Data collection was performed by accounting professionals, IT and managers. According to the results obtained, it was found that in two companies, the IT infrastructure was capable of deploying the new system without major problems, while one company had more difficulties to cope with the new system. However, all companies had to examine its processes to make the customizations needed to fit. It was also observed that there is no IT Governance in two companies. Therefore, we recommend the use of an appropriate model, not only for the implementation of SPED, but as a way to manage and extract better results from investment in information technology

The increasing use of fossil fuels in line with cities demographic explosion carries out to huge environmental impact in society. For mitigate these social impacts, regulatory requirements have positively influenced the environmental consciousness of society, as well as, the strategic behavior of businesses. Along with this environmental awareness, the regulatory organs have conquered and formulated new laws to control potentially polluting activities, mostly in the gas stations sector. Seeking for increasing market competitiveness, this sector needs to quickly respond to internal and external pressures, adapting to the new standards required in a strategic way to get the Green Badge . Gas stations have incorporated new strategies to attract and retain new customers whom present increasingly social demand. In the social dimension, these projects help the local economy by generating jobs and income distribution. In this survey, the present research aims to align the social, economic and environmental dimensions to set the sustainable performance indicators at Gas Stations sector in the city of Natal/RN. The Sustainable Balanced Scorecard (SBSC) framework was create with a set of indicators for mapping the production process of gas stations. This mapping aimed at identifying operational inefficiencies through multidimensional indicators. To carry out this research, was developed a system for evaluating the sustainability performance with application of Data Envelopment Analysis (DEA) through a quantitative method approach to detect system s efficiency level. In order to understand the systemic complexity, sub organizational processes were analyzed by the technique Network Data Envelopment Analysis (NDEA) figuring their micro activities to identify and diagnose the real causes of overall inefficiency. The sample size comprised 33 Gas stations and the conceptual model included 15 indicators distributed in the three dimensions of sustainability: social, environmental and economic. These three dimensions were measured by means of classical models DEA-CCR input oriented. To unify performance score of individual dimensions, was designed a unique grouping index based upon two means: arithmetic and weighted. After this, another analysis was performed to measure the four perspectives of SBSC: learning and growth, internal processes, customers, and financial, unifying, by averaging the performance scores. NDEA results showed that no company was assessed with excellence in sustainability performance. Some NDEA higher efficiency Gas Stations proved to be inefficient under certain perspectives of SBSC. In the sequence, a comparative sustainable performance and assessment analyzes among the gas station was done, enabling entrepreneurs evaluate their performance in the market competitors. Diagnoses were also obtained to support the decision making of entrepreneurs in improving the management of organizational resources and promote guidelines the regulators. Finally, the average index of sustainable performance was 69.42%, representing the efforts of the environmental suitability of the Gas station. This results point out a significant awareness of this segment, but it still needs further action to enhance sustainability in the long term

A Gestão Organizacional na Universidade é estudada através da Universidade Federal do Pará (UFPA). A delimitação do objeto se centrou nas Coordenadorias de Planejamento, Gestão e Avaliação (CPGAs), nas Unidades Acadêmicas – Institutos em funcionamento no Campus de Belém, no sentido de investigar se a sua criação e funcionamento têm contribuído para a gestão dos Institutos a partir de 2007 a 2011.1. Para tanto a explicação foi baseada nas epistemologias da Área de Administração, onde o status de Ciência tem seu respaldo com a análise da gestão e o de pesquisa - a organização, que permite aí, a interface de outras Ciências. Ainda na Área, legitimidade tem sido analisada pela capacidade de explicar a aderência às expectativas sociais no âmbito organizacional, cujo foco usualmente está associado a processos de constituição, organização e manutenção de atividades coletivas em determinados ambientes. Somam-se ainda para o estudo, as contribuições advindas da Teoria das Organizações e da Teoria Institucional, onde se evidenciam a capacidade de aderência às expectativas sociais no âmbito organizacional, associada a processos de constituição, organização e manutenção de atividades coletivas, quando as organizações buscam adaptar suas estruturas e procedimentos, serem isomórficas às expectativas do contexto.

Considerando o contexto Amazônico em que muitas decisões para a proteção e conservação do meio ambiente para a região por vezes surgem de maneira vertical, com ausência da participação dos usuários dos recursos naturais, comunitários locais, em processos deliberativos, acabando por se esquecer as experiências empíricas dessa população é que se fez este estudo. Através das técnicas metodológicas: observação direta, aplicação de entrevistas semi-estruturadas, análises de fichas de monitoramento, procurou-se observar o contexto de vida da população gurupaense, em especial àquelas que vivem às várzeas do município, consideradas agroextrativistas e que possui na atividade pesqueira fonte de proteína, renda e que de maneira compartilhada vem praticando o mecanismo do Acordo de Pesca como forma de gestão desta atividade. A pesquisa enfoca o Manejo Comunitário do Camarão seu processo de implementação e consolidação, a participação de técnicos, ONG e projetos de financiamento, bem como as implicações sociais, econômicas e ambientais nos períodos em que houve ou não a atuação dessa mediação externa. O estudo mostrou que essa participação da mediação externa estimulou processos organizativos locais bem como proporcionou a ação coletiva, em que ainda com o término do apoio, a auto-gestão comunitária vigora e é repassada às novas gerações, contudo o estudo evidencia ainda o desafio de que para melhores indicadores a níveis ambientais se faz necessário apoio técnico científico com promoção de estudos no campo da Dinâmica de Populações de Estoque Pesqueiro.

Teve como objetivo a interação de comunidades sociais específicas no aglomerado da floricultura tropical paraense. A mesma foi direcionada a produtores locais em interação direta com outros agentes do setor para valorizar os fatores locais de inovação da floricultura tropical. Embora a floricultura tropical tenha uma representação econômica menor que a da floricultura temperada (inserida de outras regiões do Brasil) no cenário local, a mesma, ainda em seu curto estabelecimento, vai sendo considerada pelos diferentes agentes públicos e privados como uma importante atividade econômica do estado do Pará. No entanto, evidenciam-se ações de atores que se focam em organizações sociais, alternativa que reduz os “custos de produção” e os “custos de transações” sobre as diferentes atividades que este setor demanda. Entre as comunidades estudadas estão: a Associação dos Floricultores de Benevides (AFLORBEN), Cooperativa Agrícola Santo Antônio (COOPSANT), Associação dos Produtores de Flores de Santa Bárbara (TROPISAN), Associação de Microprodutores de Castanhal (BARREIRÃO), Associação Paraense de Floricultura e Plantas Medicinais (PARÁFLOR), e por último, as comunidades e/ou agentes que conformam o cenário comercial e institucional da floricultura (a Rede Social do Aglomerado Local de Flores na Mesorregião Metropolitana de Belém). Esta última comunidade como sendo a responsável pela concretização do objeto central do estudo, onde se integrou os processos organizacionais de relevância que valorizam os fatores de inovação local e seu impacto para o desenvolvimento sustentável do setor. A metodologia foi baseada na análise do capital social e redes sociais, tendo como finalidade resgatar a estruturação e a funcionalidade da sociedade local sobre um mercado dinâmico e competitivo como a floricultura em si. Já os resultados mostram que os processos organizacionais minimizam os custos de transação e ajudam a permanência destes grupos sociais no mercado, e com isto, a valorização da marca tropical. Por último, sugere-se priorizar processos mais integrativos e abrangentes para fortalecer ainda mais esta atividade local.

Este trabalho aborda os processos desencadeados sobre assentamentos rurais na Amazônia maranhense a partir da presença de um grande empreendimento do agronegócio. Tem como objetivo geral demonstrar como o processo de adensamento da concentração fundiária naquele território, particularmente a Região Tocantina, a partir da implantação de projetos do agronegócio – Suzano Papel e Celulose –, intensificou os processos históricos de lutas dos trabalhadores rurais. Busca demonstrar ainda as condições de vida e trabalho de dois assentamentos rurais – Califórnia e Vila Sudelândia –, diretamente afetados pela referida empresa e os processos organizativos de resistência daí derivados. Enquanto processos metodológicos foram realizados pesquisa bibliográfica, documental e de campo. A pesquisa bibliográfica esteve focada nos processos de concentração fundiária, especialmente a partir do agronegócio como modelo de desenvolvimento no campo brasileiro. Enquanto a pesquisa documental concentrou-se sobre a empresa Suzano, em razão da impossibilidade de acesso aos dados primários da empresa, a pesquisa de campo – através de amostra qualitativa –, focou os assentamentos Califórnia e Vila Sudelândia. Os resultados indicam que a espoliação de terras na Amazônia maranhense no contexto das últimas décadas, especialmente para o uso do agronegócio, a exemplo de outras áreas da Amazônia brasileira, vem adensando o processo de concentração fundiária e, em decorrência, a produção de expressões da “questão social” na região.

In the organizational context culture and communication are fundamental to the processes of appropriation, sharing, generation and use of knowledge. However, in organizations, it is evident that there is little awareness about the influence of information culture and informational communication in the scope of knowledge management. In this perspective and considering the theoretical context, we analyze the influence of culture and communication in the construction of knowledge in an organizational context. This study presents a qualitative research covering national literature focusing theoretical literature published about this thematic. Analyzing this literature we have verified that without an appropriate information culture and an appropriate information communication favoring the organizational processes, hardly the managers would reach the purpose of stimulating knowledge creation within the organization's environment. In conclusion we consider that culture and communication are the foundations for the effectiveness of activities that occur within the context of knowledge management.

Organizational environments are related to hierarchic levels existing in a determined organization, and they influence in the formal and informal flows origin and in their monitoring and/or extinction. Informational environments are a result of organizational environments, of which focus is information and knowledge. Information flows are a fundamental element to informational environments, in a way that there´s no informational environments if there´s no information flows. Informational flows are natural reflections from their environments, in terms of content and in the way they occur. This qualitative and quantitative research was developed in three stages, in a way to allow the comprehension of the phenomena related to information and knowledge environments and information flows that occur in the meat sector from the Province of Salamanca, Spain. We used Laurence Bardin´s ‘Analysis of Content’, more specifically the ‘Categorical Analysis’ technique to data analysis. As data collection procedure we accomplished a field research, applying a questionnaire as an intentional sample of the meat industries segment from the Province of Salamanca, Spain. From data tabulation and analysis, we infer that information environments and flows are relevant to these companies business development, as well as we emphasized the need of information and knowledge management deployment, in a way to insure organizational processes quality, industrial chain production and companies competition to conquer potential markets.
