The failures of traditional target-species management have led many to propose an ecosystem approach to fisheries to promote sustainability. The ecosystem approach is necessary, especially to account for fishery-ecosystem interactions, but by itself is not sufficient to address two important factors contributing to unsustainable fisheries: inappropriate incentives bearing on fishers and the ineffective governance that frequently exists in commercial, developed fisheries managed primarily by total-harvest limits and input controls. We contend that much greater emphasis must be placed on fisher motivation when managing fisheries. Using evidence from more than a dozen natural experiments in commercial fisheries, we argue that incentive-based approaches that better specify community and individual harvest or territorial rights and price ecosystem services and that are coupled with public research, monitoring, and effective oversight promote sustainable fisheries.

Carbon and nitrogen stable isotope values were determined in Pacific white shrimp (Litopenaeus vannamei) with the objective of discriminating animals produced through aquaculture practices from those extracted from the wild. Farmed animals were collected at semi-intensive shrimp farms in Mexico and Ecuador. Fisheries-derived shrimps were caught in different fishing areas representing two estuarine systems and four open sea locations in Mexico and Ecuador. Carbon and nitrogen stable isotope values (13CVPDB and 15NAIR) allowed clear differentiation of wild from farmed animals. 13CVPDB and 15NAIR values in shrimps collected in the open sea were isotopically enriched (−16.99‰ and 11.57‰), indicating that these organisms belong to higher trophic levels than farmed animals. 13CVPDB and 15NAIR values of farmed animals (−19.72‰ and 7.85‰, respectively) partially overlapped with values measured in animals collected in estuaries (−18.46‰ and 5.38‰, respectively). Canonical discriminant analysis showed that when used separately and in conjunction, 13CVPDB and I5NAIR values were powerful discriminatory variables and demonstrate the viability of isotopic evaluations to distinguish wild-caught shrimps from aquaculture shrimps. Methodological improvements will define a verification tool to support shrimp traceability protocols.

A intensa busca por confiabilidade de resultados torna cada vez mais importante o papel dos materiais de referência, principalmente em química analítica, pois fornecem referências metrológicas visando assegurar a rastreabilidade de medições e ainda são fundamentais para a validação de métodos analíticos. O aumento da demanda por novos materiais de referência é gradativo em todas as áreas do conhecimento, porém os setores agropecuários e de alimentos estão entre os mais carentes. No Brasil, essa demanda é atendida somente pela importação do material a custos elevados, sendo freqüente a inexistência de materiais adequados às necessidades do país. Nesse contexto, o presente trabalho visou à produção de material de referência para nutrientes e contaminantes inorgânicos em fosfato de rocha, matéria-prima utilizada para a fabricação de fertilizantes. O material foi produzido seguindo as seguintes etapas, estabelecidas internacionalmente pelas ISO GUIAS 30 a 35: preparo e envase do material, avaliação da homogeneidade, teste de estabilidade a curto e a longos períodos e na caracterização prévia, que consistiu na montagem do ensaio colaborativo, com a distribuição do material preparado a laboratórios que se dispuseram a colaborar com o projeto. Ainda foram realizados estudos voltados ao preparo da amostra visando a rapidez e redução de uso de reagentes. A avaliação da estimativa da massa mínima, da homogeneidade e da estabilidade do material foi realizada utilizando-se como técnica de determinação a espectrometria de emissão óptica com plasma indutivamente acoplado (ICP OES). Para a determinação de fósforo foi avaliado o emprego de espectrometria de emissão com plasma induzida por laser (LIBS). Os resultados foram submetidos à análise de variância de fator único (ANOVA) e a homogeneidade e a estabilidade do material apresentaram médias dentro do intervalo de confiança de 95%. Os resultados obtidos durante o preparo e através do ensaio colaborativo possibilitaram a caracterização química e o calculo das incertezas relativas a cada etapa do preparo do material, sendo elaborada a carta controle com os resultados do material de referência e as incertezas expandidas para cada um dos analitos em estudo. Parte do trabalho foi desenvolvido junto ao National Research Council Canada (NRCC) em Ottawa no Canadá, onde foi avaliada a aplicabilidade do sistema de combustão iniciada por radiação microondas no preparo de amostras de materiais de referência nacionais anteriormente preparados, fígado bovino (RM-Agro E3001a) e forrageira (RM-Agro E1001a), para a determinação de As, Cd, Cu e Pb por espectrometria de massas com plasma indutivamente acoplado (ICP-MS), sendo obtidos resultados que poderão ser aplicados em outros materiais orgânicos e inorgânicos.

BACKGROUND AND OBJECTIVE: Human research ethics committees provide essential review of research projects to ensure the ethical conduct of human research. Several recent reports have highlighted a complex process for successful application for human research ethics committee approval, particularly for multi-centre studies. Limited resources are available for the execution of human clinical research in Australia and around the world.

METHODS: This report overviews the process of ethics approval for a National Health and Medical Research Council-funded multi-centre study in Australia, focussing on the time and resource implications of such applications in 2007 and 2008.

RESULTS: Applications were submitted to 16 hospital and two university human research ethics committees. The total time to gain final approval from each committee ranged between 13 and 77 days (median = 46 days); the entire process took 16 months to complete and the research officer's time was estimated to cost $A34 143.

CONCLUSIONS: Obstacles to timely human research ethics committee approval are reviewed, including recent, planned and potential initiatives that could improve the ethics approval of multi-centre research.

The study aimed to evaluate the suitability of Escherichia coli, enterococci and C. perfringens to assess the microbiological quality of roof harvested rainwater, and to assess whether the concentrations of these faecal indicators can be used to predict the presence or absence of specific zoonotic bacterial or protozoan pathogens. From a total of 100 samples tested, respectively 58%, 83% and 46% of samples were found to be positive for E. coli, enterococci and C. perfringens spores, as determined by traditional culture based methods. Additionally, in the samples tested, 7%, 19%, 1%, 8%, 17%, and 15% were PCR positive for A. hydrophila lip, C. coli ceuE, C. jejuni mapA, L. pneumophila mip, Salmonella invA, and G. lamblia β-giardin genes. However, none of the samples was positive for E. coli O157 LPS, VT1, VT2 and C. parvum COWP genes. The presence or absence of these potential pathogens did not correlate with any of the faecal indicator bacterial concentrations as determined by a binary logistic regression model. The roof-harvested rainwater samples tested in this study appear to be of poor microbiological quality and no significant correlation was found between the concentration of faecal indicators and pathogenic microorganisms. The use of faecal indicator bacteria raises questions regarding their reliability in assessing the microbiological quality of water and particularly their poor correlation with pathogenic microorganisms. The presence of one or more zoonotic pathogens suggests that the microbiological analysis of water should be performed, and appropriate treatment measures should be undertaken especially in tanks where the water is used for drinking.

Funded and endorsed by the Australasian Juvenile Justice Administrators, this is one of the first national scale research reports into the bail and remand practices for young Australians. A young person can be placed in custody on remand (ie refused bail) after being arrested by police in relation to a suspected criminal offence, before entering a plea, while awaiting trial, during trial or awaiting sentence. Although custodial remand plays an important role in Western criminal justice systems, minimising the unnecessary use of remand is important given the obligations Australia has under several UN instruments to use, as a last resort, youth detention of any kind. This research identifies trends in the use of custodial remand and explores the factors that influence its use for young people nationally and in each of Australia’s jurisdictions.
